Approach and solution Organise the assessment, verification, testing, integration, activation and acceptance of all network elements related to 4G/LTE for Base Company, together with Base Company and their partners (Ericsson, ZTE, HUWAI).Assure the operational support (L1/L2/L3 @24/7) by Alcatel-Lucent for this network (training, alarm list & severity handling, appropriate actions, process & procedures, SLA agreements, preventive maintenance, spare parts approach, 3rd party contract agreements, KPIs...).Manage in parallel projects to upgrade the existing network (2G/3G) to cope with integration of 4G/LTE. Define the data communication infrastructure for the CBTC Signalling & Control systems for the new metro network in Amsterdam.

ALSTOM - Paris

Technical Project Manager and Team Leader DCS

Context ALSTOM won the offer to provide the complete infrastructure for CBTC (Communication Base Train Control) and trains to operate the new metro system in Amsterdam.

Objectives Determine the data communication infrastructure needed to be able operate the trains at ATO (Automatic Train Operation) level 4 (no human interference) and assure ATS (Supervision) and ATP (Protection).

Approach and solution Lead the design department and manage the project for the Data Communication System (DCS) to be used for the ALTSOM Signaling & Control (S&C) system for the Metro in Amsterdam. The safety and security requirements for Metro systems are as such that all data communication must be active redundant. Lead the project design phase for the radio part (track side), train side and backbone network side. Make planning forecasts and WBS (Work Breakdown Structure), PBS (Product Breakdown Structure), use different management tools (CEGELEC, Adel, DOORS, GESDOC...). Organize and lead technical discussion meetings with different departments: System & Product Research & Development, procurement, external product providers (NERATEC, Alcatel-Lucent…). Align different departments involved in the development & deployment of the DCS: Installation, supervision, integration & verification, test platform, on-site test and commissioning.Perform site inspections (train é track) for installation purposes and determine civil works to be performed.

Technical environment This DCS is based on Radio directional Wi-Fi communication using IEEE802.3 and QoS (Quality of Service) based on 802.1Q with IP/MPLS backbone network using Alcatel-Lucent equipment.

Results Alignment of the different technical strategies between major contributors (product & systems, purchase, research & development) to maintain one development strategy for the DCS.Satisfy the needs of the customer and the overall project manager. Project Management goal settings and work breakdown structure with adequate planning and pricing to meet the deadline of customer milestones.

Context P&J BENDICT is a small consultant company that realises several projects/offers.

Objectives Be the PM and Technical expert SPOC (Single Point of Contact) for my projects:- GDF SUEZ strategic ICT approach for their 150 Belgium affiliates (ELECTRABEL, FABRICAM, ELIA, N-ALLO...);- EU2010 Asian & European top (ASEM8) infrastructure in the Royal Palace, Palace of Academies and Congress Palace.- SME (Small and Medium Enterprises) ICT/Telecom strategy and cost optimisation (recurrent and non-recurrent).

Approach and solution - Determine the common ICT/Telecom strategy of GDF SUEZ affiliates (150) in Belgium for telecommunication (voice, sms, mms & data for mobile, fix and IP networks) and equipment used (laptop, PC, GSM, phone) taking into account intercompany traffic and compared to the different existing contracts of all affiliates. Write the public offer according to the technical strategy, contracts, company profile, private & business use (flat fee, split billing, company paid), user location independent, SLA, mobile devices, e-mail synchronization, IP backbone networks, mobile and fix (ip)BPX access (BA/PRA/IP), intercompany traffic, numbering plan, data communication applications (for example windmills in the North Sea) and migration strategy (products, operators, SIM cards...). Discuss with the technical staff/responsible of the major affiliates the current architectures, products and equipment (PBX, access, mobile devices, VPNs, SIM cards, data applications using SIM cards...), intercompany traffic and private/company use. Determine the future strategy in line with other affiliates (IP backbone, WiFi, dual SIM mode, 3G use abroad, international communications...). Make the European public offer operator independent (product/equipment) including the operational part (SLA, Helpdesk, support). Determine the weight factor of several possible answers of operators. Select the most appropriate operator(s) for fix, mobile and IP according to the technical answers and pricing.- Prepare the ASEM8 venue for a 3 days conference in the context of the Belgium presidency of the EU in close cooperation with the Belgium Ministry of Foreign Affairs by writing and evaluating a public offer to prepare and make the ASEM8 Top convention operational. Specify the technical requirements, the project approach and the coordination for delivery, installation, activation, operational tests and interworking, including price settings. These include: Electricity, Audio & video (including real-time translations, CCTV & distribution), Lighting, ICT (WiFi, internet connections, 2G/3G/4G connectivity, PC infrastructure, telephone sets in different locations/sites), IT & office, TV/Press (infrastructure necessary for 50 countries in cooperation with EBU (satellite connection matrix), security (identification, scanning material, coordination with police and national security in the Royal Palace).- Analyze the SME billing compared with the existing contract agreements and the CDR information of the operator for a period of one year. Evaluate incoming, outgoing and intercompany traffic (national & international) for voice & data with mobile, fix and PC/Laptop. Write cost improvement advice and make a public offer including future evolution by using VoIP and making PBX IP ready taking into account IP backbone infrastructure between sites. Analyze answers from operators and select the best choice (CAPEX and OPEX) for the SME (SCK-CEN, VITO, SOUDAL...). Follow-up (Project

Senior System Architect & Technical PM

Context Because the current System Architect (SA) at PROXIMUS was leaving the company, I was employed as the new SA.

Objectives Be the SA and SPOC between all parties (stake holders, project manager, product management, sales department, service support manager, help desk team, legal department, financial manager, technical development team and 3rd parties) involved in the projects. Assist the PM in determining the scope, project plan, resources needed, BOM & WBS.

Approach and solution - Mobile Office IMS: Write the technical description (solution) of the project to make IP phones available for helpdesk purposes using Avaya connected to an IP routing network (MPLS with MGW/SGW) interacting with internet (BELGACOM Explore) and the classical networks (Mobile/Fix). Describe the technical architecture and needed equipment together with the required protocol conversions (SIP/RTP, CCN7/TDM) including authentication and registration of IP phone connections/users.- Future Network strategies (12 months): Participate to the Belgacom-Proximus-BICS (Belgacom International Carrier Systems) future network strategy planning (IMS/NGN) and services (multi-media). Follow-up mobile network technologies (3GPP release 5, 6 & 7) to support packet data switching and VoIP. Define merging of network technologies and services for fix/mobile convergence.- Implement new number range Mobile (3 months): Deliver the technical description of introducing the new number range 0471 and 0470 on all mobile equipment (MSC/VLR, HLR, BSC, SMS-C...) of PROXIMUS and supporting IT applications (monitoring & control, configuration & activation of numbering, routing algorithms, charging & billing, SIM card production, international roaming agreements (IR21), shop applications, number portability, help desk...). Define the WBS and planning of implementation, activation, testing and operational support.- Implement new Royal Decree on Numbering & charging (6 months): Translate the Royal Decree issued by BIPT (Belgian Institute for Post and Telecommunications) into technical requirements for implementation (solution description) in accordance with marketing and legal department. Define the implementation planning and WBS with needed resources.- Introduce Roaming Replicator in Belgium for new countries/Operators (9 months): Define the signaling interaction (call flows) and charging and billing principles for new operators not having an international roaming agreement with Proximus and partner countries/operators (IR21). Context My first employee contract after my military service was with Alcatel Bell (now ALCATEL-LUCENT). I signed on Friday and started to work the next Monday in Paris.

Objectives As system engineer be the SPOC between engineering, non-technical departments (sales, product, legal, contract, support...) and external customers.As Bid Manager assure all technical replies to RFP/RFQ and calculate CAPEX/OPEX for the offers.

Approach and solution Bid Manager Mobile services (2 years): Evaluate all requests from operators world-wide for the MCG (Mobile Core Group) of Alcatel (RFQ/RFI/RFP). Make the point-to-point reply, describe the solution document for implementation and integration (including migration) for the operator. Determine the CAPEX and OPEX costs including determination of the final pricing with OP (Operating Profit) taking into account all risks and work-around for non-compliancy statements. Discuss with Engineering the required CDE (Customer Design Engineering) for that operator including WBS cost and planning. Compose the bill of material needed, delivery schedule, country risk assessment (Delcreedere), commercial evaluation, product evolution plan, market requirements. Provide the most cost efficient and the best technical realistic solution. Align the RFx requests from operators with product management for future evolution of the Alcatel product portfolio. Deliver a document describing the architecture, equipment interaction and applications taking into account the WBS of activities, the planning, milestones and delivery dates of deliverables. Include migration strategy of operator’s current network towards to new solution and take into account local 3rd Parties support of that country (e.g. SUN). These RFx concerned short term as well as long term planning/roadmap of the operator (5 years). For example service like 3G video/TV, VoIP, Parlay, IMS, VoIP, 3.5G Data communication packages. Assist commercial/sales in different countries to explain the technical Alcatel approach of the solution. Migration Manager IN-platforms (1 year): Define the strategy (working steps, risks, dimensioning, services...) for migration of an existing (Alcatel) IN platform to a new (version) Alcatel IN platform (HW and/or SW). This exhaustive document was/is used as a guideline manual by sales, marketing and engineering for all countries/operators where introduction and/or migration to a new IN-platform (HW and/or SW) were proposed.

Telecom Consultant (fix & mobile) Italy (4 years): Consultant for Alcatel Italy employees concerning technical support test environment, offers and bids, RFI/RFQ, services, call flows, migration, network integration, implementation and network interface with non-Alcatel equipment (Siemens, Ericsson, Nokia, Nortel...). Introduce and lead the implementation in Bulgaria different network service applications (800/900 numbers, prepaid, VPN, NP, Televoting, credit card call...) on the existing network infrastructure. Negotiate with the customer (operator BTC) and existing network suppliers (Siemens & Ericsson) on the determination who/what/when/why/where for the delivery, installation, activation, integration, tests and acceptance of the new network service applications. Determine the operational support required by the operator of all parties involved (SLA, help desk level 1/2/3...). Determine the necessary network configurations (dimensioning, necessary HW/SW, bill of material, customer specific engineering needed, installation and delivery planning....) and include the commercial considerations (risks, CAPEX, OPEX, operating profit...). for customer service applications (Televoting, Virtual Private Networks, Free phone, Number Portability, Credit Card calls, Pre-paid and post-paid services, additional charged numbers...). Introduce a call centre using Genesis (CTI, CSTA) for an Italian operator (Telecom Italia) using direct communication with the switch, the IN platform, the IVR, the agents (call control avoiding trombone A-B-C, direct call routing to available agent...). Write the technical documentation to make the call centre operational.

System Engineer Networks (6 years): World-wide technical support at customer premises during contract/proposal negotiations. Mainly on how the new proposed products of Alcatel can/will fit within the existing operator’s network architecture and how to migrate towards new technologies, service applications and products. Active (writing contributions and the standard) delegate within standardization bodies ((3GPP, ETSI, ITU-T) for the protocol definition between network elements (MAP, CAP, INAP, N7...). Write the ASN.1 (Abstract Syntax Notation 1) of the standard (CS1, CS2, CS3, and CS4) and lead the discussions with competitors (Siemens, Ericsson, Nokia...) in such a way that the implementations of the new standards are in line with product strategy and current implementation of Alcatel. Liaison person with other standardization bodies like UMTS, IMF2000, VHE en IETF (IP). Responsible for product development of the IN platform and services taking into account call control; signaling interaction, charging & billing interaction in the telecom switch (SSP). Examples of operator countries are Belgium, Portugal, Italy, Germany, Taiwan, China, Singapore, Norway, Spain, Brazil, Argentina, US (NGN), Australia, Russia...Responsible for the definition and correct implementation of the customer specific engineering (CDE) on existing Alcatel products. Write for these customers the Technical Requirement Specifications (TRS) for all network aspects needed to satisfy the customer. Reply in a point-to-point way to RFQ/RFI from operators. Make a solution description for this specific operator.

Military System engineer (2 years): Equipment definition of a military tactical (movable, shock resistant, water proof, -55/+80 °C) local switch (PBX) for the Belgium & French Army. Responsible for the HW/SW development (military norms) as well as the FW/ASIC development of the PBX. Network Architecture Definition of a new Military Tactical Network (RITA) for the Belgium & French Army in a joint venture Alcatel/Thomson CSF. The network equipment and devices are mobile

(put on a plain and deploy it abroad and make it operational in the shortest time). This architecture definition includes: How works/what are mobile and fixed equipment, devices and subscribers, what network elements/devices are required and how do they communicate, how does the switching algorithm work to establish communication-connections, what are the encryption techniques needed (voice/data), what communication protocols are needed and transport means (ATM), what are/how works the subscriber access, numbering plan, priority rules (e.gg. a General interrupts a Soldier), operational support...Active (writing contributions) delegate in the Military Standardization Bodies (STANAG - NATO).

Development engineer (5 years): Develop a program (in ATLAS) on a test bed (SESAME2600) in Paris to allow automatic and SW guided (user interaction) repair of a defect military communication equipment in the shortest possible time and this with clear and comprehensive instructions for a common soldier to understand and execute the repair correctly (in Dutch and French).
