WRECK OF THE ‘JOSEPH H SCAMMELL’ CONT.: Extracts from ‘History of Torquay’ by James A Baines 1938A gang of laborers, with lorries, engaged by Captain Douglas, arrived at the scene at daylight on Monday to salvage cargo from the beach on behalf of the Underwriters, and at once set to work collecting the cargo from the beach and placing in it stacks, but they did not calculate on the extra high tide, which that night washed most of the salvage cargo back to the sea again. This tide also had the affect of turning one half of the vessel bottom up. During the same night the mainmast and several of the spars floated ashore, and were landed nearly high and dry on the beach. The work of salvaging was continued throughout Tuesday. Portions of the bow of the ship was washed ashore at the mouth of Bream Creek, and a quantity of the cargo drifted onto the beach in the same locality.

The value of your home

MANY property owners are receiving their council rate notices at the moment and, in addition to the amount of rates charged, a great deal of interest is generally shown in the value of the property.

It is important to know, however, that the value determined to your home by the council is not always the same amount you will receive if you were to sell your home tomorrow.

The primary purpose of council valuation is to provide a basis for determining the property owner’s contribution to the council’s consolidated revenue.

The valuation is determined every two years on the first of January by qualified valuers engaged by your council.

The council valuation will provide a guide as to the price you may be able to achieve if you are intending to sell, however, you should also undertake a number of other steps to determine the value of your property.

You can ask an REIV member to undertake a market appraisal; this will provide you with the opportunity to discuss with them the factors that have an impact on property values.

When your property goes on the market it is important to remember that prospective buyers often look at a range of homes within the same location. As such, it is wise to make an effort to understand the local market. You can do that by checking the sales results each Saturday night at www.reiv.com.au or in the Sunday newspapers.

There is also a range of websites that provide information about how much properties in your area have sold for over the last few weeks, months or years.

Finally, when you actually sell, remember that the demand for your home will be influenced by what other properties are for sale in your area and by the number of buyers looking. This means that the marketing and preparation of the home will also influence the sale price.

VICTORIA is the nation’s biggest building hotspot, according to a new report from the Housing Industry Association (HIA), the voice of Australia’s residential building industry.

The Population and Residential Building Hotspots report provides a snapshot of Australia’s fastest growing metropolitan and regional areas in the 2008/09 financial year.

A ‘hotspot’ is defined as a local area where the rate of population growth exceeds the national average and the value of building work is in excess of $100million.

The nation’s top building hotspot was the local area of Whittlesea North, where residential building work approved rose over $484million and the population growth rate was 18.3 per cent. This was a rise of 28.4 per cent on work approved in 2007-08.

Wyndham South – one of Victoria’s fastest

growing cities – took second place with the value of work hitting almost $284million and the population growth rate was 12.8 per cent. The total value of residential building work approved was up by 39.8 per cent on 2007-08.

Griffin-Mango Hill in Queensland took third place with almost $150million worth of residential building work approved and a population growth rate of 12.8 per cent.

Victoria’s Cardinia (Pakenham) was the nation’s fourth biggest hotspot (with more than $241million of work approved and a population growth rate of 10 per cent), while Melton East took fifth place (with more than $285million of work approved and a population growth rate of 9.5 per cent).

“It is really pleasing to see that more hotspots were evident in Victoria than in any other state in 2008-09,” said HIA Victorian executive director, Gil King.

“However, this doesn’t mean we can become complacent. Victoria also has had the nation’s fastest population growth, meaning demand for housing is higher than other states.

“It is crucial that the Victorian Government continues to introduce measures that aim at stimulating housing supply, including the promised expansion of the Urban Growth Boundary as well as following through on a commitment to increase infill development.”

Baw Baw West was one of only two Statistical Local Areas outside of Melbourne to register as a hotspot in Victoria, where the population grew by 2.8 per cent and the total value of residential building work approved was $105million.

Greater Geelong was the other, with a population growth rate of 2.4 per cent for 2008/09 and $133million of residential building approved.

Torquay’s newest children’s playground, Hilltop Park, was opened earlier this month. The new park, located in Fischer Street, was opened with a gala family day hosted by LJ Hooker for residents in The Quay. While the park and its playground proved popular, it was the Hooker Bear who stole the show on the day, handing out showbags to the children. Apart from a playground, Hilltop Park also boasts barbecue facilities and walking and cycling paths.

AUSTRALIA’S housing affordability crisis has taken 20 years to be fully manifested, and according to this year’s State of the Regions Report, it will take a decade or two of intense policy application to fix.

The report, released earlier this month, underlines that housing affordability has been a steadily growing problem.

“The State of the Regions Report proves that the current shortage of affordable housing is not a recent development that can simply be blamed on council planning processes,” said Geoff Lake, president of the Australian Local Government Association.

“We have long been arguing that blaming local government for the housing affordability crisis is simply not credible. Now this report backs that up.”

The report shows that decades of under investment in infrastructure and misguided industry policy have resulted in housing shortages.

“To address a problem of this magnitude requires all levels of government and industry to work collaboratively rather engaging in some old fashion council bashing and tinkering at the edges with talk of administrative reform of planning processes,” Lake said.
