Aftermarket: Telematics

Status and actions

• Position Paper on the Open Telematics Platform has been published on July 22 and is available on the CLEPA Web site

• CLEPA Aftermarket participates in the monthly DG MOVE’s C-ITS meetings of WG 6 on access to vehicle data§ Participants from all stakeholders, including vehicle manufacturers§ Objectives and guiding principles are in line with the CLEPA Position paper§ 4 Task Forces dealing with:

1. The On board application platform 2. The Data server platform3. The In-vehicle interface – platform4. Data set requirements

§ Converging positions but no tangible results achieved so far.

• Close cooperation and coordination with other Associations (FIGIEFA, FIA, Insurance Europe, Leaseurope)

EUR 5/6 Regulation – Ricardo Study

CLEPA member’s complaint:Information provided by the Vehicle Manufacturers is insufficient for the independent aftermarket (EURO 5/6 regulation):§ Process regarding the availability of Repair and Maintenance Information

(quality, format of data provided, up to date data, …..) § Parts Identification via Vehicle Identification Number (VIN)

Aims of the Ricardo study on the functioning of the EURO 5 regulation: • Areas causing difficulties regarding compliance / enforcement• Areas affecting suitable access to RMI data for different stakeholders of the

automotive Aftermarket;• Analysis of the likely market developments and future direction of the industry, and

how this may impact the effectiveness of the current legislative framework• Any wider impacts on safety and the environment

Status: • Final RICARDO report published by DG GROW 26th November 2014• DG GROW report to the parliament and Council date open

• Existing regulations:- support mutual recognition, provided that safety levels are not lowered, environmental protection and added-value are maintained

• Future regulations:- promoting a strong worldwide system of future harmonized regulation, building upon the efficacy and functionality of the existing GTR process under the UN 1998 agreement

• Next steps:- 19-23 October 2015: 12th round of negotiations to take place in

Washington and Miami- CLEPA and MEMA to identify short-, medium- and long-term goals

for the negotiations concerning the automotive sector- CLEPA and MEMA to build pilot case, e.g. adaptive light beams
