It’s interesting that the Housing Industry Association has recently recognised the City of Armadale as one of the fastest growing regions in the country. We are a designated “hotspot” – with population growth exceeding the national rate and residential building approvals totalling $283 million in the last financial year. This kind of activity is set to continue well into the future, with an associated increase in commercial investment and we look forward confidently to more employment opportunities for our rapidly growing community.Of course, with growth comes a pressing need for more infrastructure and through our active participation in the National Growth Areas Alliance, we are continuing to lobby the Federal Government for increased funds to provide this.

Locally we have experienced a number of major planning milestones recently:

• We approved a key strategic planning document for a new 104-hectare residential development, Satterley’s Heron Park phase 2.• Subdivisional works for the huge residential development known as Wungong Urban Waters has commenced. • As a result of a federal grant valued at $1.75 million, Stockland conducted a ballot for 50 special lots at a reduced price at their emerging town centre at Piara Waters. In our town centre you may have noticed the commencement of works at Memorial Park, where the City is upgrading the park with better lighting, more seating, stone retaining walls, planting of mature trees and a more user-friendly amphitheatre.

The youth and community space between Orchard Avenue and Armadale Central is coming along well and includes active elements for skaters and BMX riders, along with viewing and seating areas. These are two examples of how we are responding to community needs.

City attracts top artists for Minnawarra Art AwardWell-known West Australian landscape artist, Tony Windberg, has picked up the major prize at the City of Armadale’s 2011 Minnawarra Art Award.

Mr Windberg won $5,000 and the Gerry Gauntlett Award for the best artwork with his dramatic “Woodcut II West” entry.

This award was named in honour of the late Gerry Gauntlett, who was the inaugural Chair of the Armadale Redevelopment Authority.

Featuring a corridor through a forest of trees and etched onto wood-look vinyl, the artwork’s beautiful detail and underlying themes impressed the award judges.

“An outstanding work – Tony is an exceptional technician. The fine details, subtle finish, play on materials and underlying ideas about place and plantation forestry elevate this work above all others,” the judges said.

The partner artwork to “Woodcut II West” was recently acquired by WA billionaire businessman Kerry Stokes.

Perth photographer Andrew Davoll took out the other major award for the Best Work priced $650 and under with “1-5 Squared”. He received a $1,000 cash prize.

nEWS FROM THE C ITY OF ARMADALE

Harrisdale takes offThe exciting growth in Harrisdale is set to continue, with the City of Armadale recently approving a key strategic planning document for a new 104-hectare residential development area.

Satterley’s Heron Park phase 2 will eventually be home to about 3,000 people and will include a primary school, high school and playing fields, along with areas of parkland that includes a ‘green corridor’ linking to the adjacent Bush Forever site.

According to developer Nigel Satterley, his company intended building a great family and community master-planned estate comparable to the existing Heron Park.

Earthworks at the new estate could begin later this year, subject to further planning approvals.

Heron Park Phase 2 is a short distance from the City of Armadale’s range of sporting facilities, including golf courses and only eight kilometres from the Armadale city centre and 20km from the CBD.

Is your doggie registered?Did you know that all dogs over the age of 12 weeks must be registered? For more information about dog registration visit the City’s website www.armadale.wa.gov.au or contact Ranger Services on 9399 0111.

Community consulted on reserve upgradesMore than 450 people attended community days at the Don Simmons and Reg Williams reserves recently, to provide feedback on proposed upgrades as part of the City’s Public Open Space Strategy.

Draft concept plans and artist’s impressions were presented at the events, which also featured family-friendly activities such as sausage sizzles, face painting, a bungee run and balloon-twisting.

Residents’ suggestions for both reserves were: upgrading or extending existing playground equipment, increasing lighting and extra tree planting.

At Don Simmons, community members asked for better internal pathway connectivity, a pathway or bridge across the drainage swale and for local children to be involved in any possible art or tree planting activities.

At Reg Williams Reserve, there was a public preference for the existing skate pipe to be upgraded and a portion of the bitumen area to be retained for an interactive children’s educational course to learn road rules.

Participants at each of the community days were very supportive of the reserves being upgraded as per the draft options. These concept plans were prepared following community surveys distributed to residents living near the reserves.

Feedback from the community days and the surveys will be considered by Council when it determines future upgrading of the parks. Some of the upgrades could start to occur within 12 to 18 months.

Heron Park stage 2 at Harrisdale has a green corridor running through its centre.

Road upgradeThe section of Ranford Road between Tonkin Highway and Armadale Road has been programmed to be upgraded to a dual carriage way. Work is expected to start later in the year.

Greening our City – get your boots and gloves on!Help take care of our fantastic bushland and river areas and come along to fun volunteer planting days on Saturday 25 June, 9am -12 noon at Roley Pools (Soldiers Road bridge car park) and Saturday 2 July, 9am - 12 noon at Wright Brook (Megisti Place, Kelmscott). Morning tea supplied – please RSVP to the City’s Community Landcare Coordinator on 0412 713 582.

Canning River rescueNeighbour power is king in Scott Road, Kelmscott! A group of community-minded residents, who helped protect each other’s homes from the devastation of February’s bushfire, are working together again to restore a section of Canning River that runs through five of their properties.

The newly-formed Friends of Scott Road group will conduct a 12-month river rehabilitation project with $50,000 in funding from the Federal Government’s Caring for Our Country program, assisted by the Armadale Gosnells Landcare Group and the City of Armadale.

The project involves clearing, weeding and re-planting a part of Canning River currently infested with blackberry, bridle creeper and bamboo.

Armadale Mayor Linton Reynolds has praised the Scott Road group for their initiative, camaraderie and community spirit in the wake of the bushfire, which destroyed or damaged 100 properties in the Kelmscott, Roleystone and Clifton Hills area.

New sport fieldsThe tender for the design for the Piara Waters Playing Field has been advertised and the consultants will be appointed in June.

Piara Waters is now home to 6500 people and is growing fast! Residents will have new community sports playing fields, with construction expected to start at the end of the year.

Open spaces to be a feature for WungongAfter years of planning and preparation, subdivisional works for the first estates at Wungong have started.

Up to 40,000 people will live in the area, in a variety of housing sizes and types, with easy access to the Armadale city centre and train station.

Armadale Mayor Linton Reynolds says it is an exciting time for the region, with large-scale growth strengthening the CBD and retail trade and driving more local jobs.

ARA CEO John Ellis says the $250 million developer contribution scheme will significantly boost residential land supply in the south-east metropolitan area by equitably sharing common development costs.

The developer scheme is the biggest ever in WA, contributing public open spaces, district distributor roads, drainage systems, environmental remediation and community infrastructure for future residents.

Fast facts:

n The Planning Institute of Australia recognised the creation of the ARA's Wungong Urban Water Master Plan by giving the project its highest accolade for Excellence in Planning.

n The master plan showcases sustainable urban development incorporating natural resource management, water-sensitive urban design and energy-efficient housing.

ARA CEO John Ellis and Armadale Mayor Linton Reynolds are excited about the plans for Wungong.

Settlers Common – access for allDeveloper contributions from nearby special residential estates have helped fund a host of improvements at picturesque Armadale Settlers Common in Bedfordale.

Facilities such as ACROD standard parking, an accessible gate and rest points with tables, seats and shelters have been installed in the eastern portion of the Common.

The public open space funding has also enabled bushland in the same area to be enhanced with dieback treatment, rubbish removal, weeding, track rationalisation for better fire management and revegetation, including a community planting day to be held this winter.

There is also a brand new 1km red asphalt trail loop from Observation Circle that leads users to points of interest and links with other bushwalking trails.

The 2m-wide asphalt pathway will allow people with disabilities, people with low mobility and families with prams to enjoy the scenic and environmental values of this important City bushland reserve.

The City received a $58,000 grant from the Department of Sport and Recreation and Lotterywest for the accessible trail.

Stockland’s live ballot event held in April at Newhaven has been deemed a huge success, especially by the 50 homeowners who scooped a house and land package $30,000 off the market value.

The discounted price was as a result of the $1.75 million allocation of funding granted to the City of Armadale as part of the Federal Government’s Housing Affordability Fund.

The funding enabled Stockland to make 50 blocks available at a $30,000 saving, with the discount being passed directly to homebuyers to purchase a fully completed 3 bedroom, 1 or 2 bathroom home from $295,000.

Located only 18 kilometres from the Perth CBD, Stockland’s Newhaven community will eventually become home to around

Children’s splash pool for Aquatic CentreA new zero depth water playground and splasher pool for young children will be installed at Armadale Aquatic Centre during the winter months.

The latest design facility replaces the old children’s pool and will give kids hours of cool, interactive fun. Toddlers and mum’s groups will have great fun using the new facilities that will be situated right next to the new playground that was installed last year.

Other improvements being undertaken at the centre include replacement of the existing pump and filter equipment, to enable independent heating of the pools and resurfacing of the concourse area.

The works, valued at $4 million, are expected to be complete by October 2011.

Have fun with Morse code at Armadale Visitor CentreJoin the enthusiastic volunteers from the WA Morsecodian Fraternity to find out more about Morse code, sending telegraphs and historic communication devices used in the City’s earliest days.

It’s next to the City of Armadale Visitor Centre in Jull Street and you can have a go at creating your own Morse code message!

The volunteers will be happy to show you how to put together a telegraph message and transmit the sequence of dots and dashes to anywhere in the world.

Radio telegraphy using Morse code was vital during World War II but the code system used commercially in Australia was different to the one used by the armed forces.

The Armadale Outpost Telegraph Centre and Communications Museum, adjacent to the Visitor Centre, is open every Tuesday from 10am-12.30pm and is FREE to attend. Tours can also be arranged by calling the Visitor Centre on 9399 0410.

In 1889 the railway line from Perth to Armadale was completed and Armadale mushroomed into a vital and prosperous settlement with houses, roads and shops clustering around the station. Settlers were now able to send all their produce more quickly to Perth by rail. This included eggs, fruit, vegetables, dairy produce, milk, livestock, timber and bricks. The routing of the railway line through Armadale was an important step in the town’s history.

The scales (pictured) were used in the first shop started up in Armadale by Frederick John Saw c1898. It was located opposite the train station. It was used to measure our bulk goods which may have included fruit, grains, biscuits or lollies.
