Divisions: If the Opposition were con­cerned whether the bells had been heard, the division would be called off and the bells rung again, 61. The bells not ringing properly, the division was called off. The bells were rung again, 803. It is disorderly to change places during a division, 802. Put­ting the question in Standing Order 208 (b) means when Mr Speaker calls the tellers, 802.

Documents: A member may not quote from a document unless it is relevant to the debate. To say that its author is a trustee is not sufficient. To make it relevant the member must say for whom he is trustee, 381, 383, but the Chair is put in an impos­sible position if the member says the man is a trustee for the Crown and the Minister denies it, 382. A document must be identi­fied so that the Chair can rule whether it is permissible to quote from it, 383, 384, 788.

A member who appeared to be quoting from confidential committee documents issued to aldermen of a council must accept responsibility for his own conduct, and it is not for the Chair to say whether it is right or wrong, 745.

It is not a proper statement to say that the Premier in a prepared statement set out to rubbish the reputation of members of this Parliament, 467; and a member should not use the expression "a deal" in speaking of an arrangement between the Minister and in­surance companies, 630. Except to the ex­tent that on two or three occasions the Chair had asked a member to withdraw statements that he had made, he had not violated any of the forms or practices of the House, 794.

Personal Explanat1'ons: A personal ex­planation may not be debated, 466, 468, 469. A member must quickly indicate in what way his character, or his political or other integrity, has been maligned, and then pro­ceed to explain himself, 467, 468. The member had gone as far as he could in a personal explanation and there were other forms available to him if he thought the matter needed debating, 469.

Mr Speaker intervened to put ·the ques­tion after a member had made his point quite clearly on a personal explanation, 244; and a member was asked to defer his per­sonal explanation until Ministers had tabled papers, 474.

Press: A member asking a question about a public statement did not make any refer­ence to a newspaper report and was not called upon to vouch for the accuracy of the statement, 199.

Privilege: Standing Order 158 allows a member to raise a matter of privilege sud­denly arising. A member desiring to seek leave to table a report on the dairy industry must do so by notice of motion, as any principle involved did not appear to have suddenly arisen, 590.

Procedure: The member, in quoting from an unidentified document, appeared to be carrying on debate as a proxy for the author, and at that stage it appeared that he was out of order, 381. Any misleading state­ment by a member can be cleared up by the Minister in his . reply, 432. Under Standing Order 278 it is for the Chair to decide whe­ther it is a matter of urgency that a bill be read a third time immediately following adoption of the Committee's report, 413.

Public Accounts Committee: Nomination of Mr Bowen, Mr Clough, Mr Einfield, Mr O'Keefe and Mr Ruddock, 590.

Questions without Notice: A question must relate to the administration of the Min­ister, 31, 369, 471; and may not seek an opinion, 471. A question seeking informa­tion which the Minister could not be ex­pected to carry in his head was directed to be placed on the Questions and Answers paper, 197. Ministers' replies should not be lengthy, 139; and a Minister was asked whether he could reply within the time per­missible, 365, 707.

A question to the terms of which the Minister had objected should be reframed and the Chair would give the member the call later, if possible, 197. A question with objectionable aspects was ruled out of order after Mr Speaker withdrew his indulgence to allow part of it, 471. A question contain­ing colourful language was out of order, and the member could not question the Chair's disallowance of it, 711.

Relevance: A member must confine his remarks to the motion before the Chair, 59, 72; or to the bill under consideration, 742: or to the point of order, 467. Discussion of the Select Committee on Drought is not rele­vant in debate on the election of a Chair­man of Committees, 23. On a motion for leave to introduce a bill, a member may

At the second-reading stage it is irrelevant to dis­cuss projected amendments to a bill, 433. On a measure to extend the period of office of aldermen and shire councillors, brief re­ferences may be made to why there ought to be an earlier election, 741; but a mem­ber cannot go into the details of adminis­tration or maladministration of a council, 743, 744, 745.

Sub Judice: On a point of order that a matter was sub judice the Minister, upon request, informed the Chair that he did not know whether an appeal had been lodged, 273.

Tabling of Papers: Documents on the Warringah Shire Council made available, after tabling, for inspection and perusal by all members in the room of the Clerk of Papers, would be under Mr Speaker's con­trol and available at his discretion, 29. A member having been allowed to quote from a document at great length, was asked to lay it on the table so that it would be available to all members, 389, 390, 774, 777.

Temporary Chairmen of Committees: Nomination of Mr Clough, Mr Darby, Mr Bruxner, Mr Mahoney and Mr Southee, 57.

Urgency: A member must confine his re­marks to urgency, 54, 202, 203. An urgency motion by a member seeking to move a substantive motion proposing the tabling of papers dealing with the withdrawal of a summons was out of order under Standing Order 55, which requires that the produc­tion of accounts or papers having reference to the administration of justice shall be asked for only by address to the Governor, 709.
