Event Listing (January - April, 2018) and status of 2017 Love My Hood events as well as an update on Sound of Music 2018.
The purpose of this memo is to provide Council with a quarterly event listing for the months of January, February, March and April 2018. In addition, to update you on the status of Love My Hood (LMH) events held in 2017 and an additional paid day added to Sound of Music 2018.
In 2017, we set a goal to encourage residents to host 150 Love My Hood events in conjunction with Canada 150 celebrations. We are pleased to report that Burlington surpassed this goal with 157 LMH community events hosted across the City. In 2018, we will continue to encourage neighbourhood champions to lead LMH events to celebrate community across the City. For more information or to apply, visit www.burlington.ca/LoveMyHood
Organizers for the annual Sound of Music Festival (SOMF) requested a second paid concert day to their event. Sound of Music first introduced a paid concert in 2015 to help fund the free weekend, and this second paid day will also contribute to the quality of the lineup for the free event weekend. The second paid concert day was deemed to be a significant change to a major event that required the Supervisor of Festival and Events to consult with the community. A survey was completed to gather public opinion on having a second day paid event in the SOMF lineup for 2018 and the majority of the 439 responses are supportive of the second paid day. As a result staff has approved a second paid concert date to be held at Spencer Smith on Sunday June 10 from noon - 9 p.m.

Re: FleetCarma Telematics Pilot Project
The purpose of this memo is to provide Council with information regard ing the FleetCarma telematics pilot project that is currently underway in Fleet Services.
One of the strategic iniatives identified in the City's strategic plan is to develop and implement a plan to make city operations net carbon-neutral. In order to create a plan , we must first gather and understand current green house gas emission levels and duty cycle behaviour for our fleet vehicles.
Starting in January 2018, we will collect data on our light duty vehicles: cars, trucks, SUV's and vans. To do this, we will use FleetCarma's tracking system to report on and improve fleet usage, inform decision making and the possible conversion of our fleet to electric vehicles (EV).
Our one-year data collection will include 20 vehicles/drivers with different driving needs. FleetCarma's assessment for each vehicle will include: vehicle location (GPS), odometer, repair and maintenance reports, vehicle down time, kilometres per trip, trips per day, average daily distance, speed, fuel consumption, fuel efficiency, time idling vs. accelerating , fuel consumption while idle, hard accelerating(%), hard braking(%) and greenhouse gas emissions.
The data collected will be used in an EV Suitability Report to evaluate possible next steps towards adopting greening of our fleet through the use of electric vehiles (EV).
_) If you have any questions about the pilot project, please let me know.

TO: All Stakeholders involved in the Conservation Authorities Act Review
RE: Notification of Bill 139, the Building Better Communities and Conserving Watersheds Act, 2017 Receiving Royal Assent
I am pleased to inform you that Bill 139, the Building Better Communities and Conserving Watersheds Act, 2017 that proposes amendments to the Conservation Authorities Act has been passed by the Ontario Legislature and has officially received Royal Assent. In addition to the amendments to the Conservation Authorities Act, the legislation also contains changes related to the Local Planning Appeals Tribunal.
The passing of this legislation highlights the completion of the multi-year review of the Conservation Authorities Act and is part of a comprehensive suite of proposed changes resulting from the review. The amendments modernize the Act to strengthen oversight and accountability in conservation authority decision making, increase clarity and consistency in conservation authority roles and responsibilities, improve collaboration and engagement, modernize funding mechanisms, and provide flexibility for conservation authorities to adapt to changing circumstances and challenges in the future.
The passing of this legislation is an important achievement that will provide ongoing benefits to Ontarians. While some updated provisions will come into force immediately, other provisions will be phased in over the coming years as supporting regulations and policy is developed. My ministry will continue to engage interested parties to assist in the development of these regulations, policies and guidelines.
If you have any questions regarding the legislative process or the implementation of the amendments, please contact the Water Resources Section at [email protected].
Thank you again for your support and participation in the review.

December 15, 2017
Dear Heads of Municipal Councils:
We are pleased to provide an update on Bill 59, Putting Consumers First Act (Consumer Protection Statute Law Amendment), 2017. Bill 59 made amendments to the City of Toronto Act, 2006 and the Municipal Act, 2001. Upon proclamation, these amendments will allow local municipalities to regulate the location and number of payday loan establishments. We would like to inform you that the government has proclaimed these sections into force effective January 1, 2018.
During consultations to inform the development of Bill 59, the government heard from municipalities that there was interest in an expanded municipal authority to regulate payday lenders. As a government we have listened. We thank municipal leaders for your contributions to protecting consumers and your communities.
Additional regulatory changes to strengthen protection for consumers using payday loans and cheque-cashing services will come into force on July 1, 2018 and include the following:
• It will be mandatory for payday lenders to provide borrowers with an extendedpayment plan if borrowers take out three or more loans with the same lenderwithin a 63-day period.
• Payday lenders can only lend up to 50 per cent of a borrower’s net pay per loan.• The cost of borrowing a payday loan must be disclosed as an annual percentage
rate in advertisements and agreements.• The maximum fee for cashing government-issued cheques will be capped at $2
plus one per cent of the face value of the cheque, or $10, whichever is less.• It will be mandatory for cheque cashing service providers to provide a receipt
when cashing government-issued cheques.
