Present: David White, Becca Farrester, Trudy Pollard, Erin Martin, Laura Jaquith Bartlett, DJ Antlitz, Norm Dyer, Ric Shewell, Donna Ward, Norm White Guest: Lydia Henry, Columbia District Lay Leader Absent: Scott Overton, Alicia Burbidge, Randy Adams, Bruce Rogers
Prayers: Becca gathered our prayer concerns and thanksgivings, and led us in prayer.
September minutes: By consensus, we approved the minutes of the September 13, 2018 meeting.
OLD BUSINESS All the old business is currently in Scott’s hands, but Becca received no report from him. A question came up about the D&O insurance: “What is the hold up?” No one present knows the answer. Becca would like to take some projects off Scott’s plate. We also have a timing issue with the writing of checks. Becca suggested that more of the concrete, administrative matters (for instance, mailing checks) could be handed to Laura as our Administrative Assistant. Becca and Ric and Erin will meet together before the next meeting to strategize a new system. Norm D. will join that conversation to help make sure we comply with the current Bylaws.
NEW BUSINESS Loan application: Christ UMC submitted an application for a $150,000 loan for repairs and upgrades to the church facility. The loan would be over 10 years, amortized, with a balloon payment after the first 10 years. David and Donna pointed out the Statement of Loan Policy, which indicates that local churches are expected to pay their CDCES asking (which Christ UMC has not yet done in full). The church will also need title insurance in order to be eligible for the loan. The committee would like to see the application resubmitted with corrections (including an issue with the interest calculations, which Ric and David have already discussed). Ric outlined the urgency of this loan. He also assured us that we can expect Christ UMC to pay its askings this year. The monthly repayment would be $716/month.
Donna moved, on behalf of the grants/loans committee, that we approve the loan, with the following stipulations (once these requirements are met, then the check will be cut from the church loan portfolio):
• Resubmit the application, with corrections• Christ UMC will make its best effort to pay the askings by the end of this year• Obtain title insurance• Submit signed promissory note
Passed. Donna moved that we award Christ UMC a $50,000 advance on the loan immediately, so that the church can start on the siding right away. Passed. Becca and Donna will approach Wells Fargo in order to get a check as soon as possible, since Scott is out of the country and has sole access to the check book. REPORTS District Superintendent: Erin summarized the Crossover Year information from the bishop, who has had a “vitality stakeholders” meeting (although we didn’t get information about that ahead of time). Bishop Elaine had everyone present at that meeting sign a covenant, indicating that we commit to a year-long process, including sending representatives (Becca and Ric) to an April gathering of the Vitality Stewards Collaboration. The CDCES is asked to provide:
• Articles of incorporation • Bylaws or conference rules • Book of Discipline paragraphs • Vision statement • Minutes form a formative meeting • Completed report form
A copy of the covenant is attached. Becca will follow-up with this, possibly with help from Laura in tracking down the required items. District Lay Leader: Lydia Henry gave a report (attached), summarizing what has happened with the grant money we gave to the district lay development team. Norm D. expressed a desire to have all grantees come to the CDCES with a similar report; this was very helpful. Investments: Norm D. asked that if any Board members have concerns or questions about investments, please be sure to contact him. Grants/Loans: We took action on Christ UMC’s loan application (above). Nominations: Becca has not yet followed up on Joy, but will do so this month. Mildred Riley has resigned. Treasurer: no report Bookkeeper: David’s monthly financial statements are attached. Feel free to email David with any questions.
Norm D. would like to encourage our DS to communicate to the churches the expectation that they will pay their askings. Becca and Ric are already working on a plan to address this concern. Next Meeting: Thursday, Nov. 8, at 7:00 pm at St. Paul’s (Milwaukie); the investment committee will meet at 6:30. The meeting was adjourned at 1:21 pm.
