Notes:

Michael Kennedy from DEQ was onsite this afternoon to conduct a 1200C erosion control inspection. Michael said that the silt fence that we have installed is not the correct fencing and is not a best management practice (BMP). When I asked him why the fencing was incorrect he said that the since the wooden stakes were not part of the silt fence, even though the stakes were zip tied to the fabric and steel mesh. Michael also said that we do not need the silt fence that surrounds the site on the north and east sides of the site as well as the silt fence dams in the north ditch. He did say that we will need to place silt fence on the north side of the site across the street to prevent sediment from reaching the standing water in the wooded area. He also mentioned that a construction gravel entrance needs to be in place (for the north construction entrance and for the south headworks access). Michael said that we needed to add another line of silt protections on the south side of the property, south of the headworks, with wattles and place coconut fabric down on the disturbed ground at the headworks each night and weekend to keep the ground stable during rain events. MSI has not been keeping erosion control inspection records, during rain events, and starting today will be their first entry. Michael said if they can make the changes that he has talked about by Friday and send him pictures of the changes we will not fine us for being out of compliance with the permit. Justin Quimby will be the onsite erosion control inspector for MSI and be responsible for erosion control.
