The Raisina Dialogue is India’s flagship conference
engaging with geopolitics and geo-economics. It is
designed to explore and examine the prospects and
opportunities for Asian integration as well as Asia’s
integration with the larger world. It is predicated on In-
dia’s vital role in the Indian Ocean Region and how India
along with its partners in the region and beyond can
build a stable and prosperous world order.
The 2016 conclave will focus on Asia’s physical, eco-
nomic, human and digital connectivity and will attempt
to discover opportunities and challenges for the region
to manage its common spaces, as well as the global
partnerships needed to develop common pathways in
this century.
This two-day annual conference is structured as a
multi-stakeholder, cross-sectoral conclave involving
policy and decision makers, including cabinet ministers
from various governments, high-level government offi-
cials and policy practitioners, leading personalities from
business and industry, and members of the strategic
community, media and academia.
The inaugural dialogue will be hosted between March
1st and 3rd this year in New Delhi and will witness
participation of more than 100 speakers from over 35
countries.

Message
II convey my best wishes on the inaugural round of the Raisina Dialogue. Many important
leaders and strategic thinkers from over 40 countries are visiting India for this Dialogue. I
would like to welcome them on behalf of the Government and the people of India.
The Raisina Dialogue is a joint initiative of the Ministry of External Affairs and the Observer
Research Foundation. Our objective is to create a forum in India where noted diplomatic
thinkers and experienced practitioners can meet every year to discuss the pressing issues
of the day.
As globalisation binds the Indian society and economy ever more tightly to its external
environment, our growth and progress will depend critically on what happens in other parts
of the world. In turn, the world will also be impacted significantly by developments in our
country, especially as India emerges as one of the major global centres.
One of the key manifestations of this more interdependent world is the emergence of
greater connectivity. The challenge of its creation in Asia has to take into account a compli-
cated mix of opportunities and uncertainties. By focusing on international trends and devel-
opments from an Indian perspective, the Raisina Dialogue can help us all understand this
evolving dynamic and benefit from it.
I am confident that the deliberations of the Raisina Dialogue will contribute to our policies
and practices over the course of the year. I look forward to the Dialogue and expect its con-
clusions to reflect the collective wisdom of all its participants.

Message by Foreign Secretary of India
The need for an Indian platform that brings together diplomatic scholars and practi-
tioners to take stock of strategic trends has been felt for some time. The Raisina
Dialogue is part of one of our endeavours to fill this gap. The association of the Min-
istry of External Affairs with this initiative is also in keeping with our approach in recent times
to seek wider inputs for our policy making. This, in turn, reflects more confidence in India’s
engagement with the world, which has manifested itself in many ways since 2014.
A recent characteristic of our foreign policy has been its focus on promoting domestic
development and modernisation by engaging foreign partners. Among its major priorities
is the shaping of Asian connectivity, an exercise as important for economic efficiency as
political influence. The absence of a settled security architecture makes this endeavour even
more challenging. The threat of disruptions is paradoxically rising even as new outlines of
cooperation form. This increasingly complex task requires exchange of views as it does bal-
ancing of interests. Consequently, it is a particularly relevant theme for broad deliberations
on a shared objective.
India is today responsive to the expectation in the region and beyond that it would partic-
ipate constructively in the key global debates and help shape their outcomes. The nature of
connectivity in Asia surely ranks high in that regard. We are willing to rise to the challenge,
but can undeniably benefit from the counsel and advice of friends and well-wishers. I see
the Raisina Dialogue emerging as one of the forums for aggregating these perspectives and
inputs for guiding our thoughts and actions.
I would like to convey my appreciation to the Observer Research Foundation, which has
shouldered the responsibility for organising the Dialogue. I would also like to extend a warm
welcome to the participants of the Raisina Dialogue. I look forward to participating and ben-
efitting from its proceedings.

It is my pleasure and privilege to welcome distin-
guished leaders, important thinkers, practitioners and
aca-demics, many of whom have travelled great dis-
tances to join us, to the inaugural Raisina Dialogue, a
joint initiative of the Ministry of External Affairs (MEA)
and the Observer Research Foundation (ORF).
Multiple sessions over the next three days at The Rai-
sina Dialogue hope to create a new global platform that
allows for the expression of multiple views, analyses and
perspectives on the region and the world. In the process
we strive to initiate conversations that cradle new ideas,
those that will indeed guide the politi-cal and economic
evolution of Asia and its partners in the years ahead.
The fact that this platform is based in New Delhi is
testimony to the new realisation in this country that it
must demonstrate leadership in both thought and ac-
tion. New narratives must be shaped by those with the
greatest stake in the future. Asia will and must chart its
direction for the decades ahead and key stakehold-ers
in Asia must be engaged.
India is recognised as the land of diversity and ORF,
therefore, believes that India’s development choices, exter-
nal engagements and global role will be shaped by diverse
impetuses from within and outside. There-fore, there is a
need to exchange ideas and expand the bandwidth of its
communications with the region and with the world.
All actors, be they governments, trans-national organ-
isations, academics, or civil society, have a significant
role in the processes that seek to manage the world we
inhabit. This platform seeks to provide the right space
and right environs for this endeavour by encouraging
cross-sectoral, regional and truly global dis-cussions
on pressing issues of our times. It also allows India and
the region to benefit from the immense global talent pool
and ideas that are an imperative for responding to the
complex challenges around us.
This forum has been in the planning for a couple of
years and under the leadership of the External Affairs
Minister and Foreign Secretary of India, we have been
able to move from decision to implementation in less
than 60 days. I am extremely grateful to the team at the
MEA for making this possible.
Going forward, we at ORF are committed to ensur-
ing that The Raisina Dialogue transcends its geography
and becomes a platform that is owned, shaped and cul-
tivated by each of you. Its success will be based on the
contribution of your ideas, the proposal of your creative
solutions and the new pathways we uncover together
toward our common quest for peace, prosperity and eq-
uitable development for all in the 21st cen-tury.
I look forward to interesting conversations, debates
and discussions over the next three days, and most of
all, to the new friendships that will develop through this
platform.

Professor Ali Resul Usul is currently affiliated with the Centre for Strategic Research, Ministry
of Foreign Affairs of the Republic of Turkey. He completed his BA, MA and PhD studies at Bo-
gaziçi University, Department of Political Science and International Relations, Bilkent Univer-
sity, Department of Political Science and the University of Essex, Department of Government,
respectively. One of his books, “Democracy in Turkey: The Impact of EU Political Conditionality”,
was published by Routledge in 2011.

around the world. Ali Aslan holds a Master of International Affairs from Columbia University’s
School of International and Public Affairs, and a Masters in Journalism from the Columbia Uni-
versity Graduate School of Journalism. He received his Bachelor of Science in Foreign Service
from Georgetown University.
Manuella Appiah
Researcher, The Hague Institute for Global Justice, Netherlands
Manuella joined The Hague Institute for Global Justice as a researcher in February 2012.
Her field of expertise includes international human rights law, European competition law and
international trade law. She was born in Kumasi, Ghana and in January 2012, she was awarded

Minister of State for External Affairs in the Government of India. During his nearly three-de-
cade long prior career at the United Nations, he served as a peacekeeper, refugee worker, and

President of the 21st Century Public Policy Institute.

Dr. Juita Mohamad is a Senior Analyst in Economics. She obtained her PhD in International
Studies from Waseda University, Tokyo, Japan, and MA in Economics from Shiga University,

Rakesh Sood is a former Indian diplomat, columnist, writer and expert on foreign affairs. He
was appointed then Prime Minister’s Special Envoy for Disarmament and Non-proliferation in
September, 2013. He studied physics at St. Stephen’s College, Delhi and joined the Indian
Foreign Service in July 1976. He has served as India’s Ambassador to Afghanistan and Nepal,
Ambassador and Permanent Representative to the Conference on Disarmament in Geneva.

Admiral Harry B Harris Jr. is Commander, US Pacific Command. Admiral Harris graduated from
the U.S. Naval Academy in 1978. Harris’ graduate education focused on East Asia security.
He attended Harvard’s Kennedy School of Government, Georgetown’s School of Foreign Ser-
vice, and Oxford University. He was a MIT Seminar 21 fellow. Harris was promoted to Admiral
and assumed command of the U.S. Pacific Fleet in October 2013. He was designated as the
Theatre Joint Force Maritime Component Commander. In May 2015, he assumed command
of the U.S. Pacific Command.

Shyam Saran, senior fellow at CPR, is a former foreign secretary and has served as the Prime

tem for Developing Countries. Shyam Saran was awarded the Padma Bhushan in 2011 India’s

Richard Smith is a Nonresident Fellow at the Lowy Institute for International Policy. He joined
the then Department of External Affairs in 1969. He served in the Australian High Commis-
sion, New Delhi (1970-1973), at the Australian Embassy in Tel Aviv (1975-77) and at the
Australian Embassy in Manila (1980-84). He has also served as the Australian Ambassador to
the People’s Republic of China and Republic of Indonesia. Mr Smith was named as an Officer
of the Order of Australia (AO) in the 1998 Australia Day Honours List and was awarded the
Public Service Medal (PSM) ON 17 October 2003.
Vice Admiral AK Singh (Retd),
United Services Institution of India
Vice Admiral AK Singh PVSM, AVSM, NM is a submariner who is also the former Command-
ing-in-Chief Eastern Naval Command. In his previous commands, he has also headed the
country’s only tri-service Andaman and Nicobar command as well as the Coast Guard. He
also commanded the INS Chakra, the former Soviet Charlie-I class SSN, which the Indian navy
leased for three years till 1991 in order to gain operational experience with nuclear powered
submarines.

Akihiko Tanaka is the former President of the Japan International Cooperation Agency (JICA)
and Professor of International Politics at the Institute for Advanced Studies on Asia (IASA),
the University of Tokyo. Professor Tanaka’s specialties include theories of international politics,
contemporary international relations in East Asia, and Japan’s foreign policy. He was Director
of the Institute of Oriental Culture in 2002-2006, Executive Vice President of the University of
Tokyo in 2009-2011, and Vice President there in 2011-2012.

Indrani Bagchi is senior diplomatic editor with The Times of India. She writes news stories;
opinion articles; news features; a blog, “Globespotting”; and a fortnightly column for The Times
of India Crest edition. She covers India, US, China, Pakistan, terrorism, nuclear weapons, and
national security issues, among others. Having graduated from Loreto College, Calcutta Uni-
versity with English honours, Indrani has been a Reuters Fellow at Oxford University. In 2010,
Indrani was awarded the Chang Lin-Tien fellowship by the Asia Foundation to study US-China

Professor Michael Clarke was the Director General of the Royal United Services Institute from

ment at King’s College London (KCL), where he is now also visiting professor of Defence
Studies. He was the founding director of the International Policy Institute at KCL from 2001-
05 and head of the School of Social Science and Public Policy at KCL in 2004-05.

Prior to joining the United Nations University on 1 March 2013, Dr. David Malone served
(2008–2013) as President of Canada’s International Development Research Centre. Dr.
Malone had earlier served as Canada’s Representative to the UN Economic and Social Council
and as Ambassador to the United Nations (1990–1994); President of the International Peace
Academy (now International Peace Institute). He served as Canada’s High Commissioner to
India and non-resident Ambassador to Bhutan and Nepal (2006–2008). .

Dr. Genevieve Connors is the Program Leader for Water and Sustainability in the India Country
Program of the World Bank. She is based in New Delhi, where she currently works in the office
of the Country Director on new operations and analytical work in several sectors, including
water, environment, agriculture and irrigation, rural development, disaster management and cli-
mate change. Previously, for two years, she supervised implementation of the National Ganga
River Basin Project, the $1 billion loan to the Government of India to support cleaning of the
Ganga River, primarily in cities in the five states of the mainstem.

projects across the country. Prior to founding ReNew Power, Sumant held top management
positions at some of India’s largest conglomerates. He was the CFO at the Aditya Birla Group
and the Founder CEO of Aditya Birla Retail.

Manpreet Singh Anand serves as the Deputy Assistant Secretary in the Bureau of South and
