Distributed Common Ground System- Army (DCGS-A), PEO IEW&S (Prime)
positions. Our strong reputation and intimate knowledge of the program resulted in our award of the Better Buying Support Services (B2S2) Task Order (TO) 2 in September 2016. This support increased our DCGS-A presence to over 60 FTEs and expanded our support to include all areas of the DCGS-A PMO’s Systems Engineering and Technical Assistance Support (SETA). PMO’s Systems Engineering and Technical Assistance Support (SETA). Our transparent transition of legacy SETA contracts into B2S2 TO 2 was a model of collaboration and cost effectiveness as we transitioned all FTEs in less than 45 days. Daily, our team makes enduring impact on the program’s most critical processes.
Mr. Joe Haren was recognized for exceptional support to the Chief, Business Management Division (BMD) of PM DCGS-A for leading the FY18 Weapon Systems Review (WSR) process for PM DCGS-A and the program’s significant FY18 Program Objective
Memorandum (POM) process. Mr. Haren worked directly with all stakeholders in formulating DCGS-A’s POM position, effectively staffing all critical artifacts and facilitating the PM’s and PEO IEWS’ priorities.
- DCGS-A Program Manager
Our Program Managers provided senior acquisition program management services to support development, production, and life cycle management for the Army’s $10B premier intelligence system. Millennium Program Managers led the Army team through a myriad of DoD and congressionally mandated instructions, regulations, policies, and procedures to achieve two major acquisition decision milestones in less than a year. The company’s first contract was awarded to Millennium as a subcontractor to provide one (1) Full Time Equivalent (FTE) to DCGS-A. Our partnership has grown over the last 12 years due to our consistent ability to provide significantly qualified staff to fill difficult

support, budget planning and execution, performance management, systems engineering, and strategic planning subject matter expertise to the HQ. We facilitate the effective management of a $12B portfolio of 75 Command, Control,
Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) acquisition programs and projects.
During the Acquisition Requirement Package (ARP) approval process, Mr. Tom Maras and the ARP Integrated Process Team (IPT) were able to develop a creative solution to a challenging process that required cooperation from multiple internal and external stakeholders. Mr. Maras’ collaboration with critical stakeholders was instrumental in the development of a more streamlined,
innovative approach for reviewing ARP documents and reducing the approval process. Mr. Maras was commended for outstanding performance as member of the ARP approval process IPT.

Millennium has provided continuous support to Program Executive Office Intelligence Electronic Warfare & Sensors (PEO IEW&S) since 2010. With our September 2016 award of the Better Buying Support Services (B2S2) Task Order 1, we have expanded this support to provide Systems Engineering and SETA to the entire PEO IEW&S Headquarters and their primary stakeholders. Our team provides acquisition and contract management

DoD (over 40 million courses); Navy Personnel ERP; and deployed systems on 169 ships and 70 subs. Millennium made an enduring first impression by retaining key incumbent staff and successfully transitioning 61 FTEs at five (5) CONUS locationsahead of government required milestones. Along with our four (4) teammates, we quickly deployed transition leadership to refine the customer’s requirements; source, interview, and hire candidates; and quickly onboard and assimilate staff.
The Sea Warrior Program transition has become the model for the company. The early engagement, deployment of significant leadership, and detailed understanding of the requirements allowed the team to achieve a 90% fill rate within four (4) weeks of
award (85% fill w/in three (3) weeks); capture critical program intellectual capital; and dramatically minimize the program’stransition risk. Our mature and systematic talent acquisition capability ensured the retention of over 80 percent of the
incumbent staff.
In August of 2016, Millennium was awarded the largest single contract award in company history ($57M) to provide comprehensive systems engineering and logistics support for the Navy’s PMW 240 Sea Warrior Program. This five-year contract provides direct engineering support to address the Navy’s business and readiness challenges. The Sea Warrior Program (PMW 240) manages a complex portfolio of information technology (IT) systems that enables the Navy to support human resource management, criminal justice, fleet support, afloat business applications, Navy and DoD portfolio management, DON administration, and joint aviation aircraft scheduling. PMW 240’s portfolio consists of over 60 systems and initiatives and includes one of the largest Navy portals (hosting 1 million users); the most extensive eLearning solution in

the former Soviet Union has led to its expansion to counter 21st century threats on a global scale. Millennium principally supports the Cooperative Biological Engagement Program (CBEP) and the Global Nuclear Security (GNS) programs. Millennium provides program management, acquisition, and program support across the Asia-Pacific, Middle East, Sub-Saharan Africa, and European regions. We also provide programmatic support to the CTR Deputy Director as well as visa and passport support for all CTR programs. Our team is influential in the program meeting critical milestones.
Emily Mark displayed exceptional performance while conducting Initial Operation Capability (IOC) Operational Demonstration (OD) in Armenia. This IOC OD consisted of a vertical slice operational demonstration of the Armenian Threat Reductions Agent
Detection and Response (TDAR) system and tested the system-level response to an outbreak. This OD is a significant programmatic milestone for the CBEP in Armenia.

As a significant teammate with Booz Allen Hamilton, our team successfully won the recompete for the Advisory and Assistance Services (A&AS) for the DTRA Cooperative Threat Reduction (CTR) program in May 2016. This win continued Millennium’s support to this critical defense agency since 2010 and the CTR Program, which is a vital component of the U.S. Government’s approach to reducing the threat of Weapons of Mass Destruction (WMD) proliferation. Our support helps promote collaboration with international and non-governmental partners to advance regional engagement and multilateral cooperation while developing locally appropriate and sustainable programs. The program’s success in

locations supporting PM TS as it manages a portfolio of over 40 programs―all at various stages within the formal acquisition process. PM TS products support Intelligence (Intel/G2) and Operations (Ops/G3) missions across a wide range of functions including targeting, Counter Improvised Explosive Device (C-IED), Base Defense, and Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR). PM TS also manages many Quick Reaction Capabilities
(QRCs) initiated under Operational Needs Statements (ONSs) and Joint Urgent Operational Needs Statements (JUONSs) outside the normal requirement process by both the Army and Combatant Commands. Our exemplary support to the PMO is
evidenced below.
Mr. Fred Comsti was commended by PM TS for his exceptional support as the PM TS Information Management Officer (IMO). Mr. Comsti was instrumental in migrating two new organizations (PM HMDS and PM FPS) into the PM TS network domain with such efficiency that he successfully mitigated any impact to daily operations across all three organizations. Mr. Comsti has also
single-handedly drafted several IT management standard operating procedures for PM TS that have been successfully implemented and resulted in clearer lines of communication for trouble tickets, IT resolution, as well as increased accountability
of all IT assets.- WEBS DO 4 Technical Representative
Millennium extended support to PM TS by winning the re-compete on the Warrior Enabling Broad Sensor (WEBS) contract as part of the DCS/Millennium Joint Venture (DMJV). The task order provides program management, acquisition management, financial and budget planning, and operational support services as a prime contractor. Our team provides on-site, off-site, reach-back, and surge support services in multiple

assessments of critical C4ISR systems as well as support to national level exercises and Combatant Command (CCMD)-sponsored exercises.
Millennium has shown a great, if not unique, ability to find the right people at the right time. Millennium management has demonstrated they know brilliant cyber operators and have effectively brought them on board when needed. Red Teaming and Threat CNO is extremely complex and rapidly changing, and Millennium has routinely exceeded the government’s expectations.
If we did not have the support of Millennium under this contract, government systems would be put in jeopardy of not being able to defend against foreign or domestic cyber invaders. The quality of the personnel has been exceptional.

Millennium provides TSMO full spectrum Cybersecurity Test and Evaluation Support Services. We have continuously supported TSMO’s Threat Computer Network Operation (TCNO) mission since 2007 and now make up the largest contingent of certified DoD Red Team operators of any company currently supporting the Federal Government. Under TSMO, Millennium supports two of the DoD Red Teams certified and accredited by NSA/USCYBERCOM, U.S. Army TSMO at Redstone Arsenal in Huntsville, AL, and the USAF 177th Information Aggressor Squadron (IAS) at McConnell AFB, KS. Millennium provides the technical expertise and hands-on mission execution necessary to perform threat-based adversarial
