CASE STUDY

Introduction

NCIC, under its mandate of ensuring

that all Contractors, Consultants,

Material Manufacturers and

Suppliers and all stakeholders

in the Construction Industry are

operating within the governing

rules as stipulated in the National

Construction Industry Act (NCI Act)

as well as Codes of Ethics (2009)

registers these firms and ensures than

they are adhering to standards and

ethics. The registration, certification,

re-registration and audits had since

been done through the sitting of a

board quarterly. This system meant

that firms had to wait a long time

for them to start operating, and

Our approach

UMT’s approach involved

understanding NCIC’s old system of

registering, renewing and upgrading

of construction companies. We

combed through hundreds of files to

find a way to integrate the existing

processes into the new system

The Solution

We developed a web based management

system through which registration

officers are able to input new registration

records, and authorization is done

hierarchichally by multiple authorization

officers at diferent levels and lastly

the Board members. We baked a lot

of security features into the system,

including OTP, audit trails, multiple

authorization levels etc.

To speed up the process of collaboration,

we developed an Android app which

allow users to view registration records,

add their comments and authorize/

unauthorize them.

We then engaged the client through

multiple meetings, collecting as

much information as possible on

what they invisaged the system in

terms of functionality and design.

Lastly, we researched existing

implementations, suggesting

features that would add value to

the purposed system.

collaboration was also slow and

difficult to track.

As such, the Council decided to

have a system developed which

would handle all functionalities

of registering, de-registering, re-

registering, class upgrades/degrades

and other functions pertaining to

keeping an up-to-date record of all

firms working in the construction

sector in the country.

Unik Multimedia technologies was

tasked to develop a web based

system and an app to fulfil these

objectives.

The impact

With the system in place, NCIC was

able to see:

NCIC also saw reduction of costs

which they incurred as a result of the

need to convene the board every time

they needed to authorize a batch of

registrations. This process is now fully

automated.

After helping them digitize their existing

records, they were able to declutter

the registration office and are now

able to quickly find records through

the system, which they found hard

before the registration process was

automated.

improve service delivery, maximize

efficiency, reduce costs and increase

revenue collection

The automation process ties in very well with

the mission of the council in ensuring excel-

lence in service delivery. We used to have a lot

of documents; the handling of these was very
