LKSS ICH Preservation and Education Objectives:

The musical Merasi community of Northwest Rajasthan has for thirty-eight generations traditionally been an oral society and is essentially illiterate.

The NGO Lok Kala Sagar Sansthan was registered in 1996 to address the preservation of the Merasi-Manganiyar Intangible Cultural Heritage and ongoing dire needs of the Merasi community.

Beyond its traditional historic functions in a patronage system, Merasi music plays a significant contemporary role in Indian tourism, both locally and in International campaigns.

Yet buried beneath this ICH inherited by 14,000 men women and children located primarily in Jaisalmer District Rajasthan lies a tradition of poverty and social paralysis.

To protect this distinct traditional music from extinction, several small Merasi!Manganiyar run NGOs focus on training their children as generations before have done.

Lok Kala Sagar Sansthan (LKSS) was registered in 1996 for the Merasi!Manganiyar community by Dr. Sarwar Khan a passionate community activist and master Merasi drummer from Jaisalmer, Rajasthan. Recognizing that lack of education, inherited poverty, and social marginalization would spell the end for the musical legacy his father passed onto him, LKSS is a community hub offering a multitude of instruments housed in one location, provides ample space for music classes, rehearsal, and performances, offers elementary tutorials and scholarships to empower female members of the Merasi community.

Beyond the ambitious and holistic LKSS mission summarized as "One hand on the Pen, One hand on the Drum", LKSS has also continued to reach out interfacing with those interested in looking beyond the traditional tourist fa<;:ade to gain deeper understanding of a stunning intangible cultural heritage. These alliances with like-minded NGOs, Foundations, groups, and individuals are ongoing.

6.c. Description of the organization's activities

Organizations requesting accreditation should briefly describe their recent activities and their relevant experience in safeguarding intangible cultural heritage. Lok Kala Sagar Sansthan (LKSS) Education & Preservation Activities

LKSS was registered in 1996 as a Merasi Preservation NGO and since its inception performance space and music classes have been available at LKSS. From 2004-2007, LKSS ran women's one­hour basic Hindi-English tutorials. In mid-2007, LKSS began operating the Merasi School/Music Merasi program six days a week four hours a day year-round, offering a program of English-Hindi­Math-Music classes for Merasi youth.

On a regular basis since 2005, volunteer visitors from USA based Folk Arts Rajasthan (FAR) have

enriched the educational experience in Basic Health, Computer, Story-telling and Youth Leadership.

In 2011 at UNESCO, B.Goodbody's International Women's Day photographs portrayed the Merasi story and success of the LKSS-FAR alliance.

Merasi Youth have participated in performances at the Delhi American Embassy School weeklong 2010 "Celebrate India", corporate events in Jaipur and Mumbai 2010-12, and in numerous performances at the prestigious Mumbai Kala Ghoda Festival in 2012 & 13. Merasi children also offered two programs for street children in the Nagpada neighborhood of Mumbai and at Mumbai government schools. Jaisalmer participation in music and dance competitions is ongoing.

LKSS Musical Narrative Project activities document the music and culture of the community with photos, video, and audio recording of men women and children to create a growing archive and capture the aging masters. A twenty-minute film on the making of an instrument called the Merasi Murli, was premiered at the Maine Media Workshops in 2008 from material culled from this substantial archive.

LKSS & Folk Arts Rajasthan have produced two International US tours in 2005 & 2008 that included 108 performances at the Smithsonian Institution, The Kennedy Center, St.John the Divine Cathedral, museums, Universities, schools, and more.

Participation in the annual Jaisalmer Desert Festival from 2004-12 as well as in individual performances, private commissions, and tourist events are ongoing.

Focusing solely on Merasi!Manganiyar music in local, national, and international performance are Jaisalmer District community NGOs run by Ghazi Khan in Kuri-Barna Village, and Sakar Khan's Manganiar Lok Sangeet Sansthan in Hamira Village and musicians from both NGOs have performed in LKSS programs.

2013-14 LKSS Key Activities

The Role Model Scholarships

Select students attending private schools continue to act as peer teachers fostering gender sensitivity and empowerment among the growing numbers of Merasi children studying both at LKSS and now in government and private schools. Together they will establish more historic firsts achievements, garnering praise and increasing pride within the Merasi community. Alliances with skilled community development professionals will guide and release greater leadership potential among this youth demographic, which will promote longevity and sustainability in the programs and in social progress for their community.

Merasi School

Educational programs continue providing elementary skills in Hindi, English, arithmetic, basic health as the primary steps taken towards self-advocacy. Curriculum developments promote proficiency in bilingual speaking and computer skills to encourage documentation and communication with the world at large in the Merasi's own voice.

Music Merasi

Music classes reinforce the enthusiasm, joy, and self-esteem that participating in the arts brings to both artist and audience by offering access to instruments and master teachers who train students to play the instruments and the Merasi repertoire.

Musical Narrative Project

Musical performances promote the Merasi legacy nationally and internationally, while the Musical Narrative Project Archive documents such cultural exchange, the Merasi people, and their changing world.

Community Participation Mechanisms

Merasi community meetings, called Samelans, have been hosted by LKSS in 2006 with one for men only having more than 200 villages represented, 2009/2010/ & 2011 for women only with thirty

eight, fifty six, and eighty participants, and in 2013 the first for sixty-three children, all to give voice to the silent while recording the Merasi issues at hand. In 2013-14, LKSS will host a total of four youth Samelans to promote cultural retention along with capacity building for the youthful participants.

7. The organization's experiences cooperating with communities, groups and intangible cultural heritage practitioners

The Committee will evaluate whether NGOs requesting accreditation 'cooperate in a spirit of mutual respect with communities, groups and, where appropriate, individuals that create, maintain and transmit intangible cultural heritage' (Criterion D). Please briefly describe such experiences here.

Cultural Heritage Practitioners

Lok Kala Sagar Sansthan (LKSS) is a Merasi (meaning musician) operated and driven Rajasthan NGO. Their traditional folk music legacy calls them Manganiyar by the caste system (derogatorily meaning beggar) Music is passed from generation to generation beginning in childhood. Adolescents learn to play multiple instruments unique to the Thar Desert. Merasi males are often "all-arounders" meaning they play six or more instruments skillfully. The women of the community play the drum called the Dhol and have their own rhythms and songs. The rising generations are calling themselves Merasi as they embrace their ICH dating back more than 800 years and they simultaneously endeavor to be educated.

Ongoing Alliances

Jaisalmer based LKSS and Delhi based Sakshi, Mumbai based Salaam Bombay and Narotam Sekhsaria Foundations (NSF), along with the USA based Folk Arts Rajasthan (FAR) support the well-being and education of Merasi Youth while perpetuating the preservation of the Merasi ICH musical legacy.

In 2008, LKSS Director Sarwar Khan received an honorary doctorate degree for his efforts in ICH preservation from Maine College of Art (MECCA) USA during which time Troupe Merasi performed for the formal MECCA graduation ceremonies. A 2014 MECCA collaboration and a US International tour are in development. The two previous US tours produced in alliance with FAR created bridges of cultural understanding during 108 programs, including three at the Sackler Museum at the Smithsonian Institution and those at the Portland Museum.

8. Documentation of the operational capacities of the organization

The Operational Directives (paragraph 97) require that an organization requesting accreditation submit documentation proving that it possesses the operational capacities listed under Criterion E. Such supporting documents may take various forms, in light of the diverse legal regimes in effect in different States. Submitted documents should be translated whenever possible into English or French if the originals are in another language.
