The goal of the common framework:

• to facilitate the description of pilot actions, • analysis of major elements based on

common criteria• identification of innovations• a successful implementation of the pilot

actions unified structure and highlight innovative and key elements in an adequately detailed manner

• give a help for planning, realizing, managing and assessing the pilot actions

It is not the goal of the CF:

• To focus on the process management of every element of the pilot actions

It concentrates only on some areas essential for the transnational comparison and future adaptation of the models.

• The goal of assessing financial risk (sensitivity assessment) is to determine how changes in cost (income) elements or factors modify the viability of the pilot action.

• The aim is to identify critical variables and factors.
