~ New settlement for health and social care

The King's Fund has published an interim report from the independent Commission on the Future of

Health and Social Care in England. A new settlement for health and social care: interim report explains

~ NHS Choice framework The Department of Health has published 2014/15 Choice Framework. The framework brings together

information about patients’ rights to choice about their health care, where to get more information to

help make a choice, and how they can complain if they have not been offered choice. The 2014 to

2015 version reflects changes to expansions of patients’ rights to choice in the areas of general

practice, mental health and personal health budgets.

~ Halving avoidable harm

The Department of Health has announced details of a new scheme to reduce avoidable harm in the

NHS by half over the next three years, cut costs and aim to save up to 6,000 lives. Each NHS

organisation will be invited to ‘Sign up to Safety’ and set out publicly their plans for reducing avoidable

harm, such as medication errors, blood clots and bed sores over the next three years. The NHS

Litigation Authority has agreed to review the plans and, when approved, reduce the premiums paid by

all hospitals successfully implementing them. The government will also introduce a Duty of Candour,

making openness and honesty the norm across all health and social care organisations. It will mean

providers must notify the patient about incidents where ‘significant harm’ has occurred and provide

an apology.

~ Variation in use of pain relief for hip fracture

This latest report from the Falls and Fragility Fracture Programme (FFFAP) National Hip Fracture Database (NHFD) shows

that just over half of patients are receiving pain relieving anaesthetic (known as a ‘nerve block’) as part of their care for hip

fracture. The Anaesthetic Sprint Audit of Practice (ASAP) shows that 56% of hip fracture patients receive a peri-operative

nerve block for pain relief and 44% of patients do not. The audit recommends that this type of pain relieving anaesthetic

should be offered to all hospital patients who suffer hip fracture.

~ Investment in GP IT systems

NHS England has outlined plans for how more than £230 million in funding will be used to ensure all

GP practices across England have high-quality IT systems. Securing Excellence in GP IT Services:

operating Model 2nd edition 2014 -16 sets out the plans aim to improve the quality of GP care by

enhancing patients’ experience of services, supporting and encouraging greater integration of care

and providing efficiency benefits for practices by reducing paperwork, freeing up more time for

~ Report on neurology data A report with a focus on neurology has been published by the Health and Social Care Information

Centre (HSCIC).

It gathers together previously published data from a number of data sources. These include

information about the number of neurologists working in the NHS, prescription items for treating

neurological illnesses, neurology-related hospital admissions and outpatient appointments,

information relating to Referral to Treatment and neurologically related hospital appointments.

~ New drive to end deliberate face-down restraint

The Department of Health has published new guidance Positive and Proactive Care: reducing the need

for restrictive interventions. This document provides a framework for adult health and social care

services to develop a culture where restrictive interventions are only ever used as a last resort. The

report identifies actions that will improve people’s quality of life which should then reduce the need

for restrictive interventions. It sets out ways to know who is responsible for making these

improvements, including effective governance, transparency and monitoring.

~ World Health Day 7 April 2014: Small bite, big threatOn World Health Day the World Health Organisation has chosen to highlight the risks to health from

mosquitoes, flies, ticks and bugs which may be a threat health to the family both at home, and when

travelling. Using the slogan Small bite, big threat, WHO has released a short video and other publicity

material highlighting these risks, and simple measures people can take to protect themselves.
