May 30th, the informative page #77 was published and states that the consolidated pedimentos can be transmitted by the Mexican Broker, but he must issue a signature with it (addenda).

This changes the whole scheme that everyone had been working on since November 2011 thru May 2012.

May 31st, The 10th resolution for the Rules was published where it excludes the importer from executing COVE’s and states that the only ones authorized to execute this operation are the Mexican Brokers.

This changes all the structure to present the COVE’s a day before the Law became official.

June 1st, informative page #80 was published with respect to page 77. It states that importers can also send the COVE’s, but without excluding the broker’s signature (addenda).

This causes confusion amongst all people involved with the Exterior Commerce due to the inconsistency between the informative pages and the modification of the rules.

This same day, VUCEM had been working well during the first couple of hours, both on web service and their web portal.

However, around 10am the web service was not responding and their web portal had fallen offline. This caused strong delays in the sector because the documents were not ready and the trucks could not leave their factories.

That day the hours of operation were extended on the borders to compensate the hours of delays.

The contingency plan was only applied to companies that dealt with perishables and delivery services. This did not correspond to the contingency plan that was established on informative page #76, where it states that this plan would come in to action after an hour of delay.

On the weekend, the hours were also extended to get the pending transactions processed.

On June 4th, the VU was much more stable, both on web service and their web portal.

On Friday the 8th, we had the VU going on and offline again.

We have been monitoring the VU and speaking with our customers to receive their opinions on what they have been going through and how they have been coping with this situation. The results are as follows:
