Purpose of Public Meeting

Address deteriorated condition of existing bridge

Improve pedestrian access to the bridge per Americans with Disabilities Act (ADA) guidelines

Project Purpose

ODOT engaged services of Burgess & Niple (B&N) in June 2014

B&N performed bridge inspection, traffic studies, and survey work in the summer and fall of 2014

B&N developed alternatives and prepared feasibility study

ODOT has held two stakeholder meetings for input

New four-lane bridge on existing piers (similar to existing bridge)

New five-lane bridge on existing piers Allows southbound left turn from Clinton Street

to River Drive. New four (or five) - lane bridge on new piers

DEF-15-14.77 Study Alternatives

Reusing the existing piers as part of the new bridge was studied.

Existing steel in concrete is deteriorating. Piers can be reused, but…

Repair might last 20 years (or less) Future repair likely

Conclusion: Reusing existing piers is not prudent.

Goal: 75 year design life for new bridge construction

Wider sidewalks than those on the existing bridge

Dedicated bike lanes (5 feet wide) adjacent to each sidewalk

Factors Affecting Recommendation

Construction cost - Less construction and R/W cost ($8.7M) with Alternative 1 than with Alternative 2 ($9.9M)

Traffic - No improvements to traffic delay at intersections (Level of Service) with Alternative 2

Factors Affecting Recommendation

Environmental impacts - Alternative 1 has either the same or fewer environmental impacts as Alternative 2

Adjacent property impacts (public and private) - Less commercial property impacts with Alternative 1 than with Alternative 2 (primary impacts is to Circle K underground storage tanks)

Alternative 2 - New Five-Lane Bridge (Impacts to Circle K)

Utility impacts (public and private) - Both have approximately the same impacts to existing utilities in the project area.

Maintenance of traffic during construction Both alternatives maintain at least local traffic during

construction. Anticipate maintaining one sidewalk for pedestrians Two construction seasons likely for either alternative

(whether local traffic is maintained or detoured)

Factors Affecting Recommendation

Final appearance not yet determined Construction costs are currently based on

standard ODOT bridge type City preference is current bridge lighting Stakeholder and public comments will be

sought

Bridge Aesthetics(How the new bridge will look)

US 24 Bridge over the Maumee River(West of Defiance)

Construction in 2019 (preliminary estimate) Depends on funding, environmental

concerns, right-of-way acquisition, and completion of construction plans

Project schedule updates will be provided as changes in the schedule are known.

Current Project Schedule

Funding will be secured when preferred alternative is finalized.

Funding for the preferred alternative will be through state and federal sources

Right-of-way acquisition anticipated to begin in late 2016 or early 2017.
