Vitrociset designs, develops and manages systems and services in which quality and safetyare combined with the highest standards of reliability and innovation. In addition, the Companyprovides public administrations, government agencies, international organizations and privatefirms with leading-edge technical solutions designed for both military and civil applications.

Vitrociset was formed in 1992 from the merger of two Italian Companies, Ciset and Vitroselenia:the former mainly operating in the civil sector and the latter in the military one.Both Companies already had a specific thirty-year experience in the design and developmentof complex electronics and information-technology systems.

Vitrociset’s activity encompasses specialized technical services for high-level performancesystems in the fields of Air Traffic Management, Command and Control, Integrated Logisticsfor military and civil applications, Space Control and Launching Sites, Telecommunications,Logistics Information systems, Logical and Physical Security, Environmental Monitoring andInfo-mobility.

Experience and skills in development of complex systems havebeen instrumental for Vitrociset to partner for over forty yearswith governmental bodies in the defence sector.

Vitrociset provides the Italian Ministry of Defence with pro-ducts and services specifically developed to meet technical,operational, logistics and administrative requirements that arepeculiar to all Armed Forces. Among its major customers, it is worth mentioning: the ItalianAir Force, Italian Army, Nato Agencies (Namsa, Netma, NC3A),Royal Saudi Air Force and Eurofighter Consortium.

Over the recent decades, Vitrociset has gained experience andskills in this segment by supplying turn-key system engineeringand logistics services for weapons systems (i.e., aircraft, mis-siles, radars, etc.), Command & Control systems as well as te-lecommunications and IT systems, by also providing fullmanagement support for complex “mission-critical” systems,even in partnership with customers.

Vitrociset provides Armed Forces with technical support andmaintenance in all of the Air Defence and ATC radar sites aswell as for air navigation aids and missile systems. For this pur-pose, Vitrociset also produces ground support systems and testequipment.

Furthermore Vitrociset, along with SELEX-SI, formed theS3LOG consortium that puts itself in as the outstanding Ita-lian leader in the provision of info-logistics systems and servi-ces for defence, able to compete with the major internationalplayers in this segment.

Fire Test Range at Salto di Quirra (PISQ)The Fire Test Range at Salto di Quirra (PISQ), Sardinia, Italy, isone of the major, largest fully equipped experimental and testareas existing worldwide and was so devised as to be used byItalian and foreign armed forces, as well as by civil industrialparties, for training purposes and experimental trials on suchcutting-edge, complex weapon systems as military aircraft inaddition to missile, electronic warfare and armament systems. For several decades Vitrociset, as a Global Service provider, hasalways made a valuable contribution to the full operation ofthe PISQ by dedicating part of its technical-logistics organiza-tion to keep most systems running and conduct all operationalactivities with due observance of the stringent service level re-quirements of the Ministry of Defence.In addition, Vitrociset has also been in charge of the continuingupgrade of the PISQ, by integrating new sensors and more andmore sophisticated command and control systems within thetest range area. To this end, since the beginning, Vitrociset hasseamlessly provided engineering support services - intendedto reduce time while making feasibility studies of new experi-mental activities and/or pre-arrangements and upgrade ope-rations – always catering for all aspects of security, safety andexcellence in results.

SILEF – Logistcs Information System for the Italian Air ForceFor over 20 years, Vitrociset has been developing and suppor-ting Logistics Information Systems for Armed Forces, whichare based on increasingly sophisticated technologies and con-cepts for the control of the full “Supply Chain” of weapon sy-stems and ordinary materials.In this regard, the NETMA (Nato Eurofighter and Tornado Ma-nagement Agency) entrusted Vitrociset with the developmentand management of SiLEF on behalf of the Italian Air Force. The application of SiLEF (logistics information system), origi-nated for EuroFighter Typhoon aircraft, has gradually been ex-tended to all of the remaining aircraft of the Italian air fleet(Tornado, AMX, C130J, etc.) and now also includes ground sy-stems and such ordinary materials as uniforms, lubricants, etc.SiLEF is based on advanced technologies and is so devised asto keep under control the dynamic configuration of each wea-pon system - the latter being a key element for some otherfunctionalities including maintenance management, material

handling and industrial accounting for any organizations or costcentres – so as to allow for early reckoning and final accountsof the management costs for each flight line.Although SiLEF was originally developed for military applica-tions, it can now be used in the civil sector as well, for the ma-nagement of complex systems such as ships, trains, vehiclesetc. In so doing, management costs may remarkably be redu-ced throughout the systems lifecycle.

ATC Training Simulator - Italian Air Force On behalf of the RACSA Unit (Airspace Control Training Unit) ofthe Italian Air Force situated in Pratica di Mare base, nearRome, Vitrociset has developed an innovative simulation sy-stem for the training of air traffic controllers. The system may concurrently simulate several operational si-tuations in an integrated fashion. In particular, route control,approach control, tower control and precision landing functions(i.e. GCA, Ground Controller Approach) may simultaneously beperformed in the same scenario.The trainee air traffic controller working in the control toweroperates in an immersive 360° virtual-reality environment.Around the trainee, a 3D virtual scenario of an airfield is seam-lessly and uniformly developed in order to accurately reproducewhat a controller normally sees from a real control tower.The simulator is intended to reproduce unconventional, com-plex scenarios such as aircraft breakdowns or fires, SAR proce-dures, or adverse weather and visibility conditions.

IMBTS (Improved Missile BIT test Set) – Armed Forces usingAMRAAM missile.The IMBTS is the portable test system designed and producedby Raytheon and Vitrociset as a support tool for AMRAAM mis-sile.It is an unprecedented portable test set performing both 3 and5 sec BIT tests for all of the current missile configurations (B, C5and C7).The IMBTS is useable for field tests (flight line) and/or first-level maintenance services at workshops.The system is certified by RAYTHEON for use with AMRAAMmissile.

RDMS – Reference Data Management System(Eurofighter Consortium)As Main Contractor of an International Consortium formed byEADS-CASA, HP (Former EDS UK) and DataWarehouse, Vitro-ciset was selected by the Eurofighter Consortium for the deve-

lopment, implementation and maintenance of the configura-tion data management system for Eurofighter aircraft, termedReference Data Management System (RDMS).The Eurofighter Consortium is composed of the EFA (Eurofi-ghter aircraft) development and production contractors, morespecifically: BAES (UK), EADS-GE (Germany), EADS-CASA(Spain) and ALENIA AERONAUTICA (Italy).

EPS – CADPS – NETMA Agency (Italy, UK, Germany and Spain)Vitrociset has developed the EPS - CADPS system i.e. the NET-MA’s (Nato Eurofighter and Tornado Management Agency) cen-tral procurement information system, designed to befit specificrequirements for the “procurement” (Material ProcurementManagement) of logistics support.EPS - CADPS is used by Italy, UK, Germany and Spain for Tor-nado and Eurofighter 2000 (Typhoon) aircraft.

Meteorology SystemsMeteorological systems for air navigation are designed to pro-vide support to Air Traffic Control services in the form of upda-ted meteorological information so as to prevent any dangeroussituations during aircraft takeoff, navigation and landing.By boasting a long-standing technical experience in aeronauti-cal meteorology - gained as a privileged supplier to the Meteo-rology and Climatology National Centre of the Italian Air Force- Vitrociset plays a leading role in the supply of ground, air andsatellite data acquisition systems and networks as well as ofapplication software.Its proven know-how in the development, integration, instal-lation and maintenance of weather systems, puts Vitrociset ina position to provide, in this segment, turn-key solutions forany airport infrastructure.Vitrociset offers a wide range of scalable software products formeteorological data acquisition, validation, processing, pre-sentation and filing. These products are easily configurable,thus making data acquisition possible from whether state-of-the-art or old-generation weather sensors and legacy systems.Vitrociset’s systems are typically supplied together with a wea-ther-sensor array (infrastructure) of the types available fromthe major sensor vendors worldwide; Vitrociset, however pro-vides support for the integration of its products in any legacyweather-sensor array as well.Vitrociset’s proposed solutions also envisage the implemen-tation of fixed, transportable and field automatic weather sy-stems.

National security compulsorily requires the adoption of crime-fighting tools intended for the utmost protection of people,homeland and infrastructures against criminal acts and terro-rist attacks, as well as for a better coordination among PoliceForces. To this end Vitrociset sharing the targets of such mission, ac-tively cooperates with Public Institutions in the study, design,development, management and evolution of most reliable so-lutions meeting drastic security and cost reduction require-ments. Vitrociset has gained long-standing, high-level skills and ex-perience in the design and development of systems for the sur-veillance, integration and management of collecteddata/information, electronic imaging management, real-timeintrusion prevention, support for investigation of suspect ordangerous characters, as well as of monitoring systems for mi-gration flows and “virtual border” security systems for the Ita-lian airspaceVitrociset, has become an important partner of the Italian Mi-nistry of the Interior with projects for the control of migrationflows by air and sea, and has extended its activity in the sectorof Citizens’ Security by completing the conclusion of PON con-tracts (2000 to 2006) on the “Inter-police National Multi-ser-vice Broadband Network”. Vitrociset’s security offer covers all ofthe areas associated with the telecommunications sector. TheInter-police Network, developed and managed by Vitrociset,provides the full national territory with voice, data and imagetransmission services for all Italian police corps (Polizia di Stato,Carabinieri and Guardia di Finanza). Vitrociset is also active in Citizens’ Security as well as in MajorInfrastructures with advanced technical solutions for land sur-vey and control by means of Video-surveillance systems andOperations Control Rooms integrating diverse technologicalplatforms, various components and transmission systems suchas: cameras and monitoring/control sensors; intrusion detec-tion systems; access control systems; wireless or fibre connec-tion networks, depending on the conditions of theenvironment; application and management software.Vitrociset develops solutions befitting various requirements,such as the defence of precincts, public urban safety, land con-trol or critical-area control, and security of high quality, reliablenetworks able to be used for communication and environmentmonitoring services as well.

Inter-Police NetworkThe Inter-police Network is actually composed of three net-works - functionally and, to some extent, physically separated– which provide the full national territory with voice, data andimage transmission services for all Italian police corps (Poliziadi Stato, Carabinieri and Guardia di Finanza). The structure of active network elements is based on a speci-fic architecture - developed to maximize service continuity andreliability as well as optimize traffic volume - and the use ofvarious types of transmission facilities such as radio links, ca-bles, fibre optics, etc.Today target-oriented analysis and design activities are beingconducted on Inter-Police communication network to improveand increase its capacity, through an extensive use of fibreoptic carriers. In fact optical carrier transmission represents akey element in the “engine” of networking evolution and hasentailed, and certainly will still do, a considerable growth ofrouting systems for a significant increase of processing andbroadband link-interfacing capacity. Another key element in the networking evolution process is theconveyance of all of transmission services on IP (Internet-networking Protocol), used for voice and image data transmis-sion.The third main line of the Inter-Police network evolution pro-cess is the provision of secure wireless mobility to the servicenetworking. In so doing, Police Forces’ operations and, conse-quently, territory control capacity are significantly increased.

SITA (Computerized Mapping and Control System for Envi-ronmental Protection) – “Carabinieri” Police ForceIn the important, more and more critical area of Environmen-tal Protection, Vitrociset has developed, on behalf of the Cara-binieri Force’s General Headquarters, a computerized systemfor territory screening and control.

SITA is a complex-technology tool befitting such requirementsas:• methodical control of ecological system conditions andevolution;

• effective coordination of the activities of all authorities and institutions responsible for the safeguard and protection of natural heritage;

• accurate and punctual territory and rural areas controls - to be effected by law enforcement authorities - to improve crime-fighting capacity in sectors such as: solid and toxic

waste treatment, water and air pollution, illegal building as well as the damaging of ecological (fires) and archaeological (grave robbing) heritage.

At present, the project only concerns southern Italian regions(Basilicata, Campania, Calabria, Apulia, Sardinia and Sicily)which are included in the Objective 1 of the 2000-2006 Natio-nal Operations Security Plan for the development of “Mezzo-giorno d’Italia” (South of Italy) but, in the near future, it willextended to the entire national territory.Through territorial/investigative data acquisition and proces-sing, the system enables continuous land survey operationsand remote access to environmental data, thus being develo-ped a multi-media Environment Database, always updated bynew data entries and information. SITA system and methodologies will be even expanded by theproject that Vitrociset is developing on behalf of the Ministry ofthe Environment for the monitoring of environmental crimeimpact on the risk of soil erosion (i.e. the Objective 1.3 for theenvironmental protection, which is part of the 2007 to 2013 Na-tional Operations Security Plan, the programme jointly finan-ced with European funds and under managementresponsibility of the Ministry of Interior.The project is intended to determine and limit the effects ofany violation of environmental regulations, with special refe-rence to crimes impacting on the risk of hydraulic issues withinthe four south Italian regions (Campania, Apulia, Calabria andSicily) included in the “convergence” Objective. With the use of laser-scanning techniques, remote sensingoperations by way of aircraft will provide new digital terrain andsurface models for accurate and reliable topographic mappingof in-country areas subject to soil erosion and hazardous to in-habitants.To this end, those technologies and functions of cartographicsystem Network, that the Ministry of the Environment has al-ready provided to numbers of local governments, will also beextended to regional environmental protection agencies(ARPAs).Possible evolutions of SITA project also include its applicationin the control of waste disposal emergencies.

Video Surveillance system for the Municipality of Naples –Ministry of InteriorOn behalf of the Ministry of Interior, Vitrociset has developedfor the Municipality of Naples a video surveillance system forcar, motorbike and moped plate recognition, integrated withvehicle control/tracking TVCC and real-time equipment for lawenforcement purposes.

In so doing, Vitrociset has provided Police Forces in charge ofguarding urban areas with a land control and screening tool forthe acquisition of sensitive information to be used for preven-tive and investigation monitoring purposes.To this end, Vitrociset has implemented a “best in class” solu-tion characterized by:

• use of innovative technologies such as CCTV systems, for real time acquisition of land data and images (e.g. car plate) and their cataloguing and handling by Officers in charge of coordinating Police Forces’ activities;

• high reliability and 24-hour operation for acquisition ofphotos and videotapes;

• high scalability in view of the forthcoming full coverage of municipal and peripheral areas;

• containment of management and TCO (Total Cost of Ownership) costs by the adoption of radio technologies (i.e. mobile WiMax).

It isthe company’s aim to help Government, Institutions and publicstructures be protagonists in change and modernization. Nu-merous institutional bodies, at both the central and the territo-rial levels, have chosen Vitrociset as a partner and supplier.

Full-IP and IP-Enabled technology telephone systemsThe Public Administration is making a significant effort to renewthe technological infrastructure supporting its institutional acti-vities. Particular attention is being paid to Information & Com-munication Technology and to the renewal of the informationexchange processes, both those within the P.A. and those takingplace among the P.A., the citizens and businesses. Vitrociset designs,sets up, and manages multifunction private telephone networks thatoffer immediate functional advantages for Administrations, suitablefor ensuring the evolution of the technologies and the migration ofthe solutions toward increasingly evolved IP services, integrated intothe transmission and switching technologies, as indicated by themost recent regulatory policies.

Web TV – Chamber of Deputies To promote citizen participation in democratic life, the Chamber ofDeputies has focused on an innovative system for access via Internet,both live and “on demand”, to audio and video contents generated byits various activities. The solution is the Web TV created by Vitroci-set, which permits the consultation of detailed documents at thesame time as the specific related video contents viewed (such as, forexample, the transcription of the speeches during the Chamber’ssessions “on the air”); the simultaneous viewing, in a multivideo ma-trix, of both the live broadcasts of the Parliamentary activitiesof the Chamber of Deputies and archival footage and the con-sultation of the past, present, and future TV Guide, organized ac-cording to the same thematic categories making up the portal’sstructure. It is an interface that is extremely intuitive and easy to use.

e-HealthFor the Region of Campania, Vitrociset created the Single Integrated

Reservation Centre (Centro Unico di Prenotazione Integrato) of theRegional Health Services (CUReP) which, through mechanisms of in-tegration and sharing of IT systems, makes the full range of heal-thcare services accessible and available to the various types of usersin a secure and unified manner. For the “Roma D” Local Health Ser-vice, Vitrociset produced the Electronic Healthcare File (Fascicolo Sa-nitario Elettronico - F.S.E.), the collection of health-related andsocial-medical information and documents generated by past andpresent clinical events, concerning a particular patient. The FSE wascreated as a support for prevention, diagnosis, treatment and reha-bilitation, study and scientific research in the medical, biomedical,and epidemiological fields, and the planning, management, moni-toring and evaluation of healthcare.

WiFi connection – City of VeniceThe Venetian Municipal Administration decided to provide connec-tivity for resident Venetian citizens, workers, and the millions of tou-rists who visit the lagoon city every year, in order to enable access tothe services which will be made available to them over the comingmonths and years. This has been accomplished thanks to hundredsof hot spots installed in the most strategic locations and most signi-ficant squares. The project was an innovative initiative for Venice andcertainly for Vitrociset, since no other WIFI network of such a sizeexists anywhere else in either Italy or the world. The “CittadinanzaDigitale” (Digital Citizenry) project was a great challenge for the digi-talization of the lagoon city. It was a modernization process which, inthe near future, will lead to Internet coverage for the entire city of Ve-nice and for Mestre.

MIADRA – Monitoring of the environmental impact fromenvironmental crimesThe Information System for the monitoring of the environmentalimpact from environmental crimes, framed within the projects fallingwithin the 2007/2013 National Support Framework – PON (NationalOperational Program)-Safety, supports the activities of the Ministryof the Environment and Defence of the Territory and the Sea in fi-ghting all forms of environment-related crime through a constantmonitoring of the territory and water resources.In fact, the general aims the Administration intends to pursue are

those of: implementing systems and methodologies for fighting,identifying and eliminating the effects of crimes committed againstthe environment and more specifically those related to flood risks;obtaining an informative overview to be made available to those cal-led upon to plan restoration operations on the basis of the situationsof greatest risk for citizens; lastly, being able to begin, as quickly aspossible, the systematic monitoring of the territory in order to fightthis kind of crime.In this framework Vitrociset, which has been operating for years inthe sector of solutions and infrastructure for the environment, pro-duces the information system; provides tools for territorial analysiswhich, alongside the horizontal functions typical of geographic in-formation systems (GIS), make it possible to have a series of speci-fic functions enabling the use of procedures for the assessment offlood danger scenarios, with particular reference to those caused byman-made interferences stemming from environmental crimes; of-fers innovative solutions for non-invasive video surveillance. Usingsuch systems, the NOE (Ecological Operations Unit of the Carabinieri)operators can, on the one hand, carry out their investigation, pre-vention, repression of the cases of environmental crimes against theterritory more effectively and, on the other, provide other organiza-tions and agencies – first and foremost the ARPA (Regional Envi-ronmental Protection Agencies) – with information useful forupdating the panorama of the chief flood risk situations caused byenvironmental crimes, providing a detailed overview and an analysisof the situations at highest risk, in order to identify the operations tobe carried out on the most dangerous situations.

SIDAT/SIGRAAP – Information System of the TavoliereFood District and for the Management of Agricultural Wa-stes under the Policy Agreement The Tavoliere Area Territorial Integrated Plan (PIT) pursues the deve-lopment and innovation of the rural and agro-food economy withinthe territorial framework of the Province of Foggia. Among the ac-tions developed by the PIT, Vitrociset created the SIDAT – Informa-tion System of the Tavoliere Food District – supporting the supplychain traceability, and the SIGRAAP – Information System for theManagement of Agricultural Wastes under the Policy Agreement.The SIDAT project concerns food safety, which can be guaranteedonly through a control of the supply chain which ensures the tracea-

bility of the products “from the field to the table”. The Food Systemoperators must be able to identify who has supplied a food, an ani-mal feed, an animal, or any other substance intended for the pro-duction of a food. They must also be able to identify the firms towhich they have supplied their products and to label the foods orfeeds that will be marketed. Traceability is not only to be consideredan operational tool for monitoring foods, but is also a tool for the pro-motion and marketing of the District and its products.The SIGRAAP enables farms to dispose of all the agricultural wastesproduced in a safe, certified manner.

Development and Modernization of the Information Systemof the Veneto Regional Council The project focused on the introduction of the new emerging te-chnologies for the improvement of the internal automation proces-ses of the procedural flows connected with the institutional activitiesand the external processes for the improvement of communicationand interoperability with other external agencies. This is achievedthrough the upgrading of the hardware infrastructure, the acquisitionof specific basic software and the reorganization of the business pro-cesses which, through the introduction of application functions de-veloped ad hoc, makes possible an effective use of the system and aprofitable information exchange with the citizens and bodies insti-tutionally involved in the Regional Legislative Assembly. The projectenvisages the supply of a completely web-based, “user-centric” typeinformation system and guarantees compliance with the Stanca Actas far as usability and accessibility are concerned. Vitrociset has created a consistent, sturdy technological architecture,based on the Java 2 Enterprise Edition and the Web approach. Thechoice made follows, first and foremost, the indications of the CNIPA(National Centre for Informatics in the Public Administration) for thePublic Administration, identifying open-source products as the stra-tegic choice for optimizing economic resources and creating long-la-sting assets for public entities. The open-source products chosen areflanked by best-of-breed commercial products to ensure a reliable,high-performance data management.

Vitrociset’s activity in the space market dates back to 1982 withthe awarding of a turnkey contract for the management of theESA (European Space Agency) Redu tracking station.

The gradual and constant expansion of Vitrociset’s offer to thekey players of the sector (ASI, CNES, Arianespace, MOD and Sa-tellite Operators) has required the diversification of its productsand services, such as the design and development of mission-critical systems - an example of which is the development ofessential components of the User Segment in the HELIOS mis-sion, as well as of the SICRAL satellite communication systemand the ESA Simulators and Control Centres.

ATS Message Handling System - AMHS The AMHS system is an application for the exchange of airtraffic service (ATS) messages between users of the Aeronau-tical Telecommunication Network (ATN). The AMHS systemhas been conceived as a response to the requirement from Eu-ropean ANSPs for an aeronautical communications standardhallmarked by enhanced functions and quality of service inthe exchange of ATS messages. It is intended to be a replace-ment to the current ATS message exchange systems using tra-ditional AFTN/CIDIN protocols. The AMHS provides softwarearchitectural models and technical solutions for full compati-bility and uniformity of the different types of ATN protocolswhich are now in use.

Tower TOOLTowerTooL is a “must” for new-generation ATC towers inwhich all functionalities are to be available to controllersthrough a unique interface. TowerTool is a product suite com-prising systems that can be modularly integrated so as toreach configurations meeting specific customer’s require-ments at best.

Store and Replay – STAR ATCVitrociset has developed a complete system for the acquisi-tion, recording, reproduction and running of all of the audioand video communications concerned with air traffic mana-gement consoles. STAR ATC system may be used in militaryand civilian contexts as well as for non-ATM applications.

Simulation SystemsIn response to the increasing demand for safety and reliabi-lity - subsequent to the current, remarkable growth in air traf-fic - Vitrociset has developed an innovative simulation systemfor the training of air traffic controllers.

ATRES ATRES (Air Traffic Environment Simulator) is an air navigationsimulator which is so devised as to generate virtual air trafficconditions befitting training requirements for controllers toroute arriving and departing aircraft safely and accurately. In addition, a speech recognition software providesfor voice-driven training operations and an embedded perfor-mance assessment functionality automatically evaluates astudent's ability to perform objective standards on the basis ofevaluation criteria previously concerted with the trainer.

Mobile Systems. Ground Check Vehicle – GCVAs for periodical check and calibration services for navigationradio aids, Vitrociset has equipped a vehicle with all of thetools and equipment needed for ground checks of Instrumen-tal Landing Systems (ILS).

Mobile TowerBy boasting a long-standing technical experience in themaintenance and management of air traffic control sy-stems and services, Vitrociset has designed and developeddifferent Mobile Control Tower solutions.
