Climate change in Inner Mongolia and its impact
warmer and drier climateContinuous drought as the most frequent climate disaster with the widest influenceMore extremes (snow storm, drought, extremely high and low temperatures More sandstorms
Climate change and major disasters
沙尘暴天气
Direct impact from climate change
Runoff reduction in Xilin Rive
Degraded grassland
Water table drop in Dafen Lake
Water resourcesClimate change has led to a reduction in surface runoff, lake shrinkage or dry-up and decrease in available water resources
Grassland eco-systemHigh temperature and long drought have tipped the eco-system off balance. Grassland degradation, means a change in quantity and quality, with widespread locus, rats and desertification.
Rat disaster on dried wetland
Climate change in Inner Mongolia and its impact
Ø For agriculture and husbandryConflict between fodder supply and demand, more domestic livestock diseases, longer crop growing period, greater impact of drought on agriculture, leading to widespread production decreaseØ For herdsmen’s livelihoodHigh temperature in summer and warming in winter cause cold, heatstroke, and stomach problem among the elderly; drought leads to difficulty in getting drinking water and higher workload for women.
Indirect impact

Key vulnerable sectors examined in the research
ØVulnerable sectorsGrassland husbandry and water resourcesØ Key research areasGrassland husbandry and water resources, examined from the physical and social perspective, specifically including meteorology, ecology, husbandry, water resources, herdsmen’s livelihood, socio-economic policy. Impact of climate change on vulnerable sectors and population.Ø Research objectiveDeveloping adaptation policy roadmap for grassland husbandry under B2, A1B, A2

Traditional policy making
Ø Empirical policy makingLacks systematic and scientific evidence for policy making
Ø Single department policy makingCan’t adapt to complicated climate change impact, and hence can’t expected results
Ø Post-event policy makingMeans response and adaptation measures taken after disasters
ACCC contribution to policy-making
ØSystematic and science-based decision making
Systematic and science-based adaptation policy recommendation Based on physical, social and economic sciences, multi-facet and cross-sectoral platform and coordination mechanismØ multi-sectoral policy coordination
Provides macro-economy multi-sectoral *agriculture, forestry, husbandry, water resources and meteorology) policy recommendationØ mid- to long-term strategic policy making
By developing policy roadmap Ø direct participation in decision making
Brings out sectoral adavantage of local policy consultation

Ø The most appropriate methodology makes project implementation effective
scenario construction, modelling, stakeholder participation, and field study are identified after many rounds of discussion and training among Chinese, international experts and the Inner Mongolia team. The CENTURY model is identified for grassland productivity assessment for policy assessment, cost benefit was replaced by participatory assessment and AHP, along with policy scenario simulation
Stakeholder participatory assessment
Major experience from ACCC research
Ø Wide discussion and research is the cornerstone for improving research quality
25 workshops have been held with project consultants, the national team, Ningxia and Guangdong team in Beijing, Hoh hot, Yinchuan, Guangzhou, Nanjing, Guilin, and Xilin hot.
Major experience from ACCC research
Ø integration opinions from multiple parties lays the foundation for research representativeness.
Individual/group interviews and participatory research which have involved 150 administrators, 100 scholars, and 260 herdsmen.

ØGood coordination and organisation is the backbone for smooth project implementation.
A coordination groups is set up in line with large number of researchers involved and multi-disciplinary nature of the research, to liaise among ACCC PMO, national teams, and Inner Mongolia team. More than 30 work meetings have been held among the Inner Mongolia team alone.
