FISCAL YEAR 2019 HIGHLIGHTS

CAR SEAT SAFETY In June of 2019 three employees completed an extensive three-day car seat safety course in order to become licensed technicians. These techni-cians are trained on the proper installation of car seats and how to recog-nize damaged or unsafe car seats. Crawford County Health Department offers free car seat safety inspections upon request.

CAR SEAT DONATIONS In 2019 the department received $200 from the Robinson BPO Elks 1188 and $1,000 from State Farm Insurance Agency to fund the purchase of car seats. Five car seats were donated by Illinois Department of Trans-portation. These car seats are distributed to replace damaged or unsafe car seats found at the time of a car seat safety inspection. Thanks to our generous donors, we are able to assure the infant or child leaves our facility safely secured. MASS CASUALTY TRAILER In August, 2019 CCHD was awarded a shared mass casualty trailer through the Champaign Regional HealthCare Coalition. The unit is stocked with emergency supplies for an incident involving multiple casualties.

EMERGENCY PLANNING AND PREPAREDNESS

Emergency Planning and Preparedness is a vital area of every public health department. Crawford County Health Department is a mem-ber of the Local Emergency Planning Committee (LEPC). The department and its partners plan, train, drill, and prepare for various emergency events that may affect the public health and safety of the community of Crawford County. The department utilizes the local Medical Reserve Corps (MRC) to recruit and train volunteers to help meet the needs of our com-munity should such an event occur. In December of 2018, CCHD participated in a Strategic National Stockpile Tabletop exercise sponsored by Illinois Department of Public Health.

The department participated in a state-wide function pandemic flu exer-cise held August 13-16, 2019.

Staff participated in a throughput exercise in October, 2019. Staff capa-bilities of communication, problem solving, and patient surge were tested during this exercise.

optimum health for the citizens of Crawford County through the assessment of needs, development of policy, provision of education, and the assurance of services.

Ms. Earleywine retired from the Crawford County Board of Health November 30, 2019 after serving on the Board for seven years. Her ded-ication and service over the years is greatly appreciated and her presence will be greatly missed.

CRAWFORD COUNTY 708 BOARD

The 708 Board is a Community Mental Health Board estab-lished for the purposes of planning and funding mental health, developmental disability and substance abuse services.

Crawford County Health Department is extremely grateful for the generous support of the Crawford County 708 Board in our shared desire to meet the behavioral health needs of our com-munity.

In 2019, the Crawford County 708 Board contributed $35,000 to support all behavioral health services offered at our depart-ment. Their support has allowed services to grow in Crawford County and reduce the number of residents driving out of county for services. They have made a great impact on the lives of Crawford County residents and have helped reduce the stigma associated with mental health and substance abuse.

CCHD offers laboratory services at significantly reduced costs for uninsured and/or underinsured county residents?

CCHD is a Milk Bank Depot Site where approved donors may drop off human milk donations? Women wishing to donate their extra breast milk should visit The Milk Bank’s site at themilkbank.org/donate or by telephoning 317-536-1670.

New restaurants, or restaurants completing remodeling, must contact the Environmental Health Department for a plan review?

FIT (Fecal Immunochemical Test) kits are available at the department as a noninvasive colon cancer screening?

A Message from the Administrator

On behalf of the Crawford County Board of Health, it is my pleasure to present the 2019 Annual Report of the Crawford County Health Department (CCHD). This report is a statistical reflection of the services provided to the citizens of our community for the fiscal year December 1, 2018 through November 30, 2019.

The health of county residents is first priority at Crawford County Health Department. Recognizing the importance of mental health and the need in our community for additional services, CCHD has been contracting with mental health providers to host counseling and psychiatric services at the department. These services are greatly appreciated by all who utilize them. We are pleased to report substance abuse counseling will be offered in 2020 as well.

The department strives to ensure children are current on immuniza-tions to protect them from childhood diseases. The department also provides intensive prenatal management to reduce the number of infants born with health complications and provides important health and lab screenings to assist county residents in monitoring their health. The Environmental Health programs monitor drinking water and food safety, assures proper installation/operation of septic systems, and investigates public nuisance and smoking complaints. In addition, the department has a leading role in preparing for and pro-tecting our community against major emergency health threats and helping ensure the overall wellness of our community.

Crawford County Health Department staff and the Crawford County Board of Health are committed to quality service in the interest of public health. ILLINOIS PROJECT FOR LOCAL ASSESSMENT OF NEEDS (IPLAN)

The Illinois Project for Local Assessment of Needs (IPLAN) is a guide to improving the health of county residents. The plan involves assess-ment of health needs and collaboration among community partners to address those needs. In order for the department to maintain its certification with Illinois Department of Public Health, the IPLAN process must be completed every five years. The IPLAN process was completed and submitted to Illinois Department of Public Health in 2017. The department is currently certified through July 27, 2022.

The following were identified as the most significant health problems in Crawford County in 2017:

Substance Abuse IPLAN ACTIVITIES FOR 2019: Crawford County Health Department (CCHD) actively participates in Crawford County L.I.F.E. (Liberate, Improve, Facilitate, and Empower). The focus of this group is to reduce the stigma associated with mental health and substance abuse issues and increase aware-ness. Crawford County L.I.F.E. meetings are held the second Thurs-day of each month and are open to the public.

The Department received an AmeriCorps grant which provided an AmeriCorps member to assist the department for a six month period for behavioral health center research and to complete behavioral health related duties.

On September 14, 2019 CCHD participated in Crawford County L.I.F.E.’s second annual Mental Health Awareness Day held at the Washington Park in conjunction with the American Foundation for Suicide Prevention Out of the Darkness Walk.

Crawford County Health Department hosted telehealth sessions with psychiatrist, Paras Harshawat, M.D. and counseling sessions with Kendra Franklin, LCPC, of Professional Counseling Solutions each month.

The Department has worked to increase behavioral health services in Crawford County. In addition to the services previously mentioned, the department contracted with Lawrence County Health Department Behavioral Health to begin providing counseling one day a week in November of 2019. Behavioral health services will be expanded to include additional psychiatric nurse practitioner appointments and substance abuse counseling in 2020 through Lawrence County Health Department.

Tobacco has serious negative effects not only for overall health, but specifically oral health. CCHD works with the Illinois Quitline where individuals can receive weekly counseling services to aid in smoking cessation as well as nicotine replacement therapy. In 2019 our Tobacco Coordinator attended the national Tobacco Conference in Minnesota. The department completed a total of seventy-eight smok-ing compliance checks at local establishments.
