PROJECT PROPOSAL: To construct a new 2,619 square foot addition to an existing1,871 square foot two-story house on a 15,246 square foot lot. The house additionincludes 710 square feet to the garage at the first story, 1,414 square feet to the secondstory and 1,205 square feet to the new third story. The new total house square footagewill be 4,490 square feet. The exterior will maintain its existing contemporary design asidentified by the architect.

APPLICABALE DESIGN GUIDELINES: Single-Family Neighborhood Analysisand Neighborhood Guidelines. The property is located in the RossmoyneNeighborhood which is categOlized as a "Woodlands" neighborhood. The homes in thisdistrict were built from the 20's through the 60's and are predominantly of the SpanishColonial and Federal styles. They are generally recognized for their high qualityconstruction. Mass and scale are the primary concerns in this area. The Guidelines notethat a new home should be sensitive to the prevailing setbacks, landscape designs,driveway patterns and garage locations, that a home should incorporate design elements.of the neighborhood's dominant features, and that it maintain a harmonious designrhythm within the neighborhood.

The Hillside Design Guidelines encourage designs that reduce the visual prominence ofbuildings so that the natural character of the hillside is still apparent. Reducing mass andscale, introducing variations of plane, and orienting the upper stories and the roof pitch tofollow the hillside slope are goals that the guidelines recommend when designing ahillside home. Retaining walls should be designed at a minimum height, with emth-toneddecorative materials and screened with landscaping.

The Landscape Guidelines for Hillsides emphasize the area as being environmentallysensitive and highly visible. An important goal is to provide a plant palette that mergesthe natural environment with the developed areas in order for new construction to bevisually unobtrusive and preserve the natural quality of the hillside.

COMMENTS:

1. The mass, scale and design of the proposed house addition appears consistent with theexisting house, consistent with the Guidelines, and compatible with the existing homes inthe neighborhood.

2. The Guidelines encourage variations is building planes so that upper stories follow thehillside slope. The applicant may consider pushing back the third story building wallabove the garage toward the uphill slope to be in more compliance with the Guidelines.This revision would still allow the balcony to be maintained except it would be locatedon the top of a portion of the second floor.
