RE: (RIN) 1012-AA13, Consolidated Federal Oil and Gas and Federal and Indian Coal ValuationReform

I am a bioengineer and expert witness who has testified inUS courts, including the ITC, havingbeen approved through a Daubert hearing in each instant. Coal has a high carbon content which, ifburnt, yields large volumes of greenhouse gases, primarily CO2. These gases act as a 'one wayvalve' for incident radiant energy from the sun, increasing the heat trapping effects of the earth'satmosphere. It is irresponsible to unleash these stores of carbon in the form of coal from publiclands. The economic advantage is far outweighed by the economic costs and human sufferingarising from the climatic shifts resulting from the rising CO2 levels in the earth's atmosphere. Shortterm profit by private companies from coal mining and use are minuscule compared with the socialand recovery costs of storm events caused by the climatic energy shifts associated with addedinsulation of yet more atmospheric CO2. It is imperative that coal stays in the ground; a lockedcarbon store. I urge you to neither sell nor give away any more coal that is under governmentcontrol under any circumstances.
