mr Narendra Modi, Prime Minister of India, and Mr David Cameron, Prime Minister of the United Kingdom (UK), engaged with business leaders from both sides, at the first meeting of the reconstituted UK-India CEO Forum in London on 13 November, coinciding with the visit of Prime Minister Modi to the UK.

The Forum, co-chaired by Mr Cyrus Mistry, Chairman, Tata Ltd, on the India side, and by Sir Gerry Grimstone, Chairman, Standard Life, on the UK side, discussed challenges and opportunities in the India-UK business landscape. CII and the UK-India Business Council (UKIBC) were the official Institutional Partners to the Forum.

The CEO Forum members engaged in wide-ranging discussions and themes, and agreed to focus on the following priority areas to arrive at specific streams of policy recommendations:

1. Smart Cities and the Digital Economy

2. Manufacturing, Defence and Security

3. Bilateral Ease of Doing Business

4. Financial and Professional Services

5. Healthcare and Hygiene

6. Education and Skills

During the visit of Prime Minister Modi, commercial deals worth over £ 9.2 billion were announced. While six deals (table below) were formally announced, nearly 28 business initiatives in total were formalized and recognized during the high-level talks, including the contract between CII and CloudBuy to launch an online business-to-business marketplace.

Joint statement: Business highlights “Prime Minister Narendra Modi and Prime Minister David Cameron, emphasized that the enduring connection between the UK and India plays a vital role in safeguarding and promoting the security and prosperity of both peoples. India’s economic development and rise as a global power affords opportunities to further deepen and extend this partnership to foster economic growth and inclusive development, update and strengthen the rules based international system, and counter global threats.”

• The two Governments reaffirmed their commitment to strengthen trade in goods and services, and economic relationship, acknowledging that India already invests more in the UK than in the rest of the EU combined, and the UK is the largest G20 investor in India

• It was agreed to facilitate temporary movement of skilled professionals

• Over £ 9 billion of commercial deals announced

• A fast-track system has been established, which will identify and solve problems faced by UK companies and investors with their operations in India within a month where possible. It will also serve as a platform for general suggestions from the UK with regard to the ease of doing business in India

cII, in partnership with the World Economic Forum (WEF), organized the National strategy Day on India from 3-4 November in New Delhi.

Convened under the theme, ‘Delivering Growth in the New Context,’ the Meeting brought together around 300 leaders from the Government, business, academia and civil society, both from India and overseas, to discuss and debate the challenges of sustainable urbanization, economic growth and social inclusion, access to clean energy and the infrastructure deficit to define a clear path to address these challenges through a collaborative approach and public-private cooperation.

Addressing the opening plenary, Mr Arun Jaitley, Minister of Finance, Corporate Affairs and Information and Broadcasting, touched upon the various initiatives being taken by the Government in areas such as taxation reforms, resource allocation to encourage public investment, changes being made to the legal framework to promote public-private partnerships, and reforms in the energy sector. This session was moderated by Prof Klaus Schwab, Chairman, WEF.

“The Government is committed to removing all hurdles to promote infrastructure development,” said Mr M

Venkaiah Naidu, Minister of Urban Development, Housing & Urban Poverty Alleviation, and Parliamentary Affairs, addressing the session on ‘Renewing Infrastructure Finance.’ Talking about some of the major reforms carried out in the recent past, the Minister said the Government is promoting the PPP model for infrastructure development. Steps are being taken to make it easier to get construction approvals with the creation of a single window mechanism, he said. The session was also addressed by Mr Sumit Mazumder, President, CII, and Chairman & Managing Director, TIL Ltd; Ms Punita Sinha, Founder and Managing Partner, Pacific Paradigm Advisors, Mr Alan Davies, CEO, Diamonds and Minerals, Rio Tinto, and Mr Richard Samans, Head of the Centre for the Global Agenda, Member of the Managing Board, WEF.

The session on ‘Furthering the New Vision for Agriculture’ was an interactive workshop with the objective of highlighting innovative strategies for inclusive agri-business models while building momentum to take the benefits of this partnership to key Indian States.

In the session on ‘Taking Talent to Market,’ the focus was on identifying Industry-led solutions to bridge the

skills mismatch, improving the ease and appeal of being an entrepreneur, and boosting industrial competitiveness and labour-intensive growth.

Agriculture has the potential to play a catalytic role in job creation and reducing inflation, stated Ms Harsimrat Kaur Badal, Minister of Food Processing Industries, at the session on ‘Renewing Rural Economies through Agriculture,’ calling for greater integration between farmers and Industry to tackle the issue of food wastage. Mr Devendra Fadnavis, Chief Minister of Maharashtra, spoke about developmental initiatives such as the Jalyukta Shivar Yojana, which has integrated almost 500,000 farmers into post-harvest supply chains. The session was also addressed by Mr Siraj Azmat Chaudhry, Chairman, Cargill India, and Mr Ajay Vir Jakhar, Chairman, Bharat Krishak Samaj.

The discussions during the session ‘Beyond Financial Inclusion’ were mainly centered around boosting the role of technology in an enabling ecosystem, devising supportive policy prescriptions and regulatory architecture and bringing a customer-centric approach in the next phase of the Jan Dhan Yojana. The session was addressed by Mr Jayant Sinha, Minister of State

of Finance, Ms Chanda Kochhar, MD & CEO, ICICI Bank, Mr Mengitsu Alemayehu, Director-South Asia, International Finance Corporation, and Mr Vijay Shekhar Sharma, CEO, One97 Communications.

India’s carbon-efficient economic growth at rates higher than 7% of GDP and sustainable development are important to the world growing on a sustainable development trajectory. Poverty is an environmental challenge and Climate Change

is a social catastrophe in the making.

With 27.5% of India’s population still below the poverty line, reducing vulnerability to the impacts of Climate Change is essential. This is especially relevant since 70% of our population is dependent on the most climate-sensitive sectors for their livelihood - agriculture, forests and fisheries. Climate Change can result in declining crop yields, degraded lands, water shortages and ill health. Also, with a long coast line of over 7500 km, India is experiencing sea surges and salinization affecting infrastructure, agriculture, fisheries, livelihoods and human health.

Meanwhile, as India grows at 6-7% every year, a secure and uninterrupted power supply is essential. Driven by rapid economic growth, a large population and urbanization, the country’s demand for electricity will rise dramatically over the next decade. To meet

of climate changethis demand, India will continue to be dependent on coal for meeting its energy requirements for the next two decades.

India is also projected to witness a rapid demographic transition, as its urban population rises from 300 million to over 700 million by 2050. By 2025, an estimated 70 Indian cities are expected to have a population size of over one million.

As India strives to meet its development imperatives and deal with the urbanization challenge, the country has an opportunity to pursue development while managing emissions growth, enhancing its energy security and creating world-class clean technology industries.

In fact, the country is working towards moving to carbon-efficient growth, both in the power sector and urban development. For coal-based power, India is promoting technology trajectories that not only meet the near-term needs of the country but also set the coal-based power sector on a path that would allow it to better respond to future challenges. For instance, from the 13th Plan (2017-2022) onwards, 90% coal-based capacity addition will be based on the cleaner

a high-level CII delegation led by Mr Sumit Mazumder, President, CII, and Chairman and Managing Director, TIL Ltd, participated in

a series of events at COP21 in Paris, including the launch of the International Solar Alliance by Prime Minister Modi. CII members also provided the Industry perspective at several sessions organized by various Ministries at the India Pavilion. These included:

and more efficient supercritical technologies.

The country has also set a target of 100 Smart Cities by 2020 and is in discussion with countries, including Singapore and Japan, to collaborate on building Smart Cities.

In preparation for the just-concluded Conference of Parties (CoP) in Paris, all countries submitted their national post-2020 climate action commitments, known as Intended Nationally Determined Contributions (INDCs). These commitments will form the foundation of the 2015 climate agreement.

India, in its INDCs, has committed to reduce its emission intensity of its GDP by 33-35% by 2030 from 2005 levels. In addition the country also aims to achieve about 40% cumulative electric power installed capacity from non-fossil fuel based energy resources by 2030. This is in line with the recent announcement of India’s ambitious renewable energy targets of 175GW by 2022.

On the adaptation side, India aims to create an additional carbon sink of 2.5 to 3 billion tonnes of CO2 equivalent through additional forest and tree cover by 2030.

The INDCs have been developed through a bottom-up approach, and taking all stakeholders in confidence. CII mobilized inputs from across all key industry segments and partnered with the Government to formulate the INDCs. Industry is fully in sync with the Government on implementation of the INDCs.

CII views this as an opportunity for business to participate in India’s growth story which could potentially be cleaner, greener, and equitable.

government and Industry action India’s primary objective is to work towards removing the ‘development deficit’ even as it simultaneously addresses environment and climate-related concerns.

The Indian Government launched the National Action Plan on Climate Change and has enacted schemes and programmes to tackle Climate Change. The

Government has put in place support mechanisms including accelerated depreciation benefits, feed-in-tariffs and generation-based incentives which have driven growth in generating power from renewable sources. In addition, the Government has imposed a cess on coal which was doubled earlier this year and is currently about $3 per tonne.

In the energy efficiency space, the Government’s Perform Achieve and Trade (PAT) scheme aims to increase energy efficiency in energy-intensive industries and the LED initiative. All of these actions translate into co-benefits for Climate Change.

Indian Industry action, driven primarily by a conducive policy framework, has resulted in more than doubling of the installed renewable energy capacity in the country from 16.78 GW in December 2010 to over 36 GW currently (accounting for about 13% of the fuel mix).

Similarly, there has been strong progress in the energy efficiency segment. Today, India has amongst the most efficient cement plants globally and its LED initiative is the world’s largest programme being implemented without subsidy. In the building sector, India currently has an impressive footprint of over 3.14 billion sqft of built-up Green building space.

cII Initiatives CII has been actively partnering with various ministries, Government bodies, non-governmental organizations and academics, both nationally as well as internationally, for devising and implementing strategies to combat Climate Change.

CII, through its Energy Policy wing and through its specialized Centres of Excellence, the CII Sohrabji Godrej Green Business Centre (GBC) and the CII-ITC Centre of Excellence for Sustainable Development (CESD), provides services to help Indian Industry in its mitigation and adaptation efforts. The activities, aiming at bringing Climate Change discussions into the boardroom, include advocacy, advisory services, capacity-building and conducting research.

India’s climate action commitments

All countries have prepared their national post-2020 climate action commitments, known as Intended Nationally Determined Contributions (INDCs). CII mobilized inputs from across all key industry segments and partnered with the Government of India to formulate India’s INDCs, which commit to reduce the emission intensity of the country’s GDP by 33-35% by 2030 from the 2005 levels. In addition the country also aims to achieve about 40% cumulative electric power installed capacity from non-fossil fuel based energy resources by 2030. Industry is fully in sync with the Government on implementation of the INDCs.

CII views this as an opportunity for business to participate in India’s growth story which could potentially be cleaner, greener, and equitable.

movement in the country and has developed the Indian Green Building Council (IGBC) in addition to conducting energy audits. Currently there are over 3,400 registered Green buildings with a built-up area of 3.14 billion sqft in India.

The CESD helps companies with energy, water and environment management services. The annual CO2 reduction through CII’s advisory services is estimated at 9,587,216 tonnes per annum resulting, in an annual saving of ` 6,014 million.

Another initiative of the Centre is the 'India Business & Biodiversity Initiative' (IBBI), a national platform to mainstream sustainable management of biodiversity into businesses. IBBI facilitates initiatives to conserve biodiversity, provides opportunities to create carbon sinks, and sensitizes businesses on the

importance of natural capital through capacity-building programmes.

The Indian private sector has undertaken many initiatives under watershed management across the Indian States for adaptation to Climate Change. One example is the Rajasthan Community Business Alliance on Water (RCBAW), undertaken jointly by CII and the Government of Rajasthan, to assemble the efforts of businesses, governments and communities to address water and sanitation challenges in a Public Private Community Partnership (PPCP) approach.

Given that India is embarking on an ambitious programme to build 100 Smart Cities, CII is partnering with key industry stakeholders and has signed Memoranda of Understanding with five country consortiums to suggest technical urban solutions.

the Indian share of actions for global Green House Gas (GHG) reductions, espoused in the recently - submitted Intended Nationally Determined

Contributions (INDCs) to the United Nations Framework Convention on Climate Change (UNFCCC), stipulates a 33-35% emissions intensity reduction by 2030 from the 2005 levels. The target is challenging especially given the overall objective of fulfilling basic development needs which would result in a rise in the emission levels. This, according to the World Energy Outlook 2015 is going to be 3 Gigatonne(GT) CO2 by 2030, even with the recent emission reduction targets.

The Indian Government has portrayed its seriousness to ensure a decarbonized economy by 2030. The primary strategy is to reduce fossil fuel dependency of the economy. By 2030, the country aims to increase Renewable Energy (RE)-based electricity contribution to 40%, an ambitious target. The Prime Minister subsequently laid down the plan to achieve 350GW of RE power by 2030, which will help meet the targets of both economic growth and emission reduction, by a massive replacement of the current fossil fuel intensive patterns of economic production with RE resources. The other action plan includes a steep increase in energy efficiency for the economy in the next two decades.

This would require US$ 2.5 trillion by 2030, to be sourced from myriad stakeholders, with India Inc. believed to be playing a major role. Private sector funds can be a reality provided enabling policies, incentives and frameworks are created in the country. The net benefits of this would be a robust and vibrant industrial sector driving the goals of social and economic prosperity for the people of the country.

Shifts towards cleaner sources of energy are already happening in various sectors through improvements in energy efficiency standards for heavy industries (in some cases we are already better than the rest of the world), implementation of massive captive solar PV installations, resource conservation (water recycling and use), waste minimization efforts, and also exploration of new areas of RE deployment. The focus is to reduce energy consumption (and subsequently cost) by targeting the energy-intensive processes and operations in various sectors. The financial sector of the economy has come up with innovative

financing mechanisms through floating of Green Bonds and the Government is offering reduced rates of excise and customs duty on RE installation in factories.

In addition to direct mitigation initiatives, Industry is supporting agro-forestry, off-grid illumination systems for villages, and rain water harvesting projects in rural India—creating successful models of livelihoods generations for rural youth.

The challenge is to find reliable and affordable solutions for technologies that would reduce the carbon footprint and also meet the financing requirements. So far, progress under the UNFCCC’s technology mechanism has been slow in actual technology cooperation for Indian Industry. This is an area with good scope for south-south cooperation in areas of comparative advantage as well as in developing local capacities and expertise on climate-friendly technologies.

Financing climate actions has to be a priority for India Inc. The private sector facility in the Green Climate Fund (GCF) has already been initiated but the flow of funds is not at scale. The Government, along with the international community, needs to ensure the roadmap for the US$ 100 billion target during 2016-2020, so that Indian companies can access the GCF under appropriate channels.

The Government needs to formulate policies and programmes that create an enabling environment for businesses to take up low carbon actions. Funding climate actions has been a major challenge for Indian companies. The commercial banks are yet to be Industry-friendly when it comes to climate actions, and this needs to be taken up at the earliest. Furthermore, the untapped markets for rural energy access build up a case for immediate attention, which the corporate sector is willing to take up with support from Government.

The Prime Minister has expressed his desire to be part of the solutions in addressing the Climate Change threat—which is only possible if the business community is an active part of it. The recent trends and signals clearly show the enthusiasm of the community, but proactive Government actions at all institutional levels would bring back the much-needed confidence for Industry to take up deep decarbonization activities in future.

medical education, rued that application of knowledge gained from books to situations in real life was missing in other segments of education. “This absence is glaring in social sciences and is the need of the hour in engineering,” she said.

Mr Chandrajit Banerjee, Director General, CII, spoke about the need for Industry and institutes to work together and shared CII’s initiatives in this direction. While CII had initially targeted the exchange of around 10 MoUs between its member companies and academic institutions, it was happily surprised to see that number touch 27, he said.

In India, the President of the country is Visitor of 114 Central institutions. These include 44 central universities, 30 NITs, 16 IITs, 5 IISERs, 4 IIITs, 7 NIPERs and 8 others which are under the administrative control of the Ministry of Human Resource Development.Some institutions are under other Ministries, such as Shipping, External Affairs, Agriculture, Sports, Textiles and Chemicals and Fertilizers.

As Visitor, Mr Pranab Mukherjee, the 13th President of India, revived the tradition of the conference of vice-chancellors in 2013. In the same year, he also started an annual conference of directors of NITs and IITs at Rashtrapati Bhawan. In 2014, separate annual conferences of Central institutions were held at the President’s House. All the conferences had Industry participation as an important component of the proceedings and discussions.

CII has been part of the deliberations since the tradition of annual conferences was revived. This year it proposed and got the opportunity to conduct a special session during the Visitor’s Annual Conference, which was held for all 114 Central institutions together for the first time. During this session, CII got its member companies to exchange 27 MoUs with heads of academic institutions.

Intensive parleys were organized and facilitated by CII between companies and institutions prior to the exchange ceremony. The corporate sector responded enthusiastically to the proposal of entering into some sort of collaboration with academic institutions. While several companies had already been working with select institutions, for the purpose of the historic session they identified new areas of partnership and signed fresh MoUs. For many others, this was the first experience of working with academic institutions, and they were facilitated by CII at every step of the negotiations.

The six areas of collaboration suggested to both sides were Governance, Curriculum, Faculty, Infrastructure, Research Projects and Placements. While Placements is the most direct way in which companies usually engage with academic institutions, corporates were encouraged to interact with academia through several other ways. These included supplementing learning in the classroom by facilitating first-hand experience for students in their factories; donating the time of their senior executives for either face-to-face interactions with students or for video interactions; providing sabbaticals to faculty to gain exposure to the real-time problems of companies and share that knowledge with their students; sending guest faculty to institutes; setting up incubation centres or laboratories within institutes to enable students to get the feel of real machines, and giving their research assignments to institutions, so that both students and faculty could learn by working on real challenges and problems.

From Industry, Pepsi signed the maximum number of MoUs at four, followed by three MoUs by Blue Star and two each by Tata Power and KHS Machinery. Elico Ltd, Cadila Pharmaceuticals, Anmol Feeds, Dow Chemicals, Emerson Network, Paradeep Phosphates, Bosch, Honda Motorcycles and Scooters India, Micro Interconnexion, Veena Diecasters, Liberty Shoes, Viacom 18 Media, Bharat Heavy Electricals, Bitchem Asphalt, Garden Reach Ship Builders, MN Dastur & Company, Sankalp Semiconductors and Skybit Technologies also signed MoUs.

Among institutions, the Indian Institute of Engineering Science and Technology signed the maximum number of MoUs at six, followed by two MoUs each by IIT Kanpur, NIT Warangal and MNNIT Allahabad. Other institutions which exchanged MoUs with companies included the Indian Institute of Science, IIT Kharagpur, IIT Madras, IIT Bhubaneshwar, IIT Gandhinagar, SPA Delhi, SVNIT Surat, NIT Trichy, NIT Goa, NIT Srinagar, NIT Delhi, VNIT Nagpur, Central University of Haryana and Jamia Milia Islamia.

The Department of Pharmaceuticals brought seven of its National Institutes of Pharmaceutical Education and Research (NIPER) to exchange 16 MoUs with pharma companies. Among the companies were Dr Reddy’s Laboratories, Bharat Biotech, Natco Research Centre, Sun Pharmaceuticals, Wockhardt, Medley Pharmaceuticals, Panacea Biotec, Rajasthan Drugs & Pharmaceuticals, Cadila Healthcare, Sahajan and Laser Technology, Johnson & Johnson, Hindustan Antibiotics and Karnataka Antibiotics.

S o u t h A s i a ’ s largest construction e q u i p m e n t a n d technology fair, aptly focused on ‘Make in India: Bui lding Infrastructure, Building the Nation,’ to infuse fresh energy into the country’s construction equipment and technology sector.

ExCON 2015, the premiere exhibition of Construction Equipment (CE), held from 25-29 November in Bangalore, played a key role in positioning India as a global hub for construction equipment manufacturing. Drawing 815 exhibitors from 22 countries, this edition witnessed the greatest Industry and visitor participation since its launch in 2000, making ExCON 2015 the biggest-ever exhibition of CE not just in India but also in South-East Asia. There were country pavilions from China, Finland, Germany, Italy, South Korea, Spain, Turkey and the UK, reiterating the potential of the Indian construction equipment industry to grow to $5 billion by 2018 from the present market share of $2.9 billion.

CII has been promoting ‘Make in India’ for the Manufacturing sector through various initiatives. ExCON positioned India as a global hub for construction equipment manufacturing, showcasing state-of-the-art machinery with the latest technology for accelerated development of infrastructure in the country. The large presence of SMEs in component and aggregate manufacturing displayed India’s potential as a preferred outsourcing destination for construction equipment

manufacturing. The event also focused on imparting skills and creat ing job opportunities, towards inclusive growth.

I n f r a s t r u c t u r e development is highly essent ia l fo r the progress of the country. The need of the hour is quality construction, good equipment and a

good approach, said Mr Nitin Gadkari, Minister of Road Transport & Highways, and Shipping, in his inaugural address. “I urge Industry to explore the possibility of using bio-diesel or ethanol in construction machinery as it would aid in reducing pollution and also be in sync with the Government's vision of a clean India that is free from pollution,” he said. He also asked Industry to look at manufacturing good machinery for tree transplantation to assist the Green Roads policy of his Ministry.

Skill and scale are both important, said Mr Gadkari, pressing Industry to think about creating skilled manpower, a major shortcoming in the country. For example, India is facing a 22% shortage of drivers, he said.

We are planning to increase the national highway road length from the current 96,000 km to 1,50,000 km, he said, referring to planned projects in the Road Ministry. The plans include 1200 centres for roadside amenities such as restaurants, rest houses etc. and 200 truck driver clubs. The Government is also planning an express highway between Delhi and Srinagar, which will reduce travel time to just 6 hours, as also one between Mumbai and Nagpur, said the Minister. Going forward,

my ministry is exploring the usage of waste material such as oil sludge in the construction of roads, making it more environment-friendly, he said.

Touching upon the Shipping Industry, Mr Gadkari announced that the Government is planning new ports including Kolachel in Tamil Nadu, Kandla in Gujarat and Sagar in West Bengal. These ports would aid the movement of goods and services at a cheaper option than the highways. There is a plan to convert 111 rivers into inland waterways, he added, stating that his ministry’s target is to add 2% to the country’s GDP in two years, and to add 50 lakh jobs over the next five years.

CII is optimistic about India’s pace of growth over the medium term with further acceleration in later years, said Mr Sumit Mazumder, President, CII, and Chairman & Managing Director, TIL Ltd. The country’s infrastructure and real estate sectors offer huge markets for Construction Equipment, Railways, Roads and Highways, Power, Ports and Airports, he said. Within the current ecosystem, CII is taking up the promotion of Capital Goods industries and believes that with a strong and coordinated approach of Government and the private sector, India can build an advanced and robust base of Capital Goods, he added.

Mr Vipin Sondhi, Chairman, ExCON 2015, and MD & CEO, JCB India Ltd, in his theme address, said the Construction Equipment Industry had witnessed a difficult 36 months but there is some stability now. ExCON is the pre-eminent construction equipment exhibition and is South Asia’s largest platform for propelling sustainable infrastructure growth not only in India but increasingly with an international flavor, he said. Infrastructure growth is an absolutely critical enabler and is probably the biggest multiplier for sustained economic growth and very importantly job creation as well, he stressed.

Delivering the welcome address, Mr Chandrajit Banerjee, Director General, CII, described ExCON as an excellent blend of a showcase of Make in India as well as of overseas companies that the event has attracted.

ExCON has contributed to the adoption of latest machinery and technology in the construction industry in India, said Mr Anand Sundaresan, President, Indian Construction Equipment Manufacturers' Association (ICEMA), and MD, Schwing Stetter India Pvt Ltd.

the development of Information, Communications, Technology, Electronics and Cyber ( ICTEC) infrastructure to meet the requirements of a futuristic battlefield, at the 11th edition of Defcom 2015, organized by the Indian Army and CII on 23 - 24 November in New Delhi. The objective of DEFCOM 2015 was to provide participants an insight into the realization of a ‘Digital Army’.

All efforts are being made towards enhancing indigenization and indigenous content in the Defence sector, stated Mr Manohar Parrikar, Minister of Defence, inaugurating DEFCOM 2015. The New Defence Procurement Procedure (DPP) will reflect this intent of the Government, he said, appreciating CII’s support to the Ministry of Defence for the revision of the DPP.

Calling on the Ind ian Army to make use of the digital

advantage created by recent policy initiatives, he said we need to leverage our software strength and enhance our capabilities in hardware design and manufacture. While the conventional army cannot be replaced, it can be equipped with technology and more advanced and authentic information, he said. While the benefits of ICT should be leveraged, he sounded a note of caution about the disruptive nature of technology, and on data and network security-related issues.

DEFCOM 2015 provides a platform for bringing Defence and ICT capabilities together to address all aspects of Cyber Security, said Mr Kiran Karnik, Chairman, CII

Reiterating the need to enhance the indigenous content of defence equipment, Mr Chandrajit Banerjee, Director General, CII, called on Indian Industry to make use of the opportunities and the favourable policy to create more capabilities in electronics and hardware manufacturing.

Mr Parrikar released the DEFCOM Journal during the Inaugural Session. The journal, a handy guide for the Indian Army as well as Industry for ‘Leveraging ICTEC Infrastructure and Harnessing the Human Capital for Digital Army,’ is a repository of the latest technological trends and defines the current capability of Industry. Around 300 papers from both from Industry as well as serving officials of the Armed Forces were received by the technical committee, out of which a few were selected for the journal.

The seminar covered several important issues like advances in network and wireless technologies, shared situational awareness, and how collaboration enables much faster tempo of operations. Fully-converged, secure and mobile ICTEC infrastructure is required, especially at the forward edges of the battlefield, in order to realize the Digital Army in the Tactical Battle Area (TBA). While networks need to be designed according to the parameters and nuances of future battlefield for combat effectiveness, securing the envisaged networks in the TBA will always remain a challenge. Solutions need to be evolved at the planning stage itself.

17th Defence acquisition management courseSeveral recent policy reforms in the Defence Manufacturing sector have created immense opportunities for Industry. To enable greater participation of Industry (foreign and domestic) in Defence Production and also to familiarize Industry about the latest Defence Procurement Policies and Procedures, CII has been organizing Defence Acquisition Management Courses since 2003 in India and abroad.

The Defence Acquisition Management Course, held on 3-4 November in New Delhi, updated Industry on the procurement and acquisition-related procedures of the Defence establishment. It also covered capital procurements and revenue procurements, and demonstrated the size and nature of opportunities for private industry as well as the underlying processes to plug into the Defence sector.

the CII – IBA Financial Conditions Index is based on a survey of major banks

and financial institutions on their expectations of key financial and economic variables determining financial conditions in the Indian economy. A total of 36 leading banks and financial institutions participated in the survey for the current quarter.

The CII-Indian Banks Association (IBA) Financial Conditions Index Q3 FY 2015-16 shows a healthy improvement in the overall financial conditions in the Indian economy vis-à-vis the previous quarter, owing to expectations of leading banks and financial institutions of reduction in cost of funds, strong liquidity position, better external financial linkages and an uptick in economic activity. The Index improved to 70.3 from 67.8 in the last quarter.

The reading, significantly above the 50 mark, implies a strong majority of the respondent banks and financial institutions reporting improvement or no change in the overall financial conditions as against deterioration vis-à-vis the previous quarter.

Releasing the Index for the third quarter of 2015-16, Mr Chandrajit Banerjee, Director General, CII, said “It is heartening to note that the financial conditions in the Indian economy are improving in tandem with the overall macroeconomic outlook. The scale of improvement in the Financial Conditions Index for the current quarter will provide the necessary comfort to the Reserve Bank of India in continuing and further extending the accommodative monetary policy stance for supporting higher economic growth.”

Mr Ashwini Kumar, Chairman, IBA, and CMD, Dena Bank, said the directional change in the performance of the financial conditions index augurs well for the Indian economy. Sustainable improvement in financial conditions is a key imperative for maintaining financial stability and steady economic growth, he added.

According to the Index, there is a significant rise in the expectation of banks and financial institutions for an improvement in overall financial conditions.

Among the four sub-indices, the External Financial Linkages Index witnessed the maximum improvement, reflecting a strong degree of optimism in the Indian financial sector to withstand any

potential shocks emerging from the US Fed interest rate hike anticipated in December 2015.

The Cost of Funds Index witnessed moderate improvement. With the RBI reducing the repo rate by 50 basis points just before the beginning of the current quarter, many respondent banks and financial institutions

expect the overall cost of funds to decline in the current quarter.

Likewise, the moderate increase in the Economic Activity Index augurs well for underpinning the financial conditions in the prevailing macroeconomic scenario.

The Funding Liquidity Index recorded a modest decline from the previous quarter. Though the number is significantly higher than the 50 mark, signaling a strong expectation of improvement in funding liquidity in the Indian financial system, the decline on a quarter on quarter basis may not be favourable for the overall financial conditions, going forward.

the cII-et Dialogue on luxury, in its 3rd edition this year, was an eclectic discourse on the business of luxury, a segment which encompasses

tradition, ambition, aspiration and intense emotion.

“We need to nurture the Indian tradition of craftsmanship. I am a great believer in upmarket branding of products. I believe luxury is about differentiation,” said Mr Amitabh Kant, Secretary, Department of Industrial Policy and Promotion, Ministry of Commerce and Industry, who was the Chief Guest, at the Dialogue, held on 27 November in New Delhi. Stating that the Government wants to handhold Indian luxury brands and designers to help them tap into global markets, he urged Indian brands to register their intellectual property as they look at growing into larger markets. “The biggest challenge today is to create Indian brands,” he said.

The CII-IMRB luxury report ‘Emerging Consumers of Luxury – India Tiers 2 & 3’, jointly published by CII and IMRB International, was released by Mr Kant at the event. The extensive report focusses on the growth of demand for luxury goods in smaller cities in India and how these cities will give the definite push to catapult India into the global luxury market. According to the report, non-metro cities such as Aurangabad, Ludhiana, Kochi and Bellary account for as much as 35% of luxury brands sale.

the market as lucrative as possible for Indian manufacturers. International luxury brands source Indian talent and skilled workmanship, it was pointed out.

Mr Mukherjee said the voice of Indian designers is being recognized now. "I come from a middle-class family and have built a brand out of believing in myself," he said.

The discussions also encompassed the Indian wedding industry - a force to reckon with, encapsulating within itself sub-sectors like jewelry, couture, fashion, travel, cuisine, real estate, graphic design and event management. Stakeholders of the wedding industry deliberated on making this an organized sector.

The rich tradition of Indian royalty – the original custodians of luxury in India, was represented by members of royal households. In an interesting session, Indian royals discussed their plans for refurbishing and redefining their homes and opening them up to make royal luxury accessible to the aspirational customer. The highlight of the CII-ET Dialogue on Luxury this year was a Royal Room recreated with vintage silver furniture, fabulous chandeliers and tapestry, objects d’art and antique garments from royal households.

“India stands at an interesting juncture in the global luxury market. The Indian luxury sector is currently US$14 billion- strong, and the world is really its oyster,” said Mr Chandrajit Banerjee, Director General, CII. The CII-ET Dialogue on Luxury 2015 shows that there is only one way ahead for us - seize the global opportunity, leverage our strengths in skilled craftsmanship, in our rich tapestry of luxury heritage, ‘Make in India’ and make the global elite customer seek our wares, and, at the same time, tap into the young, burgeoning, affluent consumer base at home, he added.

luxury finds a new address: cII-ImrB report Over the last decade, luxury brands focused on engaging with high net worth consumers in the top 6-8 cities in India. However, recent sales trends, customer profiles and other demographics across categories show that the Tier 2 and 3 consumer is fast catching up with the metro consumer in terms of luxury appetite, and doesn’t enjoy being left behind. Almost 35% of the sales for luxury brands are coming from Indians in Tier 2 and 3 cities like Aurangabad, Ludhiana, Kochi, and even Bellary. E-commerce is giving a further spurt to luxury buyers in smaller towns by bridging the last mile gap. Are Tier 2 and 3 Cities Destination Next For Global Luxury Brands? The CII – IMRB Report on Luxury, released at the CII-ET Dialogue on Luxury 2015, attempts to answer a few pertinent questions about this important piece of the luxury growth story in India.

India’s wealth continues to brew in its cities, though it has slowly and steadily permeated to Tier 2 and 3 towns. According to the report, just about 55% of the total luxury market revenue is generated from major metro cities like Mumbai, Delhi, Chennai and Kolkata. The balance 45% comes from smaller and new towns, where luxury consumption is growing steadily. Cities with rising luxury and premium goods consumption like Bangalore, Ahmedabad, Pune, Nagpur, Hyderabad and Ludhiana account for 16% of the total luxury sales. It’s interesting to know that cities like Surat, Jaipur, Lucknow, Kanpur, Indore, and Vadodara contribute almost 7% to the revenue of luxury brands in India, with the remaining region generating approximately 22% of the total luxury segment sales.

This suggests that luxury seems to have found a new address in India with emerging cities and small towns contributing to nearly half of the country's Ultra HNW segment, where buyers have both the money and the inclination to indulge in luxury brands.

International luxury brands are on their toes to cater to this new segment of customers. Though much is said about the erstwhile Indian royalty and the availability of old money, much of India is at the nouveau money stage, where consumers are ambitiously passionate to announce their status through premium cars, watches, mobiles, pens, and more.

India emerged as the fastest-growing major

economy in the world as its GDP growth soared to 7.4% y-o-y in Q2FY16, up from 7% in the previous quarter. India’s economic growth outpaced that of China, which grew at 6.9% y-o-y in the same quarter.

This improvement in domestic growth was on expected lines and strengthens the belief that India’s economic recovery is on track, since it comes on a strong base of 8.4% growth in the same quarter last year. Further, economic activity is expected to improve in the second half of the financial year and the overall GDP growth is likely to exceed 7.5% in FY16.

A close look at the breakup of GDP by economic activity shows that Agriculture, Manufacturing and Trade, Hotels, Transport, Communication, and Services related to Broadcasting, were the major sectors behind the uptick in growth this quarter. These sectors collectively contribute more than 50% to the total gross value added, and hence their significance in economic growth.

Agriculture and allied activities expanded by 2.2% in Q2 FY16, up from 1.9% in the previous quarter and 2.1% growth in the same quarter last year, despite the fact that 2015 was the second consecutive drought year with 14% deficient monsoon.

The pick-up in Manufacturing came as a big surprise. Manufacturing growth soared to 9.3% y-o-y in Q2 FY16 as compared to 7.2% growth in the previous quarter and 7.9% growth in Q2 FY15. The Government’s initiatives to promote ‘Make in India’ seem to have made an impact on the Manufacturing sector, which is now growing at its highest in the last few years.

Additionally, the sector related to Trade, Hotels, Transport, Communication and Broadcasting Services grew at 10.6% y-o-y in Q2 FY16. Though slightly lower than 12.8% in the previous quarter, it was much above the 8.9% growth seen in Q2 FY15.

However, Construction performance has taken a major hit, with growth falling to 2.6% y-o-y in Q2 FY16 from

6.9% growth in the previous quarter, and 8.7% growth in Q2 FY15. Growth of public sector and utility services has also faltered as compared to last year.

On the expenditure side, GDP growth was mainly driven

by a pick up in investments, while consumption growth eased in Q2 FY16. Gross Fixed Capital Formation (GFCF), which indicates the overall investment activity in the economy, expanded by 6.8% y-o-y in Q2 FY16, up from 4.9% in the previous quarter and 3.8% in Q2 FY15. This is reflective of the sharp increase in public expenditure over the last few quarters, especially in road construction, even while private investments have continued to dwindle.

Private consumption growth inched lower in Q2 FY16, to 6.8% y-o-y from 7.4% in the previous quarter and 7.1% in Q2 FY15. This dip in consumption activity is expected to be short-lived as the hike in salaries and pension according to the 7th Pay Commission, effective January 2016, will definitely boost consumer demand.

rBI’s monetary policy reviewIn the Monetary Policy Review Meeting held on 1 December, the Reserve Bank of India (RBI) maintained status quo on interest rates, adopting a cautiously accommodative monetary policy approach. The recent uptick in consumer price inflation and the imminent hike in interest rates by the US Fed have prompted the RBI to switch away from its front-loaded approach. However, the RBI has indicated ‘space for further accommodation, when available’ without compromising on its set disinflation path.

Additionally, the RBI Governor highlighted that weakness in rural demand and global economic activity has been constraining growth in the Indian economy. Dr Raghuram Rajan noted that though it will not be difficult to achieve the 6% inflation target of January 2016, the 2017 target of 5% inflation may be at risk due to inflationary pressures stemming from implementation of the wage hike suggestions as per the 7th Pay Commission.

manufacturing is a key sector of the Indian economy. The adoption of a wide set of smart technologies in Indian Manufacturing will be

essential to make the sector globally competitive, and the Government is committed to provide every support to make Indian Manufacturing more competitive, said Mr Anant Geete, Minister of Heavy Industries & Public Enterprises. He was delivering the Inaugural Address at the 1st smart manufacturing summit, wi th t h e t h e m e ‘Make India a Global Leader in Manufacturing,’ organized by CII in New Delhi on 27 November.

T h e ‘ M a k e i n I n d i a ’ campaign of the Government is the first step in this direction and, going forward, the results of many more steps taken by the Government in various areas would be clearly visible, said the Minister. He elaborated on the various initiatives of the Ministry of Heavy Industries and Public Enterprises such as addressing the problems of Central Public Sector Enterprises, formulation of the 1st Draft National Capital Goods Policy, and encouragement of manufacturing of hybrid and electric vehicles to support the Manufacturing growth agenda of the country.

Mr Geete also released the CII – Roland Berger ‘Smart Manufacturing 2025 Roadmap.’

Stressing on the urgent need for skill transformation to seize this opportunity by creating the relevant technology-driven skill base to drive this revolution, he said that technology usage in colleges and schools needs to be aligned to

smart manufacturingworkplace skills requirements. He urged Industry, academia, and R&D institutions to come together and create a multi-disciplinary curriculum and ecosystem to support this transformation.

A shift to Smart Manufacturing is the key for making Indian Manufacturing vibrant and competitive, said Mr Anant J Talaulicar, Chairman, CII Manufacturing Council,

Mr Rahul Gangal, Partner, Roland Berger, stated that Smart Manufacturing is the next level of the global industrial revolution, and would entail full integration and digitalization of the entire value chain.

first step towards inventorisation of chemicals by launching CHEMSTREET and its first lane ChemSource, during the 2nd edition of the chemistry everywhere Conference on 26 November in Mumbai.

CHEMSTREET, which is a one-stop-reference for chemicals in India, was launched by Mr Samir K Biswas, Joint Secretary, Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers, on the occasion. “With the focus of the Government being ‘Make in India,’ the Chemical Industry becomes crucial for the growth of the entire nation. If the nation has to grow, this industry has to grow. As a start, the Government is creating a national inventory of chemicals so that the nation and the world knows the chemicals which it can trade with India,” he said.

Inventorisation of chemicals will provide a foundation for framing a sound national chemical policy, which is at present under discussion, as it will provide the complete picture of chemicals required for end-user industries and the demand-supply scenario of chemicals in India, through local production or imports. It can also be a helpful tool for the Government while negotiating bilateral or multilateral trade agreements with other countries.

Citing the example of South Korea, Mr Biswas said, “South Korea has taken the Chemicals Industry as the main driver for all their industries. They have identified ten core areas and are planning to cater to not just their own, but the whole world’s needs for the next decade. We need a similar kind of thinking. We need

concrete action plans and not just words,” he said.

He added, “Whatever facilitation or support is required by the industry we will provide proactively. The Government is there to support and facilitate the Chemical Industry and we will see that nothing comes in the way of its development.”

The conference, with the theme of ‘Addressing the Challenges of Modern India,’ focused on Sustainable Development, Food & Water, Corrosion Management and Fire Safety.

The portal, covering 5 million chemical data entries, is an extensive database on chemicals including various chemical properties, regulations, uses, safety data sheets, relevant literature and structural details. The portal has around 1,50,000 chemical identifiers and a similar number of structural details, and properties

of close to 1,47,000 chemicals, in addition to over 1,00,000 reference and uses. Besides, there is a huge amount of data relating to classification and regulatory status. It will facilitate compliance assistance for exporting member companies for the related regulatory, technical and voluntary standards. cII appeals for a relief & rehabilitation package for smes affected by the chennai floods

Chennai, highly-ranked in terms of industrial and social development indicators, is home to

the largest number of Small and Medium Enterprises (SMEs) in the country. The incessant

rains and floods in the city have severely affected SMEs, the backbone of the industrial base,

serving a broad spectrum of sectors such as automobile, IT and ITeS, hardware and electronics

manufacturing, etc.

In the wake of the magnitude of destruction suffered by businesses, particularly SMEs, in Chennai,

CII has sought an immediate announcement of a Relief and Rehabilitation Package for SMEs located

in and around the city.

This Relief & Rehabilitation package is urgently required to help SMEs repair, rehabilitate and start

their operations. The resumption of normalcy is crucial to not have any adverse impact on industrial

output as also to avoid hardships to thousands of employees in this time of crisis. As a part of the

Relief & Rehabilitation Package, CII has requested the Government to

• Instruct all banks to take a liberal stance on requests for loans for emergency working capital

by SMEs to carry out repair and factory rehabilitation work. Government should also extend an

interest subvention of 2% on such loans.

• Grant a moratorium of 6 months on loan payment by SMEs located in Chennai.

• Instruct all insurance companies to complete the claim requests by SMEs and disburse the funds within

30 days from the date of application.

• Instruct insurance companies to not insist on any timeframe for receipt of claim applications.

• Grant a grace period of 6 months to all SMEs for payment of statutory dues like income tax, sales

tax, etc.

• Setup a Monitoring Committee under the Ministry of MSME and the State Government for

6 months, to ensure implementation of the Package.

Indian valves for global markets

capacity addition in infrastructure envisaged under the Prime Minister’s ‘Make in India’ campaign would provide much opportunity to

downstream industries especially in the valves sector.

Over 250 delegates gathered for CII’s annual valves conference 2015 on 24 November in New Delhi, to chart a roadmap for the sector to realize its ambition of achieving an industry size of US$ 5 billion by 2020. The theme of ‘Indian Valves Engineered for Global Market’ was selected towards the vision of making India the global hub for valves manufacturing.

While the Government, through the Directorate General of Foreign Trade (DGFT) and the Bureau of Indian Standards (BIS) enumerated the steps to facilitate this target, Industry deliberated on a time-bound agenda for pursuing it with the stakeholders.

The Indian Valves industry needs to develop strategies for meeting the evolving needs of the economy, said Mr Samir Kumar Biswas, Joint Secretary, Department of Chemicals & Petrochemicals, Ministry of Chemicals & Fertilizers in his inaugural address. While the Manufacturing sector is slated to grow significantly over the next decade, the Chemicals sector is aiming for double digit growth in the next 5-10 years. This itself would create a huge demand for reliable, cost-efficient and globally-competitive valves, he said, emphasizing the need for R&D and development of new technology in the sector.

Valves are expected to be not only zero defect, but also ensure high performance. Thus, Standards play a very important role in the success of the process and ensuring the necessary safety of human life, said Dr D K Nayyar, Deputy Director General, BIS. The Mechanical Engineering Division of BIS has laid down 125 Standards for the sector and has constituted a technical committee for developing new Standards and upgradation of existing ones, he said.

Highlighting the importance of global integration for

the Indian Valves industry, Mr K C Rout, Additional Director General, DGFT, elaborated on ways to protect the domestic industry from any unfair or even fair trade practices, if injurious. The sector needs to become globally competitive to achieve the ambitious target of US$4 billion by 2020, he said.

Mr N V Venkatasubramanian, Chairman, CII Valves and Actuators Division, and Chief Executive, L&T Valves Ltd, shared that currently, the global valve market size is US$ 55 billion with North America and West Europe as the largest markets. The global demand for valves is expected to grow and reach US$ 60 billion by 2017. India constitutes

around 2%, with a ` 10,000 crore market size. Between FY15 20, the Indian valve market is slated to grow at 7-8% per annum, wel l above the international industry average of 3-4%. He urged leading valves manufacturers to come together and create synergy to

change the global perception about Indian valves, and build brand equity.

Visionary Leaders for Manufacturing Programme

The Visionary Leaders for Manufacturing (VLFM) Senior Manager Programme, Batch 9, conducted Module 3 on ‘Vertical Exploration of Customer’s Latent Needs’ from 3-7 November in Mumbai. This Module focused on conceptualizing unique product and service options with attractive features that cater to people’s latent needs, using the Kano methodology.

The 57 participants, in 9 groups, collected experiences from the general public on ‘Hygiene environment in street food service’ and ‘Public transport by taxi service,’ and came up with unique business solutions to meet their latent needs.

Carrying forward the study done 3 years ago by Batch 6 on ‘11 Big Societal Changes,’ they asked the respondents three questions:

1. What changes in society do you think are top most from the 11 big societal changes?

2. What are perceived changes other than those listed?

3. What are perceived changes in the style of the ‘Indian Way of Management?’

In a key finding on ‘societal changes in upper middle class,’ the ‘popular use of internet’ came out as distinct change perceived by the respondents. Use of e-Commerce, Mobile Internet and Social Media were the top three trends in this category.

Another shift from the earlier study was the greater focus on changing style of vacation, leisure and new facilities.

The course participants’ findings on the Indian Way of Management are summarized as follows: Family-managed Indian companies are becoming more professional and driven by young professional managers, with greater participation of women. Also, Indian managers are better equipped to handle business

crisis situations with limited available resources. India needs to leverage this growing professionalism in companies, and bring in young talent, including women. Indian Manufacturing companies should leverage Indian values which can help them retain people for a longer duration, to create teams built on trust and empowerment to prepare for tomorrow.

New ‘Indian Way’ for sustaining VSME

With the 1000 Visionary Small & Medium Enterprises (VSMEs) programme now in its 6th batch, an innovative way of sustaining the programme is on the anvil. The unique features of the new approach are:

• It is managed by ‘volunteer effort’ from those who have gone through and gained from the formal VSME training in earlier years, thus reinforcing the spirits of ‘giving back.’

• Building up the VSME community by including tier 2 and tier 3 companies.

• Developing Visionary Leaders For Manufacturing (VLFM) at tier 2 and tier 3 level organizations.

The first programme with the new approach was launched on 19 November in Pune, with 16 volunteers from local SMEs. A six month programme for developing them as leaders is being developed under the guidance of Prof Shoji Shiba and Mr Furuhashi.

Against the backdrop of India’s leadership position in the global Green Building movement, South Asia’s flagship event, the Green Building Congress 2015, held for the first time in Gujarat, evoked excellent response from the stakeholders and consolidated India’s global leadership in Green Buildings.

Today, India has the second largest registered Green Building footprint in the world, over 3 billion sq ft! This growth has been made possible with the support of all the stakeholders and the fact that Green Buildings make good business sense.

The 3-day international conference on Green Buildings & Built Environment, held on 19-21 November in Gandhinagar, focused on 'Green, Smart & Healthy Cities’. It was an excellent forum for sharing scientific and technical updates on various aspects of Green buildings, Green architecture, Green designing and the latest technological innovations, as well as for networking and exploring new growth opportunities, to facilitate a Greener and healthier India.

The implementation of proper planning leads to the development of a smart Green city, she added.

the imperative of saving and securing water ecosystems for ensuring a sustainable future for the country was the underlying theme of the

1st water Innovation summit organized by the CII-Triveni Water Institute on 16 November in New Delhi.

The River Ganga would be one of the clean river systems of the world by October 2018, stated Sushri Uma Bharti, Minister of Water Resources, River Development and Ganga Rejuvenation. She said her Ministry has a mandate to meet the October 2018 deadline for making the Ganga ‘nirmal.’

Pointing out that the delays and failures in implementation of schemes in the past for river cleaning were mainly due to a dual i.e. Centre-State financial model, and lack of ownership and responsibility amongst stakeholders, the Minister said these gaps have now being internalized. A new financial model of implementation is likely to emerge ensuring a 100% Central Sector Scheme with allocation of ` 20,000 crores directly from the Central pool, she said. Stressing that Cleaning Ganga is a collective responsibility, Ms Uma Bharti said cleaning of Indian rivers will follow multiple successful models implemented across the world. India is learning and innovating from these approaches to develop a unique approach customized to Indian conditions with full regard to its culture, she said.

The Minister lauded the work undertaken by the CII-Triveni Water Institute, especially in the areas of water audits and watershed projects. She said her Ministry

Mr Anisul Islam Mahmud, Minister of Water Resources, Bangladesh, highlighted the need for India and Bangladesh to have a shared vision to manage precious water resources. With water resources increasingly facing stress, a regional approach is required for dealing with the issue. Both surface and groundwater resources run across political boundaries, he said, calling for a unified approach for sustaining livelihoods, human wellbeing and socio-economic development. Mr Mahmud shared the innovative ways used by Bangladesh for water conservation where a network pre-payment system has been designed and installed in each water pump house, with an electronic power meter to implement the prepayment of water used for irrigation.

Mr Shashi Shekhar, Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation, stressed the need to conserve and manage water resources effectively through the adoption of watershed management approaches, reuse and recycle of sewage, and improved water use efficiency across sectors. He urged Industry to use water efficiently, pointing out that almost 60% water can be saved in several industrial applications through simple implementable measures.

We need to not only ‘Make India water secure’ but also ‘Keep India water secure,’ said Mr Onno Ruhl, Country Director, The World Bank. While water challenges can be addressed through innovations, the innovations need to be adapted to the realities in India, he said.

Mr Dhruv Sawhney, Past President, CII, Chairman, CII-Triveni Water Institute, and CMD, Triveni Engineering Industries Ltd, observed that the initial 30-35% of water and wastewater savings is achievable through very low to low cost measures. Water audits undertaken by CII have resulted in water savings of 80 billion litres, equivalent to supplying drinking water to the entire rural population of India for a day, he said. He also talked about the need for an integrated river basin and watershed approach for water resource management, besides the need for imparting training and skill development to wastewater operators and managers. The online India Water Tool, a powerful means for screening water risks to Industry, developed by CII in partnership with the World Business Council for Sustainable Development (WBCSD), India, and Industry, is being refined, he said.

Dr Ashok Gulati, Infosys Chair Professor for Agriculture, and former Chairman, Commission for Agricultural Costs & Prices, expressed concern over the growing instances of drought in the country. Suggesting incentives to encourage people to adopt water conservation, he called for reforms in the water pricing system.

Dr Amitabh Kundu, Chairperson, Technical Advisory Committee on Housing Startup Index, RBI Committee, and Professor, JNU, highlighted the need for safe, resilient and environmentally-sustainable cities, and demand-side management of water. He mooted a balanced strategy of urbanization and support to a large number of smaller towns and efficiency in resource use for sustainable development in India.

Calling for defining and improving the health of our rivers, Prof. Vinod Tare, IIT Kanpur, suggested reducing non-revenue water and more efficient utilization of water resources.

The Summit discussed integrated water management for building Smart Cities, water security for the ‘Make in India’ mission, and the safety and security of water ecosystems, with special focus on the ‘Namami Gange’ programme.

“Quality education for every child, and protecting children from violence is the key to ensure Quality in business and societies. Corporates and civil society should work hand in hand to prioritize children,” said Mr Kailash Satyarthi, Nobel Laureate and Children's Rights Advocate, at a special session on ‘Quality across Dimensions.’ Mr Satyarthi, who has dedicated his Nobel Peace Prize to the nation and to the cause of humanity, said Morality, Spirituality and Knowledge would make India the next economic power. Calling on every Indian citizen to work to remove the social evil of child labour, he announced that the Kailash Satyarthi Foundation would actively engage in developing policies on children’s rights, showcase national and international good practices and launch an initiative towards the eradication of child labour.

Ms Akkai Padmashali, who runs her own organization, Ondede, strongly advocated non-judgemental support for gender identity in sexual orientation to create a just and non-discriminatory world.

The session was chaired by Mr Bhupinder S Bhalla, Joint Secretary, Department of Commerce, Ministry of Commerce and Industry.

The Summit generated discussion on a wide breadth of topics on different aspects of Quality relating to Indian Manufacturing, Leadership, and Women Leaders. There were also four concurrent technical sessions on Business Excellence, Quality Management Systems, Lean and TPM.

cII-exIm Bank prizes for Business excellenceMr Siddaramaiah, Chief Minister of Karnataka, presented the CII-ExIM Bank Prizes for Business Excellence 2015 to Bhilai Steel Plant and Rallis India, on 5 November in Bangalore during the CII National Quality Summit.

Speaking at the Award Ceremony, he restated his Government’s commitment to making Karnataka a preferred investment destination, truly representing ‘One State, Many Opportunities.’ Karnataka, he said, was already the Knowledge Hub of Asia, the 3rd largest FDI-receiving State in the country and home to the 4th largest technology cluster in the world after Silicon Valley, Boston and London. He drew attention to its Industry-friendly ecosystem that nurtures the spirit of entrepreneurship and innovation.

CII and the Export Import Bank of India joined together in 1994 to promote excellence in Indian Industry through the CII-ExIM Bank Award for Business Excellence. The Award, based on the internationally-recognized EFQM excellence model, recognize companies for their achievements in quality and business performance, raising awareness of these factors in gaining a competitive edge.

This year’s Award ceremony marked the completion of 21 years of CII’s Business Excellence journey.

Mr Yaduvendra Mathur, receiving the CII Recognition Award to ExIM Bank, on behalf of his organization, reconfirmed ExIM Bank’s commitment to the Award process. CII also recognized Mr David Rasquinha, Deputy MD, ExIM Bank, for two decades of contribution to strengthen the CII-ExIM Bank Award process.

A wave of technologies and ideas can create a revolution and surely turn the wheel for Manufacturing in India, stated Dr Anup K Pujari, Secretary, Ministry of MSME, at the inaugural of the 8th National Cluster Summit held on 23-24 November in New Delhi. He urged Micro, Small and Medium Enterprises ( MSMEs), to strive for quality on a continuous basis. He also invited MSMEs to avail of the Government’s recently announced 3% interest subsidy scheme for exporters.

The National Cluster Summit has, over the years, emerged as a multi-stakeholder platform to promote discussions and facilitate networking amongst Industry and its eco-system. Enterprises come together to not only compete for the prestigious CII awards but also witness the live presentation of the best case studies and the Kaizen Gallery.

The theme of the 8th National Cluster Summit – ‘Build SME C o m p e t i t i v e n e s s : Invest in Clusters’ has its genesis in the Prime Minister’s call to ‘Make in India’ with ‘Zero Defect’ and ‘Zero Effect,’ and the fact that Clusters have been testified as important means of growth and transformation, building

8th National cluster summit competitiveness and innovation. Innovation is well triggered in dynamic environments where similar organizations come together, and interact in a constructive and complementary manner to generate newer and smarter ways of doing things.

T h o u g h t h e Manufacturing sector in India is moving steadily, there remains enormous untapped potential. The

‘Make in India’ campaign is focusing on schemes that will bring down the production cost and yet increase the competitiveness of the MSME sector.

India should not expend energy in country-to-country comparison but focus on improving its market share by understanding what others are doing better, and how best practices can be incorporated in our system to improve our world quality ranking.

Machines do not,” he said, pointing out that motivated people are reliable and traceable, and will ensure that there are no failures.

The ‘Best of Kaizens’ CD, a documentation of some important continual improvements that have been practiced by Indian industry, was released during the Summit. This data bank of knowledge has been created to help Industry implement best practices and tread the path of enhanced competitiveness.

B e s i d e s n u m e r o u s sessions designed to help Indian Industry to maximize manufacturing competitiveness, the Summit also featured a Kaizen Exhibition Gallery showcasing best Kaizens implemented across Industry.

As many as 117 Awards for excellence in categories such as Productivity, Quality, Energy and Cost, Total Employee Involvement, Green Manufacturing, Cost, Delivery, 5S, Safety and Morale, and Environment, were presented to large companies and MSMEs during the concluding ceremony of the 8 th National Cluster Summit. The competition this year received entries from a total of 1634 entries (800 MSME and 834 - Large) from about 112 locations across the country.

A mission to New Holland Fiat (India) Ltd, Greater Noida, on 25 November, was facilitated to expose d e l e g a t e s t o b e s t practices.

Energy Audits

Energy audits are effective tools in helping maintenance and engineering managers understand and take control of the way institutional and commercial facilities use energy. They also are valuable in determining the steps to make that use more efficient.

A detailed Energy Audit was conducted at Rockman Industries Ltd, Haridwar, from 3-6 November. The total energy saving potential was found to be around 33% of the annual energy consumption. Major savings were recommended in areas of melting furnaces, compressed air systems, air handling units, and pumping and electrical systems.

A thermography inspection of the electrical system was also carried out at Marico Ltd, Paonta Sahib, from 18-19 November.

Towards Zero Defect

A robust Design and Process Failure Modes & Effects Analysis (D&P FMEA) enables an organization to detect design, process or equipment failures before they have a negative effect on downstream manufacturing operations, thereby improving the quality and reliability of the product, and reducing cost.

A training programme on D&P FMEA was conducted on 5-6 November in Pune.

Role of Chemistry in Preventing Corrosion

On an average, corrosion eats into about 4% of a country’s GDP. Besides this direct cost, corrosion also impacts the environment, wastes resources, and causes production losses and injury of personnel.

The CII-Avantha Centre for Competitiveness for SMEs has been actively taking up the task of corrosion mitigation for about a decade now, with the focus on protecting people, assets and environment from the effects of corrosion. While much information and expertise on corrosion-related issues is available in the country, it is confined to certain pockets and areas of Industry. Government-Industry partnerships could be a good way to propagate anti-corrosion technologies through training and certification programmes.

A session on the ‘Role of Chemistry in Preventing Corrosion’ during the Chemistry Everywhere Conference 2015 in Mumbai took stock of the present situation and

discussed ways to minimize and arrest corrosion-related loses. Mr Samir Biswas, Joint Secretary, Department of Chemicals and Petrochemicals, Ministry of Chemicals and Fertilizers, who chaired the session, lauded the efforts of CII in corrosion control and mitigation.

(FACE), as a part of its capacity-building initiative, organized the 10th National Food Safety and Quality Summit on 1-2 December in New Delhi on ‘Integrating Global Perspectives on Food Safety and Quality for Enhanced Consumer Safety.’

T h e Fo o d S a f e t y a n d Standards Authority of India (FSSAI) will shortly release various standards on Food Safety, based on the concept o f s e l f - r e g u l a t i o n a n d scientific approaches to risk assessments, said Mr Bhanu Pratap Sharma, Secretary, Ministry of Health & Family Welfare, inaugurating the Summit. He called for upgrading the capacity of FSSAI lab infrastructure in terms of manpower and skills, and for transparency and effective enforcement.

The Food Processing sector is on a growth path with immense potential for generating employment, boosting the Agriculture economy, raising farmer incomes and creating export earnings, said Mr Jagdish Prasad Meena, Additional Secretary, Ministry of Food Processing Industries. Urging Industry to take the responsibility of creating awareness on processed food, he also emphasized the importance of backward integration for better traceability of primary produce to ensure food safety.

Dr V Prakash, Distinguished Scientist, CSIR, Hon. Director of Research, Innovation and Development, JSS – MVP, and Chair, Scientific Panel on Nutraceuticals, Nutritionals, Functional Foods and Dietary Supplements, FSSAI, felt that regulation should be dynamic, flexible, adaptable, and affordable, in the larger interest of consumers and Food Safety. Product approvals should be based on ingredient approval in India, just like in other countries, he said. He emphasized that the onus of implementation of Food Safety is on Industry, with

the Government only monitoring.

Mr Piruz Khambatta, Chairman, CII National Committee on Food Processing, and CMD, Rasna Ltd, described the work being undertaken by CII towards creating a robust infrastructure, enabling regulatory framework, focussed fiscal environment, skill development and promoting Made in India’ brands. CII’s capacity-building initiatives include the National Food Safety and Quality Summit, the National Food Safety Awards and most recently, the Surakshit Khadya Abhiyan, a national campaign on safe food in partnership with the Ministry of Consumer Affairs, and others, aligned to the countrywide ‘Swachh Bharat Abhiyan’ mission, he said.

Mr Ravi Mathur, Chairman, CII Expert Group on Food Safety & Quality, and CEO, GS1 India, emphasized the importance of traceability domestically and internationally to ensure food safety.

More than 200 Food Safety & Quality professionals and more than 50 speakers of national and international repute gathered for the annual flagship event to discuss the food regulatory regimes of various countries, the considerations needed for framing and implementing food safety standards, and scientific approaches to risk assessment and communication for consumer safety.

A panel discussion among representatives of Industry, the Ministry of Food Processing Industries, FSSAI and VOICE, a consumer organization, dwelt on building a 5-year Food Safety roadmap 2020. The key recommendations included:

• Shift the regulatory framework from enactment to enablement in the interest of the consumers

• Strengthen interface between Industry and Academia to build industry-oriented competence

• Improve manufacturing process reliability for delivering safe food products consistently

• Introduce a star rating scheme by the food safety regulator to improve compliance

• Continue Industry efforts to increase consumer awareness with regard to labelling and claims made.

To strengthen the growth of the sector and also recognize the potential of Andhra Pradesh, which produces 15% of India’s total mango crop, to become a hub, leading in the supply of raw and processed mango products, CII FACE has initiated a project to ‘Strengthen Post-Harvest Value Chain Management for the Development of Mango Industry in Andhra Pradesh.’

As part of this project, CII FACE, with the Department of Horticulture, Andhra Pradesh, organized a workshop in Tirupati on 7 November. As an outcome of the deliberations during the workshop, CII and the Andhra Pradesh Government will constitute three working groups to prepare a roadmap to project Andhra Pradesh as hub for supply of mango products. The groups will focus on Production, Post-harvest and Marketing, respectively,

and identify actionable tasks based on three time frames, short term (< 1 year), medium term (1-2 years) and long term (> 2 years).

IPR for Police and Customs Officials

CII has been spearheading the campaign to build a strong IP ecosystem in the country for many years. Towards improving the IPR enforcement system, CII has been working with Police and Customs departments to conduct orientation sessions on IPR enforcement for police officers and customs officials across India, with Industry representatives, IP professionals and lawyers as faculty.

I n 2015 , C I I conduc ted f i ve programmes on ‘IPR Enforcement’ across India. While four sessions were conducted with Police academies in Hyderabad, Shimla, Udhampur and Bhopal, a programme was also conducted for Customs officials in Vizag.

Global Innovation & Technology Alliance

India-UK Collaborative Industrial Research & Development Programme

The Global Innovation & Technology Alliance (GITA), on behalf of the Department of Science & Technology (DST) and the Department of Electronics & Information Technology (DeitY), India, jointly with Innovate UK, UK, launched Request For Proposal (RFP) 2015 on 9 November with the submission deadline of 20 April 2016.

Funding available under this programme would be in the form of a grant of up to ` 1.5 crore to Indian Industry and the partnering R&D organization or academic institution.

The focus sectors for the current RFP are as under:

Technology Acquisition & Development Fund

The Department of Industrial Policy & Promotion (DIPP), Ministry of Commerce & Industry, has launched the Technology Acquisition & Development Fund (TADF) under the National Manufacturing Policy to help Indian new and existing Micro, Small & Medium Enterprises (MSMEs) acquire clean, green and energy efficient technologies, in the form of technology / customized products / specialized services / patents / industrial design available in India or overseas. The scheme will be technically and administratively implemented by the Global Innovation & Technology Alliance (GITA).

TADF will support Indian MSMEs via subsidies in the following modes:

• Direct support for technology acquisition: Reimbursement of 50% of technology transfer fee or ` 20 lakhs, whichever is lower.

• IndirectSupportforTechnologyAcquisitionthroughpatent pool: Technology/patent will be licensed to selected companies, with a mutually agreed value and the selected companies will get a subsidy of 50% of the mutually agreed value or ` 20 lakhs.

• Technology/EquipmentManufacturingSubsidies: Subsidies up to 10% of capital expenditure on new plant and machinery subject to a maximum of ` 50 lakhs for manufacturing of equipment, machines or devices for controlling pollution, reducing energy consumption, water conservation, etc.

• Green Manufacturing Incentive Scheme: The scheme facilitates resource conservation activities in industries located in the National Investment and Manufacturing Zones (NIMZ) through the introduction of incentives or subsidy schemes for energy, environmental or water audits, construction of Green buildings, implementation of waste treatment facilities and implementation of renewable energy projects through financial support.

It aims to provide funding support for the acquisition and development of clean and green technologies.

The scheme is applicable to all existing and new MSMEs including those in the NIMZs in respect of their investments made after the notification of the scheme.

The Tamil Nadu Technology Development & Promotion Centre (TNTDPC) of CII recently organized a seminar on IP-VAULT, ‘Demystifying Intellectual Property Valuation, Audit, Licensing and Technology Transfer for Business Excellence’ in Chennai. The United States Patent & Trademark Office - Global Intellectual Property Academy and Altacit Global were the partners for the event.

The seminar explored different aspects of managing and exploiting IP assets, and highlighted how an IP cell could be instrumental in successful technology transfer and thereby build a strong Academia-Industry connect.

ASEAN ASEAN – India Students Programme

CII conducted a 10-day programme for the second batch of 96 ASEAN students from Myanmar, Singapore, Philippines, Thailand and Vietnam, visiting India under the ASEAN-India Students Programme, an initiative of the Ministry of External Affairs. They were received in Guwahati and their visit covered 4 cities in India - Guwahati, Shillong, New Delhi and Agra.

This programme is a familiarization tool to build greater cultural and economic understanding between the two dynamic regions of Asia. The tours have historical, cultural, leadership, academic and economic components, enabling ASEAN students to learn more about the modern vibrant India. This batch visited global corporates like Guwahati Refinery and Munjal Showa, institutions like IIM Shillong, IIT Guwahati and JNU, and the Taj Mahal, with shopping at Dilli Haat. A meeting with the Chief Election Commissioner and an interaction with a former ambassador at the Foreign Service Institute were some of the highlights of their visit.

In association with the Ministry of External Affairs, CII has successfully engaged over 1260 ASEAN students under this initiative in the past 7 years.

China Interaction with Ambassador of India to China

The CII India Business Forum (IBF) China organized an interactive session with Mr Ashok K Kantha, Ambassador of India to China, on 4 November in Shanghai. The session was chaired by Mr Prakash Menon, Co-Chairman, CII IBF China, and President, NIIT China (Shanghai) Ltd. Representatives of IBF member companies such as Infosys, Micromactic, Aurobindo and Axis Bank presented sectoral briefs on IT, manufacturing, pharmaceuticals and financing to the Ambassador,

Mr Kantha assured them that the Embassy of India as well as the Consulate Generals of India in Shanghai and in Guangzhou would provide full support to Indian companies. While more and more Chinese companies are looking at India as investment destination, he suggested working on a framework for greater engagement between India and China. Eighteen companies attended this interaction.

Workshop Series on Opportunities in India

CII organized a workshop series on ‘India: Navigating your next Growth Opportunity’ from 17 to 20 November in Beijing, Shanghai, Guangzhou and Hong Kong, in partnership with AZB & Partners, Deloitte, GMR Group and Kelly Services, with the support of Embassy of India and CCCME in Beijing, and the Consulate Generals of India in Shanghai, Guangzhou and Hong Kong, respectively.

The four partners made detailed presentations on the business landscape in India; the opportunities that

exists in various sectors and provinces; the compliance issues in areas such as taxes, regulatory and legal; the diverse cultures that exist in India calling for effective management of human resources, and the role of Special Economic Zones in facilitating investment. More than 300 representatives from Chinese companies attended the workshops in the 4 cities.

China as a Partner for ‘Make in India’

CII, along with Smadja & Smadja and the Center for China and Globalization, organized a session on China as a Partner for the ‘Make in India’ initiative on 21 November in Sanya, coinciding with the 2nd China Outbound Forum held from 20-22 November.

Mr. Claude Smadja, President, Smadja & Smadja Strategic Advisory, chaired the session. The speakers from India, Mr Y K Sailas Thangal, Consul General of India in Guangzhou; Mr U Vittal Mallya, Country Head – China, Larsen & Toubro Ltd, and Mr Sreedhar Pothukuchi, Vice President – Business Development, GMR Group, discussed the opportunities for Chinese companies in India in infrastructure, manufacturing, etc. From China, Mr Tang xiuguo, President, SANY Group; Mr Hong Qing, President, ICBC Mumbai Branch, and Mr Liu Zhengyu, CEO, Guangzhou Sky-Tech Cloud (a TCL Group company) who already have a presence in India, shared their experiences on working in India and encouraged Chinese companies to look at India as an investment destination. While there are advantages such as low cost and a huge market, challenges relating to labour, land, language and culture need to be taken care of, they said. The session attracted more than 200 participants.

The delegation was briefed about the functions of different verticals of CII. Various issues related to imports and exports were discussed. Both sides agreed to continue regular exchange of information and participate in the various events, seminars and exhibitions organized by CII and HKTDC.

Japan Session with Indian Ambassador-Designate to Japan

CII recently organized an Interactive Session with Mr Sujan R Chinoy, Ambassador-Designate of India to Japan in New Delhi. The session, chaired by Mr Shreekant Somany, Chairman, CII Northern Region, and CMD, Somany Ceramics Ltd, was attended by 15 senior Industry representatives from companies

such as PI Industries, GMR, Adani, TCS, Wipro, etc.

The Indian companies expressed keen interest in collaborating with Japanese enterprises in sectors such as Infrastructure, Engineering Services, Education, Chemicals, Renewable & Sustainable Energy and Services. Acknowledging the interests and issues of Indian companies in Japan, the Ambassador assured full support to Indian companies for collaborations with their Japanese counterparts.

Singapore CII partners India Singapore Economic Convention 2015

Mr Narendra Modi, Prime Minister of India, addressed the India Singapore Economic Convention 2015 on 24 November in Singapore. CII partnered the Convention organized by IE Singapore along with Singapore Business Federation and the Singapore

Indian Chamber of Commerce and Industry.

Mr Modi, in his address, laid stress on expanding economic cooperation and stated that the recently concluded Strategic Partnership Agreement between India and Singapore would elevate relations to a new level. Welcoming Singapore’s participation in the new capital city project in Andhra Pradesh and the new container terminal at the Jawaharlal Nehru Port Trust, he called for leveraging multilateral platforms like the ASEAN Economic Community (AEC) and the Regional Comprehensive Economic Partnership (RCEP) and invited Singapore to work with India in African countries.

Mr S Iswaran, Minister for Trade and Industry, Singapore, reaffirmed the commitment of Singapore to the 5-S plank in terms of Scaling-up trade and investment, Speeding up connectivity, Smart Cities and Urban Development, Skills, and State focus.

Mr Jamshyd N Godrej, Past President, CII, and CMD, Godrej & Boyce Manufacturing Co, and Mr Sunil Bharti Mittal, Past President, CII, and Chairman, Bharti Enterprises, addressed over 600 CEOs and senior executives at a special keynote panel, ‘India Fever 2.0.’ The session was moderated by Ambassador Ong Keng Yong, Executive Chairman, S Rajaratnam School of International Studies. Mr Piyush Gupta, CEO, DBS Bank, and Mr Tan Chong Meng, Group CEO, PSA International, shared perspectives from the Singapore side.

Cumulative investments from Singapore have crossed US$36 billion, and the tiny nation remains a preferred investment destination for India, with almost US$38 billion of invested funds. Singapore can tap into the growing domestic market and use India as a gateway to South Asia, while Singapore can be India’s gateway to Southeast Asia and the Asia Pacific Region, suggested the speakers.

CII organized an interactive session for a 2 5 - m e m b e r d e l e g a t i o n h e a d e d b y Mr Kriengkrai T h i e n n u k u l , Vice Chairman, Federation of Thai Industries, and President, Newwaitek Co Ltd, on 20 November in New Delhi.

Mr Ashok Upadhya, Deputy Secretary General, Federation of Thai Industries (FTI), said the FTI is looking for opportunities for business activities in both countries.

There has been a rapid growth in bilateral trade between Thailand and India, which has now crossed the US$ 9 billion mark, largely thanks to the India – ASEAN Free Trade Agreement (FTA), said Mr O P Lohia, Co-Chair, India-Thailand Joint Business Forum, and CMD, Indo Rama Synthetics (I) Ltd. The formation of the Regional Comprehensive Economic Partnership (RCEP) will bring greater integration in the region, leading to greater opportunities for Indian enterprises wishing to trade and invest with Thailand, he added.

He urged India and Thailand to work together to develop regional value chains, pointing to opportunities in Auto Parts, Engineering Goods, Chemicals, Gems and Jewelry, Textiles and Apparels, Food Industry and Fisheries.

CII organized a meeting with Mr Tarek Al-Wazir, Minister of Economics, Energy, Transport and Regional Development of the State of Hessen, Germany, and the accompanying delegation, and discussed opportunities for cooperation and investment between India and Hessen, on 3 November in New Delhi.

There is great interest in the German business community in new initiatives like ‘Make in India,’ said Mr Tarek Al-Wazir, calling for a higher level of cooperation between SMEs of India and Germany to give a boost to trade. He suggested knowledge exchange between India and Hessen in the incubation space. Around 40% of India’s FDI into Germany is into Hessen, which also hosts the largest number of Indian expatriates in Germany.

Mr Ajay S Shriram, Immediate Past President, CII, and Chairman & Senior MD, DCM Shriram Ltd, briefed the delegation on recent developments in India’s economic policy, specifically in the ease of doing business, and highlighted some potential areas of cooperation between Indian and German businesses. He also spoke about CII’s work with SMEs, and initiatives in some key areas like Green Business, Quality, Sustainability, etc through its network of Centres of Excellence.

Middle EastEgypt Meeting on Egyptian Tax Law

The CII IBF, with the support of the Embassy of India, Cairo, organized an interaction with Mr Abdel Moneim Matar, Chairman, Egyptian Tax Authority, on 2 November in Cairo. The Chairman gave a brief introduction to the new tax law before opening the floor to questions. He spoke about the amendment to the tax law, the amendment raising the tax exemption on earnings, and the imposition of a tax ceiling of 22.5%. He said the new VAT system is under final stages of discussion, and will replace the sales tax.

The members called for speeding up the resolution process. The discussion also touched on the settlement of the tax credits of a company with different Government authorities such as Customs, Tax, etc.

Saudi Arabia 4th GCC-India Industrial Forum

Ms Shobana Kamineni, Vice President, CII, and Executive Vice-Chairperson, Apollo Hospitals Enterprises Ltd, led the business part of the Indian delegation to the 4th GCC-India Industrial Forum, held from 18-19 November in Jeddah, Saudi Arabia. The Forum, with the theme of ‘Opportunities and Challenges’ was organized jointly by CII, and local chambers, in cooperation with GCC Secretariat and the respective Governments from India and the 6 GCC member countries. On behalf of Ms Nirmala Sitharaman, Minister of State (Independent Charge) of Commerce & Industry, the Indian delegation was led by Ms Ravneet Kaur, Joint Secretary, Department of Industrial Policy and Promotion, Ministry of Commerce and Industry.

Dr Tawfiq bin Fazan Al-Rabiah, Minister of Commerce and Industry, Saudi Arabia, inaugurating the Forum, urged the audience of nearly 200 business leaders from the six Gulf States and India present to avail of the conducive investment environment in both sides, to further enhance business ties and tap emerging opportunities in many vital sectors.

Inviting Gulf businessmen and investors to explore investment opportunities in India, Ms Ravneet Kaur cited

ambitious initiatives such as Make in India, Digital India, as well as sectors such as Oil and Gas, Information Technology and Communications, Healthcare, and Food Security. India needs $1 trillion worth of investments within the coming five years, especially in infrastructure, and the Government is keen to move forward quickly, further simplifying procedures to the maximum, she said.

Ms Shobana Kamineni said the GCC States have tremendous economic significance for India, especially in meeting its energy needs. India is also looking for investment in vital areas such as Petrochemicals IT, Healthcare and pharmaceuticals, she said, noting that the strong foundations and harmonious relations would serve the interests of both sides. Ms Kamineni also pointed to emerging opportunities in the 100 Smart Cities coming up in India. Further, India can provide quality healthcare at one-fifth or one-tenth of the cost in the United States. About 80% of the world’s generics are manufactured in India much cheaper than in the West, she said.

In the first week of November, a senior-level official delegation from the United States Department of Agriculture (USDA) led a group of US biofuel industry representatives to India on a Clean Energy Mission to discuss biofuels as a clean, alternative energy source, exchange information, and discuss the US experience with biofuels, at select Government, Industry, and institutional meetings.

CII organized a meeting of the USDA delegation with the CII Energy Team, select members of the CII National Committee on Bio-Energy, and with the management and members of the CII-Jubilant Bhartia Food and Agriculture Centre of Excellence (CII-FACE)) on 3 November in New Delhi.

The discussions centered on the policies and value chain of the biofuels business in the US vis-a-vis in India, in particular the Government of India's target to establish 10 GW-equivalent of biomass-based energy for heat, power and transportation by 2022. The discussion also included mutual areas of interest such as formulating streamlined policies for the biofuels sector; developing non-food sources for biofuels; designating biofuels as mainstream fuels; creating a robust cross-country supply infrastructure; providing impetus to the rural economy; creating public awareness and acceptance of biofuels in both urban and rural areas, possible avenues to generate funding to propel the industry to the next level of operations; and bilateral trade along the biofuels value chain.

Krishi Unnayan Mela4-6 November, Cooch Behar

As part of its efforts to create stronger agri-industry linkages and encourage farmers to adopt the latest practices in high-value farming, including hybrid vegetable and seed production, safe and judicious handling of pesticides, CII Eastern Region organized the 2nd Krishi Unnayan Mela following the earlier event in Burdwan in October. The three-day mela brought together 7,000 farmers, 50 farm equipment-makers from across the country, senior Government officials and company executives, academics, researchers and NGOs. The major highlights of the agri fair, which was partnered by the State Agriculture Department, were the Krishak Pathshala, an interactive tutorial for farmers on modern technologies, and demonstrations of improved produce. MoU for Smart City Bhubaneswar7 November, Bhubaneswar

CII signed a partnership agreement with the Bhubaneswar Municipal Corporation (BMC) for ‘Smart City Bhubaneswar’ during the Roundtable on the CII National Mission on Smart Cities. Dr Saugat Mukherjee, Regional Director, CII Eastern Region, and Dr Krishan Kumar, BMC Commissioner, signed the MoU. As per the agreement, CII will work with BMC and relevant stakeholders, including Industry and civil society, in developing visions, setting goals and charting strategies for the project.

The CII National Smart Cities Mission has already signed MoUs with four Country Consortiums – Germany (led by Siemens), USA (led by Cisco), India (led by Essel) and Japan (led by Hitachi), to offer proven smart urban solutions to Indian cities.

Seminar on Oil and Gas14 November, Kolkata

Mr Dharmendra Pradhan, Union Minister of State (Independent Charge) of Petroleum and Natural Gas, urged the Eastern States to step up activities to realize their potential in Oil and Gas, at the seminar on ‘Oil and Gas: Exploring Opportunities in the East.’

“By an estimate, 40% of India’s gas resources are

expected from the East. The challenge is to explore it, extract it and make it economically viable. We want to make the East the gateway of oil and gas,” he said. Mr Pradhan also called for a strategy for growth of the region, which is home to 80% reserves of coal, iron, bauxite, a long coastline and a skilled workforce.

To raise awareness among Industry members and other stakeholders about the importance of ‘Standards’ in the changing scenario of global trade, CII joined the Union Ministry of Commerce & Industry, and the Export Inspection Council (EIC) of India to organize the Regional Standards Conclave.

Mr Sudhanshu Pandey, Joint Secretary, Union Ministry of Commerce and Industry, said the Government has identified about 400 products and is currently working on building mandatory standards for them. The mandatory standards for the identified products are expected to be ready by 2016-17, he said.

CII organized the 20th Enterprise Odisha in partnership with the Odisha Government with the theme, ‘Build Odisha – Invest in Development.’ More than 100 companies put up stalls over an area of approximately 10,000 sqm in the five-day event drawing more than 50,000 visitors.

Mr Y P Singh, Chief Secretary, Tripura, who was the Chief Guest, said the deliberations would assist the State Government in preparing for the City challenge. Stressing the importance of introducing ‘smarter services’ for a Smart City, he advised Government departments to look into the priorities and resources available while designing the proposal for the Smart City.

Dr Milind Ramteke, Municipal Commissioner, Agartala, said the city is gearing up for better management of solid waste, and is setting up a solar plant, which would be the largest in the North East, and developing the airport road and the Akhaura Check Post. The second level of this MoU involves individual tripartite MoUs with the States to suggest State-specific plans on this.

Amended Apprenticeship Act4 November, Haridwar

The session was held to promote skill development and improve the employability of youth. The Apprenticeship model of learning by doing is a good medium to

Brainstorming Session on Delhi Festival16 November, New Delhi

The session was held to receive inputs from stakeholders and to provide the Delhi Government with concrete steps on how to make Delhi more beautiful and safe. It also discussed the upcoming Delhi Festival to be held in February 2016.

More than 50 stakeholders attended the meeting including representatives from associations of markets, hotels, restaurants, tour and travel operators, and senior Industry members.

SouthIntegrated Maritime Systems5 November, Visakhapatnam

CII, in association with the National Maritime Foundation, organized a Conference on 'Approach to Integrated Maritime Systems' with the theme, ‘Blue Economy: Prospects & Challenges.’ Rear Admiral N K Mishra, CMD, Hindustan Shipyard Ltd, called for a national policy on maritime economy to trigger growth and employment generation in the sector. With land resources dwindling, living and non-living resources in waters should be explored, he said.

The conference also featured a colloquium on the technological and Human Resources requirements for a Blue Economy.
