1. Introduction/Background/Identified Problem: describe the project’s location main features, as well as the identified problem. Explain the former or existing efforts to solve the problem. There are many automotive businesses alongside the U.S./Mexico border that generate hazardous waste, produce air emissions and also generate waste that contribute to stormwater pollution and other environmental issues. Many of these businesses lack sufficient understanding of the complex environmental laws and regulations which often results in overall poor environmental compliance, especially those businesses where English is not the primary language. This lack of understanding limits their ability to reduce or eliminate the generation of solid waste, hazardous waste and air emissions, or to utilize proven pollution prevention methods. Diego providing “no-fault” hazardous waste inspections to businesses identified as chronic violators. If assistance was required in other environmental areas such as from the Air Pollution Control District they were referred accordingly. There were 3 multimedia environmental compliance and pollution prevention workshops conducted in English and simultaneously translated into Spanish using radio transmitters and dual PowerPoint presentations. Included in these workshops was an Introduction to Environmental Management Systems (EMS). Business owners and operators were then invited to attend the next workshop – Internal Auditor EMS Certification training. Business owners and operators who attend both workshops were then invited to attend a free 40 hour HAZWOPER certification course. Businesses learned about compliance requirements, pollution prevention strategies and source reduction purchasing practices. Businesses attending both workshops developed a complete understanding and recognition of the environmental impacts their auto business has and the tools with which to best manage these. Thus, conserving natural resources and improving the quality of life while enhancing economic vitality through green purchasing, recycling and source reduction practices. The County of San Diego, Hazardous Materials Division was the lead partner of this proposal; the other partners were the Negocio Verde Environmental Justice Task Force and the San Diego Environmental Training Center. The Task Force originated in 2000 as a subcommittee of the US EPA, Environmental Justice Demonstration Project in the Barrio Logan area of San Diego. In 2002, after the project ended, several members continued their work and have reached over 7,000 people through bilingual community outreach/P2 workshops & environmental fairs. The US EPA National Environmental Justice Advisory Committee recognized Negocio Verde’s work in environmental justice communities and awarded the group with the agency’s first annual Environmental Justice Achievement Award in 2008. The task force was also a recipient of the US EPA Environmental Education Grant in 2004.

2. Objectives: Describe the project’s approach to solve identified

problem/environmental condition The Cuyamaca College Environmental Training Center’s objectives were:

a. To provide environmental health and safety awareness to all attendees for safety and emergency response. Cuyamaca offered a customized 40 hour HAZWOPER class. The HAZWOPER training was customized to automotive industry needs.

b. To work with and provide students with practical work experience. Cuyamaca offered internship opportunities to students.

3. Methods or work description: if S&A tasks were involved indicate the

method was not used for the project or project. Detailed methodologies can be included as appendixes Cuyamaca College’s work plan was two-fold: to provide instruction, and to provide student interns with practical work experience. 1. Cuyamaca College hired bilingual student interns who received

mentorship, assisted with project tasks, generated reports, contacted businesses, and assist with events/ classes related to this project. More specifically the student objectives were to:

o Canvas local automotive businesses to provide information and recruit business participation in compliance and EMS workshops

o Assist with workshop logistics and support business needs during

training.

2. Design and implement a customized 40 hour HAZWOPER class available free of charge to participants of the BADGER program who participated in P2 and EMS training. The HAZWOPER training was customized to automotive industry needs related to hazardous materials cleanup, emergency response operations, storage, disposal, or treatment of hazardous substances or uncontrolled hazardous waste sites. The value to the students was estimated at $500-$750 dollars, a resume builder, and a healthier and safer workplace. The value to the employer was lower insurance rates and a safer workplace. Additionally, Cuyamaca College hosted a second training opportunity: Incidental Response to a Hazardous Materials Spill. This class was a two hour drill educating participants on how to handle a spill in their workplace.

4. Results: show brief description of main results through graphic means and graphs (detailed tables, graphs, calculations, photographic report can be added as appendixes to the main document) Objective 1: To provide environmental health and safety awareness to all attendees for safety and emergency response. Cuyamaca designed and hosted both a 40 hour HAZWOPER training and a 2 hour Incidental Response to a Hazardous Materials Spill class. Please see the charts below (1-3) for results.

Chart A: This chart represents the number of businesses contracted by student interns that qualified for the BADGER classes. Additionally, this chart illustrates the number of students who participated in the P2 workshop, the EMS workshop, or both, making them eligible for the 40 hour HAZWOPER class at Cuyamaca College.

Chart B: This chart illustrates that 37 operators/owners were eligible and contacted for the free 40 hour HAZWOPER training at Cuyamaca College. Out of those 37 students only 5 registered and all five completed the course-obtinaing OSHA certification.

Chart C: This chart illustrates that 149 students were eligible and contacted for the 2 hour Incidental Response to Hazardous Materials Spill class. Only 5 registered and only 3 completed.

Objective 2 Internships: To work with and provide students with practical work experience.

a. Cuyamaca’s student interns completed a combined total of 347 hours of work experience. Student interns met all requirements to receive 1-3 units of college credit towards their Environmental Health and Safety Management Associates Degree at Cuyamaca College. Additionally, they gained project insight, work experience, and interpersonal communication skills in a professional setting.

5. Discussion: discuss results and define if project’s goals and

objectives were accomplished

Cuyamaca College hired, trained and mentored two bilingual community college interns who provided 347 hours of work experience during their internships.

A. The BADGER Project Director worked directly with student interns on development report writing skills, presentation skills, documentation and communication skills – all part of professional development.

B. Student interns contacted over 300 automotive businesses owners and operators regarding the BADGER project and recruited for attendance at the Compliance workshops and HAZWOPER course.

C. The BADGER student interns assisted with the facilitation of both the Compliance and EMS workshops.

D. The student interns produced reports that included a spreadsheet of businesses contacted/visited that included company name, location, phone and comments regarding the interaction. This report was shared with members of the Negocio Verde Environmental Justice Task Force on a regular basis.

E. Student interns met all requirements to receive 1-3 units of college credit towards their Environmental Health and Safety Management Associates Degree at Cuyamaca College.

Cuyamaca provided environmental health and safety awareness to all attendees for safety and emergency response.

A. Cuyamaca College hosted a 40 hour HAZWOPER course that started on October 15, 2011.

B. Cuyamaca College hosted an Incidental Response to a Hazardous Materials Spill class on December 21, 2011.

Awards: The Project Director presented the successes of the BADGER Project at the Annual CUPA Conference in Anaheim California. The BADGER Project received a prestigious Community Development Award on February 1, 2011 (see attached success story and photo).

6. Recommendations: define action items to implement as a result of project’s outcomes, as well as follow up projects if needed

The BADGER Project was very successful and we believe that other industries could also benefit from such services and training. Recommendation: if funding became available for a similar project that funders look to other target industries whom would benefit and thrive from such training. Furthermore, developing student interns would continue to be an important priority. This project provided a great opportunity for students to gain valuable skills and work experience. Student intern objectives and work experience goals could be expanded upon to create a more in depth and rewarding experience. Specifically, developing internship work plans that focus on project management, soft skills, and reporting would be a great asset to future intern portfolios.

I am here to see if you received the flyer on the upcoming automotive workshop

in National City’s Martin Luther King Center. If so, are you planning on attending?

Discuss the workshop: The workshop will benefit your business by showing you

how to have quick and easy inspections, by being in compliance and reducing

waste. If you are using absorbent (kitty litter) to clean up oil spills you might

benefit from a hydrophobic mop and save the cost of litter disposal. There will be

free mops at the workshop. There will also be a raffle with various door prizes –

like the sure shot sprayer (picture in binder). The sure shot sprayer is an

alternative to aerosols. The workshop will discuss that by discontinuing the use of

aerosols businesses can save money. Compliance binders will also be available

and most importantly, attendees will get contact info for business assistance, plus

a complimentary inspection from specialists from the County’s Air Pollution

Control District, Haz Mat and Stormwater. If you have been before to these just

come back, get the freebies and have a free dinner. Just think if your business is in

compliance – everything is labeled, containers are closed, paperwork is neatly in a

binder – your inspector will be in and out, saving you time and money.

Badger Project Report

For our experience, both Aaron and Brett conducted many phone calls. During

that process we had multiple different experiences. Several of the business in which we

contacted either hung up almost immediately, put us on hold, and responded with call

back times. Unfortunately some of the businesses were not interested from the start, but

many were. Those that were interested with the compliance workshop had difficulties

attending due to the brief notice. Numerous of the business either lost, misplaced, or

made the claim that they never had received the BADGER flyer.

While out canvassing the South County Auto body and Mechanic shops, we

shared a few attentive overall experiences. The owner or supervisors of the shops felt

much more comfortable speaking their own Spanish language. This permitted an ease of

exchange of information between us and the shops. This in turn led the owners to

recognize the need to be more apt for compliance with the county’s requirements. The

businesses were more inquisitive with the person to person contact, overall spending

much more time with workshop information. There were only a few businesses that

turned us away within moments. This was mostly because these businesses were

franchised corporations and stated that they were already within compliance and had no

further need for more information. Again, due to the short timeframe of the workshop,

companies had some difficulties with that but ultimately, most gave emails for future

contact and the upcoming workshop.

The most important suggestion that both Aaron and Brett can make is to apply

bilingual speakers to ensure comfortability amongst the businesses owners and

supervisors. Utilizing as much of the timeframe before the next compliance workshop

would be most beneficial. To maximize the amount of time able to distribute the

information, we have suggested a schedule for the next upcoming weeks until the next

workshop. Initially resending the flyers via mail, email, and fax would be best. Then,

follow up canvassing all of the South Bay area, making a lot of personal contact amongst

the businesses. Lastly, conducting phone calls and emails of the entire list as an ultimate

reminder is necessary to attend the BADGER workshop.

ETC Success Story – CUPA Forum Award

ETC Project Wins CUPA Award

At the 13th Annual California Unified Program Agencies (CUPA) Training Conference in Garden

Grove the San Diego Environmental Training Center, as part of the Negocio Verde Task Force,

was asked to co-present a breakout session on the exciting BADGER Project (Border Area

Development and Growth of Environmental Responsibility). This project is funded by the

Environmental Protection Agency and addresses the training needs of the automotive

businesses alongside the U.S./Mexico border that generate hazardous waste, produce air

emissions and also generate waste that contribute to storm-water pollution and other

environmental issues. The intent of the BADGER Project is to educate and inform (many times

in Spanish) automotive business owners and operators of environmental regulations, laws and

pollution prevention measures that they can incorporate in their day to day practices through

bilingual workshops and support provided by bilingual community college interns currently

enrolled in Environmental Health and Safety programs at Cuyamaca and Southwestern

Colleges. It has become a statewide model for CUPA education.

In attendance at the conference were statewide leaders from county and municipal

governments representing air quality, watershed protection, fire, emergency response and

others – over 1200 attendees.

Jennifer Lewis, Director of the Environmental Training Center traveled to Garden Grove with

Brett Baker, Cuyamaca College BADGER Student Intern to present at the conference.

As a special honor, the group was presented with a prestigious Community Development Award

from the CUPA Forum received on February 2, 2011.
