SUBJECT: Description of Proposed Changes

City of Carmel-by-the-Sea

Changes in scope of concrete work between rows and aisles within bowl, regarding reduced excavation, base rock, etc. but adds doweling, as described in further detail within "RFI #14 Response Revised", attached for reference. It is the City's opinion that this revised design reduces the scope of work resulting in a potential cost credit ceo. This request for proposal is neither a change in the subject Contract, nor an order to the Contractor to perform any work. However, it pertains to certain proposed modifications to the work covered by said contract. The provisions, drawings and specifications of said Contract and previous modifications thereto will apply, as applicable, unless specifically indicated otherwise herein.

The City of Carmel-by-the-Sea hereby requests that the Contractor submit within ten (10) working days after receipt of this request a proposal to make the changes described herein. All changes to the Contract Price and Contract Time should be detailed for each separate item listed. Detailed breakdown must include deductive or added cost for all labor, equipment, materials and all applicable mark-ups.

Nothing written in this Request for Proposal will obligate the City of Carmel-by-the-Sea to incu r any costs nor change the Contract Time unless such changes are included in an approved Contract Change Order.

Detail 3 on sheet A4.1 shows an elevation of 269 to top of new concrete paving. This gives us 17-1/2" from top of new concrete paving to top of existing bench seating (refer to photo ). This condition causes the bottom of existing seating concrete to be at roughly the same elevation as top of new concrete. Detaii 1/A6.5 calls for 4" of concrete and 4" of base rock, equaling 8" of vertical excavation. Excavating and compacting between isles per detail will cause the existing bench seating concrete that is to remain to slide, crack, settle, out of alignment, and lower in elevation or damage beyond repair.

Please see below and advise on the following questions: 1. Please provide the height from top of new concrete paving to top of existing bench seating, taking in to count the drainage slopes of each isle way.

2. Is there any doweling from existing seating concrete to the new concrete paving?

3. As stated above, there is a potential of the existing seating concrete bases to move during the excavation and compaction. This affects both the lower seating area and upper seating area. Is there a proposed solution that will resolve this obstacle?

OTTO CONSTRUCTION

1) The height from top of new concrete to top of existing bench seating ;s to match existing, approx. 15". See attached CA-21 for elevations at aisles. Verify in field elevations and seat heights. 2) Dowel new aisle concrete into seat base. (And: dowel #4 bars, 6" epoxy embed, 24" o.c. at seat rows, each side of row) 3) Omit aggregate base from beneath row concrete to reduce excavation necessary. Rework subgrade as requ ired by Geotechnical Engineer following on-site observation of condition.

I Regarding item 2 above: and dowel #4 bars, 6" epoxy embed, 24" o.c. al seat rows, each side of row) Regarding item #3 listed above: Geotech Engineer provided opinion to place 4" of agg base between seat rows. However City acknowledges this as unnecessary and hereby directs the contractor to pour 4" concrete over nat ive soil at locat ions between seat rows.
