Food Source Victoria Network Facilitator Grants - Application Guidelines 1. Context 1.1 Food Source Victoria The Victorian Government’s $20 million Food Source Victoria (FSV) program is designed to support activities that add value to agricultural produce sourced from regional Victoria. The objective is to build stronger agri- food businesses and regional communities through value adding to agricultural production in Victoria that will result in: new, ongoing jobs, particularly in regional Victoria growth in Victoria’s agricultural, food and related industries farmers, growers, processors, and manufacturers working together and supply chain partners driving innovation and efficiencies greater skills, knowledge and confidence of workers to respond to growing global demand for premium products increased Victorian agri-food exports. There are four grant programs: Scholarships for individuals Planning Grants Growth Grants Network Facilitator Grants (new). 1.2 Purpose of this document This document sets out the application guidelines for the Food Source Victoria Network Facilitator Grants. It is designed to help prospective applicants determine their eligibility and consider applying for support. Application and assessment processes for these grants and conditions of funding are outlined separately. 2. Program description 2.1 Funding objectives Many smaller operators have difficulty finding partners to work through barriers to trade, or developing ideas to capture the benefits of value adding. Member-based organisations are better positioned and more capable to work through the issues confronting their members and map out actions to redress barriers to growth. Network Facilitator Grants provide funding to organisations to engage a facilitator to: develop and maintain networks broker partnerships and connect businesses along the supply chains identify business growth opportunities facilitate, scope and support growth plans prepare robust applications to the FSV Growth Grants program (see Growth Grants application guidelines). The network must have two or more participants in the agri-food supply chain (for example, farmers, growers, food processors and manufacturers, marketers, food service companies, retailers and supporting groups such as shippers, research groups and suppliers). At least one participant must be based in regional Victoria. Core selection criteria Applications will be assessed on: capacity of the applicant to support the Network Facilitator strong linkages to the Victorian agriculture sector demonstrated need financial viability value to the state.

1. Context

1.1 Food Source VictoriaThe Victorian Government’s $20 million Food Source Victoria (FSV) program is designed to support activities that add value to agricultural produce sourced from regional Victoria.

The objective is to build stronger agri-food businesses and regional communities through value adding to agricultural production in Victoria that will result in:

new, ongoing jobs, particularly in regional Victoria

growth in Victoria’s agricultural, food and related industries

farmers, growers, processors, and manufacturers working together and supply chain partners driving innovation and efficiencies

greater skills, knowledge and confidence of workers to respond to growing global demand for premium products

Network Facilitator Grants - Application Guidelines

2.2 Level of funding supportNetwork Facilitator Grant funding will be provided on a co-contribution basis, with applicants contributing at least one third of the total project cost (that is, a 2:1 funding ratio). The total funding amount available to each organisation is capped at $150,000.

2.3 Who can apply?Applications will be considered from:

growers groups

business and industry groups

marketing cooperatives

not for profit organisations that:

o are an incorporated body, cooperative or association (including business associations) and

o have an Australian Business Number (ABN) or can provide written advice from the Australian Taxation Office that no withholding tax is required from the grant payment

other agricultural organisations.

2.4 How do I apply?Applications will be accepted throughout the year and evaluated on a case-by-case basis, subject to the availability of funding.

Applications for Network Facilitator Grants are open until 31 December 2017.
