personnel and four bomb-sniffing dogs.• At the time of the attack, 60 hotel security personnel, a

government intelligence officer, four policemen, and one sniffer dog were on shift.

• The hotel security personnel stationed on both sides of the entrance to the property were armed with shotguns.
