    1.0 Introduction

    The Program Management Consultant (PMC) has implemented and will maintain over the

    life of the 40-month assignment a web-based interface facility, or Program Management

    System, to record and manage documents. The interface facility consists of the following

    two internet web-based systems:

    1. Primavera Contract Management by Oracle

    2. PMC Website (http://pmc.hazenandsawyer.com)

    The two systems (i.e. PMC website and Primavera Contract Management) will allow pro-

    ject participants to work together efficiently and effectively, collaborate on and publish

    documents, index and maintain task lists, implement workflows, and share information. In

    addition, the integrated systems will allow for the creation and management of documents

    and records as web content. The PMC website and Contract Management system are for

    the exclusive use of the Millennium Challenge Account-Jordan (MCA-Jordan) and the

    PMC.

    The PMC website is the primary web portal for the MCA-Jordan team. The PMC website

    will allow the MCA-Jordan team and other project participants, as authorized by MCA-

    Jordan, to efficiently interact with team members, find organizational resources, manage

    content and workflow and have access to information that is necessary for taking appro-

    priate actions and/or making decisions.

    The Primavera Contract Management system will be utilized primarily by the Program

    Management Consultant (PMC) in the day-to-day operations and management of the water

    and wastewater network contracts. Access to the PMC’s Primavera Contract Management

    website for members of the MCA-Jordan team will be made upon request.

    The implementation of this web-based Program Management System will expedite the

    review of submittals and other critical information, and in-turn, will support more efficient

    design and construction operations. The web-based Program Management system will be

    the primary repository for work products generated by all Program participants and will

    contain historical records of the Program. As such, the web-based Program Management

    System will be utilized as the storage and retrieval system and is also intended to reduce

    the amount of paper that is typically generated on a program of this size. Figure 1 depicts

    the interface of the two web-based systems and how they will be utilized concurrently

    within the organizational structures of MCA-Jordan and the PMC.

    The Program Controls Manager will be providing formal training for these systems during

    the initial start-up phase of the Program and will be available for day-to-day support over

    the life of the PMC Contract. A more detailed description of the two systems is provided

    as follows.

    1.1 PMC Website

    The PMC website found at http://pmc.hazenandsawyer.com is the primary repository for fi-

    nal and/or approved work products for the water and wastewater network programs.

    Usernames and passwords, which are required to access the PMC website, will be provided

    by the Program Controls Manager upon request of MCA-Jordan.

    The PMC website includes several directories for uploading or viewing work products.

    The PMC website is intended to be a portal for MCA-Jordan to efficiently interact with

    team members, find organizational resources, manage content and workflows, and have

    access to information that is necessary for taking appropriate actions and/or making deci-

    sions. The PMC website itself can be modified to include additional folders or sub-folders.

    Within reasonable limits, the PMC website can also be reconfigured to improve accessi-

    bility and use. Comments and/or suggested revisions are to be directed to the Program

    Controls Manager for implementation or discussion.

    The PMC will upload approved and final work products to the PMC website. Drafts of

    documents, unapproved submittals and other unfinished work products will not be up-

    loaded to the PMC website. The PMC will utilize Primavera Contract Management by

    Oracle for tracking and expediting unfinished work products and in the day-to-day man-

    agement of the water and wastewater network contracts.

    The PMC website is the primary repository for all final and approved documents. As such,

    tender documents have been uploaded and can be viewed for the individual contracts. As

    contracts are awarded, several additional documents will be uploaded to the site including

    but not limited to the following:

    1. Contracts Documents

    2. Bid Amounts

    3. Schedule of Prices and Bill of Quantities

    4. Notices of Award, Notices to Proceed, etc.

    After the Notice to Proceed has been issued, approved and final construction phase docu-

    ments that are generated by contractors will be uploaded to the PMC website including:

    1. Approved Interim Payment Certificates

    2. Baseline and Monthly Schedule Updates

    3. Cash-flow Projection Curves for Work Performed (vs. Early / Late Budgeted

    Cash-flow Curves)

    4. Designs (for Water Contracts)

    5. Contractor Claims

    6. Contractor Monthly Reports, etc.

    The PMC website will also be the primary repository for final work products issued by the

    PMC and MCA-Jordan in support of the water and wastewater network contracts. These

    construction phase documents include but are not limited to the following:

    1.2 Primavera Contract Management by Oracle

    The Primavera Contract Management software system by Oracle is an on-line system that

    members of the PMC team will access in order to upload, prepare and transmit documents

    between team members. Primavera Contract Management is a document management, job

    cost, and project control solution that increases the efficiency and speed of construction

    project management while reducing schedule delays and risk. With Primavera Contract

    Management (hereinafter referred to as the Contract Management system), accurate and

    up-to-date information will be accessible by authorized users.

    The Contract Management system provides role-based dashboards with key performance

    indicators and reports. PMC team members will gain visibility early to action alerts and

    minor issues. This will allow the PMC team members to act within the required deadlines

    and potentially prevent the minor from becoming “major problems.” With a personal dash-

    board, PMC members review the latest project status, see new issues, and identify potential

    problems. PMC members will have access to the project details necessary to make deci-

    sions and keep projects on schedule.

    The Contract Management System depicted in Figure 5 includes role-based dashboards

    that display key performance indicators across multiple projects and programs.

    The Contract Management system will facilitate interaction among the PMC team. Role-

    based views display action lists, alerts, and turnaround graphs that immediately identify

    the following:

    ● Who is holding up the process;

    ● When each deliverable is required; and,

    ● If the delay will have an impact on the budget or the schedule.

    The ball-in-court (BIC) feature allows the Program Controls Manager and other team

    members clearly see who needs to act next within the approval workflow process.

    The Contract Management system includes a Content Repository feature and provides a

    structured and secure environment to store records associated with projects. The drawings

    log capability in Primavera Contract Management maintains and identifies drawings, spec-

    ifications, and other supporting documentation to ensure meeting the contractual require-

    ments and completion of the work. Tracking documents through the drawings log allows

    keeping records of all revisions and know who received what revisions and when (i.e.

    BIC). The drawings log also manages the distribution of drawings to ascertain everyone

    on the team has the latest drawings required to construct the required facilities, pipelines,

    etc.

    2.0 Document Control Management

    2.1 Correspondence Identification and Numbering System

    The PMC has developed a correspondence reference system, which includes a combina-

    tion of letters and numbers to facilitate future identification of the correspondence. As

    noted above, the implementation of the web-based Program Management System is in-

    tended in-part to reduce the amount of paperwork that is typically generated on a program

    of this size. There will be, however, occasions when hard copies of transmittals, letters and

    other correspondence are required. The PMC has developed the correspondence reference

    system in order to facilitate accurate and efficient document storage, tracking and retrieval.

    The suggested reference system will be applied to all electronic and hard-copy corre-

    spondence. Within reasonable limits, the PMC will also utilize a consistent numbering

    system for other work products, such as transmittals, submittal logs, and scheduling activ-

    ities. Program participants can readily associate a particular work product with its respec-

    tive contract.

    The correspondence reference system consists of a hyphenated prefix, followed by a se-

    quential and chronological numbered suffix. The suggested prefixes are defined below:

    2.2 Reporting Requirements

    The PMC shall be responsible for preparing and submitting the following routine program

    reports:

    ● Monthly Progress Report

    ● Quarterly Progress Report

    ● Annual Performance Report

    ● Final Report

    ● Real-Time Electronic Reporting System

    The PMC is required to submit all reports in a form compatible to MCA-Jordan’s Man-

    agement Information System to assist in meeting the Millennium Challenge Corporation

    (MCC) reporting requirements. This Management Information System is expected to be

    developed under a separate tender and is expected by be fully-functional by the end of year

    1 of the Compact.

    A detailed description of each of the required reports is provided as follows.

    2.2-1 Monthly Progress Reports

    Monthly Progress Reports (MPRs) shall be prepared by the PMC and submitted to MCA-

    Jordan. The specific format of the progress report will be developed in consultation with

    MCA-Jordan and further detailed in the Communications Management Plan. In general,

    the report will cover the status to date of the work and the expenditure of time and money.

    As a minimum, it shall include the following elements:

    ● Executive summary.

    ● A narrative description of work completed during the preceding month.

    ● A forecast of major work elements to be undertaken in the coming month.

    ● A discussion of the key outstanding issues and responsible party assigned to re-

    solve each issue.

    ● A discussion of anticipated problems/issues.

    ● A review and timetable for any input or decisions required from MCA-Jordan.

    ● A time and expenditure table summarizing the total budget, expenditures during

    the preceding month and total cumulative expenditure to date by work task.

    ● A review of the status of any PMC subcontracts.

    ● A review of billing and payment status.

    ● A review of the program schedule, specifically showing actual progress on the

    project versus planned progress.

    The MPR will be bound with color graphics and photographs as appropriate. The reports

    will be delivered to MCA-Jordan within one week from the end of each month.

    2.2-2 Quarterly Progress Reports

    Quarterly Progress Reports (QPRs) shall be prepared by the PMC and submitted to MCA-

    Jordan. The QPRs shall contain an accurate, up to date, account of all work accomplish-

    ments, work scheduled, outstanding issues of the PMC, other consultants, contractors, and

    suppliers for the previous quarter. In the QPRs, the PMC shall focus upon his own activi-

    ties and actions taken towards the achievement of program goals and not replicate the in-

    formation on work of others already contained in their progress reports.

    The QPRs should contain, at a minimum:

    ● Executive summary.

    ● Description of the principal quarterly activities completed by the PMC and their

    accomplishments (including progress against Compact outcome targets and pro-

    gress indicators).

    ● Description of work and interventions by the PMC in the activity of other con-

    sultants and contractors, including a summary of the project budgets and timeline,

    and covering needed remediation steps.

    ● Updated planned activities for the upcoming quarter with a description of the ma-

    jor activities as detailed in the approved work plans. Explanations of any signifi-

    cant modifications or changes to the approved work plans and detailed budgets

    should be provided.

    ● Updated Risk Management Report including an analysis of project progress,

    risks, timeline and explanations of any significant flaws and deviation or modifi-

    cations from the work plans and timelines. The PMC shall make recommenda-

    tions for corrective or mitigation measures, as necessary.

    ● A discussion of the key outstanding issues, identification of the responsible party

    assigned and timetable for input or decisions required to resolve each issue.

    ● A review of billing and payment status.

    ● A review of the program schedule, specifically showing actual progress on the

    project versus planned progress.

    The draft QPR shall be submitted no later than five (5) working days after the last day of

    the quarter. The final QPR shall be submitted no later than three (3) working days after

    receipt of MCA-Jordan comments.

    2.2-3 Annual Performance Reports

    Annual Performance Reports (APRs) shall be prepared by the PMC and submitted to

    MCA-Jordan. The APR format differs from the QPR format in that it should include suc-

    cinctly stated performance evaluation of the entire program, with adequate concise narra-

    tive and graphic depiction of the annual performance metrics compared with baseline work

    plans and other data, as appropriate.

    The draft APR shall be submitted no later than five (5) working days after September 30

    of every year. The final APR shall be submitted no later than five (5) working days after

    receipt of MCA-Jordan comments.

    2.2-4 Close-out and Final Report

    The PMC shall prepare a comprehensive Final Report describing all activities undertaken

    during the program, including a description of methodology and actual vs. baseline results,

    interventions with other consultants and constructors, and performance indicators.

    The Final Report shall include, but not be limited to:

    ● Executive Summary.

    ● Section on lessons learned and analysis thereof.

    ● Summary of budget and schedule performance in comparison to plan.

    ● Other summary and conclusions.

    ● Appropriate appendices.

    The Final Report shall replace the last APR that may be due within the same period. The

    draft report shall be submitted no later than 15 working days prior to the contract/option

    expiry. The final report shall be submitted no later than three (3) working days after receipt

    of MCA-Jordan comments.

    2.2-5 Real-Time Electronic Reporting System

    The PMC shall develop and maintain a high-level real-time information reporting system.

    This system shall report on the progress of the Compact program, by each construction

    contract and consultancy service, if applicable, for the purposes of informing the actual

    dynamic situation of progress and issues so that MCA-Jordan is able to take immediate

    appropriate actions. The real-time reporting system should be accessible through the inter-

    net and should be password protected. Information should contain data, narrative and

    graphics on physical progress, financial progress, key milestones, planned vs. actual ac-

    complishments, issues identified, remedies proposed. This system should be developed,

    tested and mainstreamed prior to the commencement of construction activities. The system

    should be pilot tested on design, environmental/social impact and re-settlement action plan

    activities. The PMC should also provide training for MCA-Jordan on the use of the Real-

    Time Electronic Reporting System.

    2.3 Amendment #1 – Water Network Design Services: Drawings and Tender

    Documents Management

    The PMC will perform design services for the water networks per the Terms of Reference

    for Amendment #1. The goal of these design services will be to repackage the design-build

    tender documents into six detailed design tender documents to be contracted under the

    FIDIC Red Book Approach. In accordance with Amendment #1, the following delivera-

    bles will be submitted to MCA-Jordan:

    GIS formats. The GIS format shall conform to the database structure adopted by WAJ for

    water projects.

    26/3:Approximately 2.1 km of networks installed this month; seeattached details presented by the Contractor. The PMCnoted that in order to fully implement the approximately 21km of additional optional works, the Contractor needs tospeed up the work considerably. The Contractor respondedthat the trunk main work was impacting the overallproduction rate and he expects to catch up this summerwhen most of the large diameter pipe would be installed.The PMC noted that it was in the final stages to execution ofAmendment No. 3 to the Contract funding most of the fillinggaps work. A meeting is scheduled for Saturday 28 March2014 between the PMC and the Contractor to review theAmendment.

    29/4:Contractor presented the attached progress chart that showsa total completion of 28.4 km as of this date. Production forthe month was 2.27 km. The PMC stated that AmendmentNo. 3 would add approximately 23 km to the AdditionalOptional Items of Work. Together with a revised basequantity of 46 km, the total to be completed within the Timefor Completion is 69 km. Therefore approximately 41 kmstill needs to be completed at a unit rate of approximately2.4 km/month. The Contractor stated that this summer, theywould complete the Wadi Trunk Main aggressively,reducing the bulk rate required beyond this summer. MCA-Jand the PMC requested that they increase production closerto 3 km per month during the summer months to remain onschedule.

    001A OLD 5/28/2014 NSBCESchedule Revisions/Updates:

    26/3:The PMC noted an improvement in cash flows, with onlyone month in unbilled work. The PMC requested that theContractor begin to focus on the additional optional work tobe implemented through Amendment No.3. These worksshould be scheduled in detail as soon as Amendment No. 3is issued. The Contractor will begin scheduling the optionalworks in more detail.

    29/4:The PMC enquired when the detailed schedule revisionsafter Amendment No. 3 would be ready. The Contractorstated that the revisions would be ready within three weeksof execution of amendment.

    facilities do not reflect the minimum required quality control required for our project and as

    committed to in your original submittals for the contract.

    Therefore, we hereby notify you that unless MAS laboratories upgrade their facilities by no

    later than December 31, 2013 to match the certifications and documentation related to their

    original approval, we will issue a letter revoking our earlier approval to MAS and the
