2009/09/25, Ministry of Public Security (MOPS), Ministry of Housing and Urban-Rural Development (MOHURD) jointly promulgated the Notice [2009] 46, that requires in general
-burning behavior of thermal insulation at external wall of civil buildings can not be below class B2, and class A is recommended as appropriate
2011/3/14, Ministry of Public Security issued new Notice [2011] 65 and required burning behavior to class A which is over stringent for plastics. The Notice 65 was not jointly signed by MOHURD whom has different opinion from Energy Saving aspect.

“GB 8624 & GB 20286: “Requirements and mark on burning behavior of fire retarding products in public place” & “Classification for burning behavior of building materials and products”; both of them are submitted to MPS for approval;
“GB 50045-2005 & GB 50016-2006”: “Code for fire protection design of tall buildings” and “Code of Design on Building Fire Protection and Prevention”, is considering to be combined and revised by MPS
Work Plan
Follow up regulatory development from Ministry of Public Security and MOHURD;
Plan to organize workshop with TianJin Fire Control Research Institute, to support Plastic application for external wall insulation

GB 20286(revision): Requirements and mark on burning behavior of fire retarding products in public place &GB 8624 (revision): Classification for burning behavior of building materials and products
Revisions have been completed by Sichuan Fire-Research Institute (SCFRI)
Revision has been submitted and wait for final approval from Ministry of Public Security

GB 8624 refers to EN 13501-1: 2007
GB 8624 applies to construction materials and decoration, that includes ceiling, flooring, thermal insulation material etc.
GB 8624 defines the classification of burning behavior, test methods and technical specification for different kinds of construction materials in chapter 5.1, & 5.2.

Fire Safety Issue:
GB50045-2005: Code for fire protection design of tall buildings ( 高层民用建筑设计防火规范 ) It regulates buildings over 24m. It was prepared by SCFRI in past.
GB50016—2006 Code of Design on Building Fire Protection and Prevention ( 建筑设计防火规范 )It was prepared by Tianjin Fire Research Institute in past.
Both standards will be revised by SCFRI or Tianjin Fire Research Institute as expected.
