The central purpose of a community foundation is to serve the needs and philanthropic aims of donors
who wish to better their community, now and in the future. This is done by ensuring charitable giving
achieves its greatest possible impact.
My interest in local community foundations became very personal in the summer of 2009 when our family
experienced a tragic loss of my 16-year old daughter and her 17 year-old boyfriend in a car accident. The
community showed an immediate outpouring of love and support. That support came in the form of time,
talents and treasures. I remember our friends, family and neighbors reaching out by preparing meals, mowing
lawn, weeding the garden, delivering flowers, creating artwork and sending financial gifts. Thousands
of dollars came to us in memory of the children we had lost. What would we do with this money in
honor of the children? It was evident that our children had made a huge impact on thousands
of people, young and old. We truly felt the sense of community in the hardest of times.
As our family mourned and grieved the loss of these amazing children, we came to a decision
that memorial scholarships needed to be established in order to remember our children and
hopefully make a positive impact on the lives of other students in the community. We knew
that our daughter and her boyfriend both dreamed of going to college. Through assistance
from the local community foundation, both families created endowed scholarships that
would allow two senior athletes tuition assistance for attending an accredited post-
secondary institution. While nothing makes up for the loss of the children, the opportunity
to sustain these scholarships has been a true blessing to not only our family but the entire
community. The endowments are everlasting and that gives our family a sense of
joy and comfort. I have learned that having the courage to walk into your
story and own it allows you to write the ending.
May you see and share the value of this wonderful foundation
and what it can be to so many. Please think of ways you can
share your time, talents and treasures to make a difference
in DeKalb County. I would love to talk to you more about
your stories and interests and see how we can work together
to develop, expand and sustain this community through the
good work of the foundation. We are all here for one another
and together we can truly make an impact!

The Raymond, Luella and David Aschleman Scholarship
Fund was created to honor the lives of Raymond and Luella,
and their son, David. The scholarship will be awarded to
students pursuing agriculture-related career fields, including
veterinary medicine that involves treating farm animals.
According to their son, Tom, and daughter, Sandy, their parents
loved children and loved their community. After learning about
the work of the Community Foundation of DeKalb County,
a scholarship was chosen to honor the family’s values.

to create an endowment fund, Executive
Director, Chris Stackhouse explained the
endowment fund with the Community
Foundation will help build for a sustainable
future to meet the community needs.

The Community Foundation is happy
to announce the creation of 10 new funds
during 2018. During our Spread Holiday Cheer
Campaign, charitable organizations without
an endowment fund with the Foundation were
encouraged to create a fund, which allowed
them to participate in the campaign and receive
match money. As a result, two endowment
funds, The Dorothy Schrader Eckhart
Public Library Endowment Fund and
Rise, Inc. Endowment Fund,
were created.

Mother Goose on the Loose Giving Circle
was created to support adult and children’s
literacy opportunities in DeKalb County. In
addition to awarding grants, the Literacy
Fund advocates the importance of literacy to
the community and encourages community
members to become involved and commit
resources to address literacy needs.
The Giving Circle endowment fund currently
has over $102,000 in total assets and over
$66,000 has been granted to local literacy
programs. In 2018, members awarded $5,000
in grants to
nine of DeKalb
County’s organizations
for their literacy programs.

Learning Link Teams hosted two community
meetings in 2018, one in Butler and another in Garrett,
intentionally moving the meetings to attract new
audience and team members for greater community
impact.
While the Continual Learning Team, concerned with
learning from middle school to adulthood, pursued
greater generational understanding at school, work,
and in the community, the Foundational Learning
Team, concerned with learning from ages birth – 5th
grade, identified common ground around the need
for a bridge between early learning educators and
elementary teachers serving children
in kindergarten to 3rd grade.
Alignment between early
learning and kindergarten
to 3rd grade has been
proven to save money on kindergarten remediation and
also ensures better outcomes for children, according to
Dr. Karen Ruprecht, Early Learning Indiana’s Director
of Research and Practice.
Since 2009, Learning Link has been a shared approach
for raising the level of educational attainment. With
over 35 local and regional organizations involved,
Learning Link’s vision is inspiring a community of
lifelong learners throughout DeKalb County to
improve quality of life for all. The education initiative
of the Community Foundation works by aligning
community organizations, businesses, and providers
of learning opportunities and resources toward
shared educational goals.

DeKalb’s VOICE is a youth
philanthropy group with high school
student members from DeKalb,
Eastside, Garrett and Lakewood Park.
VOICE meets once a month during the school year to learn
about the community and its charitable needs.
The group solicits and reviews grant proposals from charitable
organizations and student led groups. They carefully research
the requests in order to make wise granting recommendations
to the Community Foundation Board.
In 2018, VOICE members awarded $11,750 to organizations
such as Hearten House, the only women’s homeless facility
in DeKalb County, the Filling Station Youth Center in Butler to
support their meal program and to the RespectTeam to bring
programming to the county’s middle and high schools to
teach teens how to avoid unhealthy behaviors such as
suicide attempts, substance abuse, and bullying.

DeKalb County was one of seven new Indiana counties selected to
launch Promise Indiana in 2018. Promise Indiana’s vision is “ensuring
every child has the assets, champions, and community support to
pursue their dreams.”
Promise includes three components to drive success:
Career-focused curriculum used by teachers in classrooms
Walk Into My Future, or a field trip to a career-training/college
campus where K-3rd grade children can envision themselves
learning beyond high school
529 career savings accounts
Through children’s schools or online, families of children 4 years old
to 3rd grade, are encouraged to enroll their children or child in a 529
career savings account. The community-wide initiative then seeds those
accounts with $25 incentives from local and regional donors. Families
and children are then encouraged to match that $25 incentive from the
community with $25 from each child’s “champions,” or the people who
believe in their child’s future, like family and friends.
When a family matches the initial $25, an additional $75 from a
community fund held by the Community Foundation is added to the
child’s account, creating a minimum balance of $125 that will grow
over time. Research has shown that low and moderate-income youth
with an account balance of just $1-$499 are 3 times more likely to attend
some post-high school training/education and 4 times more likely to
graduate from that post-high school program.
Importantly, these savings are flexible and may be used at any eligible
2- or 4-year college or career training campus, graduate school, or
vocational/technical school.
It seems only appropriate to add that our foundation was humbled by the
community’s response to DeKalb County Promise in 2018. The outpouring
of support from DeKalb County donors on behalf of our children’s bright
futures has been overwhelming. We hope to see that continue in 2019 as
we look to expand the Promise opportunity for students beyond grade 3.
