The new year finds the team of the
Information Centre slightly extended. We
warmly welcome our new colleague Ms.
Rieke Jürgensen and we look forward to work
with her. Please find her introduction in the
column to the right.
We also say hello to three new visiting
academics: Prof. Byeong Soo Lim (pg. 9),
Prof. Frank Riedel (Adama Science and
Technology University) and Dr. Magnus
Treiber (Addis Ababa University). The latter
two will most likely present themselves in the
next newsletter which is due in January 2015.
We hope you will like the information in this

Welcome to “kulturweit”
Volunteer
My name is Rieke Jürgensen and I am joining
the team of the DAAD Information Centre in
Addis Ababa for the next five months. On
September 1, I started my work as volunteer
in the context of ‘kulturweit (engl. Bridging
Cultures) ’, a voluntary service of the German
UNESCO commission and the German
Federal Foreign Office.
I have already enjoyed the first weeks in
Addis Ababa, and I am grateful for the warm
reception by my colleagues. So I am looking
forward to an interesting time at the DAAD,
and I am positive about gaining more
experiences during my voluntary service.
To introduce myself: I hold a bachelor’s
degree of Political Science of the University of
Hamburg and I am currently taking my
master’s degree of Peace and Conflict
Studies at the Goethe University Frankfurt.
Furthermore, I have, among others, worked
for the project “Starke Schule (engl. Good
School)” of the Hertie Foundation and,
moreover, as a student assistant at the
University Hamburg. There I have supported
the cooperation between the University and
secondary schools and have mentored young
and prospective students.
My main working field at the IC Addis Ababa
will be the internet presentation of the IC.
Besides, I will advise on the scholarship
programmes and support the Information
sessions of the IC.

Workshop of the Albert
Einstein German
Academic Refugee
Initiative (DAFI) in Jigjiga
This year, the annual DAFI workshop in
Ethiopia will take place on 1 November 2014
in Jigjiga. The DAAD Information Centre will
participate in the workshop organized by the
Association of Ethiopians Educated in
Germany (AEEG) and provide information on
DAAD´s scholarship programmes for
postgraduates in order to open up
perspectives for refugee students.
The German government has been
supporting young refugees with scholarships
for vocational training and university
undergraduate studies since 1992.
Meanwhile the programme is disbursing a
total amount of 3.4 million Euro p.a.
worldwide. The United Nations High
Commissioner for Refugees (UNHCR) is
administering these funds in 39 countries
around the globe. Ethiopia is among the
major beneficiaries of the programme and
AEEG is implementing DAFI here in
cooperation with the UNHCR. The DAFI
programme in Ethiopia is carried out with a
annual budget of 192,962 USD.
German Unification Day
On 3 October 2014, the celebration on the
occasion of the German Unification will take
place at the German Embassy in Addis
Ababa with invited guests. German
institutions represented in Ethiopia, among
others the DAAD Information Centre, will
present their work to the German community
in Ethiopia as well as to Ethiopian partners
and friends.

Second National
Multiplication Training
DIES (Dialogue on Innovative Higher
Education Strategies), a joint venture
between the German Rectors´ Conference
and DAAD, has recently introduced a new
programme, the “National Multiplication
Training (NMT)”, under which DIES-Alumni
organise national training activities in higher
education management in their respective
countries.
After the first Ethiopian training at Adigrat
University in April/May 2014, the second
round of NMT is scheduled to take place from
10 to 14 October at Jimma University.
Beside the presentation of the trainee‘s
proposals, the topics to be covered are
scientific writing, project monitoring,
evaluation, implementation and management.
Trainers will be the DIES-Alumni Prof.
Abebaw Gashaw and Dr. Alem Mebrahtu as
well as Prof. Arnis Vilks.
Workshop on African
Phytopharmaceuticals in
Addis Ababa
From 6 to 7 October 2014, pharmacologists
of Martin-Luther-University Halle-Wittenberg
(MLU) and Addis Ababa University (AAU), will
hold a workshop on African Phytopharma-
ceuticals.
To strengthen North-South-South
collaboration, also scientists from Cameroon,
Sudan and Zambia will take part and present
their research.
Since 2012, DAAD financially supports the
research partnership between pharma-
cologists of MLU and AAU within its
programme “Welcome to Africa”. Funds are
made available by the German Federal
Ministry of Education.

PAGEL Project Received
Two Awards
The project “Partnership for the Training of
Junior Doctors in Gynecology and Midwifery
in Ethiopia” of the universities of Jena and
Gondar was priced twice within the ceremo-
nial act of the 60th Anniversary of the Univer-
sity of Gondar in July.
The project received the price for the best
alumni-project and, furthermore, the Medal
of Honor in Gold for its engagement within
the university partnership and the improve-
ment of women health care. The awards
were presented by H.E. Ato Haile Mariam
Desalegn, Prime Minister of the Federal
Democratic Republic of Ethiopia.

The cooperation was founded on the initia-
tive of the Ethiopian Minister of Health and it
is sponsored by the PAGEL Programme
(Partnerships for the Health Sector in Devel-
oping Countries) since 2009. The PAGEL
Programme, implemented by the DAAD with
funds provided by the German Federal Min-
istry of Economic Cooperation and Develop-
ment, is designed to strengthen educational
and advanced training capacity and encour-
age sustainable development.
The German side is presented by he section
for gynecology and obstetrics of the
Eichsfeld Clinic, the academic teaching hos-
pital of the University of Jena. On the Ethio-
pian side, first, the University of Jimma was
involved, in 2011, the University of Gondar

Eichsfeld Clinic to receive advanced training
from their German colleagues regarding
working techniques and processes. Specialist
doctors from Eichsfeld travel to the Ethiopian
universities two to three times a year to
provide junior doctors, nursing staff and
midwives with advanced clinical and
theoretical training.
Since 2013 the follow-up project has been
taking place with sponsoring by PAGEL. To
reach the urgently required enhancement of
the number of qualified gynecologists and to
improve the sustainability of the project, the
colleges of Mekelle and Bahir Dar have
become partners, as well. The current
sponsorship is running until the end of 2016.
DAAD Information
Sessions in Addis Ababa
Individual scholarships and funding of
institutional cooperations were the themes of
an information session held at the Goethe-
Institute Addis Ababa on 11 June 2014.
Students of various universities, staff and
administrators both from public and private
Ethiopian higher education institutions were in
attendance at the information event
conducted by the DAAD Information Centre.
In a similar move, the Information Centre
organized a seminar on the topic “Research
Grants for Doctoral Candidates” on 1 August
2014. The seminar was held at DAAD
Information Centre in the International
Leadership Institute.

The focus of this year’s summer party was on
the region Sub-Sahara Africa. Ulrich Grothus,
DAAD Deputy Secretary General, Christoph
Hansert, former Director of the Regional
Office in Nairobi, Philina Wittke, Head of the
Information Centre in Johannesburg, and
Hanifa Massawe, scholarship holder from
Tanzania at the TU Chemnitz, were
discussing challenges, opportunities and
current developments of higher education on
the continent.
Above all, they addressed the need for
qualification and advanced education to solve
the shortage of university instructors. In many
African countries the number of students is
leaping, whereas the number of university
instructors is only increasing slowly.
Mr. Hansert pointed out that education and
training of young university instructors - in
Germany and at high-performance African
universities - through scholarships is a pivotal
aspect of the new DAAD strategy for Sub-
Sahara Africa.
Here, co-financed scholarship programmes
based on agreements with African
governments play an important role. Such
agreements already exist for example in
Ethiopia and Kenya.

Follow up Visit of the
University of Bayreuth
The University of Bayreuth is a hub of
international and interdisciplinary research.
African studies have been a priority at the
University of Bayreuth since its establishment
in 1975. Within the framework of the current
partnership between Addis Ababa University
and University of Bayreuth, a follow up visit
was conducted by a delegation from the
Bayreuth International Graduate School of
African Studies (BIGSAS) from the 16 to 19
July 2014. The professors and associated
senior fellows work in 21 academic
disciplines, among others Anthropology,
Geography, History, Law, Linguistics,
Literature, Media Studies, Religious Studies,
Sociology and Political Science. Currently
over 100 fellows from more than 28 countries
are researching at BIGSAS. The German
Research Foundation is funding BIGSAS. For

40th Anniversary of DAAD
Regional Office in Nairobi
The Regional Office for Africa celebrated its
40th anniversary colorfully from 28 to 30 May.
More than 200 guests from ten countries
including Prof. Margaret Wintermantel (DAAD
President), executives of the Inter-University
Council for East Africa (IUCEA), and twelve
participants from Ethiopia attended the event.
The three day conference on the occasion of
the celebrations focused on the topic “How to
equip a leader”. Following presentations on
success stories and lessons learned by the
prominent speakers, participants deliberated
on the role of education and practical
experience in shaping successful
transformational leaders. Key notes included
the initiative of the World Bank to promote
centers of excellence in higher education in
Africa; importance of higher education
innovation for development; and the
importance of higher education in German
development cooperation.

7th DAAD Network
Conference in Bonn

From 3 to 4 July 2014, the 7th DAAD Network
Conference took place in Bonn. About 180
representatives and internationalization
experts of numerous German higher
education institutions took the opportunity to
network with DAAD experts from the DAAD
head office and from DAAD offices in 55
countries worldwide. Among others, there
were chances for “speed networking”,
presentations about specific countries and
regions, as well as face-to-face appointments.
The Information Centre Addis Ababa was
represented by Dr. Heusing, who also
participated in the prefatory panel discussion
entitled “Africa: Fair Opportunities in
Education and Science”.
Farewell for Prof. Gerhard
Albert
On 8 June 2014, the DAAD Information
Centre conducted a farewell for Prof. Gerhard
Albert, who served in Ethiopia since 2007,
first as Country Representative of the DAAD
(2007-11), later as Director of the newly
founded Information Centre (2011-13). The
DAAD is very grateful for the excellent job he
has done for the DAAD, for its cooperation
with the Ethiopian Ministry of Education and
the Ethiopian higher education sector in
general.

Besides his duties regarding the DAAD, Prof.
Albert was all the time also working as a
DAAD visiting professor at the Ethiopian
Institute for Architecture, Building
Construction and City Development (EiABC).
After his retirement as Director of the
Information Centre, he focused his activities
solely on teaching and research at the EiABC
(May 2013 until June 2014), supported by the
Herder-Programme for retired professors.
Prof. Albert established the Competence
Centre of Environmental Planning and
Design at the EiABC, the Co-Chair Holder of
which he still is. Recently, he initiated a
collaboration with Leibniz University
Hannover, Namibian University of Science
and Technology and Kwame Nkrumah
University of Science & Technology Kumasi.
The collaboration is financially supported by
DAAD from January 2014 up to December
2017 with around 220,000 Euro. External
partners are ArchiAfrika and the Pan African
University. The collaboration is focused on
the development of a textbook about urban
biodiversity for the higher education of
architects, landscape architects, civil
engineers, urban and environmental planner
in Africa.
New Ethio-German Home
Grown PhD Scholarship
Programme
In June 2014, the Ethiopian Ministry of
Education and the DAAD signed a
cooperation agreement on a joint PhD
scholarship programme. The agreement will
be valid for a period of 5 years and a
DAAD Information Centre Addis Ababa, Edition 02 | 2014
maximum of 40 PhD candidates will be
awarded a scholarship per annual intake.
Since the programme aims at staff capacity
development in the areas of engineering and
technology, beneficiaries will be staff of the
two Science and Technology Universities and
ten Institutes of Technology. The scholarships
will enable them to do research in Germany
for a period of 6 months per year. For further

The new programme succeeds the Sandwich
PhD Scholarship Programme for 38 Ethiopian
engineering graduates at German universities
which DAAD administered on behalf of the
Ministry of Education from 2009 to 2014.
New DAAD Strategy for
Sub-Sahara Africa
Sub-Sahara Africa is in a critical phase.
Positive economic data indicate that an
upswing is underway, yet it is threatened by a
dire need for education. Schools and
universities are unable to meet the demands
of a growing population. There is significant
danger that economic and political
opportunities will go unused.
In its new strategy for Africa, the DAAD
regards top-performing universities as
essential for a functioning educational system
and sustainable development.
“Without excellent universities, sustainable
economic and social development is not
possible, and that especially applies to Sub-
Sahara Africa. Consequently, conditions have
to be created so that countries in this region
can train qualified professionals – in
particular, teachers, which are urgently
needed in their schools,” says DAAD
President Prof. Margret Wintermantel.

The DAAD strategy to initiate academic
cooperation with the countries of Sub-
Saharan Africa is the result of intensive
dialogue, in which German and African
universities, DAAD alumni, higher education
associations and international political
organisations in Africa were involved. The
DAAD education campaign for the region was
conceived as a partnership-based
programme from the very start.
The DAAD shall concentrate on the following
five strategic fields of activity in Sub-Saharan
Africa until 2020:
Train students to become university
lecturers in Africa with scholarships to
German institutions of higher education
and top-performing universities in
neighbouring African countries.
Support African universities in
expanding their graduate training and
research capacities.
Strengthen universities in the region as
effective drivers of social development
– e.g. funding applied research and
degree programmes which are relevant
to the labour market, knowledge
transfer in the economic sector and
graduate entrepreneurial commitment.
Enable German universities to gain
easier access to the African continent
and present information about
Germany in Africa.
Strengthen synergistic and
collaborative projects, creating a close
alliance between German and African
partners, especially with regional
university organisations in Africa.
In order to achieve these goals, the DAAD will
make use of established programmes and
develop new models. German, African and
international funding organisations will
provide the necessary financing for
implementing the strategy.

Cooperation between the
Universities of Hamburg,
Bahir Dar and Debre
Makros
In November 2013, the University of Hamburg
(Department for African and Ethiopian
Studies – which is part of the Asia-Africa-
Institute – and Hiob Ludolf Center for
Ethiopian Studies) and the Universities of
Debre Markos (Departments of History and
Cultural Management, Amharic, Folklore,
Literature and Linguistics) and Bahir Dar
(Departments of History, Anthropology,
Amharic, Folklore, Literature and Linguistics)
signed a Memorandum of Understanding
(MoU).
The objective of the MoU is to create and
strengthen cooperative relations between the
three universities, especially to develop the
academic and cultural interchange between
the institutions through mutual assistance in
the areas of education, research and others.
Two activities have been undertaken since
the signing of the MoU.
First, the University of Debre Markos
organized an international conference on the
preservation and documentation of Ethiopia’s
literacy, cultural and historical heritage (1 to 2
March 2014). We reported about the
conference in our last newsletter.
Second, Dr. Getie Gelaye (who had taught
Folklore Courses at Bahir Dar University in
the framework of a DAAD-Short-term
Lecturership in 2010, and is otherwise
teaching at Hamburg University), is currently
at Bahir Dar University to carry out field
research on the life and works of Emmahoy
Amete Maryam, a distinguished female Qene-
Master at the Monastery of St.George in
Bahir Dar. Qene is a genre of Amharic poetry.
The research project is approved and partially
funded by the Gender-Equality Office of the
Asia-Africa-Institute of the University of
Hamburg.

Lectureship in Gondar

In February/March 2014 I stayed four weeks
at the University of Gondar, Department of
Health, sponsored through DAAD. I was
teaching a course on project management in
health information systems for 2nd
year
Bachelor students. Furthermore I conducted
research and curriculum workshops together
with the department and was able to consult
current and future research projects.
Taking the occasion of the visiting guest
lecturer on March 3 and 4, 2014, the
Department of Health Informatics celebrated
its 10th year anniversary as part of the
University of Gondar 60 year Diamond
Jubilee celebration. The anniversary program
was attended by officials from the University
and the Ministry of Health. Presentations
about the department and its work as well as
the implications of the national E-health
strategy were given. After a coffee ceremony
and an anniversary cake a workshop on
research was conducted. All students and
staff members were invited to have a
celebration dinner at a new hotel in Gondar.
The second day was dedicated to the
evaluation of the bachelor and master
program curricula. As a comparison the
experiences of health informatics curricula in
Germany and the recommendations of the
International Medical Informatics Association
were discussed.
My stay was perfectly organized by the head
of the department and various staff members

of the department and faculty of medicine.
Besides the work I was able to visit many of
the rich cultural heritages of Gondar, for
example the Fasilides castle and bath, Debre
Berhan Selassie Church and Mentewabs
castle. Moreover we took the occasion of the
anniversary celebrations to go for a weekend
trip into the magnificent and absolutely
stunning Simien mountains national park
which is only a 2-hours drive away from
Gondar.
I am always amazed by the great hospitality
and warmth of the Ethiopian people and I
travelled back with my bags full of rich
experiences, many ideas for future
collaborative research projects and
encounters not only with colleagues but many
friends. I will pursue to follow up on this short
stay and would like to establish long-lasting
relationships.
The University of Gondar established an
independent health informatics department in
2014, which is the first of its kind in east
Africa. Since 2007 there exists a master
program for health informatics within public
health, and in 2012, the first Health
Informatics bachelor students in Ethiopia
were enrolled. With the 17 academic staff
members the department currently serves
around 60 students. In addition to that,
undergraduate and postgraduate courses to
medical and health students are offered. The
graduates of this department are working in
the Ethiopian Federal Ministry of Health,
regional health offices, NGOs, universities,
hospitals and clinics.

Greetings to the DAAD
Newsletter Readers from a
Newcomer from Korea
By Prof. Dr. Byeong Soo Lim
My name is Byeong Soo Lim, a visiting
professor supported by the Ethiopian Ministry
of Education (MoE) and DAAD, working at the
School of Multidisciplinary Engineering at the
Addis Ababa Institute of Technology (AAiT),
Ethiopia, from August, 2014. I am very happy
to have this opportunity to introduce myself
and my mission at the AAiT, as Head of
Center for Materials Engineering (CME).
I am a believer in education, a firm believer in
the efficacy of the fruitful results of the
excellent engineering education in building up
a high-tech industrialized country, as can be
seen in Korea, which achieved remarkable
economical growth out of nothing but ashes
after Korean war.
Following my belief, I spent more than 30
years in engineering education at
Sungkyunkwan University in Korea after
receiving Ph.D. degree from the University of
Texas at Austin in 1982. I came to AAiT, again
following my belief, to produce high quality
engineers and technology professionals who
will build the high-tech industrialized future
Ethiopia. To be more specific, my mission at
AAiT is to build CME for effective research
and education at a high level of technology.
My vision for CME is to carry out the following
two functions: 1. The completion of the
university education by providing technology

based research projects both to the teaching
staffs and students to realize how the class
room taught theories are applied in real
industry. 2. Providing a space and facility
where creative ideas and unprecedented
trials are tested and evaluated which will
provide benefits to the next generation as a
long-term goal. Closing this introduction of my
mission at AAiT, I would like to express my

22 New DAAD In-Country
Scholarship Holders
Since 51 years, hundreds of Ethiopian
postgraduate students have been benefiting
from DAAD’s In-Country Scholarship
Programme. For the academic year
2014/2015, twenty-two Ethiopian
postgraduate students from all subject areas
with strong relevance to national development
(including the applied social sciences,
environmental and other special areas of law)
have succeeded to receive DAAD funding
under this programme. 31 percent of the new
scholarship holders are female postgraduate
university students.
The DAAD In-Country Scholarship
Programme targets at university staff
development and fulfilling the public sector’s
demand of academically trained personnel.
The programme is funded by the German
Federal Ministry of Economic Cooperation
and Development (BMZ). Scholarships are
granted to Master as well as Ph.D. students
for their studies at Ethiopian universities.

Civil Society Leadership
Awards 2015
The Civil Society Leadership Awards (CSLA)
provide fully funded Master’s level
scholarships at a network of universities in
Germany. The programme is co-funded by
the DAAD. These awards support one to two
year graduate programmes in Social
Sciences at chosen universities. The fields of
study supported under the programme are
Economics, Global Political Economy,
International and European Law (with a track
in Human Rights Law), International
Relations, Environmental Governance,
Political Science: Democratic Governance
and Civil Society. Please check specific
programmes available at the universities
before you apply for the programme. The list
of available courses can be found at the end
of this announcement.
The programme aims to support individuals
who demonstrate both academic and
professional excellence and seek to become
civil society leaders in their home
communities.
CSLA is a fully funded scholarship for
Master’s level study. Successful applicants
will receive the following support:
Tuition and mandatory university fees
Monthly stipend for room, board and
other living expenses
Programme-related travel
Accident and sickness insurance
during the programme
Funds for educational materials and
professional development
All costs associated with an annual
student conference
Possible internship support
Pre-university academic writing
programme in July or August that
prepares finalist for the rigors of
graduate level academic study

The scholarship does NOT provide funding
for dependent family members.
Application process
1) Applicants from eligible countries
(Azerbaijan, Belarus, Ethiopia, Sudan,
Turkmenistan and Uzbekistan) should
submit an application to the local
DAAD office.
2) Applicants are welcome to apply to
more than one, but no more than three,
university programmes listed below,
and need to indicate their priority
choice.
3) After submitting an application to
DAAD, applicants should register with
CSLA directly at https://
www.surveymonkey.com/s/Z5ZXJB9.
4) Applications will be reviewed by the
DAAD and representatives of CSLA.
5) Applicants will be notified of their
application status by the DAAD.
Selection process
Criteria for selection include academic merit
and potential for contributing to the
development of civil society in the countries
listed. After the initial review, short-listed
semi-finalists will be invited for an interview
with a professorial selection committee and
DAAD and CSLA representatives, either
online or in person, and may be asked to
provide additional essays regarding their
career goals. Successful finalists will be
offered placements at German universities
with full funding. DAAD will make every effort
to seek placement at the university of the
candidate’s first choice, but there is no
guarantee that the first choice placement will
be secured.
CSLA will only consider funding for students
who apply for full-time study.
