That the Department of Transport’s budget for 2016/17 has risen to R56 billion will be a welcome fillip for the construc-tion industry in general and the plant hire sector in particular. We talked to Dipuo Peters, the Minister of Transport, who says: “We are on an unstoppable warpath of service delivery”. Major sectors of the spend will be roads R24.5 billion and rail transportation R19 billion. An amount of R174m has been set aside for pothole patching alone.Peters is adamant that “transportation is the heartbeat of South Africa’s economic growth and social development”.

She admits that South Africa’s road infrastructure requires urgent attention with 30% of roads being in “poor to very poor condition “. She is adamant that this percentage will be brought down to 10%.

“The road ahead might be long and our climb steep and we may not get there in one year. I have never been more hopeful than I am today that we will get there. We as people will get there. Together we will rise and shine, block by block, brick by brick, calloused hand by calloused hand, we will build this nation,” says Peters.

Some of her priorities are:l The establishment of provincial road-asset registers which will record

the condition of roads, traffic counts and life-cycle maintenance requirements.

l Asset management systems for authorities of “know your network”. Engineers and superintendents will drive through stretches of road to determine the daily conditions of the country’s road network.

l Reducing the percentage of roads in “poor to very poor” condition from the current 30% to 10%.

l Reducing vehicle operating costs and thus overall transportation costs.One major constituent of the major drive on road maintenance is

the R11 billion allocated for the S’hamba Sonke improvement programme

which has to be matched Rand for Rand by provinces as prescribed by the Division of Revenue Act (DORA). This programme is to spend 40% of the Provincial Road Maintenance Grant (PRMG) on preventative maintenance.

Peters claims her Department has “gone a long way in listening to and addressing concerns around the Gauteng Freeway Improvement Project with particular reference on the e-toll system,” she says.

“It is a matter of grave concern, hence the involvement of the Deputy President and the intervening dispensation where a 50% reduction of tariffs was effected. We will continue to listen and receive constructive proposals on alleviating the plight of our road users. Equally we will not tire to explain and educate our people about the user pay principle and the need for SANRAL to raise capital for the construction of new roads, upgrading of some and maintenance work. It is important that SANRAL has the ability to raise capital on the bond market, continue to meet its debt obligations as well as sustaining and improving its credit rating”.

registered for the e-toll account, and express confidence that more will follow their example. Hence the extension of the discount deadline with the possibility of a further grace period and appropriate dispensation to accommodate the growing demand”.

“The Gauteng Provincial Government, through the Gauteng Department of Roads and Transport (GDRT) has developed a 25-Year Integrated Transport Master Plan (ITMP25) for the Gauteng Province and it is duly aligned with NATMAP 2050. The need for a transport authority for the Gauteng City-Region arises from the need to manage the multitude of challenges that are posed by rapid urbanization in the region.

“The transition towards a GCR Transport Authority would actualize a supervisory structure that would plan for the kinds of growth trajectories, and policies that promote spatial, mobility and energy efficiencies in the region. Therefore, the forward-looking idea of a transport authority is lateral in its thinking and it is imperative that we use this important conference to harness all of our expertise, 7 energies and conceptions in order to accurately delineate its role, responsibilities, powers and functions. The establishment of a Transport Authority will only serve to promote the implementation of the Gauteng Integrated Transport Master Plan and to enhance the region’s global reputation. I must add that the Gauteng Province as the leader and economic hub of the country must be commended for their excellence; and for not coasting on previous accomplishments like the Gautrain, because as renowned American Professor and Physicist, William Pollard, once said, I quote: ‘Learning and innovation go hand in hand. The arrogance of success is to think that what you did yesterday will be sufficient for tomorrow’, ” said Peters.

PErsonAL dETAiLs of MinisTEr diPuo PETErs:Peters went to school at Tidimalo Junior Secondary and Tshireleco

Senior Seconday in Kimberley. She later studied for a Bachelor of Arts

Degree in Social Work at the University of the North. She went on to study for a Certificate in Development and Public Policy from the University of the Western Cape (1996), a Certificate in Executive Management from the University of Cape Town Graduate School of Business (2002) and a Certificate of International Policy Management from Havana, Cuba (2002).

Minister Peters brings a wealth of experience from the religious fraternity, the student, youth, women’s and trade union movement, right up to government.

As a humanitarian at heart, her pedigree extends to having served the United Nations High Commission for Refugees, a structure which worked for the repatriation of political exiles and re-integration of political prisoners after the unbanning of political organisations.

Her rich experience in the legislative arm of Government speaks volumes. Minister Peters served in the National Assembly between 1994 and 1997, serving in the Parliamentary Portfolio Committees of Home Affairs, Public Works, Social Services and Health.

In 1997, Minister Peters was redeployed to the Northern Cape Provincial Legislature, executing duties of Chief Whip till 1999.

Minister Peters served as the Northern Cape MEC for Health from 1999 to 2004, spearheading amongst others the revitalization of the Kimberley Hospital Complex and overseeing the extension of primary health care and maternal health services in the Northern Cape. Also attributed to her tenure are strides that saw the remarkable broadening of rural access to health care facilities, with clinics and hospitals having been built.

Minister Peters was appointed to serve as Premier of the Northern Cape, from April 2004 to May 2009, before moving to the higher echelons of Government as Minister of Energy.

The Minister is widely respected in the African continent and globally, as an esteemed leader in the energy sector, including being a member of the renowned UAE Zayed Future Energy Prize, and being appointed as a member of the United Nations Secretary General’s High Level Panel on Sustainable Energy for All.

While serving as the Minister of Energy, the Department of Energy has been bestowed with a number of international recognized accolades, including the Infrastructure Regulator of the Year Award and the Power Deal of the Year Award.

Minister Peters is also credited with leading the charge for the progressive introduction of renewable energy technologies into the South African Energy mix, and has seen successes such as the adoption of the country’s first ever Integrated Resource Plan for Electricity.

Under her stewardship, the country’s renewable energy programme was voted by the Global Infrastructure Leadership Forum in New York as the Green Energy Infrastructure Programme of the Year, globally.

Minister Peters has headed the charge in the transformation of the liquid fuels sector and has been actively championing women’s and previously disadvantaged groups’ participation in the sector.

She cut her teeth in active politics in the Young Christian Students. She also participated in youth formations in the church and community. In AZASO, she was Deputy Chairperson of the Women’s Forum at the then University of the North.

Her vibrancy and activism was further reignited in Kimberley, where she was a member of the Galeshewe Youth Congress. Minister Peters worked as a volunteer regional organizer for the South African Domestic Workers’ Union, recruiting, organising, educating and counseling domestic workers in the Northern Cape.

Between 1987 and 1990, Minister Peters served as Head of the Women’s Secretariat of the South African Youth Congress (SAYCO).

She was also a member of the Provisional National Youth Committee, a team that worked towards the re-establishment of the African National

Congress Youth League. She was the Youth League’s Secretary for Women’s Affairs, upon its re-launch.

From 1997 to 2003, she served as the Provincial Treasurer of the ANC. The period between 2003 and 2004 marked her tenure as the first female Provincial Chairperson of the African National Congress in the Northern Cape, having previously served as Deputy Provincial Chairperson of the ANC from May to December 2003.

On July 9 2013, she was appointed as the first female Minister of Transport of the Republic of South Africa.

One of her most publicised projects has been her work on the so-called “road of death”- the R573. She recently unveiled a R3.7-billion project to upgrade the deadly Moloto road over the next five years.

Speaking after the sod-turning ceremony in KwaMhlanga‚ Mpumalanga‚ Peters said the upgrade will create 5‚000 “much needed” jobs for locals. Local businesses are set to score big too.

The entire 139 kilometres of the road named‚ will be revamped. The road stretches from Gauteng to Limpopo‚ with most of it cutting through parts of Mpumalanga neighbouring Pretoria. The three provinces will contribute to the project’s budget. Moloto Road is notorious for fatal crashes‚ some of which have claimed up to 30 lives at a time. In November 2013‚ 29 people died in a bus accident on this road in Kwaggafontein.

The problem with the road is that it is simply not in a good condition‚ Peters said. “For a long time the state of this road has been a blight [for] the region”.

“The Moloto road has become synonymous with road crashes‚ bus accidents‚ injuries and deaths. It has robbed communities of breadwinners and beloved mothers. Parents had to stand at the open gravesides of their children.

“I know this all too well because as Minister of Transport I often attend funerals of crash victims and have to respond to the unacceptable carnage on our country’s roads‚” Peters said.

But now‚ after so many deaths over the years‚ the government had heard the cries of R573 users.

“The start of this project to upgrade the R573 is a clear demonstration of how government has listened to the views and concerns of residents and communities and taking actions to respond to the issues that you have raised‚” said Peters.

“If we can bring down the rate of accidents on this stretch of the R573‚ we will demonstrate that we are indeed making progress in our broader efforts to improve road safety. Instead of the ‘road of death’ this will become the road of hope‚” she said.

R174 mIllIoN FoR potholE patchINGAs Minister of Transport Dipuo Peters revealed that the current budget for pothole patching this year is R174m, the prospects for the use of highly mechanised plant to carry out this vast task swung clearly into view. One such machine is the JCB “Pothole Master”. Distributed in this country by Kemach JCB, the “Pothole Master” is actually a special edition of the world-beating 3CX backhoe loader, designed as a single-ma-chine solution for urban road maintenance.

The JCB 3CX has for many years been the most versatile machine on site and backhoe loaders remain popular with many local authorities and road repair contractors. Now JCB has combined a powerful, high specification 3CX with a dipper-mounted patch planer and a sweeper shovel located on the front loader arms, to create the 3CX ‘Pothole Master’. This single machine offers local municipalities and road contractors a rapid, mobile solution to meet their permanent road maintenance equipment needs.

The Pothole master is powered by JCB’s highly efficient Dieselmax engine, which is available to meet Tier 2 and Tier 3 emissions standards. The engine delivers 92hp (68kW) with the option of a 100hp (74.5kW) version if preferred. Both engines drive through a proven JCB powershift transmission to rapidly move the machine between sites, without the need for additional transport, increasing utilisation and ensuring maximum productivity throughout the day.

The 3CX “Pothole Master” is equipped with a 400mm wide patch planer from JCB Attachments, that has been engineered to work efficiently with the machine’s high output auxiliary hydraulic service. Advanced Easy Control variflow hydraulics, with servo control levers are available, ensuring an ergonomically superior driving environment and provide the power to deliver total control over all functions of the backhoe when planing. Pressure compensated variable flow hydraulics ensure maximum power delivery to the planer attachment, while maintaining complete control of all boom and dipper functions during operation.

The 400mm wide planer is suitable for a wide range of applications, from single pass small pothole repairs, to complete highway sections. JCB’s powered sideshift capability ensures that the operator can plane the full width of the machine, without having to relocate the backhoe loader, which is essential when working in a single coned-off carriageway. The planer provides a clean and well prepared working area, ensuring a long-term pothole repair, rather than a temporary solution to the problem.

At the front end of the machine the 3CX is equipped with a 2.3m wide hydraulic sweeper collector shovel. The overall width, including the hydraulic

motor, is within the width of the machine, making it easy for the operator to travel safely on the road. The sweeper shovel’s enclosed brush, which uses an integrated mix of plastic and wire brushes for maximum durability, provides clean pick-up of road planings with minimal dust and no risk of material being thrown away from the machine. One or two passes of the planed area are enough to provide a clean work area that is ready for repair and relaying of asphalt. The brush enclosure also greatly reduces any dust as the shovel is tipped into road tippers, for removal from site.

JCB has incorporated a hydraulic lift feature that moves the brush canopy away from the bucket. This allows the operator to use the bucket to collect planings from larger areas and to let operatives manually load the bucket in tighter spaces. Being able to lift the brush canopy away from the

shovel, in combination with the machine’s standard long loader arms, makes it easier for the operator to load over the back of a tipper truck, again essential when working within a single carriageway width.

JCB’s innovative optional hand-held power tool hydraulic circuit, mounted on the side of the 3CX Potholemaster, allows operatives to use a wide range of hand-held breakers and saws, to cut around ironwork in the road and to provide a clean end to the patch area. This also allows the road repair crew to access difficult areas that

cannot be reached by the patch planer.Traditionally urban and rural authorities as well as contractors have

had to use a wide array of cutting, breaking and planning machinery, with separate road sweepers and rollers to carry out even the smallest of pothole repairs. The single backhoe loader-based solution greatly reduces the number of machines required to carry out this type of work, reducing cost and increasing utilisation for the local authority.

Smaller tools and machines have to be carried to site on additional tipper trucks and delivery vehicles, while the JCB “Pothole Master” can carry out road repair preparation and then rapidly move independently to the next site.

A further benefit of the “Pothole Master”, is that when not being used for road repair duties, it is possible to remove the attachments and operate the 3CX as a versatile backhoe loader. This ensures that the customer can achieve maximum utilisation, without having to have additional machines that are only used on a seasonal basis.

The CPHA Magazine’s Tony Proudlock saw the “Pothole Master” in action when he visited JCB’s demonstration area near their headquarters in Rocester, England recently. He was “astounded “at the efficiency of the machine.

drives, front drum vibration, series hydrostatic travel drive, foldable ROPS to offer flexibility for transport and storage, hydrostatic articulated steering, mechanical parking brake, vibration control in travel lever, two scrapers per drum and a pressurized sprinkler system.

To drive, operators can therefore simply leave the dumper's bucket behind them, creating the largest possible field of vision. By rotating the control panel, it is no longer necessary to turn around in the tightest of spaces, which takes time, and the operator always has an unobstructed view to the front. Building confidence edges lower despite rebound in residential activity in Q2l Compared to 1Q2016, the FNB/BER Building

Confidence Index was down 5 points to 34 in 2Q2016.l Confidence was lower in all the sub-sectors surveyed,

with the largest drop recorded among hardware retailers.

l Despite the decline in confidence, there were some sectors where building activity/sales improved, namely residential contractors and manufacturers of building material.

l In sum, after starting the year on the back foot, the building sector remained under pressure in 2Q2016. However, this quarter there was a clear improvement

in certain sectors, unlike in 1Q2016 when the weakening in the sector was broad-based.

The FNB/BER Building Confidence Index fell for the second consecutive quarter in 2Q2016, by 5 points to 34.

The current level of the index indicates that more than 65 per cent of respondents are dissatisfied with prevailing business conditions. In addition, all of the six sub-sectors surveyed registered lower confidence.

The largest fall in confidence - for the second consecutive quarter - was registered by retail merchants a drop of 9 index points to 30. The fall in confidence was due to a sharp deterioration in sales and consequently, profitability. “The marked slowdown in hardware sales seems to point to the end of the DIY boom which has boosted

the building (and retail) sector since the latter part of 2014”, said John Loos, Property Economist at FNB.

The index measuring the confidence of main contractors shed 5 points to register a level of 38 in 2Q2016. This is the lowest level of the index since the first quarter of 2013. However, building activity was marginally better compared to 1Q2016. Moreover, there was a distinct difference in the performance of the residential and non-residential sectors. While the confidence of both residential and non-residential contractors edged lower in 2Q2016, residential building activity rebounded nicely. In contrast, the slowdown in non-residential activity reported in 1Q2016 intensified. According to Loos, “The difference in performance of residential and non-residential building activity confirms our view that the non-residential market is under significant pressure while there is still some life in the residential market.”

Furthermore, there was a stark difference in the performance on a provincial basis. The Western Cape fared significantly better than the rest of the country both in terms of confidence and building activity during the quarter. “This is likely due to increasing inward migration to the Western Cape by residents from other provinces”, noted Loos.

Keener tendering competition along with a deterioration in overall profitability during the quarter likely explains the fall in confidence.

Confidence of manufacturers of building material edged lower to 18 index points in 2Q2016. However, the underlying data suggests a significant improvement in domestic sales and production in the quarter.

As a result of lower activity, the confidence of architects and quantity surveyors fell to 42 and 35 index points respectively in

2Q2016. For quantity surveyors, this marks the lowest confidence since the fourth quarter of 2012. “These figures suggest that the marginal improvement in building activity registered during the quarter may not be sustained over the short to medium term”, commented Loos.

Sub-contractor confidence was also lower at 40 index points, from 43 in 1Q2016.

In conclusion: Although confidence was lower during the quarter, higher activity by residential contractors and increased sales and production by manufacturers of building materials suggests that activity in the sector was in slightly better shape in 2Q2016 than at the start of the year.

However, the outlook is marred by a moderation in activity at the start of the building pipeline and persistently poor growth in non-residential building activity. In addition, the weak retail environment suggests that a key support to the sector in 2015 is no longer there. “As mentioned in previous statements, developments in the broader economy such as higher interest rates, rising household indebtedness and soft domestic demand will also weigh on the building sector”, added Loos.

In contrast to the RMB/BER BCI, which includes only main contractors, the FNB/BER building confidence index covers the whole pipeline, from planning (represented by the architects and quantity surveyors), renovations, additions, owner builders, the informal sector (represented by building material and hardware retailers) and production (manufacturers of building materials) to the actual erection of buildings by main contractors and sub-contractors.

The fieldwork for the fourth quarter survey was conducted between 25 April and 30 May 2016.

The Association of Certified Fraud Examiners says that payroll fraud is the No. 1 source of accounting fraud and employee threat globally. It affects 27% of all businesses and lasts, on average, 36 months.

South African statistics are scarce, mostly because payroll fraud is under-reported by companies jealous of their reputations. A rare public case was the arrest in 2014 of two Eskom employees for tampering with the corporation’s payroll network system in a scheme that could have costed the company billions. Research by Alexander Forbes in 2011 showed that payroll fraud was costing South African business more than R100-million a year.

“Payroll fraud is very much a reality and, in South Africa, my experience is that it’s most prevalent in medium to large companies that run electronic payroll systems, and where the number of employees makes manual checking difficult,” says Nicolette Nicholson, director at the South African Payroll Association.

She adds that payroll fraud is an occupation, “The books will be balanced legally on the system, because it has applied legislation. But typically, the fraud takes place when new data is entered onto the system, and that’s why it’s not easily picked up by financial audits.”

Nicholson explains that payroll fraud usually requires collusion between colleagues, and small transactions that do not trigger alerts are preferred—one reason fraud schemes go on for so long. Most payroll fraud hinges on overtime claims, the payment of salaries to ghost employees whose bank accounts are controlled by the fraudster, dishonest expense claims and the payment of an extra month’s salary when an employee resigns or dies.

Causes for payroll fraud include intent and character, as well as peer pressure – where a person’s financial circumstances make them vulnerable to syndicates.

Nicholson advises that the best defence is to make a company a low-risk candidate by following these tips:l Put controls in place from the beginning. Duties related

to payroll processes should be rigorously segregated, with different people responsible for input, approval and release as a minimum. Frequent spot audits should be performed in

addition to external audits, which do not cover segregation of duties.

l Use external fraud examiners, as most fraud is committed by managers, an external agency should be used to undertake fraud checks.

l Ethics management is a pillar of King III for very good reason: if the company’s code of ethics is truly embedded into the corporate culture, the occasional rotten apple will find it harder to identify accomplices.

l Achieve process stability. Pay day is an emotive issue, so small issues tend to get ignored in favour of getting the payroll run underway. It is critical to keep to payroll procedures and cycles, or controls will be abandoned.

l Empower employees. Very often, blue-collar workers may be barely literate or may have a culture of not questioning payment. Work with union or employee representatives to educate employees about what information should appear on their payslips, and encourage them to check that information for accuracy. It should also help nurture a culture of trust that is likely to impact positively on productivity generally.

l Leverage the power of data. Put basic business intelligence capabilities in place to enable exception reporting and trend analysis to spot anomalies in overtime, PAYE, tax on bonuses and so on. Early detection is critical.

l Stern consequences. Criminal action should be taken against an employee caught committing payroll fraud, if the consequences are kept to a mere human resources disciplinary or suspension, the guilty party can go onto work for the next company where he/she can continue their misconduct. This is because the Labour Law does not allow unwarranted reference, in other words, if the guilty person’s potential new employer calls the previous employer for a reference, they cannot divulge anything about the person’s fraudulent activities. However, if the person is pursued criminally, the previous employer is allowed to do so.“Fraud can have serious consequences for any company,

both financial and in terms of the corporate culture,” concludes Nicholson. “Making it hard to commit it in the first place makes good business sense in every way.”

“In fact we’re even more specialised since our fleet predominately comprises Cat D6R units,” explains Chris Barclay, managing director of Rail Plant Hire, which currently owns and operates more than 62 dozers.

caterpillar test programmesAlongside its mainstream activities, in the past 12 months Rail

Plant Hire has also participating in two Caterpillar pilot programmes in conjunction with southern African Cat dealer, Barloworld Equipment. The first entailed the field testing of a new type of Cat undercarriage system, and the second a performance trial on a Cat D6R Series 2 track-type tractor.

As Barclay points out, when it comes to testing and real-life application, machine site matching and operator proficiency are especially important for dozers. This is particularly the case when it comes to the longevity of their undercarriage systems. Simply put, the average cost for track maintenance over the life of a dozer will typically equate to around 40 percent of its original purchase price, assuming correct utilisation. In the wrong hands, it will end up costing a lot more.

Underscoring these statements, Rail Plant Hire employs a specialist technician who focuses exclusively on undercarriage inspections and assessments across the company’s dozer fleet.

“We monitor our overall availability closely, but in the event that a machine does go down in the field, we have back-up units in place and prefer to change-out rather than conduct in-situ repairs,” says Barclay.

Out in the bush they perform without hassles and with very little requirement for maintenance.

coNqueriNg NamibiaOne of the toughest testing grounds on earth is in Namibia. The

country represents some of the toughest terrain on earth with conditions varying from hot sandy deserts to rugged mountains and even swamps in parts of the country.
