FEMP Mission

The U.S. Department of Energy's Federal Energy Management Program (FEMP) works with key individuals to accomplish energy change within organizations by bringing 

expertise from all levels of project and policy implementation to enable federal agencies to 

meet energy‐related goals and provide energy leadership to the country.

• In effect 2013 ‐ 2014• FEMP assisted DOT in the following areas:

• Improved Fleet Management and Fuel Performance  by Tracking fuel consumption, use of alternative fuel vehicles, Vehicle inventory reduction

• Sustainable, Energy‐Efficient Buildings By Energy evaluations, Establishing methodology  for less resource intensive audit method,  Audit training program for DOT employees, Technical assistance for commissioning, Renewable optimization screening, and Water efficiency

• Water Conservation by Improved data collection, Water audits, low‐cost and no‐cost water efficiency measures

• Co‐generation and/or renewable energy generation by identifying potential sites

FEMP‐Department of Transportation Partnership

An energy and water audit was performed through this partnership at the Ajo Air Route Surveillance Radar Tower. 

Energy efficiency improvements through “desk audits.”• From a group of 262 unstaffed Federal 

Aviation Administration (FAA) radar facilities with standardized floor plans, the team visited 26 facilities and was able to develop detailed site evaluation summaries and extrapolate cost and energy savings across the remaining 236 radar facilities.

• “Desk audit” tool resulted in $1M in government savings, helped FAA increase facility audits nearly fourfold, and improved DOT’s White House Sustainability/Energy Scorecard ratings.

FEMP‐Department of Interior Partnership

In effect 2014 ‐ 2015 FEMP assisted DOI in the following areas under this program:

– In‐depth Renewable Energy study of the 50 most promising sites.– Energy Efficiency analysis of selected sites.– Technical support to Headquarters, Regional, and Park staff on topics such as 

technical assessment; costing estimates; RFP development; greenhouse gas accounting and reduction.

– Training on energy audits, GHG reduction, project finance, and measurement and verification.

– Diesel Hybrid Analysis of the ~400 diesel systems located across the National Parks Service to identify opportunities for installation of hybrid systems.

– Fleet Analysis to develop park‐based strategies for reducing petroleum use.

• Finalizing one‐year, 2 phase agreement on Strategic Energy Investment Plan:• Phase 1: Deep Dive with REopt for RE opportunities at 15 facilities• Phase 2: Review/comment on their Strategic Energy Investment Implementation 

Plan Program will also help NASA with:

• Prioritizing RE prospects which reduce water use, GHG emissions, and electricity consumption

• Microgrid analysis, energy resiliency, and energy storage planning

• Bringing emerging technologies to NASA’s consideration

Energy Audits, Training & Sustainability AnalysisScope:a. Develop cost‐ effective EISA 432 compliant 

audit and Sustainable Building (SB) evaluation  systems

b. Provide training to facility staff for audit capability and identify project opportunities. 

Goal: Least cost methodology to achieve EISA 432 compliance.  At least 5 facility surveys and 10 SB evaluations completed with DOC in‐house staff in FY 16.

Scope;• Assess and catalogue current DOC RE purchases baseline.• Identify direct purchase opportunities and on‐site RE 

opportunities in accordance with EO 13693 requirements.  • Investigate the possibility of installing replicable RE projects at 

multiple similar small facilities • Help in developing and issuing NOO for an ESPC, ENABLE or 

UESC to execute the projects
