The Problem
Cutler-Hammer was the first to introduce the “direct bus bar” connected SPD that providescustomers with the lowest system let through voltage at the bus bar when compared totraditional cable connected surge protectors.
By utilizing a direct bus bar connection the CPS achieves the industry’s lowest system letthrough voltage – effectively suppressing both high and low energy transient eventsproviding protection for all connected electronic loads. This design provides superiorsuppression ratings and eliminates poor performance that results from cable connectionsand/or long lead lengths.
Other ProductsOther surge suppressor manufactures measurements are made at the SPD module or thesuppressors terminals, not at the electrical distribution equipment’s bus bar. The distancebetween module or suppressor terminals and the distribution equipment bus bar is often14 inches or more. The impedance associated with cabling required to connect the surgesuppressor to the electrical distribution equipment (also referred to lead length) significantlyeffects the overall performance of the surge suppressor and results in an increase in letthrough voltage.

Due to the evolution of electronics and microprocessors in today’s society engineers,integrators, and contractors are challenged to provide quality (clean) power forelectronic loads. Surges (also known as transients) due to lightning, utility grid switching,switching of external/internal inductive or capacitive loads and other sources travel onpower line conductors throughout the electrical distribution system. Research by theANSI/IEEE and others shows that solid state devices do not tolerate momentaryvoltage surges exceeding twice their normal operating voltage. In addition, surgesless than two times operating voltage can cause system operating problems andequipment downtime.
The Solution Cutler-Hammer has developed the Clipper Power System (CPS) family of products toensure that the quality power required to maximize productivity in today’scompetitive environment is supplied to commercial, industrial, institutional, medical and telecommunications facilities.
The CPS family of products used for Surge Protection Devices (SPDs), also known asTransient Voltage Surge Suppression (TVSS), incorporates clamping and filtercomponents that are integrated into low voltage distribution equipment or assemblies—switchboards, switchgear, panelboards, MCCs, automatic transfer switches, andbusway. Cutler-Hammer also offers CPS units that can be externally mounted to anymanufactures distribution equipment on new or existing installations (Retrofit CPS).
Due to the integrated “Direct Bus Bar” design, Cutler-Hammer has been able to eliminatemany problems and performance issues commonly faced in the field. The CPS offerssuperior performance by minimizing the overall let-through voltage, a significantadvantage when compared to cable-connected solutions.
The CPS also eliminates:■ Expensive horizontal “outboard” wall space;■ Field installation costs;■ Potential electrical code violations due to improper installation; and■ Invalidation of third party certifications when connecting to existing products.

Wide Range of Surge RatingsSurge current ratings from 100 kA to 500kA per phase provide a range of costeffective protection that is based uponlife expectancy and offers an effectivefacility-wide solution. Products are thirdparty tested to verify published surgecurrent ratings.
Best-In-Class Extended Range Filter(55dB attenuation @ 100 kHz)The UL 1283 listed filter offers noiseattenuation over the entire frequencyspectrum that consist of 50 kHz to 100MHz. Based upon recommendedANSI/IEEE Category B3 Ringwave (6 kV,500 Amp @ 100 kHz) the filter reducesthis ringing transient to under 150 volts.Note: most suppression manufacturesclaim “sine-wave tracking” or “EMI/RFInoise filtering,” however, few publish filterperformance at 100 kHz as most offerinadequate filtering protection.

Cutler-Hammer is the first manufacturerto develop a low impedance suppressionplatform that results in low let throughvoltages for all ANSI/IEEE definedsurges. This is achieved by lowering theoverall system inductance and ensuresrated surge current is equally diverted toall suppression components when com-pared to other designs that incorporatetraces or internal wiring with differentlengths. The addition of EMI/RFI filteringfurther enhances performance by pro-viding an additional path for transients.SPD devices that employ modular com-ponents or printed circuit boards do notincorporate surge plane technology,thereby limiting their performance andsystem integrity.

Until now, surge suppressors reliedsolely on fuses for monitoring and alarmactivation. However, fuses and circuitbreakers cannot determine if an MOVhas failed open. Even individually fusedMOVs do not provide 100% comprehen-sive monitoring reliability as the fusesare not individually monitored.
Cutler-Hammer offers the mostadvanced safety system in the industry–the TRI-Monitor™ system. This patenteddesign is the first system to incorporatethree monitoring levels:
1. Primary Protection: Monitoring ofCoordinated Overcurrent Protection is con-tinuously displayed on the front panelusing red/green indicator lights.
2. Secondary Protection: InternalInfrared Detection is used to monitor anychange in the status of the suppressioncomponents. Using an optical detectioncircuit, the unit can identify a fault condi-tion not detected by the primary protec-tion circuit (i.e., Open circuit MOV failurein any mode including N-G).
3. Tertiary Protection: Thermal Detectionprovides a back-up monitor for slowthermal overheating.
If a secondary or tertiary fault is identi-fied, the SPD unit will signal a fault condi-tion. This provides the maximum level ofsafety to operating personnel and theelectrical system.
Each level of monitoring activates aflashing trouble light and alarm annunci-ators. Unlike conventional systems, ourinfrared sensor system is a fool-proofmethod for detecting damaged sup-
pression components in any mode,including N-G. The TRI-monitor™ pro-vides continuous online monitoring 24hours a day.
Note: The TRI-Monitor™ is standard onCPS-S, CPS-S2, CPS-S3, CPS-H, CPS-H2,CPS-M, and CPS-M3 versions. TRI-Monitor™ is optional for CPS-B.

Why Cascaded (Coordinated)Facility-Wide Protection?As recommended in the IEEE EmeraldBook, a cascaded or staged protectionapproach should be employed toreduce an external/internal impulsewaveforms to a harmless level. A SPDfilter should be installed at the mainservice entrance and key distribution orbranch panelboards to eliminate ringingand impulse disturbances as well ashigh frequency EMI/RFI noise.
