MEETING MATTERS
Council referendum to reduce the
number of Councillors
Council approved that the constitutional
referendum not be held if there were
insufficient nominations to proceed with the
election. It was decided that it would be
prudent not to hold the referendum, thus
reducing Council’s election expenses and not
inconveniencing voters.
As the election is uncontested Council will
resolve to reduce the Councillor
numbers by application to the Minister for
Local Government in the near future. These
changes will not take effect until the Local
Government elections in 2020
Call for Tenders
Council has resolved to call for open
tenders for the following:
Construction of Carrathool Bridge over
the Murrumbidgee River
Drilling/Blasting/Crushing of Gravel &
Supplying of Sealing Aggregates
Supply of Fuels, Oils and Lubricants
The Council is keen to see as many local
businesses put forward tenders even for part
of the tender.
Renaming of Lions Park Hillston
A request was received from members of the
Hillston Lions Club requesting that the Lions
Explorer Park in Hillston be renamed the John
Fensom Lions Explorer Park. Council
approved the request.
Community Grants Scheme 2016/17
Council saw an outstanding response to the
2016-17 round of Community Grants, with
the value of applications exceeding the
$21,500 available making the process for
Council challenging.
A total of 26 applications totalling $34,595.49
and 1 request for in-kind support were
received. Council is pleased to announce that
there are 17 successful applicants, 6 projects
to be funded from other sources and 4
unsuccessful applicants.
Vale Cr Margaret Merrylees
Councillors and staff were saddened by
the passing of Councillor Margaret
Merrylees.
Cr Merrylees served as a Councillor for
12 years from 2004. During this time
Margaret was a dedicated Councillor
committed to the Carrathool Shire
communities and a strong advocate for
Libraries, Charles Sturt University
Scholarships and the new Carrathool
Bridge.
Margaret will be sorely missed.

Council Meetings Agendas/business papers are available for public inspection on Council's website www.carrathool.nsw.gov.au, at the Goolgowi
Council Chambers, Hillston District Office and the WG Parker Memorial Library Hillston from the Friday prior to the Council
meeting. In the interests of good governance and under the Local Government Act 1993 Council is required to be open and
transparent in the conduct of its business. To facilitate this, residents and ratepayers are asked to address any correspondence for
consideration at a Council meeting or requests to address a Council meeting to the General Manager for inclusion in the agenda /
business paper to be received prior to the close of the business paper.
WATER & SEWER REPORT
Pressure Sewer
In line with Council’s Sewer Systems Policy, property owners who are able to connect to the pressure sewer in
Hillston are required to connect within 10 years of the pressure sewer becoming available. The last of the pressure
sewer extension was completed in 2012 and therefore eligible properties will need to be connected by the end of
2022. Residents are encouraged to contact Council to discuss connecting to the pressure sewer and the options
available to assist with the costs.
Water Meter Readings
Council would like to notify residents of the Shire that water meter readings are being conducted between 26
September 2016 – 14 October 2016. Please ensure all gates are unlocked and dogs are restrained during this period.
If Council officers are unable to read your meter due to these issues your account will be issued with an estimated
reading.

acquire knowledge and skills in Council’s Water and
Sewerage processes and procedures, and to apply such
knowledge and skills efficiently and accurately in support of

$559.50 to $654.00 per week, plus allowances dependent upon

TENDER 2017-003 WATER MAINS REPLACEMENT - HILLSTON Carrathool Shire Council is calling tenders to construct and commission the Reticulation Mains at Hillston.
The project consists of construction of 560 meters of water reticulation mains including supply of material, handling,
under-boring, excavating, lowering, laying and jointing with all tools, plants, equipment, labour & services necessary including
testing and commissioning.
TENDER 2017-004 WATER MAINS REPLACEMENT – YOOLAROI/MELBERGEN Carrathool Shire Council is calling tenders for the construction and commissioning of Water Mains on the Yoolaroi and
Melbergen water schemes.
The project consists of replacement of 3,200 meter of water mains including supply of material, handling,
excavating, lowering, laying and jointing with all tools, plants, equipment, labour & services necessary including testing and com-
missioning.
The Tender Document Packages can be obtained by emailing [email protected] between 8.30 am to 4.15 pm week-
days.
Tenders must be submitted in accordance with the tender lodgement requirements contained in the tender package and be
received by Council in full prior to 2.00 pm Friday 7 October 2016.

URGENT NOTICE TO CARRATHOOL SHIRE COUNCIL RATE PAYERS
Council wishes to advise that from 1 July 2016, all BPAY’S for Rates, Water and Debtor accounts will be processed
electronically. It is important that the correct Reference Number is used. The use of an incorrect reference number
may result in interest being charged, due to the payment not being receipted to the correct account.
A notice was sent to all ratepayers stating this change, on this letter there was an EXAMPLE Biller code and
Reference Number, please do not use these numbers - this is only an EXAMPLE of what your biller code looks
like on your rates/water/debtor notices.
If you have used this number please contact council - proof of payment will be required
to transfer the funds to your assessment.

Book Week Author Visit
Carrathool Shire “W.G. Parker Memorial Library” will host a visit from notable children’s author
Lynn Ward on the 26th August.
Lynn Ward is a children’s writer from Lake Cargelligo, and formerly Tullibigeal. She has two
picture books published, The Big Beet published by Omnibus/Scholastic and Sally Snickers’
Knickers published by Walker Books Australia. Her third picture book No Room for a Wombat will
be published by Omnibus/Scholastic in January 2017.
Lynn has been writing for a number of years and as well as her books, she is published in the
NSW School Magazine and on other online children’s magazines. She has won a number of
competitions for writing and her book, Sally Snicker’s Knickers, was shortlisted last year in the
Speech Pathology of Australia Book Awards.
We are very lucky that Lynn will be visiting us and sharing her wonderful talents with us all.
