The goal of the common framework:

• to facilitate the description of pilot actions, • analysis of major elements based on

common criteria• identification of innovations• a successful implementation of the pilot

actions unified structure and highlight innovative and key elements in an adequately detailed manner

• give a help for planning, realizing, managing and assessing the pilot actions

It is not the goal of the CF:

• To focus on the process management of every element of the pilot actions

It concentrates only on some areas essential for the transnational comparison and future adaptation of the models.

I. Social enviroment

• The common points of the pilot action and the conditions of the locality may be key importance during the phase of implementation.

Considering local characteristics, cultural elements, modes of operation, integrating value systems and patterns of attitudes into the practice of the action

II. Organisations and partnerships taking part in the

implementation The aim of this chapter is to define the organizational

and professional frames of the project implementation

Identifying the role and activities of the external experts' will clarify their function and their added values regarding the project.

The main questions are: • the activities of the project partners,• their human resources used for the implementation • the way the project partners have built up a partnership for successful implementation.

• Analysing the process of implementation in details from start till the end:

…ensures that operation is regulated during implementation


Checklist facilitating planning and implementing

activities1. Study of needs, measuring and evaluating inputs2. Making development plans, defining intervention

based on development needs of the target group/service, scheduling and realizing intervention

3. Documentation of the implementation (by using an "Implementation diary" noting down dates of development in each area, measuring and evaluating outputs)

4. Measuring achievements in organizational development, comparing achievements with plans, evaluating the results

7. Studying the impact of the pilot action on direct and indirect target groups.

IV. Characteristics of target group

This theme focuses on:• direct target groups (fe: elderly)• indirect target groups (fe:family members)• stakeholders (fe:neighbours of the elderly)• areas of impact

You have to give the exact number of the members regarding the target groups!


V. Budget

This theme has to contain a methodological description.

To be able to analyse the pilot actions from financial point of view, the following factors are to be taken into consideration:

A ANALYSING IMPACT OF DEVELOPMENT

• It is useful to give numerical figures related to pilot actions and indicators defined.

• If this is not possible, the expected impacts must be explained in description.

• These calculations will be important basis for cost-benefit analysis.



B Social and economic impact

•For analysing social and economic impacts, partners have to present both negative and positive direct and indirect impacts in a quantified manner with emphasis on target groups and areas of impact as defined above.

Risk analysis A. Analysis of financial risks

• The goal of assessing financial risk (sensitivity assessment) is to determine how changes in cost (income) elements or factors modify the viability of the pilot action.

• The aim is to identify critical variables and factors.


B. Risks regarding viability and sustainability

The aim of analysing risks of viability and sustainability is to identify risks, assess the likelihood of their occurrence and determine the possible ways of risk management.

VII. Sustainability
