• President Pranab Mukherjee has given his consent to payment of a 2 per cent dearness allowance (DA) to central government employees. The move would benefit about 50.68 lakh employees and 54.24 lakh pensioners. The DA would result in an annual burden of Rs.5,622.10 crore.

• Andhra Pradesh tops World Bank’s energy-saving rankings. The ranking of the states were released in the World Bank’s study report titled – ‘India’s State Level Energy Efficiency Implementation Readiness’.Andhra Pradesh topped with overall score of 42.01 followed by Rajasthan (41.89), Karnataka (39.34) and Maharashtra (39.29).Kerala, Gujarat, Delhi (UT), Punjab, Odisha and Uttar Pradesh are the other states in the top ten ranking in that order.

• West Bengal Chief Minister Mamata Banerjee distributed 43,000 bicycles to class eleventh students of state-run, aided and sponsored schools under ‘Sabuj Sathi’ at Jamboni in West Midnapore.

• Punjab Chief Minister Parkash Singh Badal implemented the state government’s programme of ‘Aware and Care’ by flagging off 100 Information Education Communication (IEC) mobile vans.

• The National Food Security Act, which implemented an act to subsidise food grain for about 810 million people, now covers the whole country, more than three years after it was formally notified. Kerala and Tamil Nadu have also rolled out the NFSA from November. With this, now the Act has been implemented in all the States and Union Territories was announced by Food Minister Ram Vilas Paswan.

• The GST Council approved a four-tier GST tax structure of 5%, 12%, 18% and 28%, with lower rates for essential items and the highest for luxury and de-merits goods that would also attract an additional cess. The lowest rate of 5% would be for common use items while there would be two standard rates of 12% and 18% under the Goods and Services Tax (GST) regime targetted to be rolled out from April 1, 2017.

• Bihar CM Nitish Kumar launched ‘Har Ghar Bijli Lagataar’ (uninterrupted power supply to each home) scheme and promised free electricity connection to each household in the state in the next two years. Around 40 lakh above poverty line (APL) households would be provided free power connection under the schemes. The below poverty line (BPL) households are covered under other schemes.

• TANGEDCO has decided that the 45-year-old Ennore Thermal Power Station in Tamil Nadu will shut down forever when the coal stock is exhausted on November 16, 2016. Ennore thermal plant comprises two 60 mw units and three 110 mw units, which were commissioned between 1970 and 1975.

• Supreme Court has ordered the search engines Google, Yahoo and Microsoft on November 17, 2016, to “delete” the advertisements, hosted by them, related to pre-natal sex determination in India within 36 hours. For this a bench of two Justices Dipak Misra and Amitava Roy has directed the Centre of India to appoint a nodal agency to monitor the websites.

• The Supreme Court has dismissed a petition filed by Tamil Nadu government to review the judgment of the Apex Court that banned Jallikattu in 2014. Jallikattu is a bull taming sport played in Tamil Nadu on Mattu Pongal day as a part of Pongal celebrations i.e. harvest festival.




• The Supreme Court on, November 17, 2016, regulated that a child who is adopted by a Hindu widow would not have any rights on the property of the woman’s expired husband and could only lay claim over the property inherited by his mother. As per the Hindu Adoption and Maintenance Act, the court said.

• ICICI Bank’s Adopted Akodara Village in Sabarkantha district of Gujarat has become the first Digital Village in India.

• Andhra Pradesh Chief Minister N. Chandrababu Naidu has been nominated by the Central Government to head the sub-committee of Chief Ministers of five States constituted to deal with the situation arising out of Rs 500 and Rs 1,000 denomination notes. • In the Ongoing Winter Session Union Finance Minister ArunJaitly has introduced a bill in the LokSabha to amend the Income Tax rules levying a tax of 60 per cent on undisclosed income or unaccounted credits in the bank accounts. The amended bill introduced comes with a new ‘Pradhan MantriGarib Kalyan Yojana, 2016’ (PMGKY) which allows people to deposit money in their accounts till April 1, 2017.

Humsafar train will have several new features, including LED screen display, vending machines for tea, coffee and milk, hot, refrigerated pantry and ports for charging electronic devices such as mobiles and laptops.

• The Government of Jharkhand headed by Chief Minister Raghubar Das has introduced a bill named ‘Jharkhand NiziNiyozanAbhikaran and GhareluKamgar (viniyam) vidheyak 2016 (Jharkhand private employment agency and domestic employee bill) against placement agencies to control those agencies from exploiting people in the name of giving employment outside the state.

• The Union Defence Ministry released new policy ‘Guidelines of the Ministry of Defence for penalties in business dealings with entities’ on November 21, 2016, to relook at the list of the companies that are banned from doing business in India.

• The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the introduction of Merchant Shipping Bill, 2016 in the Parliament on November 23, 2016 in New Delhi. The Merchant Shipping Bill, 2016 is a revised version of the Merchant Shipping Act, 1958 and will abolish the Merchant Shipping Act, 1958 as well as The Coasting Vessels Act, 1838.

• Australia announced an online program for its pre-schools to learn foreign languages, including Hindi from 2017. In order to teach foreign languages in Australia a program named Early Learning Languages Australia (ELLA), was launched in the 2015-16, with five languages namely Chinese (Mandarin), Japanese, Indonesian, French and Arabic. • According to the latest Grant Thornton International Business Report, India was ranked second on the optimism index during the third quarter. • USAID and RBL Bank Announce $75 million in Loan Guarantee for clean energy • The U.S. Agency for International Development (USAID) and Mumbai-based RBL Bank announced a

new loan portfolio guarantee that will facilitate up to $75 million for lending to small and medium enterprises (SMEs) operating in off-grid, solar rooftops, and energy efficiency sectors.

• SEBI granted in-principle approval to BSE fo global exchange. • Top stock exchange Bombay Stock Exchange(BSE) has decided to impose transaction charge in a

phase manner from this month on trades done in currency futures and options contracts. The exchange has increased the transaction charge to Rs.12 per Rs.1 crore of returnon both active and passive trades done on its currency future contracts. Earlier, Rs.10 per crore transaction fee was imposed on such contracts.

• State Bank of India has slashed its home loan rate to a six-year low to 9.10%. Under this scheme woman borrowers will be able to get home loans at 9.10% while other borrowers will be able to get loans at 9.15%.

• ICICI Bank has launched home loan overdraft facility for salaried customers against their home loans. Under the ‘ICICI Bank Home Overdraft’scheme a salaried customer can avail loans from Rs 5 lakh to Rs. 1 crore for personal needs against his/her property.

• US-based ATM manufacturer NCR Corporation has bagged the single largest order from SBI to install over 7,000 cash-vending machines said by SBI Deputy Managing Director and Chief Information Officer Mrutyunjay Mahapatra. It is the single largest ATM order in the country and it will worth Rs 334 crore.

• The RBI has opened a second office of the Banking Ombudsman in New Delhi, taking into account the significant increase of the banking network. The first office of the banking ombudsman at RBI, New Delhi, would have jurisdiction over Delhi and Jammu & Kashmir. The second office would have jurisdiction over Haryana(except Panchkula, Yamuna Nagar and Ambala districts) and Ghaziabad and Gautam Buddha Nagar districts of Uttar Pradesh.

• With high level frauds involving industrialists such as Vijay Mallya loan default case revealed, the Central Vigilance Commission (CVC) has now made it compulsory for the public sector banks to report to it all such matters involving funds over Rs.1 crore.

• Kumbakonam based City Union Bank has introduced a robot on pilot basis to improve customer service. The robot is named CUB-LAKSHMI. The robot has been introduced in Thyagaraya Nagar branch of Chennai.

• India’s first small finance bank Capital Small Finance Bank Ltd, has commenced operations with 10 branches from November 12 2016 in Jalandhar, Punjab. The bank ceases to exist with effect from April 24, 2016.

• With the banning of Rs. 500 and Rs. 1000 note, Government has further announced that depositing cash above 2.5 lakh rupees in any account between 10 November to 30 December 2016 will be subjected to tax with a 200 percent penalty in case of income mismatch. Also new denomination of Rs. 50 has been introduced by the Reserve Bank of India that can be withdrawn from ATMs from November 11, 2016.At Present, the lowest denomination note a customer can get at an ATM is Rs. 100.

• The Reserve Bank of India (RBI) issued clarifications on hedging of currency for external commercial borrowings (ECBs) in a notification on its website. • Minister of Petroleum and Natural Gas, Dharmendra Pradhan announced that people can get cash at select petrol pumps with SBI machines by swiping their debit cards from November 18 2016.

• Public banks have seen an increase of almost Rs. 80,000 Crore in gross non-performing assets (NPAs) in the three months ended September 2016. This works out to an increase of Rs.79,977 crore on quarter on quarter basis.

• The Mahindra Group and IBM joined together to develop blockchain solution. It is the first projects of its kind in India outside of banking industry. ICICI Bank executes India’s first banking transactions on blockchain in partnership with Emirates NBD in October, 2016.

• To encourage people to deposit valid currency notes in banks, RBI on November 29, 2016 allowed bank customers to withdraw the deposits made in current legal tender notes of Rs. 500 and Rs. 2000 beyond the current withdrawal limits of Rs. 24,000 per week. For current accounts, the withdrawal limit is Rs 50,000 a week for small traders.

• American Morgan Stanley has lowered its growth forecast for FY’17 to 7.3% from 7.7% earlier on account of currency replacement programme. • After Ujjivan Small Finance Bank got final license from RBI for its set up in November, Utkarsh Micro Finance has also received final license from RBI to start operations as Small Finance Bank (SFB). • Bank of America Merrill Lynch (BofA) has lowered India’s economic growth estimates by 30 basis points to 7.1 per cent for the current fiscal after the demonetisation of Rs 500 and Rs 1,000 notes. Earlier, BofA had estimated GDP growth at 7.4 per cent for 2016-17 and 7.6 per cent for 2017-18.

• The Reserve Bank of India increasing the Cash Reserve Requirement (CRR) for incremental deposits between September 16 and November 11 to 100% while the current CRR is 4%, effective from November 25, 2016.The RBI move will require all excess deposits that banks in India are getting — estimated to be about Rs 3.25 lakh crore by Friday.

Sharia-compliant (interest-free banking) in the country.Islamic or Sharia banking is a finance system based on the principles of not charging interest, which is prohibited under Islam. Conventional Bank on the other hand earn their money by charging interest and fees for services.

• Due to increasing bad loans in the banking sector, 16 Public sector banks in India out of 22 skipped paying dividends in 2015-16 to the government. The government of India received Rs 1,444.6 crore as dividend from PSB. This amount is 67% less than that the government received in the previous fiscal which was Rs 4,336.22 crore.

• Canada’s export credit agency Export Development Canada (EDC) sanctioned the first-ever masala loan of Rs. 340 crore($50 million) to Indian firm Infrastructure Leasing & Financial Services(IL&FS). This is the first lending of EDC in Indian Rupees. In a masalaloan the borrower saves on the hedging cost because the repayment is in rupees.

• Airtel Payments Bank Ltd (Airtel Bank), a subsidiary of the country’s largest telecom operator Bharti Airtel, started its first pilot banking services in Rajasthan from November 23, 2016.

• NABARD has sanctioned Rs. 21,000 crores to the District Central Cooperative Banks (DCCBs) to help farmers in Rabi agricultural seasons. The DCCBs will disburse loans to farmers through the network of Primary AgriculturalCooperative Societies (PACS). Government has chosen DCCB for loan disbursal because 40% of the small-scale farmers go to co-operative banks.

Under Geographical Indication (GI) law, a product is identified as a good or an item manufactured or produced in a particular region. • An Indian classified advertising platform Quikr announced to acquire an online home rental solutions provider, Grabhouse in an all-stock deal giving investors Sequoia Capital and Kalaari Capital stake in Quikr to strengthen its own service.

• The largest drug firm of India, Sun Pharma, has entered into an agreement with Russian pharma company JSC Biosintez to acquire 85.1 percent equity stake in the Russian firm for $60 million.

• PepsiCo Inc. announced to acquire probiotic and kombucha beverage maker KeVitaInc on November 22, 2016. PepsiCo was paying $200 million to KeVitaInc expand its “health and wellness offerings.”

• Reliance group has entered into a deal with Zee group to sell its 100% stake in TV channels and sell 49% stake in radio business to Zee group. The total deal will cost Rs 1890.4 crore($283 million) to Zee group.

• Central Government of India launched the Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) — to provide free health check-ups to pregnant women at government health centers and hospitals.

• Ministry of Agriculture and Farmers Welfare has given its approval for implementation of Price Support Scheme(PSS) for procurement of Groundnut in Gujarat during the Kharif season 2016-17

• Prime Minister Narendra Modi’s launched the Saur SujalaYojana in Chhattisgarh in order to provide solar powered irrigation pumps to farmers at a subsidized price. Chhattisgarh was the first state to implement the Saur Sujal Yojana .Under the scheme, solar powered irrigation pumps of 3HP and 5HP capacity worth Rs 3.5 lakh and Rs 4.5 lakh respectively would be distributed to the farmers by March 31, 2019

• The Himachal Pradesh cabinet approved “Mukhya Mantri Shikshak Samman Yojana” in a meeting chaired by Chief Minister Virbhadra Singh. The scheme applied to Trained Graduate Teachers (TGT), Post Graduate Teachers (PGT), Headmasters and Principals.

• Ministry of Skill Development and Entrepreneurship launched the Pradhan Mantri YUVA Yojana, MSDE’s flagship scheme on entrepreneurship education and training, marking the 2nd
