Requested by the Directorate-General for International Co-operation (DGIS) of the Ministry of Foreign Affairs of the Government of The Netherlands to assist the “Executing Agency” of the Ministry of Communications of the Government of Indonesia, to define, formulate the project conceptual design and the formulation of the project’s terms of reference for the “Maritime Sector Training Program”, (MSTP) project in Jakarta, Indonesia. The ‘MSTP’ project was identified by the World Bank, but later financed by the Governments of Japan, The Netherlands and Indonesia for the total amount of US$ 60.000.000.- Duration from January 1990 till 27th March, 1990

After the approval of the Terms of Reference of the “MSTP” project by all governments, was requested by the Dutch party ( IMTA ) who was granted the execution of the “MSTP” project, the “International Maritime Transport Academy”, from Den Helder, The Netherlands, to assist and act on their behalf, to draft and formulate the project technical and financial proposals and to conduct the contract negotiations by and between “The Executing Agency” of the Ministry of Communications of the government of Indonesia and the “International Maritime Transport Academy” from Den Helder, The Netherlands.
