I. CONSISTENCY OF BUSINESS PLAN WITH THE PACIFIC APPROACH

1. In 2016, the Asian Development Bank (ADB) approved the Pacific Approach, 2016–20201 as the country partnership strategy for the 11 small Pacific island countries (PIC-11).2 In line with the Pacific Approach, the country operations business plan (COBP) for 2019−2021 also takes a multicountry approach to identify common development challenges and opportunities for operational efficiencies across the PIC-11. The COBP is aligned with Strategy 20303 and supports the three-pronged strategy of the Pacific Approach: reducing costs, managing risks, and enabling value creation. The COBP defines a program of assistance for the PIC-11 in key sectors and thematic areas for 2019–2021. The assistance results areas for the PIC-11 are in Appendix 1 and the list of linked documents is in Appendix 2. 2. ADB’s infrastructure program in the Pacific focuses on investments in transport, information and communication technology, and renewable energy to reduce the costs of connectivity and energy. Improving the business environment, reforming state-owned enterprises, and creating public–private partnerships will also assist in reducing the costs of doing business and delivering services, and promote private sector development and investment in the region. 3. ADB’s public sector management operations continue to support country efforts to manage financial and economic risks. The PIC-11 program expands ADB’s work in climate change and disaster risk management to mobilize more concessional financing to introduce innovative solutions to strengthen disaster preparedness, reduce vulnerabilities, and build resilience. ADB’s program will also build on efforts to strengthen country resilience by investing in urban planning, education, health, and social protection. 4. To enable value creation in the PIC-11, ADB will continue to support legislative and financial reforms to improve the business environment. This assistance includes structuring and financing private sector transactions and improving access to finance and public sector reforms to expand opportunities for the private sector. 5. ADB’s forward program of operations in the Pacific will increasingly use the recently introduced Project Readiness Financing (PRF) for project preparation. The PRF will be beneficial for the PIC-11 that do not have strong capacity to design and prepare infrastructure projects. ADB’s regional technical assistance (TA) for Building Project Implementation Capacities in the Pacific is strengthening the capacity of executing agencies to implement projects effectively by providing on-ground support for project management and procurement.4

II. INDICATIVE RESOURCE PARAMETERS

6. The PIC-11, which includes Group A, B, and C developing member countries,5 have indicative resources available for commitment for sovereign operations totaling $359.7 million

classifications of Samoa and Tonga shifted from Moderate to High, and corresponding grant shares were applied in 2018. Kiribati, Republic of Marshall Islands, Federated States of Micronesia, Nauru, and Tuvalu retain their high debt distress classification receiving 100% of their country allocations in grants. The debt distress classification of Solomon

during 2019–2021. The resources available comprise $78.0 million in regular ordinary capital resources (OCR) and $281.7 million in concessional resources—$71.6 million in concessional OCR lending (COL) and $210.1 million in Asian Development Fund (ADF) grants. 7. Lending program. The lending program for 2019–2021 is expected to total $656.1 million, comprising $31.1 million in regular OCR lending, $154.5 million in COL, and $470.5 million in ADF grants (Appendix 3).6 ADB will address the gap in resources available for assistance by securing additional regional allocations, frontloading concessional resources consistent with the concessional assistance policy, and seeking funding from other sources. The total cofinancing program for 2019-2021 is $796.5 million.7 A significant proportion of this cofinancing is expected to be provided by the Green Climate Fund to support energy, water, and urban projects. 8. Nonlending program. The nonlending program for 2019–2021 is about $16.5 million (Appendix 3). In addition to stand-alone TA projects, ADB will process and support TA projects through ongoing and planned regional TA facilities and cluster approaches. The nonlending program is expected to increase once governments identify their priorities for the medium to long term, particularly for project preparation. The PIC-11 lending and nonlending assistance program for 2018 is in Appendix 4. 9. Knowledge publications and events program. ADB will work closely with the PIC-11 to identify their needs and produce relevant knowledge products and services. ADB will also look ahead to generate, capture, and share knowledge in anticipation of emerging and future needs. The knowledge program will be coordinated with ADB’s flagship regional programs in the Pacific—the Pacific Region Infrastructure Facility, the Private Sector Development Initiative, and the Pacific Economic Management TA. The list of indicative knowledge publications and events is in Appendix 5.

III. SUMMARY OF CHANGES TO LENDING AND NONLENDING PROGRAMS

10. ADB’s key adjustments to the lending and nonlending programs include the following: (i) 65 firm projects and 29 TA projects are programmed for 2019–2021 (previously 49 projects and 18 TA projects were programmed for 2018−2020); (ii) 30 projects were added to the pipeline, 5 projects were dropped, and 9 projects will be committed in 2018; and (iii) 19 TA projects were added to the pipeline, 8 TA projects were subsumed under regional TA projects, dropped, or will be committed in 2018.8

Islands, and Vanuatu were assessed to be moderate and are to receive 50% of their country allocations in grants in accordance with the ADF grants framework. The final allocations for Group A countries will depend on available resources and the outcome of the country performance assessments, and are subjected to a 20% volume discount on the grant portion of the country allocation. The proportion of grants for the 2019–2021 resource allocations will be determined by future annual debt distress classifications in accordance with the ADF grants framework. (2) Palau, a Group B country, is eligible for COL and regular OCR lending. Palau’s final allocation will also depend on available resources and the outcome of the country performance assessments. (3) Cook Islands, a Group C country, is eligible for regular OCR lending.
