COUNT1 Rodrick Esten Manning, a Correctional Officer, beginning on or about January 1, 2019 in

Hamilton County, Florida, then and there, without authority, knowingly and intentionally requested, solicited, accepted, or agreed to accept, any pecuniary or other benefit not authorized by law, for the past, present, or future performance, nonperformance, or violation of any act or omission; contrary to Florida State Statute 838.016.

COUNT2 Rodrick Eston Manning, a Correctional Officer, beginning on or about April 23, 2019 in

Hamilton County, Florida, then and there, used a two-way communications device, including, but not limited to, a portable two-way wireless communications device, to facilitate or further the commission of any felony offense, namely Unlawful Compensation and Conspiracy to Introduce Contraband - Controlled Substance; contrary to Florida State Statute 934.215.

On or about May 31, 2019, your Affiant began a criminal investigation into an Unlawful Compensation and Introduction of Contraband.

Beginning on or about January 1, 2019, the defendant, Rodrick Eston Manning (hereinafter referred to as "Officer Manning"), a sworn Correctional Officer with the Florida Department of Corrections (FDC) assigned to Hamilton Correctional Institution (Hamilton Cl) began receiving compensation from personal acquaintances of Inmate Dutherson Cineas (hereinafter referred to as "Inmate Cineas").

Beginning on or about April 23, 2019, Officer Mann_ing became engaged in two-way communication by text and voice calls through his cellular phone with Inmate Cineas.

On May 12, 2019, a cellular phone was recovered from G-Dormitory at Reception and Medical Center - West Unit (RMC). Inmate Cineas was housed in G-Dormitory at the time the cellular phone was recovered.

A data extraction of the cellular phone yielded the following information: Officer Manning sent and text messages to and from Inmate Cineas using the phone number of

Officer Manning and Inmate Cineas discussed picking up packages and received numerous

arranging to introduce them into Hamilton Cl at a later time; Inmate Cineas inquired as to " .. . so how much u [sic) you want" and Officer Manning responds "We can do $800 $850"; Inmate Cineas inquired of Officer Manning as to how many "cigs" were left to which he responded "We got a couple"; Inmate Cineas conversed with a subject named "Scooter" at phone number (386)855-5905 about needing some "gas" and "Scooter'' responded" ... one zip cost 250"; Officer Manning and Inmate Cineas then conversed about setting up a time to meet "Scooter" and Officer Manning asked Inmate Cineas to send "Scooter's" phone number; Officer Manning discussed his work schedule with Inmate Cineas numerous times as it pertained to leave taken and his days off; Inmate Cineas referenced transferring money through CashApp numerous times with several

friends; Inmate Cineas was identified by the alias "Debo" several times in text messages, photographs and emails; Inmate Cineas conversed with numerous recipients who identified him by "Dutherson"; Inmate Cineas conversed with a contact labeled "Ma" at phone number (561)396-4891; There were numerous photographs of Inmate Cineas on the cellular phone taken in a "selfie" pose, a technique where a photograph is taken while someone holds the phone in their hand; Inmate Cineas identified himself by name and DC# in an lnstagram message; Inmate Cineas conversed with a subject named "Aurice" at phone number (561)294-5291; Inmate Cineas conversed with a subject named "Cassie" at phone number (561)299-8306.

Based on your Affiant's training and experience "Gas" is a slang term for a type of Marijuana and a "Zip" is a slang term for the measurement equal to an ounce of Marijuana.

A search of Inmate Cineas' JPay, an electronic email system, yielded the following information: Inmate Cineas received a letter where he is identified as "Debo" by a friend; the phone number used by personal friends Aurice and Casendra, also known as "Cassiiee" & "Cassie", was the same listed in the data extraction.

A check of the Facility Access Secure Tracking (FAST) System, a database of inmate visitation information, revealed the following information: Phone number (561)299-8306 returned to Casendra; Phone number (561)396-4891 returned to Myrlaine Blanc (Blanc), the mother of Inmates Cineas; A search for "Aurice" returned Aurice Davis, who is an approved visitor of Inmate Cineas.

A check of the Corrections Data Center (CDC), a database that is utilized to track inmate housing assignments, recorded that Inmate Cineas was housed at Hamilton Cl where Officer Manning was employed during the time the two conversed via the cellular phone.

A check of PeopleFirst, a database utilized by state employees to provide contact information, such as telephone numbers and addresses, verified the phone number used by Officer Manning was his personal phone number.

A check of Roster Management System (RMS), a database utilized by the FDC to track contact information and leave usage for employees, verified the phone number used by Officer Manning was his personal phone number. RMS also verified Officer Manning was off on leave during the time frames discussed between Officer Manning and Inmate Cineas.

A subpoena was submitted to Sprint for phone number and the information received identified Officer Manning as the subscriber.

A subpoena was sent to CashApp and it revealed that Officer Manning received $1115 from Aurice Davis, $446 from "Te Zoe", and $2900 from "Cassiiee" for "Debo". The investigation identified Aurice as being a personal friend of Inmate Cineas, "Te Zoe" & "Debo" as being Inmate Cineas, and "Cassiiee", also known as Casendra, as being a personal friend of Inmate Cineas.

WHEREFORE, your Affiant prays that an arrest warrant be issued according to law commanding all and singular the Sheriffs of the State of Florida to forthwith arrest the said Rodrick Esten Manning, and bring him before the court to answer the charges of: Unlawful Compensation, Unlawful Use of Two-Way Communication Device, Conspiracy to Introduce Contraband -Controlled Substance, and Compounding Felony.
