COMPANY LEVEL OF CONTROL / OVERSIGHT

• Owner company’s policy on the degree of control they

assume will determine the level of oversight activities

they engage in. It should be understood that the higher

degree of control an owner exerts, the more they need

to be conscious of, or concerned with intentionally or

not, increasing liability.

Pre-Bid Phase • Communicate Owner Standards and Specifications

Include in Terms & Conditions, internal standards and

specifications that are Company, site, or task specific, or that

exceed regulatory requirements.

• Communicate - Special OHS Conditions

Include in the bid package that are applicable to the Contractors and their

subcontractors in addition to legal requirements, especially those unique

to the company, the project or site, or those more stringent than

government requirements that may impact bid estimates and the project

budget if not stated.

Pre-Bid Phase

• Prevention Through Design (PTD) Assessment /

Review

Applies to risk elimination or remediation through the construction phase

and through the life of the facility utilizing the hierarchy of controls.

Determine and specify in bid package and terms and conditions,
