In the hills of Seeonee, in the jungles of India, there was a pack of wolves which everyone called the free people. Do you know why? Because they had a law which they all respected and kept, and that made their members free and different from the other animals in the jungle.

The chief of the wolves was Akela, a large lone grey wolf. He had a lot of experience and so he guided them when they went hunting and took them by safe

routes, to protect them from danger. The pack respected Akela and Akela respected the law.

Not far away were the ruins of an abandoned city which the animals of

the jungle rather scornfully called the "cold lairs". That was where

the monkey people of the bandar-log lived.

Annoying the other inhabitants of the jungle was their favorite pastime. All day longthey would leap around the tree-tops shouting, screeching and tumbling.

"What a way to spend the day!" said the animals."Just like a people without a law," added the wolves.

As night fell after a hot summer day, father wolf, Raksha - mother wolf - and their four wolf cubs were resting. Suddenly a tiny child appeared in the mouth of the cave. He was lost and fleeing from the lame tiger, Shere Khan, who wanted to eat him up.

"Look! What a strange thing!" said mother wolf. "Why, that's a man-cub!" exclaimed father wolf. "This is a man's cub?" asked mother wolf, who had never seen one before. "Bring it closer and let me see it," she added.

Inside the cave, the child crawled towards the cubs, curled up cosily among them and, feeling very tired, quickly feel asleep.

"Poor little thing!" said father wolf. "He has hardly any hair and he's so frail that I could kill him with a single blow of my paw."

"We shall care for him as if he were one of our own children and we shall call him Mowgli. That means 'frog' in the language of the jungle," whispered mother wolf.

Father wolf was silent for a few moments, then he said, "We will have to present him at the council rock, together with the other cubs".

Some time later, the pack assembled at the council rock under a lovely full moon. And Shere Khan came in search of the prey which he claimed had been stolen from him. Although Akela was annoyed by the rude tone of the tiger demanding to be heard, he allowed him to speak because the law said that no-one could be denied that right.

"The man-cub mother wolf has presented belongs to me and I demand to have him back," said Shere Khan.

"Shere Khan is right," said some of the assembled wolves and added, "the 'frog' will only bring us trouble". Such a deep silence fell over the council rock that it was felt as far away as the cold lairs. The toads stopped croaking, the owls stopped hooting and even the monkeys ceased their murmuring.

"Shere Khan has spoken," said Akela, and he added, "now, the law our own people keep says that two members of the free people who are not his parents may speak for the man-cub".

"I speak for the man-cub," growled Baloo, the big brown bear, standing up on his two hind paws. "He can do us no harm. Let him run free on our plains and, as I have done for each of you, I will teach him the law myself."

"Who else will speak for the man-cub?" said Akela. "Baloo has spoken and he is our cub teacher." Again, silence fell all around.

"Akela and all you free people!" It was the voice of Bagheera, the black panther who had crept quietly up to the circle of wolves. "It is shameful to kill a cub" he said, as his clever, alert gaze met the evil eyes of Shere Khan. "What’s more, he will be very useful to you in the hunt when he is older. You have heard what Baloo has said in keeping with the law. If you agree to have the man-cub in the pack, I will offer a bull which I have just hunted down not far from here. What do you say?"

The hungry wolves could not resist Bagheera’s offer,

and they came close to Mowgli to sniff him

all over as a sign of acceptance.

And so it was that Mowgli was taken in by the free people. He was to have many adventures before he returned to the world of humankind many years later, by then a young man.

You will also have noticed that they shakeeach other's left hand. Why might that be?

Ask your leaders to tell you what the reason is.

Because the fingers making the V are like the pricked ears of a wolf, which means that cubs are always alert to what is going on around them.

Other cubs hold up their three middle fingers, to stand for the three elements of the promise: to do my best, to love God and my country and to keep the pack law.

In both cases, the thumb on top of the other fingers means that the strong ones must protect the weaker ones, just as cubs are always ready to help and look after others.

One day, I was devouring a deer after a long hard hunt, when suddenly Tabaqui the "Dishlicker" appeared. Listen carefully to what we said:

TabaquiYou’re so lucky, Bagheera! Your paws are swift and strong and you need never go without food.

BagheeraWhat are you trying to tell me, jackal?

TabaquiOh! Nature gave me a feeble body and a weak will. Ah! You can’t imagine how I’d like to have your skill and be able to hunt my own food.

BagheeraStupid jackal! It is only dewanee, the madness, that makes you speak like that. Don’t blame nature. We all know that everyone has to look after their body and make it strong with hard work and patience. Everyone is responsible for their own body. Look around you! Every morning you see Hathi the elephant taking his little ones down to the river to wash and teach them how to keep themselves clean. Thousands of us run on the plains every day to exercise our muscles and breathe deeply. Even little pups take good care to feed themselves well as soon as they can. How can you hope to have a strong agile body if you are lazy and you eat rubbish?

TabaquiPerhaps you are right, but I didn’t learn to look after my body in time. Now I’m hungry and I have to say... the

remains of your deer look tasty!

Get a cardboard box to keep your souvenirs and the things you collect tidy. Ask your parents to help you

paint it or cover it with some paper you like. Put a label on it to say what's inside, and you can find

what you are looking for whenever you need it.

Foods contain substances which help us to grow up healthy and give us

strength to do the things we want. These substances

are found in different quantities in foods, so it is important to have

a "balanced diet". That means eating all different

kinds of foods.

Why is it not a good idea to eat all the time?If you don't know, ask your Mum or Dad or your leaders.

Do you know about Robert Baden-Powell,the founder of the scouts?

He grew up with his mother and his seven brothers and sisters, because his father died when he was very young. Since there were so many people in his house, he learned from childhood that he had to help at home. That made him a very tidy and responsible person.

He was also very cheerful and he liked to play with his brothers, sister and friends whenever he could.They played sports together, slept outdoors and enjoyed watching animals. Once they had a great adventure! They built a sail-boat and sailed down the Thames, the river that flows through London.

When he was 19 he became a soldier and went to serve with the British army in India.

It was a very interesting country and he learned

many things there. He was also in Africa

and the Africans called him "the wolf that never sleeps" because he liked

to explore day and night.

He could write and drawwith both hands!

He died in the year 1941, at the age of 84. Children and young people all over the world will always remember him with affection because the scouts exist thanks to him.

When he was 53, Baden-Powell retired from the army and devoted himself to an idea he had had a long time before: to do something both fun and important to children and young people. That was how Scouting began.

Shortly afterwards he was married to Olave Soames and they had three children. She always helped him in his work in letting people know about Scouting. Later, Olave was to take charge of the Guide Association of Great Britain and then its world organisation.

Robert Baden-Powell spent the last years of his life in Africa, in a town close to Nairobi. He had a cabin there which he called "Paxtu" and of which he left us a beautiful drawing.

Silently I glide up and introduce myself - I am Kaa,the python. Do not be afraid! I am not poisonous. I am wise and tell you truly that you will learn much from me if you listen to my hiss.

You can never know everything. No-one can. But this elderly and gentle snake longs to teach you to use your intelligence, so that you can leave your mark on this world forever.

I glide in silence, my movements neat and precise. I can slip through the water and I can take on different forms as I need to.

Once I helped Mowgli, the man-cub, to escape from the cold lairs. First I used my body like a lance to break down the marble, then as a stair to let the child climb up from the deep pit where he was being held prisoner by the bandar-log who, by the way, are rather afaid of me. Some other time I will tell you this story.

I can also make myself into a bridge, a raft, a spring, or a mattress... what else can you think of? I am very happy with my body because, although I have no legs,I really don't need them. I can use my long powerful body very well and be of great help in times of need.

I like to learn new things - I'm very curious! Cubs also have to be creative, ingenious, open to new things. Kaa, your clever faithful friend, will always be there to

help you. Remember that!

A famous English scientist called Isaac Newton used to sit in a garden and watch how the ripe apples fell from the trees to the ground. That was how he came to the conclusion that the Earth had an invisible force which attracts objects towards it. This force which acts on objects is called gravity. Wise likeBaloo

My name is Baloo. Perhaps you have heard about me. I am the big wise bear who teaches the pack law to all the cubs. I don't know many long words, but one things's for sure - I always tell the truth.

In this leafy junglethere's a great big handsome bear

He's not at all slothful, but unfailingly truthfulkind, generous and fair

For years, my apprentices were wolf cubs. That was until Mowgli appeared. You already know him, don't you? I was the one who stood up for him at the council rock, when he was presented to the rest of the pack together with his brothers and sisters. With the help of Bagheera, we managed to get the pack to accept him.

From that day on it was my job to teach the law to little Mowgli. He learned very quickly. He was a very intelligent cub, and he made me proud and happy.

Of course, he was very demanding too. He was never satisfied the first time I explained anything. I got to know him very well. Sometimes we were resting aftera tasty meal of honey - that's my favourite food, which I taught him to take from bees' nests without getting stung - and whoomph! Mowgli would plump down cross-legged and hold up his index finger.

That meant he was looking for answers to new doubts that were whizzing around in his head, and that he was about to ask me yet more about the jungle and its law.

Like I did with Mowgli, my job is to teach you the law of your pack so that you can live peacefully with your brother and sister cubs and with others too.

A young French man who was blind invented the Braille alphabet. His name was Louis Braille. He had lived in an institution for blind people in Paris from the age of 10. He had heard that the army used

methods for reading in the dark."What a good idea!" he thought and, after

owgli used to eat good food and drink clean water. But one time Oo, the tortoise, suggested that he should try the blue-stained roots of a plant that grew in the spring pastures. He assured Mowgli that it was a "healthy and tasty food". Unfortunately, this was not true. Quite the opposite, for the roots were poisonous. No sooner than Mowgli had eaten them, he felt his throat burn and ache and his body go weak, and he fell into a fever for several days. Why don't you see for yourself with this game?

When you are at home or at school, in the car or in the bus, when you go out for a walk in the countryside or in the city, stay silent for a quarter of an hour. Try to listen to all the sounds being made by the things around you. Write down the things you hear.
