MAJOR FUNCTION:
This is a managerial position working under the general direction of the Public Works Director. Responsible for planning, assigning, directing, instructing, implementing, overseeing and performing administrative work in the Public Works Department. Work requires exercise of considerable professional judgment and initiative within the framework of established regulations and policies. ESSENTIAL FUNCTIONS
Develops, recommends, revises and enforces departmental standard operating procedures, policies, rules and regulations. Recommends and assists with the preparation and implementation of the department's budget. Suggest and/or designs departmental record keeping procedures to efficiently manage department records and utilize computer information system to maintain and exploit department databases. Responsible for personnel management including departmental worker's compensation and payroll preparation. Responsible for ensuring the department's fuel accounting system and fleet management system are accurately maintained. Responsible for ensuring purchasing and accounting issues are performed in accordance with established rules, regulations, policies and procedures. Assists and makes recommendations with regard to personnel matters including, but not limited to, interviewing, selecting and training of employees; appraising productivity and efficiency of employees over which direct supervision is exercised; reviewing performance evaluations completed by supervisors of their subordinates and offering advice and assistance when necessary; and handling employee complaints and grievances and recommending discipline when necessary. Assists with the establishment of departmental priorities and the assignment of work to the appropriate supervisor. Keeps abreast of existing work environment and anticipates potential problems, circumstances, activities or events which may/will affect the department and keeps the Director apprised of same. Reviews and responds to questions, comments, complaints and requests for service lodged by the general public and recommends, establishes and implements revisions to department rules, regulations, policies and procedures where deemed appropriate. Assists in the determination of resources to be devoted to various needs on a short and long-term basis. Advises subordinates and supervisors of non-routine matters requiring special knowledge and/or expertise.

MECHANIC SHOP FOREMAN PUBLIC WORKS
MAJOR FUNCTION:
This is supervisory and technical work directing the County fleet maintenance facility. Facility maintains autos, trucks, dump trucks, track/wheeled vehicles (back hoe, excavator, compactor, bulldozer, motor graders, etc.), mowers, pumps, fire and rescue vehicles, small gas engines and other associated equipment. Responsibilities include supervision of all facility personnel, stockroom personnel and operations, and quality of repair work. Responsible for the computerized diagnostics on all vehicles. Supervision is exercised over several mechanics, field service mechanics, and welders. Duties include maintaining work schedules, giving technical instructions on the repair and maintenance of equipment, and coordinating the work on these projects by oral or written work order. Works under general direction of Public Works Director. Responsible for planning details of procedures and methods to attain definite objectives. Makes decisions within broad limitations of policies and within accepted standards. Frequent contacts with other departments scheduling work as necessary.
ESSENrlAL FUNCTIONS:
Plans, supervises, and coordinates personnel in maintenance and repair of County owned vehicles and equipment; ensures operating procedures comply with all regulations. Assists and supports Management's collective Bargaining Team, including confidential preparations. Assists in handling and resolving grievances as necessary. Develops and administers a comprehensive preventative maintenance program. Develops and maintains maintenance cost records ensuring accounting for fuel, parts, labor etc.; evaluates information and recommends vehicle disposal and replacement. Develops bid specifications, evaluates bid proposals and recommends vendor selection for County owned vehicles and equipment. Evaluates computerized systems on vehicles; accesses diagnostic trouble codes (DTC's). Uses computers for on-board diagnostics (OBD, 080 11, etc). Establishes effective parts control system and approves stock levels. Evaluates repairs to be done and assists in trouble shooting for all mechanics. Fills out daily reports on work performed by mechanics and time on each job. Provides working supervision of mechanics in the performance of their duties. Directs the repairs and overhauls of automobiles, trucks, draglines, bulldozers, front-end loaders and other light and heavy equipment. Directs the building of motors, tunes engines using test equipment, grind valves, set tappets. Replaces or repairs main connecting rod bearings, inspects and repairs transmissions.

Knowledge of up-to-date methods of maintaining automotive, road construction and other specialized heavy equipment. Knowledge of the mechanics, uses, limitations and maintenance of public works and municipal vehicular equipment, specifically including heavy trucks and road construction equipment. R• Easter Weekend Closing
With the County holiday on Friday, April 22, the Library will be closed on that day. In addition, I am requesting that the Library be closed on Saturday and Sunday, April 23-24.
The Library has traditionally been closed on Easter Sunday which has only affected the Main Library because the two branches are not open on Sundays. All three library locations are open on Saturdays.
Please let me know if you need further information or explanation. I would appreciate it very much if this would be placed on the next Board of County Commissioners meebng agenda for approval.

This contract is for the Computer Aided Dispatch (CAD). This change is necessary due to the
change in participation by the Lake City Police Department in the Combined Communications
Center. As you will note. this modification was unintentionally omitted from the last

As you are aware two towers that belong to Columbia County were struck by lighting during the month of September 20 I0. These lighting strikes caused extensive damage to the counties microwave radio units installed on these towers. lnsurance claims were submitted to the counties insurance carrier and they have approved all claims. The Counties insurance carrier has issued checks totaling $19,024.00 which were credited to the Counties Central Communications repair and maintenance account. Since I had to use two of the microwave radio units authorized by the County Commissioners to have on hand for such emergencies, I am requesting authorization to replace these two units that were used because of these lighting strikes.
Motorola "First Communications of Tallahassee Florida" who is the provider of our microwave network has given me a quote for replacement of these two units for $23,791.50. I request permission to use the $19,024.00 we received from the insurance claim and add the remaining $4,767.50 from the existing Counties Communications account to purchase these replacement microwave units to have on hand in case of another emergency as the ones caused by these lighting strikes.

WHEREAS, clean, safe and sustainable water resources are vital to Columbia County's residents, visitors, economy, and environment; and
WHEREAS, droughts, development, and population growth serve as reminders that Florida's groundwater and surfacewater resources, including the lchetucknee River and springs, are t1nite and fragile; and
WHEREAS, the Columbia County Hoard of Commissioners is a member of The lchetucknee Partnership, whose mission is to promote the environmental and economic well being of the lchetucknee Springshed through locally-led, voluntary, incentive-based programs; and
WHEREAS, Columbia County supports and promotes the efficient use of Florida's water resources; and
WHEREAS, every citizen can help save water by following the Suwannee River Water Management District's year-round landscape irrigation rule and water shortage advisories, and by otherwise conserving water both indoors and outdoors; and
WHEREAS, water conservation will continue to play an important role in the future protection and preservation of the lchetucknee River and springs; and
WHEREAS, the Governor and Cabinet of the State of Florida traditionally have designated April as Water Conservation Month,
NOW THEREFORE, the Columbia County Board of Commissioners does hereby proclaim April as
Water Conservation Month and does urge every citizen of Columbia County to celebrate Water Conservation Month by taking an active role in conserving water and promoting its efficient use.

2. Service provided to the Customer shall consist of the locations and configuration described in the Service Attachment and all rate elements which are consequently added to such configuration.
3. The service period shall commence on the Actual Service Date, i.e. the date the service is actually made available to the Customer.
4. The Application Date is the date AT&T receives a signed original of this Pricing Schedule and all correct information needed to start the ordering process, which shall evidence the Customer's firm commitment for the service.
5. The Service is provided in accordance with the Tariff, including any changes therein as may be made from time to time, except that the applicable rates and charges for the Service shall not be subject to any AT&T initiated rate changes.
6. Customer acknowledges and certifies that the total interstate traffic (including Internet traffic) on the Service(s) constitutes more than ten percent (10%) of the total traffic on the Service.
7. The Service Attachment describes the service period, monthly recurring charges, and non-recurring charges for the quantity of Service the Customer has ordered.
