Pearl RIVer County, hereby order that the proposed project(s) listed herein constitute the State Aid Program for Pearl River County for the period January 1 , ~ through December 31 . 2019,
In support of this order, the Board certifies and agrees that;
I. The State A id System in said County has been designated by the Board and approved by the Stale Aid Engineer, as required by said Act.
2. The Board has employed a Registered Professional Engineer as County Engineer, who will employ such other competent technical assistant(s), as required, to properly supervise and inspect the work in compliance with the Rules and Regulations of the Stale Aid Engineer, all as required in said Act.
3. This program, which has been prepared by the County Engineer and approved by th is Board, is herewith submitted to the Stale Aid Engineer for approval.
4. The Board wilt comply with all applicable Laws. Rules and Regulations in the acquisition of rights-of-way and will maintain the acquired rights-of-way for said project(s) to keep the same free of encroachments such as buildings, fences or any other obstructions. 5. Counties receiving $500,000 or more in Federal funds from all projects constructed or being constructed in a Federal Fiscal Year (October I - September 30). must have a single audit conducted in accordance with OMB circular A-133.
6 The Board herein affirms its acceptance of the Office of Stale Aid Road Construction's policy for the accommodation of utilities as srated in S.O.P. No. SA 11-2-8 and agrees to coordinate utility facility installation and/or adjustment in a timely manner so as not to impede project development.
7. The Board will maintain the project(s), after completion, in a regular and satisfactory manner subject to the approval of the State Aid Engineer, all as required in said Act.
8. The State Aid Engineer is authorized to effect such transfer of funds as are necessary to pay engineering costs on the project(s), as authorized by MiSSissippi Code 1972, Section 65-9-15, and in accordance with the Rules and Regulations promulgated by the State Aid Engineer, dated July 1,2005.
9. The State Aid Engineer is authorized to effect such transfer offunds as are necessary to pay testing expenses incurred PRJOR to the award of Contract on any project(s) included in this program. In the event the Board cancels or withdraws any project(s) included in this program, the Board hereby agrees to reimburse its Stale Aid Fund for testing charges incurred.

.:. MAINTENANCE; As weather conditions allow, each work unit will continue using cold mix asphalt to repair potholes as well liS the pot hole parcher. Work on any incomplete work orders and new work ordcrs as soon as possible. Stripe roads that were paved this past season. Available trucks will stock pile matc.rial at the tic-ups wd the Centnll Bam. Check driveway aprons lind repair liS needed. Utilizing the Road Hog reel-almer, we will continue to repair base failures and reclaim materials and incorporate them baek into the road base to provide better srabiliry .
• :. DITCHING & DRAINAGE: Each work unit will continue to do routine ditching to improve drainage in problem areas. They will rcplace any necessary culverts. Each ctew will inspect culverts for beaver dam issues and remove any problems found. Complete any cross drain replacement as necessary for paving projects and re-Ievel those previously replaced. Continue cutting shoulders to improve drainage .
• :. PA VlNG: The construction crew will lIssist each Work Unit in prepwllg and paving roads on the Paving Schedule for this paving season. Assist work units with routine maintenance ltnd continue plttching potholes with cold nUx asphalt county wide. They will begin checkiog and testing paving cguipmenr to make any minor repairs before placing in off-season storage. Other equipment will continue to be utilized in completing repair projects .
• :. MOWING: Each Work Unit will begin to slow down with routine mowing of road Right-OE-Ways in preparation for the upcoming winter months. Boom mowers will continue with maintenance work and any work order requests .
• :. SIGNS, WEED SPRAYING: The sign crew will work with each work unit to jnspect signs, clean around bridge ends, and replace any missing signs or markers. Crew will continue to complete work orders for new sign placement and replace any missing or damaged signs. As seasonal vegetation growth begins to slow, crews will weed-eal and spray Round-up around signs and bridge ends to aid in maintenance mowing. Continue the mosquito spraying program as time and need occurs. Assist paving crew when needed, to provide extra help to complete p:wing projects.

This Contract Services is made and entered into by and between Pearl Cmmty of Supervisors and Pearl County Circuit Clerk.
WHEREAS, the Pearl River County Board Supervisors to secure and maintain the services the River County Circuit Clerk purpose and progranuning voting for the Primary Elections, the General and any and all Special pursuant to Section 15 and Section 9-1-43 of the Mississippi Annotated of 1972, and further, Pearl River County Circuit desires to enter into this agreement to perfonn duties necessary to setting testing, and programming voting machines all the Primary Elections, General Election, any and Special Elections upon the conditions hereinafter set forth.

pursuant to Miss Code Ann, §9-13-19(1), Upon approval by the Board of Supervisors of
the counties comprising the 15th Circuit Court District, Mrs. Hardwick's base salary wilt be increased from $46,000.00 to $52,000.00, Pearl River County will contribute 32.50%
of the $6,000.00 raise which amounts to $1,950.00 per year. The increase in base salary

LICENSE AGREEMENT FOR ATTACHMENT OF TELECOMMUNICATIONS EQUIPMENT
TO MISSISSIPPI POWER COMPANY FACILITIES
THIS AGREEMENT (hereinafter, the "Agreement") made effective as of by and between Mississippi Power Company, a Mississippi corporation, (hereinafter caned "Licensor"), and PearA River Co. MS (hereinafter called "Licensee").
WITNESSETH:
WHEREAS, proposes to install fiber optic cable for the purpose of communications ,and desires to attach or install its cables. wires, and appliances to certain facilities of Licensor; and
WHEREAS, Licensor hereby permi[s, to the extent required by law and consistent with its mortgage indenture, Attachments to facilities in its judgement, such use will not interfere with own service requirements, including consideration of safety, reliability, insufficient capacity and generally applicable engineering concerns, and if Licensor is protected and indemni fied against all cost and liabilities arising out of such use.
NOW, THEREFORE, in consideration of the premises and the mutual covenants, terms and conditions herein contained, the parties do hereby as follows:
ARTICLE 1 - DEFINITIONS
For the purpose of this Agreement, have the following meanings:

A. AUTHORrzED ATTACHMENTS are Attachments to Licensor's Facilities that have been approved in writing by Licensor.
B. ATTACHMENT is any wire, cable, line, conductor, guy, equipment, appliance, material or any other facility that is placed on, attached to or connected to Licensor's Facilities; provided, however, Licensee shall not attach any antennas or wireless communication equipment to Licensor's
C. CHANGING THE CHARACTER OF SERVICE occurs whenever Licensee causes a change in the physical characteristics of an Attachment. examples of which include but are not limited to Overlashing or

number Attachments to a Facility; or when there is a change in or expansion of the service territory of Licensee.
D. CONDUIT is an underground facility of the Licensor where Licensee may request occupancy.
EFFECfrVE DATE is the date stated in the first paragraph of this agreement.
JOINT USER is BellSouth Telecommunications, Inc., with which Licensor has an agreement for the joint use of the utility poles.
G. NESC means [he National EJectricaJ Safety Code as it may be amended from to time.
OSHA means all applicable requirements of the Occupational Safety and Health Act of 1970, as it may be amended, and rules, regulations, or orders now in effect or that may hereafter be issued pursuant to that Act.

J. LICENSOR'S FACILITIES are the poles, conduits, or facilities owned or controlled by Licensor upon, on or in which are to be provided for the Attachments of both parties under this
K. REARRANGING ATTACHMENTS is the moving of an Attachment or Attachments from one position to another on Licensor's Facilities.
L. TRANSFERRING A IT ACHMENTS is the removing Auachments from one pole, conduit, or facility and placing them upon another.
M. OVERLASHING is the attachment by winding, securing, fastening, lashing, threading or looping of one cable onto another cable.
N. TAGGING is the identification of Licensee's Attachments at each point of attachment to Licensor's Facilities. The identification must be readable from ground level with the naked eye and acceptable to Ljcensor.
O. UNAUTHORIZED ATTACHMENT is material or apparatus now or hereafter attached to Licensor's Facility by Licensee, including without limitation, Overlashing, which Attachment has not been approved in writing by Licensor or which is not in compliance with the terms and conditions of this Agreement Such Unauth01'!zed AUadunt:nls IShall include but not be limited to Overlashing or a Change of Character of Service if not approved in advance by Licensor in writing.

Dear Mr. Lumpkin:
On behalf of the Pearl River County Board of Trustees, please accept this letter as our request for your in .renewing the $1.5 million Line of Credit with First National Bank of Picayune, which currently has an o~tstanding balance of$1.2 million.
Although our current Line of Credit does not until February 6, 2016, I have spoken with National Bank President, Stewart Huey, who if PRCHNH renews its line of credit
prior to December 30, 2015, First National Bank could provide the same rate of interest as the current line of credit, .three one-quarter (3.25%) percent interest per annum, before the' Federal Reserve increases rates thus avoid a one-half (.5%) percent increase in the facility's credit expenses.
At its December 8,2015, Board Meeting, the Pearl River County Board 'of-Trustees unanimously approved seeking pennission from the Pearl River County Board of Supervisors to renew this Line of Credit. In accordance therewith, attached find the following documents that we request placed on the agenda of the December 22, 2015, Pearl River County Board of SupeIVisors meeting: .

Be It Ordered by the Pearl River County Board of Supervisors to enter executive session at 11:25 a.m. to discuss matters covered under 25-41-7 of the Mississippi Code of 1972, items covered under Section 4(b) Negotiations with respect to prospective litigation, litigation or issuance of an appealable order when an open meeting would have a detrimental effect on the litigating position of the public body, Section 4(d) Investigative proceedings by any public body regarding allegations of misconduct or violation of law.
