Welcome to the Tenth Anniversary Edition of the Photonics Directory.

This is the sixth edition of the directory, and the analysis that follows will show some of the changesin the industry that have occurred since the first edition. The business landscape is much differentthan it was two years ago when the directory was last published.

Ten years ago, the business cluster concept was relatively new. It was an idea that seemed well-suitedto Colorado, where there has always been a culture of grass roots efforts, an openness to workingtogether, and a sense of pride in the state's resources and in doing what’s needed to get the job done.Today, the CPIA is proud to stand as a national example of clustering and what this can mean foreconomic growth and stability in the region.

When the association was formed in 1997, photonics was becoming a major buzzword. Investorswere using telecommunications and photonics almost interchangeably when talking about theprojected growth of Internet technology. That’s when the real light of photonics technology began toshine. Today, somewhere around 90% of Internet traffic is routed using fiber optics.

For the past fifty years, photonics has never been about just one industry or another. It’s atechnology that crosses industry lines and is rapidly becoming a part of our everyday lives(please see The Day in the Life with Photonics, which has examples of products from ColoradoPhotonics companies in everyday life).

Ten years ago, who would have thought we'd have access to satellite images readily available on ourcomputers? Or that Colorado would be home to many satellite-imaging companies?

In 1998, cell phones were big clunkers with tiny LCD displays. Now we can watch TV from phonesand even take decent pictures with them! Laser technology has helped the semiconductor industrymake electronics smaller, and there's also Colorado technology in the displays and cameras of today'sand tomorrow's phones.

Ten years ago, laser eye-surgery was relatively new. Today everybody knows someone who has hadthe procedure. In addition, lasers are now used for all sorts of medical purposes. In addition to lasers,many other types of light sources are used in almost every aspect of the biosciences, from research toanalysis to reading the oxygen level in a patient's blood.

Renewable energy wasn't popular during the time oil was inexpensive, but still several companieswere developing cost-effective photovoltaic and solar energy devices with NREL, Colorado StateUniversity, and Colorado School of Mines. Today photovoltaic technologies have been developed tothe point where the path to cleaner energy at lower cost is evident. Other industries are learning thatphotonics technology enables them to be more energy-efficient, and that energy-efficiency is betterfor the environment. Colorado is fortunate to have so many companies that make sensors andsystems to assist scientists in measuring and analyzing the environment.

LETTER FROM CPIA PRESIDENT


This directory demonstrates that the photonics industry is dynamic and adapts well to changes in theeconomy as well as to the demands of industrial society. Every year sees more companies integratingphotonics into their products and/or production processes. With recent changes in the economy,there are local company technologies which have matured and been incorporated into majorcorporations through mergers and acquisitions. This is particularly evident in a number of aerospaceand data storage companies. The best news is that some of these local companies are becoming partof national or international corporations which are focused on staying in Colorado. Some are evenexpanding their Colorado operations. That's not to say that Colorado companies aren't still boughtup and moved out, but a decade ago that fate was almost a certainty instead of a mere possibility as itis today.

A lot has changed in the ten years CPIA has been in existence, but one thing has remainedongoing: this publication, with its research and analysis of the photonics industry in Colorado,and its directory, listing the entire community that makes up the industry. Note that thisdirectory includes all of the companies, researchers, and supporters associated with photonics,not just our member companies. CPIA is extremely proud of this directory and its insight intoour almost invisible, hard-to-pronounce and widely diverse industry.

The following brief story builds upon an example of photonics in Harnessing Light, printed byNational Academy Press, 1998 (www.nap.edu).

It illustrates just a few ways that optical technologies impact our daily lives. That impact is rarelynoticed due to the fact that the optical technology in the products we use is, ironically, often invisible,and because this technology makes high-tech easier to use. Today, we pay as little attention toinfrared remote controls, light-emitting diodes, and barcode scanners as to the mirrors and lensesthat have been with us since antiquity.

Below, we have added some Colorado companies that provide each of these technologies used indaily life.

A DAY IN THE LIFE WITH PHOTONICS

John checked his watch (1). He didn’t like being stuck in traffic (2, 3) near the airport, but his sonSteve seemed oblivious to their tardiness in the backseat with his DVD player (4). John used his cellphone (5, 6, 7, 8) to call Sarah, who looked up alternate routes on her computer (9, 10, 11, and 12) toget him to the airport on time. She sounded relaxed working in her home office (13, 14, 15) after herbusy day visiting the dentist (16, 17) and taking her mother to the doctor (18, 19, 20). “I feel readyfor my big presentation,” (21, 22) she told John. Then a large cargo plane (23, 24) getting ready toland (25) drowned out their conversation.

CELEBRATING 10 YEARS OF ACCOMPLISHMENTS

Since its inception in late 1997, the Colorado Photonics IndustryAssociation (CPIA) has had many ongoing accomplishments.

• The Association helped create and maintain the Colorado AdvancedPhotonics Technology Laboratory (see page 39).

• We maintain a website presence at www.coloradophotonics.org which:• Helps small companies attract new talent;• Promotes member companies (including links to members’ websites).

• The Association promotes the concept of photonics clusters around the United States.

• We also work to keep a strong work-force in Colorado via retention and training programs.• Support for educational programs from grade school through graduate programs

comes partially from the CPIA.• The CPIA mobilizes the industry to support major grant proposals in the research

community.

• We support research and facilitate technology transfer to industries.• One meeting each year focuses on getting the industry updated on research within

all universities in the state.• The Annual Student Poster Contest with cash prizes is funded through the CPIA.

In 2007, 33 posters were submitted from 5 institutions.

•We promote our member companies by:• Organizing the Colorado Cluster at Photonics West, the largest photonics exhibition

in North America. The Colorado Cluster helps:• 12 -16 member companies get excellent locations;• Advertise in the show guide to attract visitors;• To exhibit member product information;• By having an area in our booth for small member companies to show their

products on a timeshare basis.• Exhibiting at national and international conferences within Colorado;

• Averages 2-3 conferences per year;• Brought a major conference (SPIE Annual Meeting) to Denver in 1999, 2004.

• Exhibiting at select national and international exhibitions outside of Colorado.• Distributing directories at select exhibitions by member companies.• Updating the directory every two years (the 6th edition is in your hands).

• The CPIA promotes the photonics industry as a force in Colorado by:• Compiling research on size, depth, and breadth on the industry statewide;• Publishing research via this directory;• Helping local economic development groups identify, assist, and promote the photonics

companies in their area.


• We act as a voice of the industry for legislative issues by:• Working with state legislators on issues of importance (2007: helped pass HB 1277-

Clean Room Sales Tax Exemption);• Signing letters urging Congress to reconsider the Patent Reform Act of 2007;• Educating members and urging action on issues, like SBIR Funding, which are too

complex for CPIA to take one stand for its members;• Meeting with state and national representatives on issues including work force

development, technology transfer.

• Keeping members informed on business issues by:• Bringing speakers to quarterly meetings to cover significant subjects (business forecasts,

marketing trends, technology breakthroughs…);• Helping small businesses via breakfast meetings with experts to expand (covering

export, HR, accounting and other similar issues);• Helping facilitates get the access they need to state resources (international business

development, economic development programs, work force programs…).

• CPIA creates a community through:• Networking time at all CPIA events;• Tours of photonics companies as part of most quarterly meetings;• Hosting regional events such as The Rocky Mountain POSSE (Photonics and Optics

Summit and Special Event) in 2007 and 2008;• Learning about trends from the industry leaders.

• The CPIA also:• Provides opportunities for

Executive Summary

Colorado has a vibrant photonics cluster that is driven by four complementary categories oforganizations: companies (industry); higher education, training, and research; federal laboratories;and government and business support.

About 400 organizations listed in the directory represent the photonics cluster. These companiesrepresent manufacturers of components and end products, service providers, business supportcompanies, federal laboratories, and universities.

A total of 244 companies have been categorized as directly involved with the industry. Sixteen ofthese, or about 7 percent of the direct total, employ between 25,000 and 30,000 workers. Thesecompanies illustrate the importance of photonics as an enabling technology because they providea wide array of services and products.

Approximately 6,400 workers are employed at companies with fewer than 250 employees. Asexpected, a majority of the companies are small companies, with an overall median of twelveemployees.

Those 6,400 employees earn more than $450 million in wages, and the indirect employeessupported by these direct jobs, per the multiplier effect, earn nearly $600 million for a totalof more than one billion dollars in earnings.

The Boulder Valley (Boulder and Broomfield Counties) continues to be the hub of the cluster,although the cluster is expanding in the major metro counties. Boulder County hosts about 50percent of the companies, and the others are distributed across El Paso (19%), Larimer (9%),Jefferson (7%), Arapahoe (7%), and Denver/Adams (6%). The remaining 2 percent are locatedthroughout the rest of the state.

Since the publication of the 2006 directory, two organizations, Co-Labs and the Colorado RenewableEnergy Collaboratory, have been formed to encourage cooperation between industry, the universities,and the various federally funded laboratories and facilities.

Invest NI, the parent of NITDC DENVER,is Northern Ireland’s economic development agency.

As part of the primary research for this project, companies were asked to self-classify their businessfunctions into one of five areas. The ranks of those functions are as follows:

1. End-product manufacturing,2. Component manufacturing,3. Process support/suppliers,4. Business support services, and5. Research or education services provider.

Approximately two-thirds of the responding companies indicated that they are involved in more thanone area (respondents could check all categories that applied).

In addition, the respondents were given a list of eleven industries/clusters and asked to identify withwhich ones they are currently working. This gives a means of understanding how widespreadphotonics is across various sectors of the economy. The primary industries/clusters collaboratingwith Colorado photonics companies are (in rank order):

1. Aerospace/aviation2. Defense/homeland security3. Energy/renewable energy4. Electronics5. Biotechnology (devices)

The responding companies were generally optimistic about the prospects for the future, based oncompany expansion plans and projected employment growth.

Companies were asked about their expected employment growth rate over the next year. About one-third of the respondents indicated their employment would remain flat or show a slight decline,while the remainder expected various growth rates. Over the next year, employment in the state ofColorado is projected to increase at a rate of 1.5% to 2.0%. Survey results suggest that overallgrowth in the photonics cluster is expected to be two to three times that rate. This rate isapplicable to the smaller companies and assumes companies will be able to find qualified workers tofill positions.

Over the past two years, the CPIA experienced a successful tenure in the Advance Colorado Center(ACC) offices. In midsummer of 2008 the association headquarters relocated to Boulder. While atthe ACC, the CPIA expanded its alliances with similar trade associations. The primary value of beinglocated in Boulder is that the CPIA will be in closer proximity to the hub of the photonics cluster.

In addition, CPIA has hired an executive director since the publication of the last directory thatenables a more dynamic organization and makes it easier to reach out to all parts of the state.

Overview of the Colorado Economy

Since 2004, Colorado’s economy has outperformed the national economy in areas such asemployment, population, and income growth. The general sentiment among economists in Coloradois that the state’s economy should continue to outperform the U.S. economy in the foreseeable future.

Background of Photonics in Colorado

Photonics is a core technology that is crucial to the development of products in many diverseindustries that impact the economic future and security of our country. A cluster is comprised ofcompeting, collaborating, or interdependent businesses or organizations that are tied together bycommon markets. Colorado photonics companies are creating the products and services that enablesuch industries as aerospace, defense, medical equipment, telemedicine, imaging, sensing, datastorage, and telecommunications.

In 1984, the State of Colorado funded the Colorado AdvancedTechnology Institute (CATI) to foster growth in the technologycommunity. Its focus was to support enabling technologies ortechnologies that advance the growth of other industries. Thesetechnologies included information technologies, biotechnology,advanced materials, and photonics. In addition, it supported thedevelopment of the state’s telecommunications infrastructure with anemphasis on rural telecommunications. Colorado’s position as one ofthe country’s top technology states is a result of the foresight ofgovernment officials over twenty years ago when they formed CATI.

Colorado Photonics Cluster Partners

Colorado’s well-developed photonics cluster is supported by higher education, training, and research;federal laboratories; and government and business support.

Each of these partners fills a different, yet equally important, role in the growth of the photonicscluster in the state.

COMPONENTS OF THE COLORADO PHOTONICS CLUSTERSegments of the photonics cluster are:

Companies - Based on research conducted for updating this directory in mid-2008, the Coloradophotonics cluster included roughly 350 organizations, with more than 250 directly involvedcompanies. Although the cluster has eight companies with more than 1,000 employees, the majorityhave fewer than twenty-five employees. Boulder Valley has the highest concentration of companies.

Higher Education, Training, and Research - A majority of the photonics university research isconducted at the state-supported universities, CU, CSU, and Mines. This research has fosteredcompany product development, as well as the formation of new companies. Community colleges,colleges, and universities support the workforce through technical and degree programs.


Federal Laboratories - Colorado is home to four federal laboratories and a number of federallysupported facilities that have significant photonics activities in their research programs.

The major facilities include the National Renewable Energy Laboratory (NREL) in Golden, and theNational Center for Atmospheric Research (NCAR), the National Oceanic and AtmosphericAdministration (NOAA), and the National Institute of Standards and Technology (NIST), all inBoulder. These laboratories are valuable resources for universities and companies in Colorado.

Since the publication of the last directory, two organizations have been formed to encouragecooperation among these components. The first of these organizations is the Colorado RenewableEnergy Collaboratory, a research partnership between NREL, CU, CSU, and Mines. The secondgroup is CO-Labs. Both seek to encourage cooperation among the federally-funded scientificlaboratories, universities, businesses, local governments, and legislators in an effort to establishColorado as a global leader in research, technology, and technology transfer.

Government and Business Support - Federal and state support has typically come in the forms offunding for research and economic development projects. During the mid-1980s, funding for aCenter of Excellence at CU and CSU, the Center for Optoelectronic Computing Systems, wasprovided by grants from the State of Colorado and the National Science Foundation. In 2003,National Science Foundation funding was provided for the Engineering Research Center for ExtremeUltraviolet Science and Technology. Colorado State University (CSU) and the University of Coloradoat Boulder (CU) are two of the center’s four core institutions.

In addition, the state allocated $4.5 million in funding for the startup of the Colorado AdvancedPhotonics Technology (CAPT) Center in the spring of 1999. Additional significant support for thesector has come indirectly, as a result of state investments in aerospace and the biosciences. Fundingfor these initiatives has provided support for companies in the Colorado photonics cluster.

A variety of private sector companies and quasi-governmental business-support organizations withan emphasis in the photonics industry are included in the cluster, and hence in the directory. Thesecompanies include, but are not limited to, economic development councils, law offices supporting thecluster, industry-specific societies, and independent scientists.

Basic Company Information

This section analyzes the data for the companies directly involved in the industry. It is derived fromprimary and secondary research conducted by the directory team.

When evaluating the Colorado photonics cluster, it is important to understand the size and impact ofboth the large and small companies.

COMPANIES WITH MORE THAN 250 EMPLOYEES

There are sixteen companies with more than 250 employees directly involved in the cluster; they aresummarized in alphabetical order in the table below.

They account for about 6 percent of the directly involved companies, yet they employ between 25,000and 30,000 workers and are some of the top primary employers in the state of Colorado. As can beseen by the company descriptions, they provide a wide array of services and products. With theirbroad scope of business, research, and development endeavors, these firms provide stability for thecluster as some of these industries are counter-cyclical. With the high levels of employment that thesecompanies support, they provide a critical mass for many advanced technology industries.

As has been illustrated in the past, many times employees at larger companies will start their owncompanies. This, in effect, adds to the intellectual firepower and innovation of the state.

This analysis should help illustrate the importance of photonics to our economy as a broad-based,enabling technology.

For the purposes of the rest of this analysis, these companies are not included in data calculations.


COMPANIES WITH FEWER THAN 250 EMPLOYEES

The following analyses in this section will evaluate the companies with fewer than 250 workers.

Organization Classification by NorthAmerican Industry Classification System

Because photonics is an enabling technology that crosses many other industrial classifications, noone specific NAICS code exists for the photonics industry. In Colorado, the following NAICS sectorsare most relevant to the photonics cluster:

Size and Geographic Distribution

Overall, the companies in the directly involved category have a median staff size of twelve workers.More than 90 percent of the organizations in the Colorado cluster continue to be small companies,those with fewer than 250 workers. Approximately 6,400 workers are employed at these companies.About half of all directly involved companies in the cluster have fewer than ten workers and employabout 7 percent of the employees who work at companies with fewer than 250 workers

The Boulder Valley (Boulder and Broomfield Counties) continues to be the hub of the cluster,although the cluster continues to expand in the major metro counties. Boulder County hosts about50 percent of the companies, and the others are distributed across El Paso (19%), Larimer (9%),Jefferson (7%), Arapahoe (7%), and Denver/Adams (6%). The remaining 2 percent are locatedthroughout the rest of Colorado.

The cluster is clearly concentrated along the Front Range; however, companies can now be found insixteen counties throughout the state.


Wages, Employment, and Multiplier

Through the multiplier effect, the employment and wages at directly involved photonics companiessupport additional indirect jobs and result in indirect wages. Examining the relationships betweenphotonics companies and other industries emphasizes the compounding impact of high-technologyfirms in the state of Colorado. The 6,385 direct photonics employees earned an estimated $452million in 2007. This resulted in an additional 14,522 employees earning $596 million in the state in2007, providing a wide range of goods and services, from engineering services to energy. Thesecalculations use the IMPLAN input-output model, which allow for custom, local multipliers.

Year of Incorporation

An evaluation of incorporation dates suggests that on average, between five and nine new companieshave been incorporated into the photonics cluster each year during the past thirty years. The largestnumber of companies was incorporated between 1995 and 1999 during the technology/dot comexpansion.

Research compiled for the directory showed that about twenty-five companies either merged, werebought out, or were taken over since the publication of the 2006 directory. Many of these companieshad fewer than ten employees, suggesting that their technology was perceived as valuable, that it’simportant for the company to remain in Colorado, and that the “new” company will benefit from aninfusion of capital from their new situation.

At the same time, about twenty-five companies had either moved elsewhere or were no longer inbusiness. The bottom line is that the cluster continues to evolve as companies adjust their productand service offerings and as the needs of businesses change.


Survey of Photonics Companies

In the spring of 2008, organizations in the Colorado photonics clusters were surveyed to updateinformation for the 2008-2009 directory and collect data to help better understand the photonicscluster. Surveys were sent to organizations that were in the 2006 directory, as well as a list of potentialnew organizations obtained from CPIA members and research conducted by the Business ResearchDivision, Leeds School of Business, University of Colorado at Boulder. Nonrespondents were sentanother survey by mail as a follow-up and were also e-mailed a survey as an alternative way toprovide responses. Organizations were contacted additional times if needed by e-mail or telephone toincrease the response rate. Responses were received from 106 organizations. Survey results arediscussed in the following sections. All data in this section are derived from primary researchconducted by the BRD, and all analysis is based only on survey responses, not secondary or derivedinformation from company characteristics in the photonics directory.

PRIMARY BUSINESS FUNCTION

As part of the primary research for this project, companies were asked to self-classify their businessfunctions into one of five areas. The rank of those functions follows:

1. End-product manufacturing,2. Component manufacturing,3. Process support/suppliers,4. Business support services, and5. Research or education services provider.

Approximately two-thirds of the responding companies indicated that they are involved in more thanone area (respondents could check all categories that applied).

A more detailed look at a breakdown of the products and services provided in each of the fourbusiness functions is provided in the following sections.


End-Product Manufacturing

In total, 49 percent of the companies indicated that they manufacture one or more end products. Ofthe wide range of end products manufactured, the products mentioned most frequently are:

• Detectors/sensors• Optomechanical devices• Laser systems• Optoelectronic devices• Spectroscopy equipment• Electronic devices• Fiber optic systems• Imaging systems• Miscellaneous test and analysis equipment• Manufacturing equipment

Component Manufacturing

Survey results indicate that forty-two of the companies are involved in manufacturing one or moretypes of photonics components. Similar to end-product manufacturing, there is great variety in thetype of components manufactured. The top components produced are, in order:

• Optical components• Detectors/sensors• Electronic components• Optoelectronic devices• Optomechanical devices• Laser components• Light sources• Software design

Process Support/Suppliers

Overall, approximately 51 percent of the respondents provide some type of process support service oract as suppliers to the photonics cluster. Survey results indicate the most common areas of processsupport are in:

• Technical design/consulting• Metrology and testing• Prototype development• Optical fabrication• Imaging systems• Optical coatings• Materials and substrates• Machining• Software development• Packaging

Business Support Services

Additionally, 26.5 percent of surveyed companies provide business support to photonics companies.A broad range of services is offered, including the following (listed most frequently):

• General consulting• Business research• Economic development• General business support• Marketing assistance

Research and Education ServicesApproximately 48 percent of companies indicated they provide research or education services to theindustry. Of this group, 49 percent work with university or government-supported research, 41percent provide commercial research, and 29 percent offer education or training. Many companiesprovide research or education in more than one of these areas.

COLLABORATION WITH OTHER INDUSTRIES/CLUSTERS

Business leaders were given a list of eleven industries/clusters and asked to identify those with whichthey are currently working as a means of understanding how widespread photonics is across varioussectors of the economy. The primary industries/clusters that collaborate with Colorado photonicscompanies are (in rank order):

1. Aerospace/aviation2. Defense/homeland security3. Energy/renewable energy4. Electronics5. Biotechnology (devices)

Secondary industries/clusters that photonics companies are working with are:

• Nanotechnology• Telecommunications• Biotechnology (pharmaceuticals)• Software• Transportation (other than aerospace/aviation)• Radio frequency IDs

The enabling nature of photonics is illustrated by the fact that the mean number ofindustries/clusters that the organizations are working with is 3.7, and about one-third of thecompanies are working with five or more industries/clusters.

� The installation of the Ball Aerospace-built Wide-FieldCamera 3 during NASA’s fall 2008 servicing mission tothe Hubble Space Telescope will improve its ability tosee deeper into the universe to observe young, hot starsand older, cooler stars in the same galaxy. Following theservicing mission, Hubble will have its full complementof instruments and operate at the apex of its abilitiesinto the next decade.


COMPANY OUTLOOK:PLANNED EXPANSIONS AND PROJECTED EMPLOYMENT GROWTHThe responding companies were generally optimistic about their prospects for the future based oncompany expansion plans and projected employment growth.

Companies were asked about their expected employment growth rate over the next year. About one-third of the respondents indicated their employment would remain flat or show a slight decline,while the remainder expected various rates of growth.

Over the next year, employment in the state of Colorado is projected to increase at a rate of 1.5percent to 2.0 percent. Survey results suggest that overall growth in the photonics cluster is expectedto be double or triple that rate. This rate is applicable to the smaller companies and assumescompanies will be able to find qualified workers to fill positions.

Along these lines, almost half of the respondents plan to expand their Colorado facilities in the nextthree years. Less than 10 percent plan to expand facilities in other U.S. states or internationally.About 40 percent of the companies do not expect to expand in the near term.

FACTORS THAT INFLUENCE THE INDUSTRY

Survey respondents were asked to rate the importance of eleven factors to their business.Overwhelmingly, the most important issue to the surveyed companies is the availability of a qualifiedscientific, engineering, and manufacturing staff. These primary issues, in rank order of importance, are:

1. Availability of qualified scientific, engineering and manufacturing staff2. Availability of suitable lab, manufacturing, and office spaces3. Generation of in-state partnerships within industry cluster4. Access to specialized environment5. Availability of qualified Colorado suppliers6. Access to research at state universities

TECHNICAL SKILLS AND EDUCATION NEEDEDCompanies were asked to detail the technical positions and job skills that they will be seeking in thenext two years. The most common positions that companies are seeking are a wide range ofengineers, including electrical, mechanical, optical, and software. Additionally, employees withworkable technical skills in optics (optical technicians, designers, engineers, etc.), chemistry,software, and physics are desired. Furthermore, advanced and atomic physics training and knowledgeof nanotechnology are sought-after qualities. This year’s survey indicated that knowledge inrenewable energy technologies, such as photovoltaics and LEED AP, are also desired. Companies arepursuing “green,” renewable, or energy-saving applications for optoelectronic devices.

Respondents expressed interest in increasing graduate and doctorate research assistantships andparticipation within cluster research.

It is apparent that companies seek a bottom-up approach toward fostering interest and expertise inthe photonics cluster.

The survey also asked companies for suggestions on what specific programs or classes could beoffered to meet these technical skill needs. Suggestions ranged from encouraging high schoolstudents to pursue technical sciences to offering continuing-ed and nighttime programs. Manyphotonics positions require in-depth knowledge of optics, and companies suggest more specificoptics classes beyond what is covered in general physics courses. One of the common suggestionswas to offer more hands-on classes, with practical laboratory experience. In addition, companiessuggested expanding or improving technician training and Ph.D. programs, and providing a higherlevel of specificity in engineering programs, such as optomechanical or electromechanical. There was,again, a focus on renewable energy technologies. Companies suggested courses in photovoltaicdesign and installation, power management, and sustainable development.


OPEN-ENDED COMMENTS

The survey provided companies with an opportunity to suggest what steps they would take toimprove the business climate for existing Colorado photonics companies. Companies raised thefollowing issues:

• Revise the tax structure for businesses. One respondent suggested that start-up companies mightreceive additional tax breaks during their formative years.

• Provide better funding for higher education to help companies meet their workforce training needs.It was suggested that companies and universities could work together more closely to providestudents with real-world experience through internships and specialized training programs.Company leaders stressed the importance of making higher education financially accessible foreveryone.

• Secure grants or provide funding or incentives to strengthen innovation and retain currentcompanies in the cluster.

• Improve the infrastructure in such areas as transportation, communications, and lab-tech facilityspace. A strong infrastructure is essential in helping control the cost of commuting for theworkforce.

• Continue to strengthen the state photonics cluster through such means as interaction and tradeshows.

Companies were also asked to identify ways to attract companies to Colorado as a means ofstrengthening the cluster. As expected, various respondents pointed out the importance of retainingthe current base of companies.

Surveyed companies identified the following issues as steps for attracting photonics companies toColorado:

• Provide tax incentives and continue efforts to make the tax structure more business-friendly.

• Continue to strengthen the cluster. Providing more facilities such as UCD CAPT and makingmatching funds available to start-up companies are steps that can be taken to make Colorado moreattractive.

• Ensure that there is a qualified workforce, including technicians.

• Further improve the education system and training of the workforce at all levels to grow a qualifiedworkforce.

• Help companies secure industry-specific funding, such as SBIR or STTR grants. Such grants areessential to start-up companies.

• Improve representation of small businesses in the state legislature and Congress.

• Increase collaboration among industry, education, and the federal labs.

Concluding Comments

A number of factors point to a continued optimistic outlook for the future of photonics in Colorado.

• The CPIA experienced a successful tenure in the Advance Colorado Center (ACC) and has movedto Boulder. While at the ACC, the CPIA expanded its alliances with similar trade associations. Theprimary value of being located in Boulder is that the CPIA will be in closer proximity to the hub ofthe photonics cluster. In addition, CPIA has hired an executive director since the publication of thelast directory that enables a more dynamic organization and makes it easier to reach out to all partsof the state.

• In preparing the directory, the staff saw evidence of the mergers and acquisitions that haveoccurred during the past couple of years. On a positive note, these activities have provided astronger base of funding and other resources for local companies. Anecdotal evidence suggeststhat larger corporations that have purchased local companies have chosen to keep theiracquisitions based in Colorado.

• Statewide economic development efforts have resulted in growth of the aerospace and renewableenergy industries. United Launch Alliance, a joint venture between Boeing and Lockheed Martin,opened their headquarters in Littleton in 2007. Within the past year, announcements have beenmade that NREL will receive greater funding in future months. In addition, the wind energycompany Vestas has also relocated major facilities in Northern Colorado. Moreover,ConocoPhillips, Siemens, and RES announced that they would be locating energy facilities in theBoulder Valley. The expansion of the aerospace and energy clusters bodes well for the Coloradophotonics cluster.

• In late spring 2008, the Boulder Economic Council released a report identifying the economicdrivers of Boulder County. The report pointed out the importance of advanced technology (AT) tothe city, county, state, and region. Photonics is definitely a key component of the AT cluster. Inaddition, the report highlighted the value of the federal labs and the need for the private sector towork closely with the labs and state universities. This type of cooperation has been a fundamentalcomponent of the CPIA’s operating philosophy since its inception and positions the cluster forcontinued success in the future.



• The composition of the Colorado photonics cluster continues to include a handful of largecompanies and a majority of smaller companies. The two groups serve very important, yet differentroles in the growth of the cluster. Over the next year, employment in the state of Colorado isprojected to increase at a rate of 1.5 percent to 2.0 percent. Survey results suggest that overallgrowth in the photonics cluster is expected to be two to three times that rate. This rate is applicableto the smaller companies and assumes companies will be able to find qualified workers to fillpositions.

• The cluster continues to evolve as companies adjust their product and service offerings and asthe needs of businesses change. Growth projections illustrate that photonics is an essentialtechnology in the growth of the global economy. Despite volatile economic conditions duringthe current decade, it appears that Colorado has been able to maintain its base of photonicsworkers, because some of the industries that use photonics technology are counter-cyclical. Inaddition, several companies experienced strong growth during the downturn, enabling them tohire workers who lost their jobs.

• Because photonics is an enabling technology, it is broad-based, with applications in a variety ofindustries. This helps make Colorado a more well-balanced, diversified economy. In particular,photonics has a wide range of applications in the rapidly growing nanotechnology field, as well asuses in the biotechnology and biomedical industries.

RESEARCH PROGRAM

The Colorado School of Mines (CSM) research program in applied optics is a broad,interdisciplinary program with involvement from the departments of physics,engineering, chemical engineering, geophysics, and materials science.

Activities in physics focus primarily on development of novel optical characterizationtechniques, performance of precision optical measurements, nonlinear microscopy, ultrafast laserphysics, and short-wavelength generation.

Activities in engineering tend to emphasize optics as a way of monitoring reaction kinetics, chemicalsynthesis, and combustion. The focus of work in chemical engineering and materials science is onintegrating optics with microfluidic systems and with materials synthesis and control; it includesphotoelectric chemistry, optical process monitoring, and development of novel optical materials.

In geophysics, optical techniques are used to study acoustic wave propagation in rocks and materialsof geological interest.

EDUCATION PROGRAM

CSM is a public research university devoted to engineering and applied science. The Department ofPhysics offers a BS degree in engineering physics (ABET accredited) and an MS and PhD in appliedphysics. The undergraduate program, which ranks in the top 10 nationwide in the number ofgraduating physics majors, also offers a combined BS physics/MS engineering program. PhDstudents have the option of a minor in optical science and engineering. All undergraduate physicsmajors take a course in electromagnetic waves and optical physics, and a semester of advanced labwith optics experiments. Elective courses open to graduate and advanced undergraduate studentsinclude laser physics, nonlinear optics, optical engineering, Fourier and physical optics, photovoltaicdevices, and materials processing lab.

FACILITIES

The Colorado School of Mines has made a strong commitment to research by constructing a newresearch building that houses several members of the Physics Department working with lasers andoptical techniques, including Professors Durfee, Kowalski, Scales, Squier, and Taylor. Colorado State University

RESEARCH PROGRAM

Laser and optics research at Colorado State University is amultidisciplinary effort involving the departments of Electricaland Computer Engineering, Physics, and Chemistry. Researchranges from engineering novel lasers with output wavelengths inthe extreme ultraviolet (EUV— λ=5-50 nm) and EUV applicationtest beds for nanoscience and nanotechnology, to using femtosecond light pulses tomanipulate and control atoms and molecules, to investigating vibrational relaxationdynamics in chemical reactions. In the midst of this scope fall a number of activitiesrelated to optoelectronic devices and their applications in optical sensors, as well as theimplementation of sophisticated laser spectroscopy and advanced imaging methods for singlemolecule and DNA detection, for laser-cooling techniques to study atomic gas Bose-Einsteincondensates, and for implementing single-atom-on-demand source for silicon quantum computers.The Department of Electrical and Computer Engineering is home to the National ScienceFoundation Engineering Research Center for Extreme Ultraviolet Science and Technology (NSF EUVERC). The goal of this center, which also involves the University of Colorado at Boulder, theUniversity of California Berkeley, and Lawrence Berkeley Laboratory, is to engineer novel tabletopsources of EUV light, compelling applications ranging from imaging to spectroscopy.

EDUCATION PROGRAM

CSU places a special emphasis on optics and lasers. This field of study is one of two specializedconcentrations (the other is computers) that undergraduates can elect within the Department ofElectrical and Computer Engineering. Accordingly, a number of elective courses are available in thisarea, including optical electronics, experiments in optical electronics, general and advanced optics,Fourier optics, laser fundamentals, semiconductor devices, fiber optic communications,nanophotonics, and ultrafast phenomena. Many of these courses are at a level appropriate for seniorsor beginning graduate students. In addition, CSU offers specialized advanced courses in EUV scienceand technology, plasma physics, and x-ray lasers. A Certificate in Extreme Ultraviolet Science andTechnology is offered through the Department of Electrical and Computer Engineering. Researchexperiences for undergraduates during the summer and throughout the year for CSU students are anintegral part of the education program.

FACILITIES

Laser and optics research facilities are centered at two main sites. The Foothills Campus is the homeof the NSF EUV ERC. These facilities include more than 10,000 square feet of specialized laboratoryspace for the development of advanced optical laser drivers used as pumps for EUV lasers, state-of-the-art femtosecond lasers, and novel nanoimaging and nano-patterning systems that exploit theshort-wavelength and short-pulse duration of the EUV light. These advanced nanometrology tools,combined with other processing capabilities, equip the Nanoscale Science and TechnologyFabrication and Characterization Facility. An advanced coating facility that produces multilayerinterference coatings for high-power optical lasers is also part of the NSF EUV ERC. The facilities onthe main campus include a number of well-equipped optics laboratories with a variety of lasersources and associated instrumentation. The Engineering Building contains a fully-equipped cleanroom with semiconductor processing capabilities that include microlithography equipment, dry- andwet-etching capability, metal and dielectric deposition, and a full range of materials characterizationequipment. The Physics Department is home to the W. M. Keck Foundation Laser Lab for advancingquantum computing-related research.

Colorado AdvancedPhotonics Technology Center

The Colorado Advanced Photonics Technology Laboratory(CAPT) was established in late 1998 to facilitate the growthand development of the Colorado photonics industry. TheCAPT Laboratory provides the following:

• Manufacturing-oriented equipment and facilities to assist companies in bringingproducts to the market.

• Industrially relevant education to train and cross-train factory-, technician-, andengineering-level personnel for photonics product manufacturing.

• Contract measurement and engineering services for companies all around the country.

• Resources for commercialization of Colorado’s university research when appropriate.

The CAPT facility was initially opened to the public in the spring of 1999 at the HEAT Center inAurora, Colorado. The facility was relocated to Longmont, CO in July of 2002, and now has apermanent home at the Auraria campus with the University of Colorado Denver, Engineering andHealth Sciences Center. Information and directions can be found on the website listed below. CAPThas an active list of more than 60 corporate members. The 2,500-square-foot facility has $5 million ofequipment and a Class-1,000 clean room, a Class-IV laser center, and general laboratory space.

The CAPT Laboratory has several main suites of equipment and capabilities.

• Metrology and optical characterization (AFM, optical profilometer, stylus profilometer,microscopes, interferometer, spectrophotometer, MTF, etc.)
