WASHINOTOX, NOV. 8.—Tliernsuleut, to- day, issued Ids Thanksgiving proclamation as follows: At no recurrence of the season which Hie devout bablt of a religious people has made the occasion for giving thanks to Almighty God and huinhly invoking his continued fa- vor, has the material prosperity enjoyed by our whole country been more conspicuous, more manifold or more, universal. During the past year also unbroken peace with all foreign nations, the general prevalence of domestic tranquility, and the supremacy and security of the great institutions of civil and religious freedom have gladdened the hearts of our people and confirmed their attachment to their government which the wisdom and courage of our ancestors so fitly framed, end the wisdom ami courage of tbeir descendants have so firmly maintained to bo the habitation of liberty and justice to successive generations. Now, therefore, I, Rutherford B. Have?, president of tin Uuitcd States, do appoint Thursday, the twenty-seventh day of Nov- ember, instant, as a day of national thanks- giving and prayer, and I earnestly recom- mend that, withdrawing themselves from secular cares and labors, the people of the United States do meet together on that duy in their respective places of worship, there to give thanks and praise to Almighty God for bis mercies, and to devoutly beseech tteir continuance. Iu witness whereof I have hereunto set my band and caused the seal of the United States to bo affixed. Done at the city of NYashington this third day of November, in the year of our Lord one thousand eight hundred and seventy- nine, and of the independence of the United States the hundred and fourth. It seemed like a mimic city. Almost like a painted city, so empty > „*o still. Next week, Memphis vrlll renew her struggle with poverty, toil, and discourage- ments. S«d hearts will b«gin life agnln. Thousands of cotton will pour In from the I Imitations. Pastors will try to collect their flocks, Fchoo] children p.ssemble at their for- saken halls. Let us all Veep a warm place in our hearts for the Memphians. Oct. 29, 1870. SEA Am, Mo-uiirl^o. 1 I] }\n -•n i > WASHINGTON LETTER. >"rom Our Special Correspondent. WASHINGTON, D. C., Oct 31,1879. The National Fair which opened on last Tuesday Oct. 28th, is the great attraction hi this city at present, and is drawing crowds from the eurrounding States. It is a Buccess both financially and as an exhibi- tion, and will enable them to make great im- provements for next year. After all the assertions and denials it is probable General Grant will be here to take part in tbe reunion of the Army of the Cum- berland the 19th and 20th of November, when the statue of Generil George H. Thomas will be unveiled. The citizens of all parlies propose a grand reception for him. The gathering here on that occasion will be a very large one. Auditor Mc Grew reports that the actual cost of t i e postal service above the revenues of the Department to the general treasury during the yeAr was only $8,031,455, which is nearly $1,600,000 less than the proceeding year. The total revenues of the Post-office .PgE^dg±°JLggJJLl$gAPQi. 9.82^an .increase expenses were $33,078,437 being $1,001 J4S _ less than the previous year. ,Of this amount $795,612 was saved by the lav changing the basis of postmaster's compensation. Hon. JIatt. H. Carpenter said yesterday, being interviewed, that against Grant, no Republican has any chance of a nomination for the Presidency, and that if Grant refuses a nomination, Conkling.Sherman and Blaine will have about equal chances. He favors Grant. He thinks Tilden will be the demo- cratic candidate. General Sherman Is reported as believing that we shall have a bloody and expensive Indian War, notwithstanding the recent peaceful conduct of the savages. He is making preparations for whatever may oc- cur. Before this letter is in print the elections will have taken place, and if seems a proper time to say that everybo.lv hero believes the result will defermino the Presidential contest of next ycAr. A Boston gentlemen propose* that the city lay out and dedicate a circular space to be Used u tbe site for a triumphal arch to com- memorate the birth of the Nation. On the 8rd day of Sept. 1773, peace betwprn Great Britlan and the revolted colonies was signer!. Thus Sept, 3, 1883, will be the centennial anniversary of that act, and this, be think", Wfcald be an eminently proper occasion for Jaying the comer-stone of the proposed arch. It.ia an excellent idea. Other cities might well imitate Boston in works commemorative oC Revolutionary events. It m hardly pos- sible to *o too far In tint direction. ; VTiuTNr.T. Acquitted. Joseph A. Blair, of Montclair, New Jer- sey, who shot and killed hii coachman,John Armstrong, lost summer, was tried at New- ark and acquitted. The jury were, out ninety-seven hours, before agreeing on a verdict. New Jersey justice has a favora- ble reputation for exacting an eye for an eye and a tooth for a tooth, unci as the testimony seemed, to show preat provocation, tossy tbe least, and that the shooting was done In self-defense, from an expected deadly as- sault, by a whisky frenrJetl and angered man, it is fair to suppose Hie jury consider- ed the killing justifiable, and so decided. The closing scene at tbe trial, taken from the Utica Observer, of Oct. 23rd. "At 11 o'clock a deputy returned and whis pered to Judge Depue, who said: "You may say to the jury that the Court will wait a reasonable time." The remark was under- stood to mean that there was a chance for the jury agreeing, and Blair's friends bright- ened up at it. At 11J o'clock, Judge De- pue directed a space cleared inside the bar for the jury. Then Sir. Blair and his wife came from the ante-room and took seats near the counsel table, with ex-Judge Titsworth facing where the jury would stand. Mr. Blair was dressed in a dark *uit of clothes. He was as pale as a corpse. He looked steadily at the courtroom clock, whose tick, tick, tick, was sounded plainly in the deep silence that fell on the audience. Mr. Blair grasped the arm of his chair with both hands and held on firmly. Men bowed "heir heads forward to get a look at him. The women inside the bar gazed at him with tearful eyes, and the constables tread softly on the carpets. At 11:85 o'clock therei was a stir at the little door back of the jury box. In a minute two constables appeared. They were followed by the jury, all of whom looked fatigued and solemn. Jurors Tittell and Herrick smiled at Judge Titsworth. Blair looked steadily at the jurors as they baited in front of Judge Depue, with tbeir backs to the audience. Mrs. Blair trembled violently, ner female friends stared at tbe jury with an anxious look. County Clerk Smith broke the silence by saying: "Prisoner, stand up." Mr. Blair arose and faced the jury. "Jur- ors, look upon the prisoner," said the County Clerk, "Prisoner, look upon the jury."— Then there was an interval of death-like suspense until Judge Depue *aid: "Gentle- men of the jury, have you agreed upon a verdict f" Foreman Doremus replied, "We have." "Do you find the prisoner, gnilty or not guily, in the manner and fcrm charged?" Mr. Blair leaned fcrrward in his chair and. BYCHA.KLKS H. NOYBS. Delaware and HudsoD Canal Co.'s Celebrated CUTTLEFISH CASTING ITS IXK.—Mr. Frank Buckland, the well-known English natura- list, describes in Land and Water his good, fortune in seeing, under favorable condi- tions, a cuttle fish casting Its ink. Three or four specimens of cuttles live in the Westminister- Aquarium. One of them in pnsainn the window of his tank evidently I mistook the naturalist for a foe. "So," writes Mr. Buckland, "as be swam along he ejected from his ink-bag a )et of what looked like a cloud of the most intensely black smoko that ever came forth from a factory chimney. Instantly the water lost all transparency. Mr. Cuttlefish then went into tho middle of the water be had so art- fully made opaque. When there ho ejected more ink. and in less than half a minute tho water round him became blacker than the blackest thunder cloud ever heheld. The ink gradually dispersed itself through the water, forming clouds of the most deli- cate shadings, fading off from the very b,laqk place under which the beast was conceajed. Not «ven Turner, tho great artist, ovei im- agined such a cloud. This ink is used in the arts, sopla being the very substance taken from the cuttlefish and dried. With- out doubt this power of shooting ink is a most wonderful means of protection to pre- serve the animal from being eaten by Its enemies, and it may not be impossible that the idea of gods and goddesses appearing from the clouds and disappearing into clouds, so often described by Virgil, might have taken its origin from tbe power of the cuttlefish to surrouud itself with a cloud of ink. May we not aUo compare this cuttle- fish to a volumiuous author, who conceals his identity in cloud* of ink." WASHINOTOX, NOV. 8.— Tl ie rnsuleut , today, issued Ids Thanksgiving proclamation as follows:

At no recurrence of the season which Hie devout bablt of a religious people has made the occasion for giving thanks to Almighty God and huinhly invoking his continued favor, has the material prosperity enjoyed by our whole country been more conspicuous, more manifold or more, universal.

Have?, president of t in Uuitcd States, do appoint Thursday, the twenty-seventh day of November, instant, as a day of national thanksgiving and prayer, and I earnestly recommend that, withdrawing themselves from secular cares and labors, the people of the United States do meet together on that duy in their respective places of worship, there to give thanks and praise to Almighty God for bis mercies, and to devoutly beseech t te i r continuance.

Iu witness whereof I have hereunto set my band and caused the seal of the United States to bo affixed.

Done at the city of NYashington this third day of November, in the year of our Lord one thousand eight hundred and seventy-nine, and of the independence of the United States the hundred and fourth.

ButNOio-weseea few straggling colored people standing on the edges of the bluffs; and that is nil. Not n team, not a man, upon Iho landing; not a soul in the streets could we see. It seemed like a mimic city. Almost like a painted city, so empty>„*o still. Next week, Memphis vrlll renew her struggle with poverty, toil, and discouragements. S«d hearts will b«gin life agnln. Thousands of cotton will pour In from the I Imitations. Pastors will try to collect their flocks, Fchoo] children p.ssemble at their forsaken halls. Let us all Veep a warm place in our hearts for the Memphians.

WASHINGTON, D. C., Oct 31,1879.

The National Fair which opened on last Tuesday Oct. 28th, is the great attraction hi this city at present, and is drawing crowds from the eurrounding States. It is a Buccess both financially and as an exhibition, and will enable them to make great improvements for next year.

After all the assertions and denials it is probable General Grant will be here to take part in tbe reunion of the Army of the Cumberland the 19th and 20th of November, when the statue of Generil George H .

The total revenues of the Post-office

.PgE^dg±°JLggJJLl$gAPQi. 9.82^an .increase

expenses were $33,078,437 being $1,001 J4S _

less than the previous year. ,Of this amount $795,612 was saved by the lav changing the basis of postmaster's compensation.

Hon. JIatt. H. Carpenter said yesterday, being interviewed, that against Grant, no Republican has any chance of a nomination for the Presidency, and that if Grant refuses a nomination, Conkling.Sherman and Blaine will have about equal chances. He favors Grant. He thinks Tilden will be the democratic candidate.

General Sherman Is reported as believing that we shall have a bloody and expensive Indian War, notwithstanding the recent peaceful conduct of the savages. He is making preparations for whatever may occur.

Before this letter is in print the elections will have taken place, and if seems a proper time to say that everybo.lv hero believes the result will defermino the Presidential contest of next ycAr.

A Boston gentlemen propose* that the city lay out and dedicate a circular space to be Used u tbe site for a triumphal arch to commemorate the birth of the Nation. It m hardly possible to *o too far In tint direction. • ; V T i u T N r . T .

A c q u i t t e d . Joseph A. Blair, of Montclair, New Jer

sey, who shot and killed hii coachman,John Armstrong, lost summer, was tried at Newark and acquitted. The jury were, out ninety-seven hours, before agreeing on a verdict. New Jersey justice has a favorable reputation for exacting an eye for an eye and a tooth for a tooth, unci as the testimony seemed, to show preat provocation, tossy tbe least, and that the shooting was done In self-defense, from an expected deadly assault, by a whisky frenrJetl and angered man, it is fair to suppose Hie jury consider-ed the killing justifiable, and so decided. The closing scene at tbe trial, i» taken from the Utica Observer, of Oct. 23rd.

"At 11 o'clock a deputy returned and whis pered to Judge Depue, who said: "You may say to the jury that the Court will wait a reasonable time." The remark was understood to mean that there was a chance for the jury agreeing, and Blair's friends brightened up at it. At 11J o'clock, Judge Depue directed a space cleared inside the bar for the jury. Mrs. Blair trembled violently, n e r female friends stared at tbe jury with an anxious look. County Clerk Smith broke the silence by saying:

"Prisoner, stand up." Mr. Blair arose and faced the jury. "Jur

ors, look upon the prisoner," said the County Clerk, "Prisoner, look upon the jury."— Then there was an interval of death-like suspense until Judge Depue *aid: "Gentlemen of the jury, have you agreed upon a verdict f"

Foreman Doremus replied, "We have." "Do you find the prisoner, gnilty or not

guily, in the manner and fcrm charged?" Mr. Blair leaned fcrrward in his chair and.

CUTTLEFISH CASTING ITS IXK.—Mr. Frank

Buckland, the well-known English naturalist, describes in Land and Water his good, fortune in seeing, under favorable conditions, a cuttle fish casting Its ink. Three or four specimens of cuttles live in the Westminister- Aquarium. One of them in pnsainn the window of his tank evidently

I mistook the naturalist for a foe. "So ," writes Mr. Buckland, "as be swam along he ejected from his ink-bag a )et of what looked like a cloud of the most intensely black smoko that ever came forth from a factory chimney. Instantly the water lost all transparency. Mr. Cuttlefish then went into tho middle of the water be had so artfully made opaque. When there ho ejected more ink. and in less than half a minute tho water round him became blacker than the blackest thunder cloud ever heheld. The ink gradually dispersed itself through the water, forming clouds of the most delicate shadings, fading off from the very b,laqk place under which the beast was conceajed. Not «ven Turner, tho great artist, ovei imagined such a cloud. This ink is used in the arts, sopla being the very substance taken from the cuttlefish and dried. Without doubt this power of shooting ink is a most wonderful means of protection to preserve the animal from being eaten by Its enemies, and it may not be impossible that the idea of gods and goddesses appearing from the clouds and disappearing into clouds, so often described by Virgil, might have taken its origin from tbe power of the cuttlefish to surrouud itself with a cloud of ink. May we not aUo compare this cuttlefish to a volumiuous author, who conceals his identity in cloud* of ink."

Instant the suspense was broken "by Jj'oftF' man Doremus saying, "NotGui l ty ! "

A quick choking gasp and a low cry wtu heard. Mr. Blair had fallen on his knees on the floor and burled his head in his wife's lap. His sobbing was heard through tbe room, joined with the crying of his wife, who gently stroked his hair. Tears sprang to the eyes of orery juror, and loud cries of "Oh!" "Oh!" followed by applause, came from the female spectators. No applause came from the audience, who appeared dissatisfied with the veTdlct. At one o'clock Blnir was taken in a carriage to his home In Montclair. There was no disturbance. The jury, it is understood, stood 10 to 2 in favor of acquittal until the last Tote.

LIBRARY OF UNIVERSAL KNOWLEDGE.—

Volume two of this very excellent, and from an economical point of view, extraordinary work, Is issued October 25th. Its 736 neatly printed and well bound pages contain a wealth of knowledge, covered by the alphabet between the words Arundel and Biron, such a*, it is safe to say, was never before procurable for the trifling sum of 50 cents.! The 20 vols, complete over 40,000 distinct articles, and nearly as many more incidentally mentioned subjects, with complete Index, are sufficient of themselves to afford a liberal education to any one of limited resource. As a matter of course, they are finding their way into the handa of hundreds of thosuands - of those whose love of knowledge bas exceeded their power, to buy It at the '&** pricea_

edTn Ibis countfy;is>5e bT wliTcife^fasPi^ in the amount of matter given. Volume three will be ready early In November, and the remaining volumes will appear about two each month thereafter.^ The publishers will send a specimen volume, which may be returned if not wanted, to any part of the United State, for the price, in cloth, 50 eta, half morocco, 75 cents, or on t?xtra fine heavy paper, wide margins, bound lri half

HARPKR'sMAOAJmfBroR }?oyBirBER,1879, Harper's Magatint for November is an unusually attractive and varied Number. All but two of its contributions are illustrated.

The leading paper by W. IT. Rideing is devoted to a subject of curious interest--the old National PiKe between the "EM\ and West serosa tbe Alleghflnles. The author, with his eloquent description, assisted by Pyle's excellent Illustrations, reproduce In vivid colors the lively pugcan'.ry of tbVs great highway, which little more than a general Ion a go was the scene of a traffic that "seems like a frie7e with and endless procession of figures."
