DAILY EXCELSIOR, JAMMU TUESDAY, AUGUST 25, 2015 (PAGE 3) Excelsior Correspondent JAMMU, Aug 24: Making mockery of the system and sin- cere efforts put in by the District Administration Rajouri to resolve the crisis of students' agitation, the Registrar of the Baba Ghulam Shah Badshah University (BSGBU) Rajouri has allegedly refused the com- pliance of the order of the Vice Chancellor, inviting fresh trou- ble on the campus as student have again resumed strike. Reports from Rajouri said that students of the BGSB University as per agreement reached on Saturday during meeting with SSP Rajouri Dr Haseeb Mughal and other rep- resentatives, resumed their studies and routine work in the University in the morning today. The students came to know that despite order issued by the VC on Saturday about his removal, the Registrar Rashid Choudhary, was sitting in his office. The students after observing that nothing has changed and they have been befooled by the University authorities, they came out of their classes at around 2 pm and started protest demonstra- tion. The students sat outside the office of VC and started shouting slogans. The protest was going on when the last reports came in. Sources in the University said that Dy Registar has issued the orders of the transfer of the Registrar and he is not competent to do remove a Registrar. Therefore, the Registrar has not honoured this order. It was up to the VC to issue proper order for resolving the issue. But it seemed that University authorities are also playing hide and seek with the students and least bothered about the career of the agitat- ing students. On being contact- ed repeatedly on phone, the Vice Chancellor Irshad Ahmed Hamal did not respond and told that he was busy. Minister for Education, Naeem Akhtar, however, when contacted told the Excelsior that he was aware of this new development. Mr Naeem said he was told by the VC on Saturday that matter stand resolved and the agitation has been called off. It is unfortunate. The things are not going on well in this University and the recent development per- taining to scholar- ship scam has tar- nished its image. There is need to take some neces- sary measures with the removal of some persons including the VC who has almost completed his tenure. Meanwhile, SSP Rajouri, Dr Haseeb Mughal told the Excelsior that as per agreement with the students during marathon meeting on Saturday evening, he has removed the head of Special Investigation Team (SIT). Additional SP Rajouri, Tejinder Singh has been appointed as new head of the SIT investigating infamous scholarship scam. He also indi- cated that some people includ- ing a few from the Varsity, tried to scuttle the investiga- tions and influence the SIT members. He said that SIT will try to finish its task as shortly as possible. Excelsior Correspondent SRINAGAR, Aug 24: Ruling People's Democratic Party (PDP) president Mehbooba Mufti today asked people to become active stake- holders in shaping up a politi- cally stable Jammu and Kashmir. "Peace and political stabili- ty are imperative for economic prosperity and not only the Government, but people also have a critical role to play and a great responsibility to dis- charge to pull the State out of the morass and shape up a politically stable and economi- cally vibrant Jammu and Kashmir," Mehbooba said. Addressing a PDP workers convention in Budgam district of central Kashmir, Mehbooba, who is also Member of the Lok Sabha, said the people of the state need to become active stakeholders in governance to ensure accountability. "We reiterate our resolve to accomplish the unfinished agenda of dignified political peace and sustainable econom- ic prosperity for the people of the state," she said. Accusing the previous NC- Congress regime of reversing the process of political recon- ciliation bringing the develop- mental process in the State to a halt, Mehbooba said while not a single new initiative was taken by the NC-led Government on political, eco- nomic and developmental fronts in the State, it instead put all the major initiatives taken after 2002 on the back- burner and pushed the State into an administrative and financial mess. "Today we have to not only clear the muck left behind by the previous non-performing regime, but have to make a beginning from almost zero to revive and rejuvenate the polit- ical, economic and develop- mental process in the State," she said. Mehbooba further added that around Rs 9,000 crore lia- bilities have been created by the previous regime without having done anything substan- tial on the ground. "All this money seems to have been pocketed by the politico-contractor nexus that was rampant during that regime," she alleged. Mehbooba said the present Government led by her father, Mufti Mohammad Sayeed, has started putting the things back on track and it will take some time to clear the mess and let the new initiatives leave their imprint on the ground. "Immediately after the present Government took over in March this year, several ini- tiatives in power, road commu- nication, education, PHE, pub- lic distribution, rural develop- ment and other sectors to break the developmental inertia and revivify the institutions of gov- ernance. "Given the rot and inertia that has crept into the system over the past few years, the Government shall have to take some tough decisions in the larger public interest," the PDP president said adding the results will be there for the people to see after some time. Mehbooba said Budgam is a symbol of amity and brother- hood, but despite being one of the closest districts of the sum- mer capital, it continues to face massive developmental deficit and economic deprivation. She assured the people of Budgam that the Government would address the develop- mental concerns of the area on priority including improving road connectivity, upgradation of educational infrastructure, augmentation of drinking water facilities and develop- ment of tourism infrastructure at Doodpathri and Yousmarg. DyCM, Dr Nirmal Singh during his visit to Baglihar Power Project on Monday. 35 guests arrive from PoK Excelsior Correspondent SRINAGAR, Aug 24: Thirty-five residents of Pakistan occupied Kashmir (PoK) arrived here today while only four Kashmiris crossed over to other side of the Line of Control (LoC) to meet their relatives, separated in 1947 due to parti- tion. As many as 58 returnees also cross side at the Kaman post, the last Indian military post on this side of the border in Uri sector, official sources said. They said 35 PoK residents, including 15 women and six children, arrived at Kaman post after crossing the Aman Setu, peace bridge on foot. Three Kashmiris, who had gone to PoK in previous Karvan-e- Aman bus also returned to their homes after completing stay across the border with their rel- atives. They said four Kashmiris, including two women crossed over to other side of the LoC alongwith 55 PoK residents who returned to their homes after completing stay in Kashmir. The PoK returnees included 27 women and four children. The cross LoC bus has helped thousands of families, divided in 1947 to meet each other after India and Pakistan agreed to allow permanent resi- dents on both sides of the LoC to travel on 'Travel Permits' instead of International passport from April 7, 2005. Measurement points between 2 habitations should be boundaries: Full Bench Excelsior Correspondent JAMMU, Aug 24: The Full Bench of the State High Court comprising Chief Justice N Paul Vasanthakumar, Justice Muzaffar Hussain Attar and Justice Bansi Lal Bhat has held that during the appointment of ReT, the meas- urement points between the two human habitations of a revenue village would be the bound- aries/peripheries of the two habi- tations and not the centre points of the two habitations. This judgment has been passed in a LPA No.148/2013, which came up for consideration before the Letters Patent Bench of this court on March 20, 2014. The court directed the Registrar Judicial to make reference before the Chief Justice for constitution of Full Bench, as the Letters Patent Bench noticed that there is conflict between the judgments rendered in LPA No.59/2012 decided on 13.09.2012 and LPA No.135/2012 decided on 18.10.2012. According to a case, one Mubeena Hassan filed a petition, which was decided by the Writ Court vide its judgment dated July 18, 2013. The writ petitioner- Mubeena Hassan responded to the advertisement notice issued by the Zonal Education Officer, Quil Muqam, Bandipora and sought consideration for being selected and engaged as Rehbar-e- Taleem (3rd Teacher) in PS, Panzigam. The writ petitioner-Mubeena Hassan figured at top of the merit panel prepared by the Village Education Committee (VEC). The respondent Tahira Hussain in SWP No.1508/2011 projected her case by stating that the Revenue village comprise of two habita- tions, viz., Panzigam and Barzulla and the school where vacancy has to be supplied is located at Barzulla and she is to be considered for being engaged as Rehbar-e-Taleem (3rd Teacher) to the exclusion of writ petitioner-Mubeena Hassan. Tahira Hussain had filed SWP No.1863/2009 which was decided on 06.12.2010 and respondent No.3 therein was directed to approach the Dy Commissioner, Bandipora for ascertaining actual distance between the two habitations viz. Panzigam and Barzulla of rev- enue village Panzigam. The Chief Education Officer, Bandipora was directed that after receipt of the report he shall take decision about the applicability or otherwise of Government Order No.288-Edu of 2009 dated 8th April 2009. After receipt of the report, the Chief Education Officer, Bandipora took up the matter with the Director School Education. The Dy. Director (P&S) vide his communication dated 15.07.2011 informed the Chief Education Officer, Bandipora that it will be proper to measure the distance from centre of the village (habitation) and decide the case accordingly. The workshop is being organized jointly by the University of Jammu and Indira Gandhi National Centre for the Arts (IGNCA) in collaboration with Millennium India Education Foundation, a Delhi- based NGO. The workshop was inaugu- rated by JU Vice-Chancellor Prof R D Sharma while Dr S S Toshkhani, renowned Kashmiri Linguist and Sharda expert, delivered the keynote address and presided over the function. Prof Rampratap Vedalankar (Rashtrapati Awardee), Ex- Dean, Faculty of Arts & Head Department of Sanskrit, University of Jammu, Surinder Ambardar MLC J&K, Dr Kirti Kant Sharma (Sharda Expert IGNCA, New Delhi), H L Wangnoo (president Kashur Samachar) were the guests of hours. Prof Ramnika Jalali (Dean, Faculty of Arts), Prof Sushma Devi, Head of Department, Sanskrit, JU and Dr Uday Kakroo, Director Millennium India Education Foundation New Delhi, profes- sors and students were also present at the occasion. In the workshop besides teaching about Sharda alpha- bets, reading practice and trans- lation of Sharda manuscripts will be taught to the partici- p a n t s . This is for the first time that such a workshop has been con- ducted in Jammu. MIEF has so far held various such work- shops in New Delhi and Mumbai over last few years and have trained more than 300 scholars and interested persons in this script. Speaking on the occasion, Prof R D Sharma hoped that such workshops would help in creating large pool of scholars to get engaged in researching and translating the manuscripts written in Sharda lying idle in different libraries across the world. He announced that Sanskrit Department will also sign an AOC with Millennium India Education Foundation on the same lines as the organiza- tion has done with JNU and Mumbai University to further strengthen the efforts for revival of Sharda script. In a press statement, Mr Singh said that today's threat of Pakistan boasting of being a nuclear nation and the recent statement of Pak High Commissioner Abdul Basit that it shall continue to support the Separatists, in their 'freedom movement in Kashmir' should be eye opener for the Indian Govt. When this PIL came-up for hearing, Advocate Srishti Paul Mengi appearing for the PIL alleged that in breach of the pro- hibitory orders, violations are still taking place. Cop arrested for lewd comments, 7 injured in clashes Excelsior Correspondent SRINAGAR, Aug 24: A police man of the Special Operation Group (SOG) was arrested today for allegedly passing lewd com- ments on a girl triggering violent protests in Murran Chowk in South Kashmir district of Pulwama in which seven people, including a police officer were injured. A woman was passing near the Jammu and Kashmir Bank in the area when SOG man allegedly passed lewd comments on her. The incident was spotted by the bystanders, who protested against the misbehavior by the cop. The traders suspended their business activities to protest against the incident. Protesters pelted stones at the SOG men against the incident. The cops charged batons and fired tear smoke shells to chase away pro- testers. Police fired several rounds in air to scare away the protesters. However, the protesters remained defiant and continued stone pelt- ing on police. Four protesters and three cops including Additional Superintendent of Police were injured in the clashes. Later, the accused cop identi- fied as Baber Mohidin Dar has been arrested and placed under suspension by the higher authori- ties. "A case under FIR 261/2015 u/s 294 was registered against the cop and further investigations have been taken up in this regard", the official added.

SRINAGAR, Aug 24:Thirty-five residents of Pakistanoccupied Kashmir (PoK)arrived here today while onlyfour Kashmiris crossed over toother side of the Line of Control(LoC) to meet their relatives,separated in 1947 due to parti-tion.

As many as 58 returneesalso cross side at the Kamanpost, the last Indian militarypost on this side of the border inUri sector, official sources said.They said 35 PoK residents,including 15 women and sixchildren, arrived at Kaman postafter crossing the Aman Setu,peace bridge on foot. ThreeKashmiris, who had gone toPoK in previous Karvan-e-Aman bus also returned to theirhomes after completing stayacross the border with their rel-atives.

They said four Kashmiris,including two women crossedover to other side of the LoCalongwith 55 PoK residents

who returned to their homesafter completing stay inKashmir. The PoK returneesincluded 27 women and fourchildren.

JAMMU, Aug 24: The FullBench of the State High Courtcomprising Chief Justice N PaulVasanthakumar, Justice MuzaffarHussain Attar and Justice BansiLal Bhat has held that during theappointment of ReT, the meas-urement points between the twohuman habitations of a revenuevillage would be the bound-aries/peripheries of the two habi-tations and not the centre points ofthe two habitations.

This judgment has been passedin a LPA No.148/2013, whichcame up for consideration beforethe Letters Patent Bench of thiscourt on March 20, 2014. Thecourt directed the RegistrarJudicial to make reference beforethe Chief Justice for constitutionof Full Bench, as the Letters PatentBench noticed that there is conflictbetween the judgments renderedin LPA No.59/2012 decided on13.09.2012 and LPA No.135/2012decided on 18.10.2012.

According to a case, oneMubeena Hassan filed a petition,which was decided by the WritCourt vide its judgment dated July18, 2013. The writ petitioner-Mubeena Hassan responded to theadvertisement notice issued by theZonal Education Officer, QuilMuqam, Bandipora and soughtconsideration for being selectedand engaged as Rehbar-e-

The Chief Education Officer,Bandipora was directed that afterreceipt of the report he shall takedecision about the applicabilityor otherwise of GovernmentOrder No.288-Edu of 2009 dated8th April 2009.

After receipt of the report, theChief Education Officer,Bandipora took up the matterwith the Director SchoolEducation. The Dy. JAMMU, Aug 24: A five-day national workshop torevive Kashmiri script Sharadagot underway at the JammuUniversity here today.

The workshop is beingorganized jointly by theUniversity of Jammu and IndiraGandhi National Centre for theArts (IGNCA) in collaborationwith Millennium IndiaEducation Foundation, a Delhi-based NGO.

The workshop was inaugu-rated by JU Vice-ChancellorProf R D Sharma while Dr S SToshkhani, renowned KashmiriLinguist and Sharda expert,delivered the keynote addressand presided over the function.

Prof Rampratap Vedalankar(Rashtrapati Awardee), Ex-Dean, Faculty of Arts & HeadDepartment of Sanskrit,University of Jammu, SurinderAmbardar MLC J&K, Dr KirtiKant Sharma (Sharda ExpertIGNCA, New Delhi), H LWangnoo (president KashurSamachar) were the guests ofhours. such workshops would help in

creating large pool of scholars

to get engaged in researching

and translating the manuscripts

written in Sharda lying idle in

different libraries across the

world. He announced that

Sanskrit Department will also

sign an AOC with Millennium

India Education Foundation on

the same lines as the organiza-

tion has done with JNU and

Mumbai University to further

strengthen the efforts for

revival of Sharda script.

Dr Kakroo, Director MIEF,

said that the main purpose that

prompted MIEF to consider this

project was that Sharda is fac-

ing virtual extinction because

the script is not being taught

anywhere in the India and the

people who have knowledge

about this script are fast aging

Cop arrested for lewd comments, 7 injured in clashes

SRINAGAR, Aug 24: A policeman of the Special OperationGroup (SOG) was arrested todayfor allegedly passing lewd com-ments on a girl triggering violentprotests in Murran Chowk inSouth Kashmir district ofPulwama in which seven people,including a police officer wereinjured.

A woman was passing near theJammu and Kashmir Bank in thearea when SOG man allegedlypassed lewd comments on her.The incident was spotted by thebystanders, who protested againstthe misbehavior by the cop.

The traders suspended theirbusiness activities to protestagainst the incident. Protesterspelted stones at the SOG men

against the incident. The copscharged batons and fired tearsmoke shells to chase away pro-testers.

Police fired several rounds inair to scare away the protesters.However, the protesters remaineddefiant and continued stone pelt-ing on police.

Four protesters and three copsincluding AdditionalSuperintendent of Police wereinjured in the clashes.

Later, the accused cop identi-fied as Baber Mohidin Dar hasbeen arrested and placed undersuspension by the higher authori-ties.

"A case under FIR 261/2015u/s 294 was registered against thecop and further investigationshave been taken up in this regard",the official added.
