PROJECT BRIEF The Marine Park project is undertaken by the United Nations Development Programme, and

funded by the Global Environment Facility together with the Government of Malaysia. The

Department of Marine Park Malaysia under the Ministry of Natural Resources and

Environment is responsible to implement the project in a period of five years.

PROJECT GOAL: To ensure the conservation and sustainable use of marine biodiversity in

Malaysia and sustainable island development.

PROJECT OBJECTIVE: To achieve enhanced Marine Park Management and inclusive

sustainable island development.

10 Project Outputs have been identified through a process of 7 Outcomes which can be

summarized as:-

The project will strengthen the system of marine protected areas in Malaysia and thereby

contribute to the conservation of globally significant biodiversity. The project targets

164,534.2 hectares of sea, under improved management, for the conservation of marine

biodiversity.

The project will build upon significant nationally driven initiatives to conserve the marine

biodiversity of east coast Peninsular Malaysia. Project activities will be carried out in three

marine parks, chosen as the pilot locations - Pulau Tioman Pahang, Pulau Redang

Terengganu and Pulau Sibu-Tinggi Johor.

The project objectives are to widen the existing development planning processes, to

strengthen the capacity for marine park management and to enable an influential advocacy

for the conservation of marine biodiversity in Malaysia. Stakeholder involvement is crucial

to the success of the project and has been incorporated into all objectives.

The project also has activities on the national and systemic level as well as for ensuring to

the extent possible the replicability of new initiatives demonstrated in the three project

sites. Therefore, it is hoped that after the end of this project, all the marine protected areas

in Peninsular Malaysia and Labuan are under improved management in order to better

address threats to marine biodiversity.

1.0 SUMMARY IMPLEMENTATION STATUS Quarter 16: January – March 2011 Community Consultative Committee (CCC) and Cooperative Bodies were established for all three (3) project sites to improve the livelihood of the island community. Various meetings involving Ministry of Tourism were held to discuss on the endorsement of the Eco-Certification Scheme Proposal for all Marine Park islands. The 7th NSC Meeting was held on the 24th March 2011 Chaired by Deputy Secretary General, Quarter 17: April – June 2011 Although there were some delays in few key areas of the project outputs, the consultants were making progress in delivering their respective outputs. Amongst the major milestones were the Eco-certification and Best Practices Trainings Workshops for tourism operators and Local Ecological Knowledge Workshops for all three project sites. The project had also welcomed the Resident Representative of UNDP Malaysia, Mr Kamal Malhotra for his introductory visit to Tioman Island on 24th&25th April 2011. Quarter 18: July – September 2011 The State Steering Committee Meetings were held on the 6th, 7th and 10th July at all state EPU offices. The 8th NSC Meeting was held on the 12th July 2011 to report on the Management Response of the Mid Term Review (MTR) Findings. NSC members had also agreed to the change of PIR Strategies. A Tracking Tool Workshop initiated by the project was carried out for data and information collation from all project sites for reporting in the APR/PIR. The Cooperative Courses were held in collaboration with the Malaysia Cooperative College for all cooperative committee members on day-to-day management of the cooperatives. Tioman Island was very fortunate to be selected to host Ms Rebecca Grynspan, UNDP Associate Administrator on the 6th July 2011. Quarter 19: October - December 2011 Two new Marine Park Officers were recruited to assist the Project after the resignation of the three previous officers. Meetings with Sarawak Planning Unit (SPU) were held in Kuching by their invitation to discuss and share experiences. A workshop to discuss the Investment of the Conservation Trust Fund Proposal and Collection of Conservation Fees Proposal were held in Pullman Putrajaya on the 10th October 2011.

2.0 DETAILED PROJECT ACTIVITIES 2.1 MEETINGS AND DISCUSSIONS

2.1.1 Discussion on Snorkeling Guide Module Preparation

The discussion was held on the 21st January 2011 to improve the snorkeling guide module prepared by Reef Check Malaysia. It was decided that the Snorkeling Guide certification will be done separately from the Nature Guide course. The Training will proceed although there might be delay in the endorsement from MoTour

2.1.2 Meeting to Discuss the Establishment of Community Consultative Community (CCC) at the Project Sites The meeting, which is an activity from Outcome 3: Local Communities, was held on the 27th January 2011. The purpose was to present and discuss the establishment of community consultative committee at all project sites with the DMPM Management.

2.1.3 Task Force Meeting to Discuss the Sewage Management Issues at Project Sites

Following the decision made in the 6th NSC Meeting, a task force was formed to look into issues related to sewage, sullage and solid waste at the project sites. On the 9th February 2011, a meeting was held to present the 2010 water quality monitoring results and rehabilitation proposal for Sg Salang, Tioman and Sg Redang, Redang. The meeting decided that funding for the rehabilitation program will be sought from MoTour. DMPM and DID will also look at the possibility of cooperation through the 1 State, 1 River program.

2.1.4 Discussion on Preparation of Eco-certification Criteria for Resorts and Chalets

Following the workshop in February, another discussion was held on the 2nd March 2011. The criteria were presented again to the representative from MoTour. MoTour welcomed the idea of eco-certification for resorts however, MoTour emphasised that they will not certify resorts without certificate of fitness (CF). Meeting decided that the prerequisite for the eco-certification will be discussed further.

2.1.5 Co-operative Body Establishment Meeting for Local Communities

The meetings were held on: i. 8th March 2011 at Peladang Inn, Tioman Island

ii. 17th March 2011 at Tg Balang, Tinggi Island iii. 31st March 20111 at Balairaya Kg Baru Redang, Redang Island

Each meeting was held to establish a cooperative body at each site to fulfill economic & social needs of the locals. A representative from the Malaysia Cooperative Commission was also present during the establishment meeting.

2.1.6 Community Consultative Committee (CCC) Establishment Meeting The meetings were held on:

i. 9th March 2011 at Peladang Inn, Tioman Island ii. 17th March 2011 at Tg Balang, Tinggi Island

iii. 30th March 20111 at Balairaya Kg Baru Redang, Redang Island

The CCC is established to act as a medium for interaction between the locals and relevant Government agencies. During these meetings, representatives from the local communities were selected as the CCC members.

2.1.7 7th National Steering Committee Meeting

The 7th NSC Meeting was held at Mutiara Meeting Room, NRE on 24th March 2011. The meeting was chaired by Mdm Zurinah Pawanteh, Under Secretary, Biodiversity & Forestry Management Division, NRE. Besides reporting on project activities, achievements and issues during Quarter 16, NPD also reported on the management response for the MTR findings. The meeting decided that the project should be extended until March 2013.

2.1.8 Community Consultative Community (CCC) Follow-up Meetings

The meetings were held on: i. 25th April 2011 at Berjaya Tioman Resort, Tioman Island

ii. 12th May 2011 at Balairaya Kg Baru Redang, Redang Island iii. 25th May 2011 at Tg Balang, Tinggi Island

The meeting was held to discuss the way forward and planning for activities of the CCC.

2.1.9 Cooperative Body Follow-up Meetings

The meetings were held on: i. 25th April 2011 at Berjaya Tioman Resort, Tioman Island

ii. 13th May 2011 at Balairaya Kg Baru Redang, Redang Island iii. 26th May 2011 at Tg Balang, Tinggi Island

The meeting was held to finalise the direction of the cooperatives and also to develop business plans for each cooperative.

2.1.10 6th State Steering Committee Meetings

The 6th SSC meetings were held on: i. 6th July 2011 at Johor EPU Office

ii. 7th July 2011 at Pahang EPU Office iii. 10th July 2011 at Terengganu EPU Office

NPD reported on the Project progress throughout Quarter 16 & 17 to the SSC members.

2.1.11 8th National Steering Committee Meeting The 8th NSC Meeting was held on the 12th July 2011. NPD reported on project activities from Quarter 17 and the management response on MTR findings. The meeting was chaired by Datuk Aziyah Mohamed, Deputy Secretary General I, NRE. The meeting also discussed and agreed upon the revision of PIR Strategies.

2.1.12 Meeting for Presentation of the Proposed Eco-Certification Scheme

The meeting was held on the 12th December 2011 in Palm Garden, Putrajaya to present the proposed eco-certification scheme to various stakeholders especially MoTOUR. The meeting was chaired by En Kamarruddin bin Ibrahim, Deputy Director

2.2 WORKSHOPS/SEMINAR 2.2.1 Workshop on Preparation of Eco-certification Criteria for Resorts and Chalets

The workshop was held on the 25th February 2011 with attendance from 21 representatives from federal and state agencies. The purpose was to finalise the criteria for eco-certification for resorts and chalets and also to get endorsement from MoTour.

2.2.2 Eco-certification Workshop

The workshops were held together with the Best Practices Training for Tourism Operators on:

i. 12th – 13th April 2011 at Grand Continental Hotel, Kuala Terengganu ii. 19th – 20th April 2011 at Peladang Inn, Tioman Island

iii. 4th – 5th May 2011 at Tg Balang, Tinggi Island The participants showed great enthusiasm throughout the workshops.

2.2.3 DMPM Enforcement Manual/Guidelines Workshop

The workshop was held on the 14th April 2011 at Putrajaya International Convention Centre (PICC). The objective was to discuss and improve the enforcement manual/guidelines prepared by the consultant. The manual will be published this year.

2.2.4 Local Ecological Knowledge Workshop with Local Communities and Resort

Operators The workshops were held on:

i. 25th – 26th April 2011 at Berjaya Tioman Resort, Tioman Island ii. 25th – 26th May 2011 at Tg Balang, Tinggi Island

iii. 21st June 2011 at Tanjong Vista Hotel, Kuala Terengganu iv. 23rd – 24th June 2011 at Perhentian Marine Park Centre

The objective of this workshop is to gather data and information on Marine Resources in Marine Park waters through ecological knowledge of the DMPM staff, local communities, and also resort and dive operators.

2.2.5 Seminar on Marine Awareness

The seminar was held on 10th May 2011 at Berjaya Tioman Resort, in conjunction with the launching of DMPM’s new boat, 1 Permata. It was officiated by the Secretary General, NRE. The NPD, Director General of DMPM and Professor Mohd Shahwahid from UPM were invited as speakers.

2.2.6 Lab to Prepare a Paper for the National Biodiversity Council (Majlis Biodiversiti

Negara – MBN) The lab was held on 12th – 14th May 2011 at Tanjong Vista Hotel, Kuala Terengganu. The objective of the lab is to prepare a draft for papers that will be presented in the National Biodiversity Council (MBN) which was scheduled to be held in July 2011. 3 papers were drafted through a brainstorming session involving representatives from NRE, DMPM, Department of Wildlife and National Park (PERHILITAN), Department of Environment and Forestry Department Peninsular Malaysia (JPSM).

PMU was also involved in assisting the Department to prepare a draft on pollution issues in Marine Parks. Unfortunately, after a series of discussion and presentation to NRE Top Management, it was decided that all 3 papers were not suitable to be presented in the MBN. The MBN was also postponed to a later date.

2.2.7 Communication Plan Development Workshop The training was held on the 18th – 20th May 2010 at Corus Paradise Resort, Port Dickson. This is the second training following the first training which was held in May 2010 at Kalumpang. Its aim is to provide basic training to DMPM staff on how to develop the communication plan for the Department’s awareness programs. 25 DMPM staff from the Education Division participated in this training.

2.2.8 Marine Park Management Plan Workshop: Generic Action Plans

The workshop was held on the 4th August 2011 at Marriott Putrajaya. The workshop was inaugurated by the Director General of DMPM. The objective of this workshop is to discuss and gather feedback on the six (6) generic action plans prepared by the Consultants. 25 DMPM staff attended this workshop.

2.2.9 3rd Communication Plan Development Workshop

The workshop was held on the 19th – 21st August 2011 at Grand Riverview Hotel, Kota Bharu. 26 staff, including the state offices participated in the workshop. The objective of the workshop was to finalise the Communication Plan draft which was discussed in the first and second workshops.

2.2.10 Workshop to Discuss CCC Activities & Funds

The workshop was on the 22 August 2011 at Putrajaya Marriott Hotel. It was participated by DMPM staff, including the state offices. The objective of the workshop was to discuss and gather feedback on the CCC activities and available funds

2.2.11 Workshop to Discuss the Investment of the Conservation Trust Fund Proposal and

Collection of Conservation Fees Proposal The workshop was held on the 10th Oct 2011 at Pullman Putrajaya Lakeside, Putrajaya and attended by DMPM staff, including State Directors and officers. The workshop was intended to discuss and gather feedback on the Investment of the Conservation Trust Fund Proposal and Collection of Conservation Fees Proposal prepared by the consultants.

2.2.12 Tioman Cooperative Road show

The road show was an idea from the Tioman Cooperative Committee to recruit new members for the cooperative from the whole island. It was held on the 16th – 18th November 2011 in 4 different venues in Tioman Island. The road show was also intended to introduce and explain the importance of a cooperative. Facilitators from the Malaysian Cooperative College were present as speakers throughout the road show.

2.2.13 Seminar on Introduction to Marine Park Management Plan: The Great Barrier Reef Experience The seminar was facilitated by Dr. Laurence McCook from the Great Barrier Reef Marine Park Authority on the 22nd-24th November 2011 at Maya Hotel, Kuala Lumpur. The seminar was attended by DMPM staff from Putrajaya and State Offices with a purpose to share and exchange experiences on managing marine resources and ecosystem.

2.3 TRAININGS 2.3.1 Best Practices Training for Tourism Operators

The 1st phase training was held in conjuction with the Eco-certification Workshop on:

i. 12th – 13th April 2011 at Grand Continental Hotel, Kuala Terengganu ii. 19th – 20th April 2011 at Peladang Inn, Tioman Island

iii. 4th – 5th May 2011 at Tg Balang, Tinggi Island The training continued as the project proceeds with the 2nd Best Practices Training for CCC members on:

i. 16th July 2011 at Berjaya Tioman Resort ii. 7th October 2011 at Redang Island

Few units of composting bins were distributed among selected participants to start their composting effort at a small scale. The participants showed great enthusiasm throughout the workshops. The consultant also demonstrated the vermi-composting method to reduce organic waste.

2.3.2 Reef Watchers Orientation Course

The course was held on the 12th – 14th June 2011 at Peladang Inn, Tioman Island. This program is an activity from Outcome 5: Enforcement, to train the locals to be the eyes and ears for the Department. 16 locals were trained to use the Global Positioning System (GPS), maps, radio communication procedures and also conducted mock operations at sea, in order to prepare them to assist DMPM in enforcement activities.

2.3.3 Enforcement Training for DMPM Staffs

24 DMPM staffs participated in the enforcement training which was successfully done on the 15th – 18th June 2011 at Peladang Inn, Tioman Island. This 4th series of training aimed to strengthen DMPM enforcement system. Surveillance & enforcement operation was also done during the training.

. 2.3.4 Co-operative Management and Administration Course

The courses were held on: i. 20th – 22nd July 2011 at Peladang Inn, Tioman Island

ii. 26th – 28th July 2011 at Balairaya Kg Baru Redang, Redang Island The cooperatives for all three sites were successfully established in March 2011. This compulsory course was facilitated by Suruhanjaya Koperasi Malaysia to train the Board Members and also the Co-operative Members on the basic management and administration of Co-operatives.

2.3.5 Special Course for Newly Established Cooperatives

The courses were held on: i. 20th – 22nd Sept 2011 at Salang Pusaka Resort, Tioman Island

ii. 27th – 29th Sept 2011 at Balairaya Kg Baru Redang, Redang Island

This course was organised specifically for newly established co-operative with facilitation by Suruhanjaya Koperasi Malaysia. Co-operative members were trained on day-to-day management and administration of co-operative.

2.3.6 Nature Guide Course (Level 2) The course was jointly organised by the Department of Wildlife and National Park (DWNP) and DMPM, UNDP and other relevant agencies from the 18th -27th October 2011 at Tioman Marine Park Centre, Tioman Island, Pahang. 14 locals from the island were trained.

2.3.7 English for Hotel and Hospitality Training The course was held on the 19th – 21st October 2011 at Palm Garden Hotel, Putrajaya for locals of Tioman and Tinggi Island who are involved in the tourism and hospitality industry. 20 participants were given the opportunity to attend the course tailored and conducted by the British Council. The course objective was to improve their level of English communication skills and boost their confidence level to interact with foreigners.

2.3.8 MPMIS Training and 2nd User Requirements Study

The trainings were held on: i. 24th Oct 2011 at DMPM Terengganu

ii. 31st Oct 2011 at DMPM Pahang iii. 1st Nov 2011 at DMPM Johor

The trainings were done for DMPM staff at state level to familiarize them with the system and also to gather feedback on improvements needed before the Final User Acceptance Test (UAT).

2.3.9 Management of Annual General Meeting for Cooperatives (IDC 314) Course The course was held in Tioman Island on 28th – 30th Oct 2011 for Tioman and Tinggi Island Cooperative members. This course was facilitated by the Malaysian Cooperative College specifically for members to learn on how to conduct an annual general meeting.

2.4 MONITORINGS 2.4.1 Marine and River Water Quality Sampling

Following the water quality sampling & interpretation of data training which was held in March 2011, the Department has started the water quality sampling (Phase 1) on:

i. 25th – 26th April 2011 at Tioman Marine Park ii. 23rd – 24th May 2011 at Labuan Marine Park and Payar Marine Park

iii. 6th – 7th June 2011 at Terengganu Marine Park iv. 22nd – 24th June 2011 at Johor Marine Park

The Department continued the water quality sampling activities (Phase 2 &3) on:

i. 5th – 6th July 2011 at Kedah Marine Park ii. 9th July 2011 at Labuan Marine Park

It is hoped that this activity will be continued in the following years as monitoring is a very important tool in environmental health monitoring and contributed the effective marine park management.

4.0 PROJECT MANAGEMENT ACTIVITIES 4.1 Project Review Committee (PRC) Meetings

PRC carries out regular monitoring of Project activities. The PRC meets on a monthly or bi-monthly basis and is chaired by the National Project Director. The PRC will closely monitor the Project staffs and consultants in the implementation of the Project’s activities and ensure that related activities remain directed towards the Project’s goal, objective and outcomes.

4.2 Project Quarterly Operational Reports (QPR)

QOR, which is prepared by Project Management Unit, details the activities conducted in the reported quarter. This report is submitted to the UNDP Programme Manager at the end of each quarter. Programme Manager will then prepare a summary to be sent to UNDP Regional Office in Bangkok.

4.3 Other Meetings/Seminar/Workshop 4.3.1 Audit Entrance Meeting

The meeting was held on the 11th April 2011. NPD briefly explained the project framework and consultants’ progress to the auditors. The scope of audit was also explained by UNDP Country Office. The exit meeting was tentatively scheduled on 12th May 2011.

4.3.2 Resident Representative Site Visit

The project was very fortunate to receive a visit from Mr Kamal Malhotra, Resident Representative of the United Nations Development Programme (UNDP) for Malaysia, Singapore and Brunei Darussalam on 24th – 25th April 2011. Besides visiting the Tioman Marine Park Centre, Mr Kamal Malhotra also met the CCC representatives of Tioman Island.

4.3.3 Audit Exit Meeting

The Audit exit meeting was held on the 23rd May 2011. The auditors informed that the Project was unqualified. They also presented their audit observations to notify

issues and recommendations that need to be addressed by the Project and also the UNDP Country Office.

4.3.4 UNDP/GEF Tracking Tool Workshop with DMPM

The workshop was held on the 13th July 2011 at PICC. The workshop was organised to discuss and gather information from the Department, in order to complete the Tracking Tool in the APR and PIR. 11 DMPM staff were involved in this workshop.

4.3.5 UNDP Associate Administrator Site Visit

Tioman Island was again very fortunate to be selected by the Country Office as host for Ms Rebeca Grynspan’s site visit on the 16th July 2011. Ms Grynspan is the UN Under-Secretary-General and UNDP Associate Administrator. Besides visiting the Tioman Marine Park Centre, Ms Grynspan also met the CCC representatives of Tioman Island.

4.3.6 Meeting with Sarawak Planning Unit (SPU)

Meeting with Sarawak Planning Unit (SPU) was held on the 18th and 19th October 2011 at Wisma Bapa Malaysia, Kuching Sarawak. The purpose of the meeting was to share information and experience in managing natural resources and ecosystem between various agencies in Malaysia. The meeting ended with a half-day trip to Talang-Satang National Park in Sematan organised by the Sarawak Forestry Department.

4.3.7 Meeting to Discuss Project Progress and Status

The meeting with consultants and UPUM was held on the 3rd November 2011 to discuss project progress and resolve pending issues especially on the Output 1.01 and 1.02. NPD urged UPUM as the consultant management unit to resolve all issues to expedite the shortcoming in a timely manner and was agreed upon by all.
