RANKINS SPRINGS COMMEMORATES 100TH ANNIVERSARY OF ARMISTICE

On Sunday 11th November 2018, around 100 people including members of the Australian Defence Force Academy Cadet Program, gathered in the Rankins Springs War Memorial Hall to commemorate the 100th anniversary of the signing of the Armistice that ended World War I.

Following the formalities of the Remembrance Day Commemoration, Jenny Caughey and Ellen Walker jointly unveiled a bronze rising sun emblem, which commemorates both world wars and the Centenary of Anzac.

The emblem is now proudly installed on the facade of the hall.

The emblem was the result of the “Centenary of Armistice Grant” and the “Saluting Their Service Community Commemorative Grant” as applied for by the Hall Committee.

Audit Report The Auditor General’s Office presented the Audit report on Council financial statements this month. A full copy of the Financial Statements can be found on the Council’s Website.

Policies Council resolved to place the amended Audit, Risk and Improvement Committee Charter on Public Exhibition for 28 days closing on Friday 4 January 2019. Public comments are welcome.

Council adopted the Councillors Expenses and Facilities policy after the normal period of public exhibition with no submissions received.

Tom Curtain’s Katherine Outback Experience (KOE) “Speak Up” Tour At the November meeting Council resolved to sponsor Tom Curtain’s KOE “Speak Up” Tour for the community. Tom is an ambassador for Dolly’s Dream and an advocate for Mental Health in the bush, he is taking his Katherine Outback Experience show on the road and visiting regional towns and schools to help create a sense of community, an opportunity to get together and spread the awareness of mental health and anti-bullying. The Speak Up Tour will be coming to Goolgowi in February 2019.

Drought Communities Programme Council discussed possible projects for the Drought Communities Program and over the coming weeks Councillors and staff will be liaising with Community Groups to identify additional projects.

Naming of the new Carrathool Bridge Council resolved to name the new Carrathool Bridge the “Merrylees Bridge” in recognition of Cr Margaret Merrylees’ service to the Shire.

POSITION VACANT PLANT OPERATOR LABOURER – ISPOL136

Council is seeking a suitably qualified and motivated individual for a Plant Operator Labourer position. This position is based at Goolgowi.

The Plant Operator Labourer key functions will be to undertake a range of duties associated with the maintenance of Council’s roads and bridges and operate a range of rollers to prepare the surface of the road.

The position will be offered on a fulltime basis. Hours of work are 38 hrs pw with a rostered day off each fortnight. Salary will be in the range of $903.74 to $985.08 pw plus allowances, dependent upon skills, qualifications and experience.

DESATHALON PARK & SWING BRIDGE Desathalon Park and the Swinging Bridge are still closed due to refurbishment works being carried out.

HILLSTON HEAVY VEHICLE BYPASS

Smiths Road (Booligal bypass) is now open.

The new pave and seal project was completed under Council’s capital works program with funding also from roads to recovery.

The speed of the road is 80Kph with advisory speeds on the bends.

HEAVY PATCHING KIDMAN WAY Heavy Patching will be conducted along the Kidman Way during December.

Traffic Control measures will be in place which includes traffic lights and reduced speed limits - please obey all signs and instructions around the road works.

Council apologises for any inconvenience.

EXPRESSION OF INTEREST LAWN MOWING SERVICE

Carrathool Shire Council is seeking expressions of interest from suitably experienced and equipped persons/contractors to provide lawn mowing and rubbish removal for eligible residents living within Carrathool Shire.

The period involved is one year with an option for an extension.

A specification for the Lawn Mowing Service may be obtained from the Goolgowi Shire Office, 9-11 Cobram St Goolgowi, and Hillston District Office, 139 - 145 High St Hillston or from the Council’s website, www.carrathool.nsw.gov.au. Enquiries can be directed to Louise Fisk on 02 6965 1900.

Written expressions are to be placed in a sealed envelope and marked ‘Lawn Mowing Service, Confidential’ and addressed to the undersigned or emailed to [email protected] will be received up until close of business, 4.15pm Wednesday 12 December 2018.

All persons are advised that it is their responsibility to ensure that their quotation is received prior to the advertised closing date and time.

WATER PIPELINE FLUSHING What is water flushing? Flushing is a routine process to maintain water quality by moving high velocities of water through pipes. Council has a responsibility to ensure that pipelines are regularly cleaned, increasing pipe lifespan, and to provide the highest quality water to our customers and consistently meets Australia Drinking Water Guidelines.

Council operations are monitored by DPI water and Public Health Unit and any breaches in water quality have to be reported as a part of compliance measure.

Generally, Council has a process and set procedure to flush pipelines twice a year around March and September.

Council also flushed pipelines during some emergency situations where w a t e r q u a l i t y potentially could be compromised due to various reasons.

Council is aware of the current drought situation and are trying to minimised water wastage or overuse to maintain water quality up to the standards. Council encourages everyone to use water wisely during these dry times by using water saving devices, limiting shower time, bathtubs and backyard swimming pools, etc.

REGULATORY SERVICES REPORT

Council’s Compliance Officer is currently updating the NSW Companion Animals Register. By law all cats and dogs are required to be Microchipped by the time they are 12 weeks old and registered by 6 months old in the NSW Companion Animals Register.

Things you need to know about owning a pet

Microchipping and Registration is a TWO part process.

1. Microchipping must be done at 12 weeks of age, or prior if sold,

2. Registration must be done by 6 months of age. Notification must be given within 14 days after any change occurs eg. Address or Owner.

If you are identified as an owner of an unregistered animal, you may receive a fine.

Should your animal go missing the owner must notify Council within 96 hrs (4 days)

If your animal passes away, you need to inform Council within 28 days of death. You will need to fill out a Statutory Declaration which allows us to update the NSW Pet Registry.

If you have a working dog, registration is $0, however you must make an appointment with the Compliance Officer to sight the dog, droving, tending or working to protect stock.

Please note: A farm dog and a working dog are not the same thing. The Companion Animals Act 1998 defines a working dog as a dog used primarily for the purpose of droving, tending, working or protecting stock, and includes a dog being trained as a working dog.

WATER METERS Residents are asked to become familiar with your water meter and if you find a leak (wet patch) around the meter the photo below shows what is considered Council’s side and the land owners side of a water meter.

If the leak is on the land owners side, it is the land owner responsibility to engage a qualified person to repair the leak. If the leak is on the Council side of the meter please contact 6965 1900 and report the leak.
