Subject: Complaint against IAS officers posted as Chief Executive, Haryana Khadi and VI Board

Sir,

Kindly refer to all papers attached here with for your kind information and it is humbly submitted that:

1. Naresh Kadyan is a most competent and qualified Technical Supervisor (Leather), Haryana Khadi andVillage Industries Board, Panchkula. He is a M.A along with PG Diploma in Journalism and MassCommunication, Diploma in Footwear Technology, Advance Course in Footwear Technology withDistinction.

2. He had been in charge of seven offices including DKVIO at Faridabad, Palwal, Gurgaon, Mewat,Rewari and Mahendergarh along with Faridabad Consignment Agency, his work was outstanding andappreciated by the District Administration along with the clients up to March, 2013. During his thistenure, he has recovered outstanding defaulter amount and margin money from the defaulters.

3. The Govt. of Haryana nominated Naresh Kadyan, as Member of the State Committee for SlaughterHouses, Department of Urban and Local Bodies as per Honble Supreme Court orders, as Member, hisobservations were appreciated by the said committee.

4. We are shocked to know that senior IAS officers twisted the facts and misguided Honble ChiefMinister of Haryanas office, while responding to the orders passed by him about cancellation of transf erof Naresh Kadyan from Faridabad to Panchkula and we came to know about these facts during

Departmental Inquiry, which was held on February 12, 2014 at Haryana Khadi and Village IndustriesBoard office at Panchkula, hence we strongly opposed the baseless and biased facts placed on records byhis seniors IAS officers because Naresh Kadyan successfully handled seven offices and he was nominated

by the Govt. of Haryana, as Member of the State Committee for Slaughter Houses. As per informationreceived during Inquiry para 3 of the PS Industries proposal dated 8-4-2013 was not disclosed and his

proposal and observations were based on baseless, biased and half backed information's, which were nottrue and placed on record to get favour from the CM office, to place Naresh Kadyan under suspension onthe basis of baseless charge sheet.

5. Naresh Kadyan two annual increments were stopped on the basis of the baseless charge sheets andsame orders stateside by the Honble Chairman of the Haryana Khadi and VI Boar d, where as annualincrement, which was due as on 1-7-2013 not yet granted to him, when he has submitted his joining

report on May 2, 2013 at Head office, Panchkula then why it was not accepted yet?

6. On the basis of our complaint, against Shri Yudhvir Singh Malik, IAS posted as Principal Secretary tothe Govt. of Haryana, Department of Industries, same was forwarded to the Chief Secretary to Govt. ofHaryana for further action. Again it is humbly requested to please transfer Shri Malik from his present

position for transparent, fair inquiry and natural justice.

7. The CE of Haryana KVIB signed MoU, agreements with the suppliers, to execute the orders for supplyagainst 5% service charges, to generate extra income and funds to the Board. The CE of Haryana KVIBfailed to perform his official duties, when he received any report from the State Vigilance Bureau aboutsub standard materials supplied by the registered suppliers, violating the terms and conditions of theagreements, the CE have to ask Naresh Kadyan to explain his position, side by side he must have issuenotice to the suppliers for replacement, reimburse the excess payment but not performing his duties, hehas issued charge sheet to Naresh Kadyan quoting instructions dated 16-11-2007, where as supply orderswere executed on 27-2-2007, all regular replies of Naresh Kadyan were not properly examined by him,RTI reply cleared that no report, information's were received from the purchaser, about supply of substandard materials. It would be pertinent to mention here that the purchaser Department hold guilty thenDEEO, Gurgaon and imposed excess payment on her, recovered as well, at this stage, no loss to theGovernment involved, where as Haryana KVIB earned 5% as service charges, income, generate funds forthe Board, Faridabad Police zero FIR and charge sheet of the SVB, Rohtak along with the office ordersissued by the Education Department may kindly be viewed, which are self explanatory, hence the chargesheet, in question issued to Naresh Kadyan stands infractuas, un constitutional and not maintainable,needs to be stateside at once, his suspension orders were also illegal and he should be reinstated withapology with immediate effect.

8. It is humbly requested to please depute some senior officer, sitting Judge of the High Court or CBI toinquire the facts against Shri Yudhvir Singh Malik, IAS along with IAS officers posted as CE of theHaryana KVIB for their double standards, natural justice and service benefits may kindly be given to

Naresh Kadyan, where as CEs upgraded many post illegally, with out any competency, following therules and regulations, such as Demonstrator (Electronics) to DO (VI), Demonstrator (Leather), anotherone Clark, who is holding In charge position at Consignment Agency to TS,where as his senior Clerk

posted under him, Establishment Officer and Secretary from the SO (L&R), TS (L) posted at Head officeand TS (HMP) left as DKVIO etc.

9. Keeping in view, all points above, Naresh Kadyan may kindly be allowed, to submit his application forvoluntary retirement due to injustice because he and his family does not want to face un necessaryharassment and mental torture any more further by IAS officers, posted as CE of the Haryana KVIB, it ishumbly requested to please release all his service benefits to him with in 30 days, drop all three baselessand biased charge sheets, where as two charge sheets were issued on the same grounds and two differentInquiry officers were deputed, special agenda was passed, to spoil Naresh Kadyan career. In past baselessFIR was lodged against Naresh Kadyan during Chautala led Govt. in Haryana and he was acquitted afterlong trials in Faridabad being innocent.
