<>n motion, by Mr. Semmes, Senatebill to facilitate the settlement of theclaims of deceased soldiers and officers,by the creation of the office of FourthAuditor, was recommitted to the Com-mittee on the Judiciary.

Mr. Walker, from the Judiciary Com-mittee, reported back bill to secure moreeffectually the preservation and distribu-tion of the effects of deceased soldiers.?< Ordered to be printed.

On motion,by Mr. Semmes, theSenateresolved into secret session.

ti ds of the Hon. George G. vest, appointeda Sena-toi by the Executive of the State of Missouri tonil, untu the neat meeting of theLegislature of th;»tState, the vacancy occasioned by the inability ofthe Legislature to electaßenatoroonfiamablytotheprovisions or the Constitution of the ConfederateStat* -, owing to the occupancy of the said State ofMissouri by the publicenemy, which were read.

HOUSEOF REPRESENTATIVES.The House met at 11 o'clock, and was

opened with prayer by theRev. Dr. Dun-can.

The Speaker announced the followingcommittee on the message of the Presi-dent relative to the arrest of lion. HenryS. Foots: Messrs. Clarke, of Missouri;Gilmer, of North Carolina; Chilton, ofAlabama; Gholson, of Virginia, andMcCallum, of Tennessee.

The House passed a Senatebill amenda-tory of the actproviding for local defence

?and local service.Also, a Senate joint resolution of

thanks to General Stand Watie, ColonelGano, and the oiiicers and men undertheir commands, for gallant military ser-vice.

The House also passed a bill to pro-vide for thepaymentofprovost marshalsand military clerks.

Also, a bill to increase the compensa-tion of ths Surgeon-General,, so as togive him the pay and allowances of acolonel of cavalry.

The House then took up for considera-tion theexemption bill. Several attemptswere made to table the bill and recom-mit it to the Military Committee, butthey failed.

A clause was adopted exempting allministers of religion engaged in the dis-charge of their duties on the 17th ofFebruary, 1 $61.

Also, an amendment to exempt allmechanics and agriculturists over forty-live years of age, habitually engaged inthe prosecution of their calling, whohave eight white persons in their familiesdependent,on them, amiall such personsBow in the army who would have beenho exempted had they been at home.

Pending the consideration of the billthe House adjourned.

TheSenate wascalled to order at noon.Wayer by Re?. Dr. Jeter.

Jointresolutions from the House ofUfclegates, instructingourrepresentativesin Congress' to urge the passage of a lawappropriating money to pay for horseskilled or unavoidably lost in the militaryservice, and providing for the appoint-ment of a joint committee to examinethe accounts of the commercial agent,were read by the Clerk. The first wask»d on the table and the latter wasagreed to -, when, in accordance with Ha

provisions, Messrs. Hart and Spillcr wereappointed said committee.

A bill w»s adopted by Mr. Coghill,from the Committee for Courts of Jus-tice, providing for the protection of Con-federate currency from improper depre-dation byrestricting tho sale of exchangethereof at less than its nominal value.?Read a first time and ordered to a se-cond reading.

House bills amending and re-enactingthe eleventh section of chapter one hun-dred and thirty-two of the Code of Vir-ginia, in regard to fiduciaries; also, anact entitled " an act releasing from taxa-tion deeds required to be recorded a se-cond time, where the county records havebeen destroyed by the public enemy ";and Senate bill amending the second, ,sixth and twenty-second sections of anact passed March 7, 18i>2, entitled "anact to amend an act entitled an actamending thecharter of the town of Dan-ville/ were read the third time andpassed.

Mr. Spitlcr introduced a resolution in-quiring into the expediency of increas-ing the of sheriffs andother otlicers for conveying insane per-sons from their homes to the asylum.

Secret business engrossed the rest ofthe session.

HOUSE OF DELEGATES.The House met at noon, and was

openedwith prayer by Rev. Dr. Wood-bridge, of the Episcopal Church.

Mr. Anderson, from the Military Com-mittee, reported a bill to organize andenroll the home guards for local defence.The bill, on hismotion, was read the firsttime, and ordered to a second reading.

The Speaker submitted to Hi House amessage from the Governor, takingground against the action of the Legisla-ture in exempting from military servicecertain members of the reserve forcesupon the ground that theirages exceededthat of fifty years. The Governor insin-uates in his communication that theirdischarge was without warrant in theConstitution. The communication waslaid on the table and ordered to beprinted.

Pending the discussion of tho com-munication, the House went into secretsession, upon motion of Mr. Deane, ofCampbell.

When the doors were reopened busi-ness was resumed.

Mr. Deane offered a resolution to dis-band the battalion of second-class mi-litia organized for the defence of thecity of Lynchburg, and to provide forthe organization, in a better form, of alocal force for the defence of the said city.Theresolution was agreed to.

Mr. Huntt submitted a resolution, di-rected to the Committee on ConfederateRelations, inquiring if a more effectualmode cannot be devised to secure thespeedy shipment to Confederate prisonersof war confined in Northern dungeons of.packages sent them by their friends topromote their comfort and Well-being.

Mr. Castlcman introduced a joint reso-lution, addressed to our representativesin Congress, calling upon them to urgethe passage ofa bill to mount and equipthe cavalry, and make that branch of theservice more efficient. The resolutionwas ordered to bo laid over under therules.

Mr. Hutchinson introduced a jointresolution to encourage the productionof supplies, and recommending the re-peal of all laws now upon the statutebooks inrelation to impressments. Theresolution lies over under the rules.

The Committee on Propositions andGrievances reported adversely to theresolution of Mr. Hall, of Wetzel, in re-lation to the opening ofCapitol Stfuaregates.

The bill for the relief of Tucker Car-rington, of Mecklenburg, to allow himeighteen hundred dollars for a slavehang by sentence of the court, in addi-tion to one thousand dollars already ap-propriated, was taken up and lost, not aconstitutional majority voting in favor ofthe bill.

Tile House, after the disposition ofsome other'ousiness, adjourned.
