New Employee Handbook: This handbook will provide you with general yet practical information about your County employment and benefits. We want you to have this information because we firmly believe that County employees are our organization’s greatest assets.

General Management System (GMS): The GMS is the County’s business model – referred to as the “Owner’s Manual” – that guides operations and service delivery to residents, businesses and visitors throughout the fiscal year. At the heart of the GMS are five overlapping components: • Strategic Planning • Operational Planning • Monitoring and Control • Functional Threading • Motivation, Rewards and Recognition

The GMS outlines the County’s strategic intent (strategic planning), prioritizes its goals and use of resources (operational planning), describes how it monitors progress on performance (monitoring and control), ensures collaboration (functional threading) and recognizes accomplishments (motivation, rewards and recognition) throughout the year. By communicating and adhering to this business model, the County of San Diego is able to maintain an organizational culture that values transparency, accountability, innovation and fiscal discipline and which provides focused, meaningful public services.

Org Chart of Groups: The County of San Diego has organized its myriad of programs, services and facilities within five business Groups, each headed by a General Manager who reports to the Chief Administrative Officer (CAO) and Assistant Chief Administrative Officer (ACAO). Each of the five Groups works to maintain operational excellence and achieve the County’s Vision and Mission.

SDCERA:The San Diego County Employees Retirement Association (SDCERA) is an independent association established by the County Employees Retirement Law of 1937. SDCERA administers retirement and associated benefits for eligible employees of the County of San Diego and other participating employers, and is responsible for collecting, depositing, investing and managing the retirement funds. The SDCERA team is responsible for the accounting of contributions and investment income under the direction and governance of the Board of Retirement. SDCERA also provides a wide range of member services to more than 38,000 active, deferred and retired members.

The goal of the Work Safe/Stay Healthy Program is keeping County employees safe and healthy.

Work Safe / Stay Healthy (WSSH):The County of San Diego encourages employee wellness by offering on-site exercise facilities at various locations including the County Administration Center and County Operations Center. The facilities have a variety of equipment from treadmills to weight machines.

Kronos: Kronos is the County’s time keeping system. You will use Kronos to enter your timecard information.

PeopleSoft Self Service: The County’s system of record for employees is PeopleSoft. In the self-service component, you will have access to your County paystub, have the ability to review your compensation information, change your address, and a variety of other tasks.
